n behalf of the Department of Science and Technology (DOST), I wish to convey my warmest greetings and Ocongratulations to DOST-MIMAROPA for the publication of its 2011 Annual Report. This indelibly marks the agency’s feats in continuously going past its mandated functions and emphasizes our innovations that make local technologies work for countryside development.

With proactive promotion and implementation of its services in MIMAROPA, the Regional Office provided core support to local industries through technology integration. These initiatives make the Regional Office relevant as a service provider and as a virtual bridge for both its partners and clients across the island-provinces.

I wish to take this opportunity to commend the organization and its various regional partners for their commitment and support to DOST’s 5-point program, an agenda that synergizes our efforts in seeking and maximizing scientific and technological opportunities for inclusive growth. y sincere felicitations to the management and staff of DOST-MIMAROPA for the publication of its 2011 Annual MReport. With only four years in service, the agency is by no means young in terms of what it has achieved. Since its creation in 2007, DOST-MIMAROPA continues to outperform its previous accomplishments while still managing to reinvent itself and increasingly posit a stronger S&T presence in the island-provinces. This report accounts for another year of quality services in the Region borne by the agency’s innovative leadership, perseverance, and resourcefulness.

I wish to commend DOST-MIMAROPA for maintaining its ISO 9001:2008 certification indicative of its relentless pursuit for learning and improvement. It is also worth noting that aside from achieving major targets, the agency pioneered the establishment of the first Kitchen Incubator in MIMAROPA, if not the country, in Brooke’s Point, . The networks and linkages of the agency, local and abroad, are also to be emulated from given that these are now core competencies required, although not possessed, by many government institutions.

May DOST-MIMAROPA continue to actively find new scientific and technological ways of accelerating economic growth in the countryside. Rest assured of our wholehearted support to your projects in all years to come.

t is with great pride that I present to you DOST-MIMAROPA’s 2011 Annual Report. The following pages summarize existing and new projects, Istrategies and accomplishments of DOST-MIMAROPA in the past year as we move alongside DOST’s thrust for national competitiveness.

Year 2011 was a turning point for the Department as it embodied a paradigm shift from the new administration, thus pushing for intensified community-based interventions towards accelerated countryside development. We have tapped and nurtured our partnerships with key players in the region, namely, fellow RLAs, LGUs, SUCs and NGOs — one of which bore fruit to the first food-based technology business incubator in MIMAROPA. Another milestone is our strong contribution to SETUP, DOST’s banner program, for again having the distinction of most number of approved projects as well as ranking second among sixteen regional offices in terms of total project value. Interventions for 9.25% or 73 of the registered manufacturing firms in MIMAROPA, have translated to a 0.89% employment contribution (or 515 individuals provided jobs) to the region’s manufacturing sector, and 0.088% or 94.03M to the region’s GRDP. Also, with the first ever conduct of the Regional Invention, Contest and Exhibit, the agency was able to promote S&T culture among the youth and/or the innovative by instilling an appreciation of the wider possibilities and applications of science in our daily lives. On a different but still noteworthy accomplishment, the office carried through its ISO 9001:2008 certification, assuring clientele of sustained quality services and continuous improvement since 2010.

Like in any organization, the year cannot pass without its challenges but I am to say that we view them all as essential opportunities for learning and growth. I share 2011’s sweet lessons and even sweeter successes with the dedicated men and women of DOST-MIMAROPA, from the five Provincial S&T Centers to all the staff in the regional office, who are undeniably very crucial assets of the office; with all our regional partners who entrusted us with their valuable resources; with DOST’s top management and attached agencies for providing us unrelenting technical and financial support in our projects; and most of all, with God Almighty, for blessing us limitlessly and for employing us as your instrument for the empowerment of the people in MIMAROPA.

n its fourth year of operation, and alongside the beginning of a new DOST Top Management, DOST-MIMAROPA continues to grow as a service provider and as a virtual bridge for both Oits partners and clients across the island-provinces. Among many national shifts, the year 2011 has become a landmark for intensifying efforts towards the development and transfer of local technologies especially in the countryside. With aggressive promotion and proactive implementation of S&T services, the regional office has continued to provide support to local industries through the integration of technology into the core competitiveness of our assisted enterprises. In line with the administration’s Five-Point Agenda, the roles of regional agencies have been broadened further to include finding and disseminating solutions to prevalent and persistent national problems; developing countryside-appropriate technologies and harnessing the same for their competitiveness; and utilizing S&T to enhance the delivery of various government services. This report summarizes the efforts of DOST-MIMAROPA as it moves along with DOST’s thrust for Philippine competitiveness. 1

Harnessing Technology to Improve Industry Competitiveness SETUP Core and Non-Core Funded Projects

OST-MIMAROPA continued to take strides in the implementation of technology transfer activities in support of micro, small and medium enterprises (MSME) development as its core Dfunction. A total of 33 SETUP projects were approved out of the 30 targeted, which benefitted as much number of firms engaged in food processing, production of gifts, housewares and decors (GHD) items, furniture manufacturing, horticulture, and aquatic/coastal resource culture.

Innovation system support was provided through the upgrading of production technologies and accessories, process improvement, product quality enhancement, appropriate packaging and label design development collectively geared to increase production efficiency and improve market competitiveness of (the) products/and services. A total of 50 technology interventions were provided. The aggregate PhP 8.87M SETUP intervention translated to a remarkable PhP 74.145M gross value-added and recorded 4,819 employment.

DOST-MIMAROPA also provides technical assistance to other MSMEs in convergence with other industry stakeholders such as the local government units (LGUs) and concerned national government agencies (NGAs) in the development and enhancement of resource-based and local banner commodities into value-added and world-class products. These non-core funded projects adopt a convergence approach to ensure cost efficiency through complementation of resources to strengthen capacity of community-based enterprises. S&T solutions and other relevant interventions, along the value chain of abundant raw materials that can be launched as the community’s trademark product or local banner commodities, are identified, facilitated and implemented with other stakeholders.

As a result of linkages with LGUs, 21 projects were co-funded. Among these were on the establishment of common service facilities, a toll packaging center, malnutrition mitigation through complementary baby and snack foods, and adoption of locally-developed technologies such as the ITDI-developed Shredder and Plastic Densifier.

Partnerships with NGAs and LGUs led to eight co-funded projects namely: Improvement in the Productivity of Corn Husk-Based GHD, Establishment of Toll Packaging Center, Nutritious Snack Foods for Malnutrition Mitigation and Input Support for Arrowroot Industry. Similarly, four collaborative training courses on bleaching and dyeing buri fibers, wood bending and finishing techniques and extraction and application of natural dye for fiber and textile were facilitated.

This year, there were 23 new projects funded under the Region’s Local GIA with a total amount of PhP 4.89M. A total of 47 technology interventions were facilitated for 31 firm beneficiaries of both the newly approved and on-going Non-Core SETUP Projects.

R&D Support to State Colleges and Universities (SUCs) in the region are also provided to address technology gaps along the value chain of priority commodities. For the year, three (3) technology development projects were approved for State University. The researches focused on tigergrass baseline studies, the design, construction and test performance of a tiger grass pollen remover and mango (Indian and Carabao varieties) processing / product development.

ith intensified efforts to render packaging and label design services to MSMEs in the region through its in-house graphic designer, DOST-MIMAROPA created, facilitated and Wdeployed 59 packaging and label designs for products of 27 firms. Products that improved through this service included cheesy cake bars, canned tuna and milkfish (bangus), coco sugar, ginger tea, cashew tarts, calamansi and dalandan concentrates, peanut butter, cassava cake, natural fiber-based products (bayong), and tropical wine, among others.

However, the label design for Nelly’s Meat Processing of Mindoro Occidental, and the packaging and label design for three products of Brooke’s Point Kitchen Incubator in Palawan were outsourced from other agencies. This was during the period of October to December 2011, when the Regional Office was in the process of hiring a new in-house designer.

DOST-MIMAROPA’s Packaging and Labeling Service continued to have a huge impact on MSMEs in the region. Six (6) new markets were penetrated including outlets in San Jose, Mindoro Occidental, and Angel’s in for Mama’s Yami Deli of Romblon; and NCCC Mall, Drugman Drughouse, Surublien, and pasalubong shops for RUM Food Products of Palawan. The P&L assistance provided for these products was able to generate additional sales for the firms amounting to PhP 3.65 million.

wo years after its Food Safety Team (FST) was organized, DOST-MIMAROPA continued to provide food safety training, forums and consultancy services to food processing firms in the Tregion. The Food Safety Team (FST) was formed to ensure a quick-response core group for the region’s food manufacturing sector considering that more than 60% of the clients of the agency come from this sector. The FST is composed of one representative from each of the BFAR and DOH regional offices, two microbiologists/professors from Western University (WPU), the five Provincial S&T Directors, and one food technologist from DOST-MIMAROPA.

The FST is primarily tasked to provide food-based MSMEs with the technical knowhow on current food safety practices, regulations and requirements.

In 2011, ten (10) series of food safety training were provided throughout MIMAROPA to 31 firms / LGUs with 186 participants.

series of ten (10) S&T training was conducted to address the technical and skills-upgrading needs of MSMEs in partnership with NGOs, LGUs, high-impact community groups, and Aother organized groups. In most cases, these complement various services provided by the region to clients under SETUP Core and Non-Core projects, and other DOST consultancy programs. Through tapping experts from various DOST agencies, SUCs, and consultancy firms, DOST-MIMAROPA has successfully conducted 54 training courses for 1,042 participants from 171 firms/farms.

Training focused on food safety; dyeing and bleaching of natural fibers; alternative energy, i.e., biogas technology; packaging and labeling; food processing, i.e., coco sugar, vinegar, chicken, tuna; meal management and food handling; techno-entrepreneurial development, woodworking, and metalworking.

n terms of consultancy services, DOST-MIMAROPA deployed outsourced engineers and technical experts to undertake productivity consultancy services for qualified firms to enhance Iproductivity of both manufacturing and agricultural sectors through on-site assessments and short/long-term recommendations for the improvement of management and overall operations.

Manufacturing Productivity Extension (MPEX) Program

Offered annually since only 2009, the Manufacturing Productivity Extension (MPEX) Program is a firm-tailored consultancy assistance that focuses on increasing the productivity of MSMEs through site visits and provision of comprehensive production efficiency recommendations. With funding assistance from the Technology Application and Promotion Institute (DOST-TAPI), DOST- MIMAROPA outsourced engineers, technical experts, and business consultants to provide services to qualified firms.

During its third year, the MPEX program provided assistance to sixteen (16) pre-qualified MSMEs in the provinces of Mindoro Oriental, Romblon, and Palawan. Consultancy services included plant lay-out, operational and materials management interventions, 5S training, quality control assurance system, food processing and safety, environmental impact assessment, human resource development, machine and equipment utilization and label design and packaging options. It was noted that labor costs were reduced by 5-40% upon implementation of MPEX recommendations particularly on equipment upgrading and process streamlining; an average increase of 24% in production volume; a projected average of PhP258,000 — ranging from PhP48,000-PhP1.4M — of annual savings with payback period ranging from one to five years to implement all short- and long-term recommendations of the program. Consultancy for Agricultural Productivity Enhancement (CAPE) Program

The Consultancy for Agricultural Productivity Enhancement (CAPE) Program, launched by the Department of Science and Technology (DOST) through DOST-TAPI, aims to institutionalize effective farm management strategies through the provision of S&T innovations to improve agricultural productivity. Experts are deployed to provide assistance to farmers who are willing and able to implement the recommendations given. CAPE assistance includes consultancy within a period equivalent to one complete cropping cycle.

The program thrives well in MIMAROPA region since its populace primarily depends on agriculture. Initial assistance to 18 farms composed of 13 onion farms in Mindoro Occidental and five (5) aquaculture farms in Marinduque was provided. Whereas, the continuation of the consultancy service for the 33 cassava farms in Romblon and the culmination of the consultancy project for 16 mango farms which started in 2010 as well as for the aforementioned 13 onion farms both in Mindoro Occidental occurred in the same year.

Developing Solutions to Pressing National Problems O/L Trap

Roll-out of the DOST Ovicidal/Larvicidal Trap (O/L Trap) System for Aedes mosquito Nationwide

OST-MIMAROPA, in partnership with DOH-CHD Regional Office and the local government of Puerto Princesa City, facilitated the roll-out of the DOST Ovicidal/Larvicidal Trap (O/L DTrap) in Puerto Princesa City, Palawan on April 15, 2011 in an intensified campaign to fight dengue. A total of 1,400 O/L Traps distributed to Brgys. San Pedro and San Miguel, recorded the highest dengue cases in the region in 2010. The intervention, along with other remedial measures led by DOST in partnership with DOH and the city government, contributed to the reduction of the dengue incidence by an average of 87% in the pilot areas.

Hybrid Weather Monitoring System and Production of Weather and Rain Automated Stations

o enhance weather forecasting and hazard mitigation capabilities in the region, DOST- MIMAROPA facilitated the installation of a total of 6 Automated Weather Stations (AWS) and 2 TAutomatic Rain Gauges (ARGs). AWS and ARGs were successfully installed in areas alloted by partner LGUs and SUCs (Table 11). AWS are equipped with different sensors capable of measuring weather parameters such as wind speed, wind direction, air temperature, air humidity, air pressure, rain amount, rain duration and intensity; on the other hand ARG gather and record amount of rainfall over a set period of time. Data gathered through these facilities are automatically forwarded to DOST-PAGASA for integration with the other meteorological data collected which would then be analyzed and fed to the DOST-developed weather monitoring website, Philippine Real-time Environmental Data Acquisition and Interpretation for Climate-related Tragedy Prevention and Mitigation (PREDICT). The installation of ARG and AWS is part of DOST’s response for disaster risk reduction and mitigation through enhancement of weather monitoring and forecasting capabilities.

Combating Malnutrition

n support of DOST’s program to fight malnutrition, DOST-MIMAROPA, the Provincial Government of IOccidental Mindoro (PGOM) and the Food and Nutrition Research Institute (FNRI-DOST) launched and implemented the DOST Sulong program, a 120-day DOST-sponsored feeding activity implemented last May in the municipalities of de Ilog and in Mindoro Occidental — being one of the provinces in the country with the highest prevalence of underweight children (aged 0 - 5 years old) based on the 2008 FNRI National Nutrition Survey. After the culmination and noteworthy effectiveness of the program, the tripartite group decided to continue the project by localizing the production of the FNRI-developed rice-mongo complementary food in two strategic locations in the municipalities of and Calintaan. The PGOM, DOLE-MIMAROPA together with the municipal governments concerned pledged assistance for this purpose. DOST-MIMAROPA facilitated the transfer of the same technology to the Barangay Nutrition Scholars’ Association (BNSA) of San Jose, Mindoro Occidental in partnership with LGU-San Jose to cater to the southern areas of the A Mangyan mother feeds her child with rice-munggo blend during the Sulong Pinoy launching in , Mindoro Occidental. province. BNSA is currently operating a baby foods production facility.

Developing Appropriate Technologies to Create Growth in the Countryside Consortia

o contribute significantly to productivity improvement and quality of life in the Region, DOST- MIMAROPA supports relevant S&T undertakings to generate and develop appropriate Ttechnologies that will maximize benefits from the abundant resource potentials of the region. The Regional Offce helps harness the scientific and technological capabilities of the R&D sector to spur economic growth and development in the countryside. It strengthens the participation of various S&T sectors particularly in R&D information dissemination, advocacy and linkages.

MIMAROPA Health Research and Development Consortium (MHRDC)

With the commitment of numerous government agencies and departments, state universities and colleges from and representing Region IV-B, the MIMAROPA Health Research and Development Consortium (MHRDC) was established on November 5, 2010. MHRDC aims to strengthen the system of collaboration in Region IV-B to develop and enhance capacity of institutions within the region engaged and interested in health research to improve the health conditions of its people.

The geographical configuration of MIMAROPA is unique and poses a challenge in the responsive delivery of services to the most remote villages in the region. That is why creating a solid and common vehicle for the attainment of delivering better health services is highly essential. MHRDC intends to respond to that. It links the islands together through collaborative series of meetings held in 2011 which highlighted the identification of research priorities of the consortium. The output was a 3-year R&D Program for MHRDC, with priorities in herbal medicine for infectious diseases on year 1, nutrition and functional foods on year 2 and impact of environment/climate change on health in year 3. The MHRDC also conducted trainings aimed to develop and enhance research skills of its members. On December 2, 2011, the consortium held the Capability Development for MHRDC Database using the Health Research and Development Information Network Network-of- Networks (HERDIN NeoN). This activity aimed to educate the members on how to use the online research database HERDIN NeoN System as a tool for resource-sharing.

Being the youngest health R&D consortium in the country, MHRDC is still in the early but very promising stage of building Capability Development for MHRDC Database a stronger consortium in MIMAROPA. using HERDIN NeoN.

Southern Tagalog Islands Research and Development Consortium (STIRDC)

The conceptualization of the Southern Tagalog Islands Research and Development Consortium (STIRDC) in 2008 was carried out to accelerate development in the island provinces of MIMAROPA.

STIRDC serves as a venue for planning, monitoring and evaluating regional (research, development and extension (R, D and E) programs in agriculture, fishery, industry and energy, retail resources, and other scientific and technological processes. The consortium concept relies on the combined individual strengths and capabilities of the member-agencies in carrying out their given mandates. Grouped together, the member-institutions of varying competencies in different disciplines complement their efforts to achieve synergistic research collaboration.

STIRDC conducted the 1st Annual R&D Conference with the theme “Showcasing RDE Initiatives and Best Practices in MIMAROPA” on October 27, 2011 at the Food and Nutrition Research Institute (FNRI) Training Room, DOST Compound, Bicutan, Taguig City. The conference was organized to provide a venue for scientific dialogue and sharing of R&D outputs for professional growth and development and to communicate and disseminate research results as inputs to extension activities in the region.

Among others, the Consortium puts its thrusts in the following agenda: Food and feed industry development, agribusiness and small and medium enterprises development, human and physical resources management and ecotourism and sustainable environment.

OST-MIMAROPA had initiated pre-implementation activities Dfor the Tiger Grass Benchmark Studies in Romblon in cooperation with Romblon State University to provide a technology development support mechanism to strengthen the emerging tiger grass broom industry of the province. A Memorandum of Agreement was signed to concretize linkage between RSU and DOST- MIMAROPA. Studies to establish baseline data on farmers’ socio- economic and demographic profiles, generation of a comprehensive resource map for tiger grass production using a global positioning system (GPS), and the design, fabrication and testing of a tiger grass pollen remover cum woodworking machine are expected to be conducted in 2012 in Romblon. The project will establish the potential of tiger grass not only for the broom industry but as a possible erosion control.

he Biogas Technology is but among the successful technology transfer undertakings of DOST- MIMAROPA as it does not only promote environmental conservation and alternative energy Tgeneration and utilization but it also translates to economic benefits. Assistance through the pilot-testing of ITDI-developed Energy Adoptor Gadget (EAG) has been provided to one of the biogas adoptors in Mindoro Oriental with a biodigester size of 50-cubic meters. Trials on the effectiveness and efficiency of the gadget in converting conventional gasoline-fed engine into a hybrid generator run by biogas through the EAG are being undertaken in cooperation with ITDI- DOST. This project, once successfully demonstrated will then be the basis for replication in other existing biogas digesters.

Using S&T to Enhance Delivery of Government and Social Services CSFs and TBIs

Common Service Facilities

he lack of access to affordable and efficient technologies has been identified as a major Tcause of low productivity and substandard quality of product outputs. In 2011, DOST-MIMAROPA, in partnership with other agencies, had established eight common service facilities (CSFs), six for the fiber processing sector of Romblon, specifically in the municipalities of San Agustin, , Calatrava, San Andres, Romblon and Odiongan and two for the mango processing sectors of Romblon and Palawan. Technology Business Incubators

With a diverse range of S&T services — from technology transfer to training to consultancy — the establishment of a technology business incubator was also identified as an effective strategy for MSME empowerment in the countryside. One such project is the Brooke’s Point Kitchen Incubator (BPKI), launched last December 02, 2011, which intends to provide a food processing facility accessible to potential and existing food processors and to promote value-adding of abundant raw materials in Southern Palawan. This project, in cooperation with LGU-Brooke’s Point, Western Philippines University, Palawan State University, Honey Fruit Gourmet Foods, DTI-MIMAROPA and the Department of Agriculture-MIMAROPA, is the first known processed food TBI in MIMAROPA and probably in the country. The KI offers a food safety-compliant facility and access to an organized food industry, quality food packaging and label design service, industry linkages, innovative business support, and links to supply chain network. Initial anchor clients include producers of peanut butter, buko pie, buko yema, and pastillas. Non-anchor clients are other producers of specialized products such as cashew, cassava, jackfruit, guava, calamansi and pineapple. Some of the topics covered by these activities forums/ clinics were on intellectual property orientation, disaster risk management, climate change impact mitigation, complementary food blends and snack foods to fight malnutrition, bamboo veneering technology, the concept of kitchen incubators, the science of hydration and technologies on styro- oven densifiers, solid waste management, SETUP, and CAPE programs.

n line with the mandate of DOST to develop further a critical mass of scientifically-inclined individuals and accelerate the development of S&T human resources needed for socio-economic Idevelopment, DOST-MIMAROPA offered S&T scholarships to meritorious and qualified students in the region. Specifically, the purpose of the scholarship program is to stimulate and entice talented Filipino youths to pursue productive careers in science and technology and ensure a steady, adequate supply of qualified S&T human resources.

Science and Technology Scholarship Program (RA 7687) and DOST-SEI Merit Scholarship Program

RA 7687 provides scholarships to talented and deserving students whose families’ socio- economic statuses do not exceed the set cut-off values of poverty threshold, electric consumption and income ceiling. On the other hand, DOST-SEI Merit Scholarship Program is for students whose family exceeded the aforesaid indicators for RA 7687 Scholarship. Qualifiers to these scholarships must pursue priority fields of study in the basic and applied sciences, engineering, science and mathematics teaching, and technology and technical courses.

A total of 948 aspiring fourth year high school students took the DOST-SEI Undergraduate Scholarship Examination last November 20, 2011; 697 students under the RA 7687 and 251 students under the Merit scholarship program. Of these, 22 qualified for the RA 7687, while five (5) qualified for the DOST-SEI Merit Scholarship Program.

Philippine Science High School Scholarship (PSHS)

The Philippine Science High School is mandated to offer scholarship in the secondary level with emphasis on subjects pertaining to science and technology. For the year 2011, 380 aspiring grade six pupils took the Philippine Science High School (PSHS) National Competitive Examination last September 10, 2011. Of these, 17 qualified for the scholarship.

Monitoring of Scholars

This year, the performance of 38 scholars studying in different tertiary schools in the region was monitored according to SEI-set academic criteria. Of these scholars, more than 42 percent were enrolled in Engineering courses, 16 percent in Computer Science and Information Technology. The others are in Biology, Education (major in Mathematics), Agriculture, and Technical Courses. DOST-MIMAROPA produced a total of 18 graduates — 12 in BS degrees, and six (6) in technical courses. Ms. Kriselle M. Padul, a graduate of BS Biology in Palawan State University graduated magna cum laude.

OST-MIMAROPA utilized quad-media (radio, print, TV and the web) as a platform to intensify the promotion and awareness of DOST’s programs and services to the public, provide venues Dfor announcements of technology training courses, seminars, forums, S&T scholarships and calls for SETUP and TECHNICOM proposals.

Notably, the bulk of press releases in print were on health tips and news through NUTRICOMNET in Mindoro Occidental in coordination with the Provincial Science and Technology Director (PSTD) Engr. Bobby Matira. Romblon Provincial Science and Technology Center (PSTC) also contributed substantially to the number of press releases in print with PSTD Dr. Bilshan Servañez being a regular contributor to the local newspaper Romblon Sun. Moreover, Marinduque PSTC contributed press releases in print through its local paper MIMAROPA Sun in coordination with PSTD Mr. Bernardo Caringal.

Another initiative of the Regional Office involved putting up of promotional banners in strategic areas in every municipality of the region which showcased the different SETUP-assisted MSMEs and their products. This was intended to increase consciousness on the program and widen client reach.

Radio had been a dependable tool in the promotional activities of DOST-MIMAROPA, especially in the rural areas. In Mindoro Oriental, OIC Mr. Jesse Pine conducts a regular live broadcast of Usapang Siyensya at Teknolohiya though the Radyo Natin Pinamalayan Station. Other provinces in the region coordinated with their respective local radio stations for public advisories, scholarship announcements and program promotion.

Most of the TV promotional activities were done on local TV stations. Nonetheless, PSTC Marinduque managed to land a spot with media giant ABS-CBN — albeit, in their Southern station — to promote the province’s arrowroot industry during the first quarter of the year.

The Internet was also used to promote several DOST-MIMAROPA services considering the traffic increase of our target clients in social media. Call for applications on 2012 DOST-SEI Scholarships were posted on the internet through our website and DOST-SEI’s; information dissemination on technology trainings on extraction and application of natural dyes for the fiber and textile industry, and on coconut sugar production processes; and broadcast of the launching of the region’s — possibly the country’s — first Kitchen Incubator in Brooke’s Point in Palawan.

S&T promotional activities raised public awareness of DOST in the provinces as shown by the increasing participation and availment of DOST programs and services in the region.

2011 Regional Invention Contest and Exhibits (RICE)

DOST-MIMAROPA successfully brought the 1st Regional Invention Contest and Exhibits (RICE) on October 13, 2011 at the DOST Executive Lounge, DOST Compound, Bicutan, Taguig City. Inspiration and support of distinguished guests like Usec. Fortunato T. Dela Peña of DOST, DepEd Regional Director Dr. Sinforosa A. Guiñares, and Gov. Carmencita O. Reyes of Marinduque highlighted the significance of the contest for MIMAROPA young inventors and researchers.

A total of 45 entries were received to compete for the different categories as the outcome of DOST-MIMAROPA’s strong linkage with the State Universities and Colleges (SUCs), cooperation and support of the Department of Education (DepEd) Regional Office, and the participants’ eagerness/ willingness to participate. Of the total, 27 entries vied for the Sibol for High School Category, 17 entries for the Likha (Creative Research) Category, and 1 entry for the Sibol for College Category.

The entries were judged based on the criteria prescribed by the screening committee of RA 7459 or the Inventors and Invention Incentives Act of the Philippines. Finance and Administration General Fund Allotment and Expenditures

OST-MIMAROPA received a total of PhP38.3M allotment for 2011. Of this amount, PhP35.7M was spent, leaving PhP2,628,031.98 which consists of continuing appropriation for Capital DOutlay, Survey of 2009 R&D Expenditures & Human Resources, DOST O/L Trap in Schools Nationwide and Strengthening of Inter-regional S&T Cluster-based IDEA Teams.

The allotment and expenditures for Capital Outlay increased as an amount of PhP2M for building and structure was provided.

Meanwhile, the allocation for SETUP projects amounting to PhP13,438,155.00 was fully utilized.

Personnel

For the year, four additional regular positions, namely, Chief Science Research Specialist, Chief Administrative Officer, Administrative Officer V and Science Research Specialist II were generated.

The total number of DOST-MIMAROPA personnel included 19 regular personnel, supported by two project staff, five contractual and four job-order employees to support the personnel stationed at the Provincial Science and Technology Centers (PSTC). Of the total 30 personnel, 16 of which are males and 14 are females.

In terms of educational attainment of permanent employees, two have doctorate degrees, eight with master’s degrees, and eight with bachelor’s degrees. Of the 11 non-permanent employees, nine are with bachelor’s degrees, one finished a two-year course and the other finished a one-year course.
