OF INDIA UNDERTAKING) Integrated Check Post Petrapole Phone: 03215-245079 e.mail: [email protected] No: CWC/ICP-PTPL/Canteen/2018-19 Date: 29.09.2018 NOTICE INVITING QUOTATION The Regional Manager, Central Warehousing Corporation (A Govt. of India Undertaking), Regional Office, Kolkata invites sealed quotations on two bid system from professionally competent, experienced and financially sound interested parties for the appointment of regular canteen contractor for running 02(Two) Nos of canteen, one at Import yard and another at Mukhya Bhawan on lease and license basis at Central Warehousing Corporation, Integrated Check Post, Jessore Road, Petrapole,North 24 Paragnas, West Bengal as per the details given below for a period of 2(Two) year extendable by further period of 3 (months) at the discretion of the Corporation. 1. Earnest Money Deposit Rs. 10,000.00 2. Security Deposit Rs. 50,000.00 4. Sale of Quotation Form (From 29.09.2018 to 20.10.2018) The quotationers are required to give their offer in two envelopes. The first envelope containing Technical & Professional qualification with documentary evidence and various documents to be attached as detailed below in support of financial soundness and experience of work, etc. along with EMD and original cash receipt and Quotation terms and conditions. This envelope should be super scribed/marked as “Technical Bid”. The second envelope containing “Price Bid” Annexure-II in respect of item wise rates/marked as “Price Bid”, the rates shall be exclusive of Goods & Service Tax and any other tax levied by the Govt. of India .. “The sealed envelope containing TECHNICAL BID & PRICE BID should be put in another sealed envelope which should be super-scribed/marked as Quotation for Regular Canteen Contractor at Central Warehousing Corporation., Integrated Check Post, Petrapole. This envelope should be addressed to “The Manager, Central Warehousing Corporation, Integrated Check Post, Petrapole ”. The details of documents required in TECHNICAL BID: 1. Certified copy of Partnership deed/Article of Association/Memorandum of Association/Bye-laws/declaration about proprietorship etc. as applicable. 2. Certificate of Registration. 3. Authorization letter. 4. Experience certificate showing proven experience in trade of a facility of similar type of work for a period of at least 1 financial years out of proceeding 5 years from the date of issue of NIQ (enclosed experience certificate). 5. Bank statement for the last 6 months from Banker(s). 6. DD/Pay Order on account of Earnest Money Deposit. 7. Goods & Service Tax Registration Certificate. 8. Certified copy of valid PAN card. 9. Original cash receipt of Rs.100/- only towards purchase of Quotation form. Note: 1. The Quotation Form shall be available at the Central Warehousing Corporation, Regional Office, CMC Building, 6 th Floor, 15N Neille Sengupta Sarani, New Market Complex, Kolkata-700087 and Central Warehousing Corporation., Integrated Check Post, Petrapole. The interested bidders may purchase the quotation form on payment of Rs. 100/- exclusive of Goods & Services Tax w.e.f. 10:00 Hrs of 29.09.2018 to 17.00 Hrs of 20.10.2018. Intending quotationers are advised to visit the place of operations for acquainting themselves with the nature of work in their own interest before submitting the Quotation, Conditional Quotation and the quotations not accompanied by the Earnest Money shall be summarily rejected. The quotations not received with shellac/wax, seal are liable to be rejected. Registered Labour Co-op Societies should furnish the proof of Registration with Registrar of Co-op. Societies OR Taluk Co.Op. Officer along with a resolution passed by the Society to participate in the Quotation inquiry. 1. Premises i. The 02(Two) Nos of Canteen one at Import Yard & second at Mukhya Bhawan shall be operated at the area specially earmarked for the purpose at Central Warehousing Corporation, Integrated Check Post, Petrapole. ii. No alterations or modifications in the premises provided for running the canteen will be carried out by the Licensee. iii. No damage to the building/fixtures and fittings will be caused by the Licensee. In the event of any damage being caused to the building fixture, compensation as assessed by the Corporation will be paid by the licensee to the Corporation. iv. The Licensee shall use the premises solely for the purpose of running the canteen for the employees of the Corporation/LPAI/Customs and users of the ICP, Petrapole. The contractor shall not assign or sublet or part with possession of the premises or any part thereof. v. The premises shall always be kept in a clean and good hygienic and sanitary condition. The Licensee shall be responsible for compliance with all Municipal/Labour Laws and other requirements of all as prevalent in the State of West Bengal. 2. LEASE AND LICENCE The Tenderer must quote the Leave & License fees for accommodation in Annexure-II. The tenderer shall have to make payment of Goods & Service Tax as applicable from time to time along-with Leave & License fees by 05 th of every succeeding month. For this purpose the Regional Manager, Central Warehousing Corporation, Regional Office, Kokata has fixed the minimum ceiling of Rs. 10,000/- for each canteen. The rate offered by the bidder shall be in multiple of Rs. 100/- over and above the minimum ceiling of Rs. 10,000/- . 3. UTENSILS AND CROCKERY/FURNITURE The licensee should make their own arrangement for required utensils and crockery and furniture etc., for use at Canteen. Necessary Electrical sub-Meter will be provided by CWC for reimbursement of the consumption of Electricity charges from the Licensee. Quotation/Quotation completed in all respect accompanied with Earnest Money through the Demand Draft in favor of Regional Manager, Central Warehousing Corporation, Kolkata, placed in shellac/wax sealed envelope will be received by the Manager, Integrated Check Post, Petrapole up to 03.00 pm on 22.10.2018 . TECHNICAL BID will be opened in the office of the Manager, Integrated Check Post ,Petrapole on the same day at 3.30 pm in the presence of those quotationers/authorized representatives who wish to be present at their own cost. The PRICE BID envelope will be opened only of those quotationers who are found technically qualified on later date to be informed individually to all technically qualified quotationers by the Manager, ICP, Petrapole. CWC reserves the right to reject any or all the quotations without assigning any reason and does not bind itself to accept the Highest or any Quotation. The Manager, CWC, ICP, Petrapole at his discretion may extend the validity of the Quotation by a fortnight and such extension shall be binding on the Quotationer. 5. If the date fixed for opening of quotations happens to be a holiday, the quotations will be opened on the next working day following the holiday, but there will be no change in the time for opening indicated above. 6. If the date up to which Quotation is open for acceptance happens to be a holiday the Quotation shall be deemed to remain open for acceptance till the next following working day. If any Quotation is withdrawn/modified or any change is made in contravention of Clause ‘C’ above the earnest money of such Quotationer shall stand forfeited and Quotation is summarily rejected”. 7. Quotation will be submitted either by Registered post with Acknowledgement due or in person. Quotations received after 15.00 hours p.m. on 22.10.2018 will not be considered. 8. The Quotationer while signing the Quotation would be deemed to have read and understood all the conditions of the Quotation which will be binding on him and he has to sign on each page of Quotation form. 9. The Quotationer may visit the site to acquaint himself about the local conditions, operational area etc. the nature of work before submission of Quotation in his own interest. 10. Rates should be quoted in words and figures where there is a difference in rate quoted in words and figures whichever is lower will be taken into consideration.     The Bengal-Bangladesh Borderland: Chronicles from Nadia, Murshidabad and Malda 1 Paula Banerjee Introduction Borderland studies, particularly in the context of South Asia are a fairly recent phenomenon. I can think of three works that have made borderlands, particularly the Bengal-Bangladesh borderland as the focal area of their study in the last one decade. Ranabir Samaddar’s The Marginal Nation: Transborder Migration From Bangladesh to West Bengal started a trend that was continued by Willem Van Schendel in his The Bengal Borderland: Beyond State and Nation in South Asia . Both these books argue that the border is part of larger zone or the borderland that at once constructs and subverts the nation. Samaddar goes beyond the security and immutable border discourse and problematises the borderland by speaking of flows across the border. He argues that such flows are prompted by historical and social affinities, geographical contiguity and economic imperative. People move when their survival is threatened and rigid borders mean little to the desperate. They question the nation form that challenges their existence. If need be they find illegal ways to tackle any obstacle that stand in their path of moving particularly when that makes the difference between life and death. Thereby Samaddar questions ideas of nation state and national security in present day South Asia when and if it privileges land over the people who inhabit that land. Van Schendel also takes the argument along similar lines by stating that without understanding the borderland it is impossible to understand the nation form that develops in South Asia, the economy that emerges or the ways in which national identities are internalized.

    Bangladesh Land Port Authority (at a glance) Overview : Bangladesh Land Port Authority (BLPA) came into being under Bangladesh Sthala Bandar Kartipaksha Act, 2001 (Act 20 of 2001) in order to facilitate and improve the export-import activities with the neighbouring countries through land routes. Since inception, Bangladesh Land Port Authority has been functioning as statutory body under the Ministry of Shipping. So far, 24 Land Customs Stations have been declared as Land Ports. Out of them, 12 land ports are wholly in operation. Among 07 land ports are being operated by BLPA own management. On the other hand, 05 land ports are being operated by Private Port Operators on BOT (Build, Operate and Transfer) basis. A Private Port Operator has also been appointed to develope and operate Birol Land Port. The remaining 12 land ports are waiting for the development and operation activities. Vision : To establish efficient, safe and environment friendly world calss land port. Mission : To promote export-import trade trough the use of modern technology in cargo handling, strorage and infrastructural development of land ports. : (1) Formulating policies foroperation, development, management, Activities of BLPA expansion and maintenance of the land ports; (2) Engaging operators for receiption, storage and delivary of cargoes at land ports; (3) Preparing schedule of tariffs, tolls, rates and fees chargeable from land port users having prior approval of the government; (4) Executing any contractwith any person to fulfill the objectives of this Act.     India-Bangladesh trade resumes through Petrapole Deadlock lifted after the West Bengal government permits vehicles to come in Both the sides agreed to take precautions on Covid-19 Abhishek Law Kolkata, July 5 India-Bangladesh trade saw a partial resumption at Petrapole — the largest land port in Asia — on Sunday evening after the West Bengal government allowed vehicles from the neighbouring country to come into the State. Five trucks carrying garments came in from Benapole (on the Bangladesh side), while a similar number of vehicles carrying fish from the southern States was allowed into Bangladesh, said sources. Trade affected Trade at this gateway had come to a standstill from July 1 onwards after a section of stakeholders in Bangladesh objected to the West Bengal government disallowing movement of trucks from Benapole to Petrapole. The State government had been concerned about the spread of Covid-19 into the border villages. Bangladesh on its part has claimed that Benapole was a green zone with no Covid cases there. Following the stoppage of trade, some 700-800 odd trucks had been stuck on the Indian side, while another 500 vehicles were waiting on the Bangladesh side. A number of trucks had been diverted to the nearby land port of Gojadanga to avoid congestion there. Bilateral trade Petrapole, located 100 kms from the city, in the North 24 Paraganas district, accounts for nearly 47 per cent of the $11 billion India-Bangladesh bilateral trade. “Truck movements have resumed with both sides agreeing to follow certain standard operating procedures. We hope that things will normalise over the next one to two days,” Karthik Chakraborty, Secretary, Petrapole Clearing Agents’ Staff Welfare Association told BusinessLine.

Introduction West Bengal has a long international border and it occupies an important strategic location in the eastern part of India. Locational advantages suggest that it should play a crucial role in India’s pursuit for increased trade with other Asian countries. As West Bengal is close to Bangladesh, Myanmar, Thailand and a number of other East and South East Asian countries, it has the potential to become a gateway for India’s ‘Look East Policy’. State level export data published in the Economic Survey 2011-12 show that by total volume of exports, West Bengal rank 8th among the top 15 exporting states of India in 2010-11 (Table 1). Moreover, by Exports to State Domestic Product (SDP) ratio, West Bengal ranks 15th and 13th respectively in 2009-10 and 2010-11 among the top 15 exporting states of India. Port specific trade data show that relative importance of exports through the ports of West Bengal is declining in India’s total exports. For example, in 2003-04 exports through the ports of West Bengal accounted for more than 6 percent of India’s total exports. But the same share declined to around 3.4 percent in 2009-10 before recovering to just above 4 percent in 2012-13.
