The Name in Political Science: INTRODUCTION to COMPARATIVE POLITICS POLITICAL Comparative Politics SCIENCE/THEORY Peace in Parts Gabriel A Series Editor Peter H. Merkl SELF-MANAGEMENT New Dimensions in Democracy Ichak Adizes and Elisabeth Mann Borghese, editors Papers and dialogues from a week-long seminar held at the Center for the Study of Demo- cratic Institutions, Santa Barbara, California. The focus of the discussions was on the par- ticipation of workers in decisionmaking as a means to democratize society. This thought- provoking and eye-opening volume is the result. The experiences of Yugoslavia, Israel, and Norway are drawn upon by labor leaders, politicians, and social scientists, giving birth to revolutionary new concepts in worker/management relations. Flights will be offered from Boston, New York, Washington, D.C., Atlanta, and Chicago, providing members and their immediate families with cost savings of up to 50% when compared to regular coach class fares. For example, the current coach class roundtrip airfare from Boston to San Francisco is $404.00, while the per seat cost on a 149 seat United Airlines DC8 is $195.00. Similar savings are available from each of the five cities with the appropriate charter fares at present being New York $187.00, Washington $182.00, Atlanta $180.00, and Chicago $158.00. The recent cancellation of existing family plan and excursion fares within this country make the charter travel concept by far the most appealing. Flights will depart from the five cities on the afternoon or early evening of September 1, returning from San Francisco on the morning of September 6. Complimentary bar facilities and in-flight movies will be provided in each direction. Coordination of the program will be undertaken by Conventions Unlimited, a Washington, D.C. based convention planning corporation. In addition to charter flights, group flights and individual travel requests may also be directed to their attention. Any inquiries regarding travel to San Francisco, with the exception of those relating to the pre- or post-convention tour to Hawaii, can be directed to Conventions Unlimited at 2011 Eye Street, N.W., Suite 702, Washington, D.C. 20006. 92 flSWinter 1975 NEW AND RECENT TITLES Erwin C. Hargrove, Brown University Currently a Senior Fellow at the Urban Institute, Washington, D.C. How extensive has Presidential power become during the last 25 years? Professor Hargrove offers an in-depth analysis of this question, and suggests how the Presidency can retain the strength necessary for leadership and yet be subject to political constraints. Alfred A. Knopf / 1974 / 352 pages Order code: 31724 CHINA, RUSSIA, AND AMERICA SECOND EDITION John G. Stoessinger, City University of New York Misperceptions of one power by another have often lead to disastrous foreign policies, as shown in this examination of Sino-Soviet, Soviet-U.S., and Sino-U.S. relations during the 20th century. This edition has been up-dated to include Henry Kissinger's policy of detente and the reintroduction of reality into affairs among the three nations. Random House / 1974 / 256 pages Order Code: 31236 POLITICS AND THE POLITICAL SYSTEM William L. Morrow, College of William and Mary In theory the public administrative bureaucracy is not a political animal. In practice it is. This book examines the internal and external politics of administrative agencies, showing how their decisions are made in response to other political institutions, and asking how we can make the bureaucracy more responsive to public needs. Random House / 1975 / 320 pages Order code: 31780 STUDIES IN POLICY ANALYSIS Michael C. Smith, Tulane University, and Associates Is interest group theory a useful tool in understanding how American public policy is formulated? One theoretical essay and six case studies focus on the role of interest group politics in the making of public policy in America, and assess the strengths and weaknesses of interest group pluralism. Random House / 1974 / 224 pages Order Code: 31627 Random House Alfred A. Knopf The College Department 400 Hahn Road, Westminster, Maryland 21157 93 IN A TIME OF DIRTY TRICKS, DOUBTFUL VALUES • •. Promise and Performance of American Democracy Second Edition By Richard A. Watson, University of Missouri-Columbia How a democratic government should operate, and how American government does in tact operate, are not the same. As in the widely adopted first edition, Watson gives a balanced assessment of the American political system—one that takes into account both the process by which public policies are made, as well as the content of those policies. Each chapter opens dramatically, with a brief development or incident designed to stimu- late interest, and show the relevance of American government to contemporary social issues. The introductory chapter contains a far more extensive discussion of the general theory of democracy than can be found in any other beginning text. Subsequent chapters analyze such aspects of the American political process as the roles of political parties, interest groups, Congress, the President. Three major policy areas-race, , poverty, foreign affairs—are also evaluated in terms of how effective our society has been in achieving social equality, economic equality, and the protection of our national interests. In short, the book balances three major purposes of an introductory text: It provides basic factual information about American government, concepts around which to organize that in- formation, and a critical evaluation of the American political system. Utilizing an entirely new format and page design, the new Watson has been updated to re- flect Watergate and Nixon's resignation. More attention is given to criticisms of our government, including information on the increasing disillusionment of many Americans with the credibility of governmental officials. It provides new material on abortion, obscenity, and impeachment, with a new section that incorporates James Barber's analysis of the various "personality" or "character" types that have served as Chief Executive. As proven by the many adoptions of the First Edition, Watson works in the classroom. 1975 Paperback IllilUU 94 PSWinter 1975 WHAT WE NEED IS A GOOD, HONEST LOOK AT OURSELVES. The Plot That Failed: Nixon and the Administrative Presidency By Richard P. Nathan, Brookings Institute Prior to the 1972 election, Nixon, Haldeman, and Ehrlichman decided that in order to achieve the Administration's major domestic policy objectives, they needed to gain control over the management and machinery of domestic affairs. Watergate was their downfall. THE PLOT THAT FAILED is Richard Nathan's perceptive account of the Nixon attempt to command the federal bureaucracy—the attempt of the "Administrative Presidency." Nathan, an HEW official in the Nixon administration for four years, provides a timely, authoritative view of a scheme narrowly avoided. April 1975 Serving The Few: Corporate Capitalism and the Bias of Government Policy By Edward S. Greenberg, University of Colorado "... modern government is not a set of neutral institutions responsive to the public will [but is, instead] the instrument by which corporate capitalism attempts to fashion for itself a stable environment conducive to steady expansion and healthy profitability." SERVING THE FEW is a Marxist analysis of the unjust distribution of benefits in American capitalism.
