The Homeland Security Grant Program (HSGP) is offering funding opportunities for 2020. The Charleston County Sheriff's Office (Sheriff's Office) is responsible for terrorism deterrence, prevention and protection in Charleston County. In addition, the Sheriff's Office is also tasked with preparing and supporting Charleston County government for other hazards as well. Therefore, operational readiness on part of the Sheriff's Office is vital to the businesses, citizens and critical infrastructures of this county. Any gaps in operational capabilities should be identified and addressed accordingly.

Due to this obligatory function, the Sheriff's Office has identified key equipment needs from tactical organizational components within, that are responsible for Homeland Security missions. The Sheriff's Office has determined through an operational assessment that specified equipment would be necessary to continue to sustain essential Homeland Security readiness and subsequent support for Charleston County. The Sheriff's Office has determined that the following assets are necessary to fulfill this function: Communication services, diagnostic equipment, and protective equipment for the Bomb and SWAT teams. The total amount requested under this grant is $137,000. This equipment is vital to ensure the Sheriff's Office can respond properly to Homeland Security initiatives and incidents in Charleston County

Approve Elected Official's recommendation to apply for and accept if awarded, the FY 20 Homeland Security Grant.

DEPARTMENT HEAD RECOMMENDATION

Approve the removal of 'regional' and 'branch' from the libraries that currently have the wording and make the necessary signage adjustments. As we have built new libraries within Charleston County, the 'regional' designation is no longer relevant, nor is 'branch.

This signage refresh will promote consistent branding to our communities and reflect the updated library sizes and locations. This requested change in signage is paid for with referendum funding and part of the scope of updating our library buildings. CHARLESTON COUNTY COUNCIL

SITUATION

The Charleston County Public Works Department Belle Hall Parkway at Paul Foster Road Roundabout project is located in Charleston County. The Charleston County Public Works Department North Forest Drive Sidewalk Improvements project. The project, located in the City of North Charleston in Charleston County, shall consist of the installation of approximately 620 feet of 5-foot wide sidewalk on North Forest Drive and approximately 54 feet of 5-foot wide sidewalk on Northside Drive. Heritage Trust Federal Credit Union previously provided ATM service at certain County Buildings for several years per terms of an agreement with the County. In March of 2020, Heritage trust removed their ATMs from county buildings citing low profitability of the machines.

The County's treasurer, summary courts, and detention center management requested ATM service in buildings where these services are offered. The County released an IFB to procure an ATM provider, preferably local, however the solicitation did not yield any responses from local banks or vendors. County staff contacted various vendors that specialize in providing simple, stand-alone, cash dispensing ATMs and determined that Lieberman Companies is best suited to serve the County's ATM needs.

Lieberman Companies has requested to enter into a two year license agreement with the County to provide ATM services located within the Public Service Building (4045 Bridge View Drive, North Charleston), County Office Building (101 Meeting St., Charleston), East Cooper Service Center (1189 Sweetgrass Basket Parkway, Mt. Pleasant), and Detention Center (3841 Leeds Ave, North Charleston).

Lieberman Companies will compensate the County $1.00 annually plus a fee of $0.50 for every transaction in which the Licensee receives a surcharge fee, which will be paid monthly. The surcharge fee to Citizens is $2.75. Lieberman Companies will be responsible for cost of maintenance and repair of ATM equipment and any cost to anchor the ATMs. The County will have the right to terminate the agreement with 30 days written notice to Lieberman Companies and the Lieberman Companies may terminate with 60 days written notice to the County.

SITUATION

The Charleston County Coroner's Office is requesting two new FTEs to support services in the forensic autopsy room.

Timeline of Charleston County Coroner's Office forensic autopsy services • 2018: Completion of two autopsy suites with grant funding. • Fall of 2018: Contracted with Board-Certified Forensic Pathologist to conduct forensic autopsy services. One Forensic Autopsy Technician identified to assist pathologist. • 2019: Beginning of decrease in reliance on MUSC performed autopsies due to increased response time. • Fall of 2019: Received grant for second Forensic Autopsy Technician. • Spring of 2020: Increase in Coroner performed autopsies due to COVID-19. • Summer of 2020: Contracted with second Board-Certified Forensic Pathologist. • November 2020: Notification received that grant funding would end in December 2020.

In order to provide quality and timely forensic autopsy services, the Coroner's Office needs to ensure that the autopsy suites are fully staffed. With the loss of grant funding for the second Forensic Autopsy Technician on Dec. 31, 2020, support staff would be insufficient. Additionally, a third Forensic Autopsy Technician is prudent for this specialty area to fill in for after hours work or leave time.

The Charleston County Coroner's Office currently has the facility and the Forensic Pathologists, but lacks adequate support personnel, particularly forensic autopsy technicians, to be able to consistently meet the needs of Charleston County; meeting these needs is critical to providing services to families, law enforcement, funeral homes, etc. Additionally, due to the national shortage of Forensic Pathologists and the need for forensic autopsies, the Coroners of many counties in South Carolina are seeking a location with which to contract for forensic autopsy services. Should Charleston County be able to expand and provide services to neighboring counties, it would reflect well on Charleston County and benefit the tn-county area as well as the entire Low Country. The entities outside of Charleston County would pay a fee to offset the costs of the autopsy services.

ACTION REQUESTED OF COUNCIL

Approve the Coroner's request for two FTEs for Forensic Autopsy Technicians.

CORONER'S RECOMMENDATION

Approve the Coroner's request for two new FTEs for Forensic Autopsy Technicians with the understanding that additional funding may be needed in FY 2021 and that additional funding will be needed in FY 2022 for the new FTEs.

St, Andrew's Public Service District is seeking approval from County Council to issue General Obligation bonds in an amount not to exceed $8,3 80,469. The bond proceeds will be used for the construction of a fleet maintenance facility at 2228 North Westchester Drive, Charleston, South Carolina and a new fire station on a parcel on Parsonage Road (the old Church Creek shopping center).

The District projects that this will result in additional debt service millage of approximately 6.3 mils for 20-year term; or 5.8 mils for 25-year term, beginning Fiscal Year 2022, on all taxable property within the District. The issuance of this debt is estimated to have no impact on the District's operating millage.

The District's enabling legislation law requires County Council to hold a public hearing to provide both proponents and opponents of the proposed bond issue the full opportunity to be heard.

Following the hearing County Council will be requested to, by ordinance, make a finding as to whether and to what extent the bonds should be issued and authorize the governing body of the District to issue the bonds.

AUTHORIZING THE ST. ANDREWS PUBLIC SERVICE DISTRICT COMMISSION TO INCUR NOT TO EXCEED $8,380,469 OF GENERAL OBLIGATION INDEBTEDNESS AND OTHER RELATED MATTERS.

WHEREAS, the St. Andrews Public Service District Commission (the "Commission"), the governing body of the St. Andrews Public Service District (the "District"), is empowered to provide fire protection services in that portion of Charleston County located in the District's service area; and

WHEREAS, the Commission has determined it is necessary for the District to construct, furnish, and equip (a) a Fleet Maintenance Facility and (b) Fire Station No. 3; the proposed Fleet Maintenance Facility will be used to service, repair, and maintain all of the District's 40 fleet vehicles, including garbage trucks and fire trucks, as well as serve as the Environmental Service Department for 20 employees; the proposed Fleet Maintenance Facility will be a pre-engineered metal and miscellaneous steel building which will include two double bays, parts room, lube room, tire storage, lobby, three offices, and locker room with toilets and shower. It will also include a fuel pump, wash station, and covered parking for up to twelve garbage trucks, Proposed Fire Station No. 3 will house St. Andrews Fire Department Engine 303 with an additional bay for possible reserve engine, together with a daily crew up to 4 members to ride Engine 303. In addition to the two apparatus bays, the fire station will include living quarters, and restroom facilities for four firefighters, kitchen, dayroom, exercise room, office, laundry room, and PPE storage room (the Fleet Maintenance Facility and Fire Station No. 3 are collectively referred to herein as the "Projects"). The Projects are expected to cost approximately $8,369,832; and

WHEREAS, the Commission petitioned the County Council, pursuant to S.C. Code Section 6-11-830, to determine if it would be in the interest of the District to raise not to exceed $8,380,469 from general obligation indebtedness to be incurred by the Commission on behalf of the District to fund a portion of the costs of designing, acquiring, constructing, equipping, and furnishing the Projects; and

WHEREAS, pursuant to S.C. Code Section 6-11-850, the County Council conducted a public hearing on December 8, 2020, on the question of the incurring of general obligation indebtedness by the Commission for the purpose of financing the costs of the Projects;

NOW, THEREFORE, BE IT RESOLVED by the County Council of Charleston County, as follows:

Section 1. Findings and Authorisation. The County Council hereby find that not to exceed an aggregate $8,380,469 of general obligation indebtedness of the District may be incurred to finance a portion of the costs of the designing, acquiring, constructing, equipping, and furnishing the Projects and, to that purpose, the County Council authorize the Commission to incur general obligation indebtedness of the District up to that amount and for that purpose. Because the requested indebtedness by the Commission does not exceed its 8% constitutional debt limit, no

Section 3. Effective Date of Resolution, This Resolution shall take effect and be in full force immediately upon its adoption by the County Council.

As an incident to the enactment of this Ordinance and the issuance of the bonds provided for herein, the County Council of Charleston County, South Carolina (hereinafter call the "County Council"), the governing body of Charleston County, South Carolina (hereinafter called the "County"), find that the facts set forth herein exist and the statements made with respect thereto are true and correct.

WHEREAS, the St. Andrews Public Service District Commission (the "Commission"), the governing body of the St. Andrews Public Service District (the "District"), is empowered to provide fire protection services in that portion of the Charleston County located in the District's service area; and

Section 1. Authorisation. The County Council authorize the Commission to incur general obligation indebtedness of the District up to an aggregate principal amount of $8,380,469 for the purpose of financing a portion of the costs of the Projects. For the payment of the principal and interest of such indebtedness, the full faith, credit, and taxing power of the District shall be pledged, and in accordance with S.C. Code Section 6-11-990, there shall be levied annually by the Charleston County Auditor and collected by the Charleston County Treasurer a tax without limit on all taxable property in the District sufficient to pay the principal and interest of such md ebtedness. The Chairman of the Commission shall notify the Charleston County Auditor and the Charleston County Treasurer of the issuance of such indebtedness by the Commission.

Section 2. Notice of Enactment of Ordinance. Upon enactment of this Ordinance, notice, substantially in the form attached hereto as Exhibit A, shall be published in the Post and Courier, a newspaper of general circulation in Charleston County.

The Mother Emanuel Memorial Foundation requests your consideration for granting $1,000,000 in funding to support the Emanuel Nine Memorial.

After the devastating massacre of nine Emanuel AME clergy and members in 2015, community leaders came together to form a 501 (c)3 with a goal of building a memorial that will serve as the cornerstone of civic engagement.

The Mother Emanuel Memorial Foundation is currently in a capital campaign to raise funds to build the memorial and generate funds for ongoing programming & outreach into the community. We are in early stages and have multiple requests in-process. We have received commitments from prominent national foundations including Ford Foundation, Spaulding Paolozzi Foundation, the Robert and Janice McNair Foundation, and others.

The Mother Emanuel Memorial Foundation's goal is to raise $17,500,000 to build the Emanuel Nine Memorial and create an endowment for outreach efforts and to ensure the memorial is secured and properly maintained.

Memorializing the Emanuel Nine, and the response and reaction from the survivors, family members of the victims, and the Charleston area community is what the memorial will bringing to life for visitors to Charleston and citizens throughout the country who have experienced similar tragedies.

After a nationwide search, the Foundation selected Michael Arad as designer for the Emanuel Nine Memorial. Arad previously designed the National September 11 Memorial at the World Trade Center for the Lower Manhattan Development Corporation.

Located on church grounds, the memorial features a courtyard with two large marble fellowship benches, facing each other with high backs that arc up and around like sheltering wings. At the center of the courtyard, the curves of the benches encircle a marble fountain where the names of the Emanuel Nine are carved around the fountain's edge. Water emanates from a cross-shaped source, filling the basin and gently spilling over the names of the nine. The opening between the benches toward the back of the courtyard reveals a cross above a simple altar, providing visitors a quiet place to linger in thought and prayer.

The City of Charleston Board of Architectural Review unanimously granted preliminary approval for Michael Arad's design. City Architect Dennis Dowd remarked that the Emanuel Nine Memorial was, " ... one of the finest submittals I have ever reviewed."

We are estimating the memorial will be open to the public in 2021

Outreach Plans for the Emanuel Nine Memorial

The Emanuel Nine Memorial welcomes people of all backgrounds, faiths and walks of life to come together to realize positive change.

In collaboration with the Charleston Area Convention and Visitors Bureau, we estimate we will have annual visitors over 150,000.

We recognize we are not alone in the work for social justice. Therefore, the Foundation will work collaboratively with other organizations including International African American Museum.

The City of Charleston is donating a building adjacent to the memorial to house and display artifacts laid at the steps of the Emanuel AME Church in the months after the tragedy.

In addition to welcoming visitors to the Memorial, we envision a robust outreach program will be used in schools. Programs on site and in schools will have a goal of engaging on topics of bridging differences and exploring forgiveness.

The Emanuel Nine Memorial will be a Memorial dedicated to the lives and sacrifices of the Emanuel Nine, the clergy and church members who were murdered in 2015 at the historic Mother Emanuel AME Church in Charleston, South Carolina.

This memorial on the grounds of the church will help keep the memory of the Emanuel Nine alive and honor the resilience of the families, survivors and church members, and serve as a place of sharing and community for others who have experienced similar tragedies.

The geographic focus of the outreach will be two-fold. First, for visitors to the Charleston area from the USA and abroad, we will work with Charleston Convention and Visitors Bureau and the International African American Museum to reach the tourism sector. Second, across the state, and the throughout Southeast region, The Emanuel Nine Memorial will work with the State Department of Education to reach primary and secondary school children to implement social justice education programs in grades K-12. Regionally, the Emanuel Nine Memorial will work with Colleges and Universities in South Carolina and across the Southeast region.

The Emanuel Nine Memorial will build educational outreach programs designed to reverse racism through experiential learning. Plans for these programs include:

• Luminaries: Friends of the Emanuel Nine Memorial who will support our mission through advocacy of racial healing to their spheres of influence. • South Carolina School Children Field Trips • South Carolina Elementary Education Social Justice and Racial Equity Curriculum Initiatives • Partner with South Carolina Colleges & Universities to activate Social Justice and Racial Equity Curriculum, Programs and Events • Public Programming and Local/National Outreach Initiatives • Online resources and Social Justice News • Emanuel Nine Archives Museum • Emanuel Nine Empowerment Center

ISSUE STATEMENT: The Emanuel Nine Memorial will address "reversing hate with unyielding love."

The Emanuel Nine Memorial invites community, contemplation, soul searching and transformational change. Its outreach programs will address inequality by teaching racial history in the USA, and promote inclusion and reconciliation among all people. The families of the Emanuel Nine started a chain reaction of peace and love and the memorial will work to strengthen and exponentially expand the lesson they shared with the world.

The horrific nature of this event at a house of worship has generated a great deal of local and national attention. People visit the site everyday with the goal to pay their respects to those who were killed and injured and to stand in solidarity with Mother Emanuel AME Church. There is a visceral and very human need to grieve the terrible event but also to use this sacred space to help others learn to live by the example set by the families of those killed in the attack - to learn to stand down hatred with unyielding love.

We all remember where we were and what we are doing when we hear the news of a national tragedy. This tragedy was no different except someone came into a sacred space—a house of worship—to start a race war and spread hate throughout the world. And yet, the church, chose a path of forgiveness. There is an opportunity for anyone to join us who is inspired by our message of reversing the spread of hate with a message of unyielding love and forgiveness.

The Emanuel Nine Memorial welcomes people of all backgrounds, faiths and walks of life to come together to realize positive change.

LONG TERM GOAL: The Emanuel Nine Memorial encourages people to reckon their hearts and actions with the example set by families of the Emanuel Nine. The outreach program goal is to build an actionable framework for positive change by teaching our children new attitudes and behaviors to reverse racism.

MEDIUM TERM OUTCOMES: Our medium-term goals focus around finalizing fundraising and initiating operations. We have many asks outstanding, have raised over $3,000,000 and will continue to raise funds until our goal of just over $17,500,000 is complete.

The foundation is hiring an Executive Director after a national search is completed. We expect to announce the selected candidate by December 2020. The ED's mid-term goals are to build the memorial while building a community network around our mission and to launch our social justice work and outreach into the community.

In terms of constructing the memorial: final construction drawings will be completed by December 2020 with a groundbreaking to take place in 2021. Construction will be completed by the end of 2022 with a dedication in 2023.

In 2021, we will also begin development of all outreach programs with a full launch to coincide with the opening of the memorial.

INDICATORS: There will be three key indicators of success for this grant:

1)Completion of the comprehensive fundraising campaign

2) Dedication and completion of the Emanuel Nine Memorial

3) Successful hire of an accomplished Executive Director who will spearhead outreach and programming

4) Inducting and announcing our first Luminaries as advocates for the Emanuel Nine Memorial,

PRIOR EXPERIENCE & LEADERSHIP: John Darby and Reverend Eric S.C. Manning are co-chairs of the Mother Emanuel Memorial Foundation.

John is the current CEO & President of The Beach Company. John's professional experience as a real estate developer is invaluable to the Memorial. His community involvement includes The Citadel Foundation, Trident CEO Council, Palmetto Business Forum, Charleston Metro Chamber of Commerce, S.C. Tourism Council, Ashley Hall School Board, New Carolina and South Carolina Chamber of Commerce.

Reverend Eric Manning's leadership of the Mother Emanuel Church congregation is also vital to our success. Rev. Manning has served on several boards, such as AMI Kids, Family Justice Center, Georgetown County Community Relations Council, Georgetown Outreach Ministries, Inc., Mentor of Georgetown School District, EME (Emanuel-Morris Brown-Ebenezer) and the City of Charleston, SC Advisory Board and the National Mass Violence Resource Center.

The memorial architect is Michael Arad, a partner at New York-based firm Handel Architects, who worked with Mayor Michael Bloomberg and the Lower Manhattan Development Corporation to realize the vision for the National September 11 Memorial. Michael provides guidance on the design and construction of our project, and also our fundraising efforts. Michael's work on the September 11 memorial includes working with grants similar in scope and size to the Ford Foundation.

Mother Emanuel Memorial Foundation Board member Helen Hill is CEO of Charleston Area Convention and Visitors Bureau, one of the region's biggest economic engines. Helen is experienced with grant funding of various types such as South Carolina Tourism Accommodations Tax Grants and South Carolina National Heritage Corridor Grants.

COLLABORATION: The Mother Emanuel Memorial Foundation is not alone in our work for social justice. Therefore, the Foundation has already approached International African-American Museum and the Charleston Convention and Visitors Bureau to begin collaborative efforts. We plan to work collaboratively with other social justice organizations in Charleston such as The Sophia Institute, as well as working with the South Carolina Department of Education and state and regional colleges and universities to teach racial equity and value in diversity at every level.

Nationally, Reverend Manning and the Foundation work closely with other congregations and cities that have experienced hate crimes. Most recently, this includes the Tree of Life in Pittsburgh, PA., and Al Noor Mosque in Christchurch, New Zealand.

On August 8, 2019, the Evangelical Lutheran Church in America (ELCA) approved a "Resolution to establish June 17 as the Emanuel 9 Day of Repentance". Among the actions called for by the resolution include piecing the_name s c±the Emanuel Nine in ELCkpjibiications to venerate their martyrdom and help lead the denomination to repentance because of the white supremacy and racism in the ELCA church: tangible monetary donations to the Emanuel Nine memorial: and sustained conversations with the AME Church on ways of reoentance and reconciliation in the matter of white racism.

DIVERSITY & INCLUSION EFFORTS: The Mother Emanuel Foundation board was intentional in establishing a diverse board from the onset of its existence. The board is made up of community members, business leaders and Mother Emanuel Church members. Of the 11 board members, eight members are African American and three are white. The two co-chairs also represent racial diversity.

There are four women on the current board. Two officer positions are held by women: Secretary (Helen Hill) and Treasurer (Deborah Smalls).

Given the impetus of starting the foundation, the board also has religious diversity. One member is Reformed Episcopal, one member is Catholic, six are African Methodist Episcopal. One member is United Methodist and one is Baptist. Michael Arad, the memorial architect is an Israeli-American and practices Judaism.

The same appreciation for diversity was practiced in putting together a planning committee that worked to select the architect and also provide guidance for the memorial.

We are still in the early days for the Board and in the coming months we will hire our first staff member, the Executive Director. We have engaged a recruiter who is conducting a national search. The candidates interviewed to date have been diverse in age and gender. We have prioritized hiring an African American for this important role as a social justice leader. We plan to continue our efforts at diversity and inclusion as we grow our organization.

There has been much discussion in the memorial design process regarding accessibility to the memorial to accommodate those with disabilities.

DIVERSITY & INCLUSION GOALS: The Mother Emanuel Memorial Foundation is founded on the principles of social justice. Since our inception, we have focused on creating a diverse and inclusive organization. We will continue to ensure our board reflects the community and our work. This will be tracked by the co-chairs and the executive director.

The Emanuel AME Church has received a diverse outpouring of support since the tragedy. Because the attack was a hate crime against innocent worshipers, and the response was one of strong religious faith, this singular event brings together people who wish to work for social justice along with people of diverse faiths. Donations and gifts were received from many denominations of churches, and over 5,000 letters were received from 20 different countries. Locally, people from all walks of life came forward in solidarity to stand with the Emanuel AME Church.

As of the 2010 Census, Charleston County's current population includes 29.8% African Americans or blacks. By contrast, Charleston has much lower rates of African Americans visiting the City. Currently, only 4.2% of Charleston visitors are African American.

The Charleston Convention & Visitors Bureau and the International African American Museum (IAMM) estimate 145,000 visitors per year will visit the new museum, which opens in 2020 and "Explore Charleston" is building a new website dedicated to the African American Experience and history since the Colonial era. We believe the opening of IAMM and Mother Emanuel Memorial, will create a more diverse tourist population.

We seek promoting diversity in visitors, as well as in sharing a more robust history of the African American experience in the USA.

Our outreach programs will be focused on teaching diversity and inclusion practices and reversing racism in schools and universities.
