Uluslararası Dil, Kültür ve Edebiyat Sempozyumu Alfabe Değişimi Tartışmaları Çerçevesinde Tahsin Ömer'in "İlmî Ve Tarihî Esaslara Nazaran Harflerimiz Latin Harflerinin Aynıdır" Adlı Çalışması Ali CİN, Akdeniz Üniversitesi e-mail: [email protected] Özet Türkçenin yazı ile buluşması, bilindiği gibi, milattan önceki yıllara dayanmaktadır. Türkler, bu dönemden itibaren, yaklaşık beş milyon kilometre karelik bir alanda, değişik kültür, medeniyet ve dinlerle karşılaşmış, eşyanın tabiatına uygun olarak, karşılaşılan bu kültürlerle etkileşim içerisine girmiştir. 19. yüzyılda, özellikle dil ve alfabe konularında bir takım tartışmaların yapıldığı bilinmektedir. Bu tartışmalar, dil konusunda, “Osmanlıca”, “lisan-ı Osmanî”, “Lisan-ı Türkî", “Türkçe ve Türkçenin sadeleştirilmesi”, “Türkçede kullanılan Arapça ve Farsça tamlamalar ve anlamı bilinmeyen kelimelerinin kullanımından vazgeçilmesi vb.” başlıklarında olurken, alfabe konusunda ise “kullandığımız Arap alfabesinin harflerinin Türkçeyi kullanmaktaki yetersizliği”, “benzer seslerin birden fazla harfle yazılması”, “harflerin bitişken olması vb.” gibi hususlardan oluşmaktaydı. Osmanlıda alfabe tartışmaları, Arap harflerinin Türkçeyi ifade etmekte yetersiz kaldığını ilk kez dile getiren Münif Paşa'nın Cemiyet-i İlmiye-yi Osmaniye'de yaptığı bir konuşma ile başlar. Konu yaklaşık 75-80 yıl boyunca gazetelerden, bilim adamına, askerlerden sivil idarecilere kadar birçok meslek mensubu tarafından gerek bilimsel çerçevede, gerekse siyasî alanda birçok kez tartışılmıştır. Alfabe değişimine taraftar olanlar kadar, şiddetle karşı çıkanlar da vardır. Her iki kesim de iddialarını ispata yönelik çeşitli yayınlar yapmıştır. Bu tartışmalarda alfabe değişiminden yana olanlardan biri de Tahsin Ömer'dir. Söz konusu çalışmada Tahsin Ömer 'in İlmî ve Tarihî Esaslara Nazaran Harflerimiz Latin Harflerinin Aynıdır adlı çalışmasının alfabe tartışmaları içerisindeki yeri ele alınacaktır. Anahtar Sözcükler: Türkçe, Tahsin Ömer, Alfabe Tartışmaları, Latin alfabesi, Arap Alfabesi Giriş Alfabe konusu, 19. yüzyılın en önemli teknolojik gelişmesi olan telgrafın Osmanlı Devleti’nde 1855 yılından itibaren kullanılmaya başlanması ile yüz yüze gelinen zorunlu bir sorun olarak karşımıza çıkar. Ancak bu zorunlu sorun, Lâtin alfabesine dayalı Türkçe Mors alfabesi ile çözülmüştür. Telgraf dilinin Lâtin harflerine dayanmış olması, Osmanlı aydınının bu alfabeye yakınlaşmasını sağlamıştır. Osmanlıda alfabe tartışması, Arap harflerinin Türkçeyi ifade etmekte yetersiz kaldığını ilk kez ifade eden Münif Paşa'nın Cemiyet-i İlmiye-yi Osmaniye'de yaptığı bir konuşma ile başlar. (Tansel 1953:223) Münif Paşa alfabemizi ıslah etmek düşüncesiyle bazı fikirler öne sürer. Münif Paşa, problemlerin çözümü için iki öneri sunar: Birincisi 1 Akdeniz Üniversitesi Edebiyat Fakültesi İngiliz Dili ve Edebiyatı Bölümü III. Uluslararası Dil, Kültür ve Edebiyat Sempozyumu alfabenin kolayca okunabilmesi için harflerin üzerine yeni işaretler konulmalıdır. İkincisi ise, alfabede sesli harfler bulunmalı ve harfler birbirinden ayrı yazılmalıdır. Yine bu dönem aydınlarından Mirza Feth Ali, 1863 yılında Arap harflerinin ıslahı konusunda, yazı yazmayı kolaylaştırmak için harflerin üzerindeki noktaların kaldırılmasını ve kavuşturma işaretinin kullanılması, doğru okumayı sağlayabilmek için yeni harekelerin oluşturulmasını ve yeni harekelerin ecnebi milletlerin yazılarında olduğu gibi harf sırasında yazılması önerilerini sunar (Erat, 2002). Dönemin aydınlarından Ali Suavi, Arap harflerinin değiştirilmesine karşı çıkarken, mevcut alfabenin eksik olan harf ve harekeleri için yeni işaretler icat edilmesini ve bu işaretleri de hareke gibi harflerin üzerine yazmayı teklif eder (Erat, 2002). Namık Kemal, harflerin değiştirilmesi durumunda gelecek yıllarda hiç kimsenin var olan kitapları okuyamayacağı düşüncesiyle alfabe değişikliğine şiddetle karşı çıkarak fikrini "yazıyı ıslah etmek için Latin harflerini kabul etmenin, Frenk elbisesi giyerek ülkenin düzeleceğini zannetmenin" aynı şey olduğunu söyler (Tansel, 240). Arap harflerinin yerine Latin harflerinin kullanılmasını tavsiye edenlerin "Frenk mukallitleri" olduğunu söyleyen Ebuzziya Tevfik, alfabe değişikliğine karşı çıkarken harflerin azlığının ya da çokluğunun eğitimde ilerlemeye mani olmadığını, geri kalmanın sebebinin eğitim sisteminin yetersizliğinden kaynaklandığını, Arap harflerinin değiştirilmesinin bin yıldan beri meydana getirilen eserleri yeni harflere çevirmek gibi bir zorunluluğu doğuracağını, bunun da imkansız olduğunu söyler (Erat, 2002). II. Meşrutiyet Dönemi Alfabe tartışmalarında ikinci dönem Meşrutiyet Dönemi'dir. II. Meşrutiyetin ilanından sonra, Osmanlıda oluşan fikrî serbestlik, her türlü matbuatta kendini göstermiştir. İkinci Meşrutiyet dönemi alfabe tartışmaları, bir taraftan mevcut alfabenin kullanımı ya da alfabenin ıslahı yönünde ilerilerken, diğer taraftan mevcut alfabenin değiştirilmesi şeklinde devam etmiştir. II. Meşrutiyet döneminde alfabe tartışmaları, Arap harflerinin ıslahı için yapılan çalışmalarla devam eder. Milaslı Doktor İsmail Hakkı, Cihangirli M. Şinasi, İsmail Hakkı Baltacıoğlu, Ali Nusret ve Hüseyin Avni Türkçeyi "hurûf-ı munfasıla" ile yani yazıda harflerin ayrı yazılarak kullanılmasının önemi üzerinde durarak dilin kolay ve yazılıp okunması için tek çarenin bu olduğunu savunur.

The problem of the standardization of geographical names, of which the discussion of exonyms forms a large part, is an extensive and complex one. United Nations resolutions recommend the reduction of the number of exonyms as far and as quickly as possible. An exonym is a name for a place that is not used within that place by the local inhabitants, or a name for a people or language that is not used by the people or language to which it refers. The name used by the people or locals themselves is an endonym or autonym 1. For all Semitic people, including Arabic people, place names are related to an expression of a religious or an emotional thought. Like wishing and seeking blessings. Geographic names are as old as humanity, and more mysterious, because they date back to far periods when human discovered the agriculture as food resources.

This work is licensed under the Creative Commons Attribution International License (CC BY). http://creativecommons.org/licenses/by/4.0/ Abstract This was a descriptive and qualitative case study that investigated the processes involving citizen participation in the course of the attempts to replace the name Louis Trichardt with the name Makhado. I conducted qualitative and descriptive investigation based on data from literature. The data were collated from the literature, i.e. articles, policies, government legislations, municipal- reports, attendance registers and reports. The data were collected and captured in excel and ana- lyzed with results shown in tables and figures. In terms of results the study has found that Mak- hado municipality has widely invited the participation of residents through various platforms. It further revealed that only 6.7% participated in the renaming process. It was also found that 51% of residents participated in ward 20 while 49% participated in ward 21. Finally, the study con- cluded by revealing that the majority of the residents did not participate in the consultation process. In conclusion, the study revealed that the majority of the people failed to participate in the renaming process to change the name Louis Trichardt to Makhado.

Titles within the series contain methods and practices that test and develop theories of complex social processes through bottom-up modeling of social interactions. Of particular interest is the study of the co-evolution of modern communication technology and social behavior and norms, in connection with emerging issues such as trust, risk, security and privacy in novel socio-technical environments. Computational Social Sciences is explicitly transdisciplinary: quantitative methods from fields such as dynamical systems, artificial intelligence, network theory, agent- based modeling, and statistical mechanics are invoked and combined with state-of- the-art mining and analysis of large data sets to help us understand social agents, their interactions on and offline, and the effect of these interactions at the macro level. Topics include, but are not limited to social networks and media, dynamics of opinions, cultures and conflicts, socio-technical co-evolution and social psychology. Computational Social Sciences will also publish monographs and selected edited contributions from specialized conferences and workshops specifically aimed at communicating new findings to a large transdisciplinary audience. A fundamental goal of the series is to provide a single forum within which commonalities and differences in the workings of this field may be discerned, hence leading to deeper insight and understanding. Grouping regions by their flood count over the last century, we cluster countries based on estimations of their value-at-risk, minimising the total value-at-risk from all clusters, as in Prettenthaler, Albrecher, Asadi, and Köberl (2017). Using heavy-tailed distributions to model the losses (presented as percentages of GDPs and adjusted to inflation), we seek an optimal risk pooling strategy across countries, irrespective of their socio-economic status. The financial benefits for such risk sharing, both at the continental and global levels, are quantified by the overall corresponding values-at-risk with or without pooling. We advocate this risk partner- ship across socio-economic environments, as a mechanism for reducing risk premiums and increasing efficiency in disaster response.
