Several factors—including a building’s sales history, prominence, and CityRealty’s rating for the property—are used to determine which buildings are included in the index. This report tracks the performance of those buildings for the one-year period ending September 30, 2020. CityRealty releases regular reports on the CityRealty 100 to track the change in prices of the top 100 Manhattan condo buildings. After falling in 2018 from all-time highs achieved in 2016 and 2017, the index’s average price / foot and total sales volumes were roughly flat in 2020 as compared to 2019, with the average price per square foot increasing 2% to $2,649. For the 12 months ending Sep 30, there were 846 sales which accounted for $4.94B in sales volume. Manhattan real estate, as viewed through the lens of this report, focuses on the city's top tier of buildings, which are seen as a relatively stable and good investment. The stagnation in prices and volume, especially in buildings not new to the market, reflects a market that has been saturated with high-end product, and prices in the 3rd quarter of 2020 reflect an overall downward trend.

    Landmarks Preservation Commission June 28, 2011, Designation List 444 LP-2406 FISK-HARKNESS HOUSE, 12 East 53rd Street, Manhattan. Built 1871; Architect Griffith Thomas. Remodeled 1906; Architect Raleigh C. Gildersleeve. Landmark Site: Borough of Manhattan, Tax Map Block 1288, Lot 63. On March 23, 2010, the Landmarks Preservation Commission held a public hearing on the proposed designation of the Fisk-Harkness House and the proposed designation of the related Landmark Site (Public Hearing Item No. 4). The hearing had been duly advertised in accordance with the provisions of the law. A representative of the Historic Districts Council spoke in favor of designation, and written testimony in favor of designation was submitted by the Metropolitan Chapter of the Victorian Society in America. Summary The Fisk-Harkness House is a town house originally constructed in 1871 and substantially altered in 1906 to the designs of architect Raleigh C. Gildersleeve, who transformed the building into a grand five-story American Basement-plan house with an asymmetrical neo-Tudor Gothic style limestone facade. Gildersleeve practiced architecture in New York City and New Jersey between 1892 and 1915, and is best known for the Tudor-inspired buildings he designed for the campus of Princeton University. Harvey E. Fisk, the owner of the house at the time of the alterations, was a prominent investment banker attracted to this area of Fifth Avenue because of its residential prestige. This town house is a rare survivor of the period when the area around Fifth Avenue in Midtown was home to Manhattan’s wealthiest citizens, who built mansions or updated existing row houses for their private residences.

    Chapter 7: Historic Resources A. INTRODUCTION This chapter considers the potential of the proposed 53 West 53rd Street project to affect historic resources. The proposed project’s potential impacts are compared with those of the Previously Approved Project and Expanded Development Scenario, either of which could be developed in the absence of the proposed project. As described in more detail in Chapter 1, “Project Description,” to develop the project, the applicant is seeking a special permit pursuant to Zoning Resolution (ZR) Sections 74-79 and 81-212 to allow the transfer of floor area from the zoning lot containing the University Club to the project site for use on the development site. The special permit pursuant to ZR Section 74-711 and 81-277 would permit the distribution of floor area on the development site without regard to zoning district boundaries, which would allow for all available development rights from St. Thomas Church to be utilized on the development site. In addition, the proposed project would require a special permit pursuant to ZR Section 74-711 for modifications of use and bulk regulations. Because the proposed project would require special permits pursuant to ZR Sections 74-79, 74- 711, and 81-212, it is subject to the review and approval of the New York City Landmarks Preservation Commission (LPC). In order for the project sponsor to meet the requirements of the special permits, LPC must issue a report to the New York City Planning Commission (CPC) supporting the project’s application. Some buildings are built below the applicable limit—because they are constrained by other regulations such as historic preservation rules, they were built subject to earlier, more-restrictive zoning rules, or the owner chose to develop the property less intensely than the zoning allows because of market conditions or other considerations applicable when the building was built. The Zoning Resolution provides limited opportunities for an owner of land that is less than fully devel- oped to transfer her unused development rights to other properties. Solomont (Illustration by Carlos Zamora) The launch party for Extell Development’s 1010 Park Avenue in mid-October had all the trappings of a strong market: wall-to- wall brokers, a catered sushi bar and passed champagne flutes. But on a night meant to celebrate the luxe 11-unit condo project — where prices start at $12.95 million — Gary Barnett had a sobering message for brokers, telling them he’d cut prices three times ahead of the sales debut. That one of the city’s most active developers chose such a forum to address soft market conditions illustrates just how serious the proliferation of price cuts and concessions has become as developers look to unload sponsor units. “Everything is being sold at huge discounts, which is how the market is moving,” said Donna Olshan, founder of Olshan Realty, which tracks the number of contracts signed for Manhattan properties above $4 million. The data paints an ugly picture of the Manhattan new development sector, which has been steadily declining for the past 18 months. The low point came in the first quarter of 2018, when new development sales logged a 54 percent year-over-year decline, with only 259 closed transactions in total for the quarter, according to data from Miller Samuel. During the third quarter, meanwhile, sales were down 22 percent year-over-year, with 360 new development closings.
