IOCL, BPCL and GAIL propose to Display of Dedication of BPCL, GAIL, & NHAI facilities to the Nation and Foundation Stone Laying of IOCL Facilities and Highlighting PMUY benefits Through Outdoor Hoardings for 15 days and Temporary Boards in West Bengal as Hon’ble Prime Minister will be inaugurating these projects on 7th February, 2021 at Haldia. The details of projects is as given below: a. Dedication to the nation of BPCL LPG Terminal at Haldia b. Dedication to the nation of GAIL Dobi – Durgapur Natural Gas Pipeline c. Dedication to the nation of NHAI Four –lane ROB cum Flyover at Ranichak d. Laying of Foundation stone of IOCL Catalytic Iso- Dewaxing Unit at Haldia Details of the Sites for outdoor hoardings for 15 days and temporary boards at the venue at Haldia is as enclosed in Annexure I of the tender. 2. BPCL invites you to submit your offer in a single part bid on the terms and conditions contained in this tender document 3. The attached tender document consists of the following. Techno-Commercial Bid (other than Price Bid). i. Scope of Work (Annexure-I ) ii. General Conditions of the Contract (Annexure-II) iii. General Instructions to bidders for E-Tendering (Annexure-III) iv. Performa of Integrity Pact for BPCL ( Annexure IV ) The bidders shall also be in a position to produce further information as and when required by BPCL. Price Bid Bidders have to submit Price Bids online as per the proforma given in tender document. Bidders shall also have to essentially sign an Integrity Pact (IP) for participating in this tender, as per the proforma mentioned above. All the pages of the Integrity Pact shall be duly signed. 4. This is an e-tender. Please visit the website https://bpcleproc.in for participating in this tender process and submitting your Techno-commercial and Price bids online. 5. All the tender documents and Annexures, and Other Information & Price Bids shall be required to be digitally signed with a class IIB or above digital signature by the authorized signatory. The authorized signatory shall be: a) Proprietor in case of proprietary concern. b) Authorized partner in case of partnership firm. c) Director, in case of a limited Company, duly authorized by its board of directors to sign. If for any reason, the proprietor or the authorized partner or director as the case may be, are unable to digitally sign the document, the said document should be digitally signed by the constituted attorney having full authority to sign the tender document and a scanned copy of such authority letter as also the power of attorney (duly signed in the presence of a Notary public) should be uploaded with the tender. 6. Online submission of the tender under the digital signature of the authorized signatory shall be considered as token of having read, understood and totally accepted all the terms and conditions 7. Job will be awarded on lowest cost basis. 8. EMD – Not applicable 9. Bidders who are currently serving any Holiday Listing orders issued by BPCL or MOP&NG debarring them from carrying on business dealings with the BPCL/ MOP&NG or serving a banning order by another Oil PSE, will not be considered. 10. BPCL reserves the right to accept any offer in whole or part or reject any or all offers without assigning any reason. BPCL is also not bound to accept the lowest Bid. 11. If BPCL is unable to evaluate any offer for want of information, such offer will not be considered. 12. BPCL reserves the right to change the quantity (increase/decrease) tendered. 13. BPCL’s decision on any matter regarding short listing of Vendors shall be final and any applicant shall not enter into any correspondence with BPCL unless asked for. 14. BPCL reserves the right to accept/ reject any or all the Bids at their sole discretion without assigning any reason whatsoever. 15. Forming Cartel and quoting rates in groups would disqualify the supplier. 16. All references to BPCL in the “General Purchase Conditions” should be read as BPCL/GAIL/IOCL. 17. Bids submitted after the due date and time as mentioned above, or not in the prescribed format is liable to be rejected. BPCL does not take any responsibility for any delay in submission of online bids due to connectivity problem or non-availability of site and/or other documents to be uploaded online. No claims on this account shall be entertained. 18. Payment Terms 100% Payment shall be made within 30 days from the date of submission of invoice subject to satisfactory completion of work. Cost will be equally shared by BPCL, GAIL and IOCL and bidder has to raise separate invoice for respective Oil & Gas Company. 19.     The Bengal-Bangladesh Borderland: Chronicles from Nadia, Murshidabad and Malda 1 Paula Banerjee Introduction Borderland studies, particularly in the context of South Asia are a fairly recent phenomenon. I can think of three works that have made borderlands, particularly the Bengal-Bangladesh borderland as the focal area of their study in the last one decade. Ranabir Samaddar’s The Marginal Nation: Transborder Migration From Bangladesh to West Bengal started a trend that was continued by Willem Van Schendel in his The Bengal Borderland: Beyond State and Nation in South Asia . Both these books argue that the border is part of larger zone or the borderland that at once constructs and subverts the nation. Samaddar goes beyond the security and immutable border discourse and problematises the borderland by speaking of flows across the border. He argues that such flows are prompted by historical and social affinities, geographical contiguity and economic imperative. People move when their survival is threatened and rigid borders mean little to the desperate. They question the nation form that challenges their existence. If need be they find illegal ways to tackle any obstacle that stand in their path of moving particularly when that makes the difference between life and death. Thereby Samaddar questions ideas of nation state and national security in present day South Asia when and if it privileges land over the people who inhabit that land. Van Schendel also takes the argument along similar lines by stating that without understanding the borderland it is impossible to understand the nation form that develops in South Asia, the economy that emerges or the ways in which national identities are internalized.

    Bangladesh Land Port Authority (at a glance) Overview : Bangladesh Land Port Authority (BLPA) came into being under Bangladesh Sthala Bandar Kartipaksha Act, 2001 (Act 20 of 2001) in order to facilitate and improve the export-import activities with the neighbouring countries through land routes. Since inception, Bangladesh Land Port Authority has been functioning as statutory body under the Ministry of Shipping. So far, 24 Land Customs Stations have been declared as Land Ports. Out of them, 12 land ports are wholly in operation. Among 07 land ports are being operated by BLPA own management. On the other hand, 05 land ports are being operated by Private Port Operators on BOT (Build, Operate and Transfer) basis. A Private Port Operator has also been appointed to develope and operate Birol Land Port. The remaining 12 land ports are waiting for the development and operation activities. Vision : To establish efficient, safe and environment friendly world calss land port.     India-Bangladesh trade resumes through Petrapole Deadlock lifted after the West Bengal government permits vehicles to come in Both the sides agreed to take precautions on Covid-19 Abhishek Law Kolkata, July 5 India-Bangladesh trade saw a partial resumption at Petrapole — the largest land port in Asia — on Sunday evening after the West Bengal government allowed vehicles from the neighbouring country to come into the State. Five trucks carrying garments came in from Benapole (on the Bangladesh side), while a similar number of vehicles carrying fish from the southern States was allowed into Bangladesh, said sources. Trade affected Trade at this gateway had come to a standstill from July 1 onwards after a section of stakeholders in Bangladesh objected to the West Bengal government disallowing movement of trucks from Benapole to Petrapole. The State government had been concerned about the spread of Covid-19 into the border villages. Bangladesh on its part has claimed that Benapole was a green zone with no Covid cases there. Following the stoppage of trade, some 700-800 odd trucks had been stuck on the Indian side, while another 500 vehicles were waiting on the Bangladesh side. A number of trucks had been diverted to the nearby land port of Gojadanga to avoid congestion there. Bilateral trade Petrapole, located 100 kms from the city, in the North 24 Paraganas district, accounts for nearly 47 per cent of the $11 billion India-Bangladesh bilateral trade. “Truck movements have resumed with both sides agreeing to follow certain standard operating procedures. We hope that things will normalise over the next one to two days,” Karthik Chakraborty, Secretary, Petrapole Clearing Agents’ Staff Welfare Association told BusinessLine.
