3 US funds fed corruption in Afghanistan, eroding security fighting Taliban – report (1.02/3) From the very beginning of its intervention in Afghanistan , the US sabotaged its own efforts by feeding corruption in the country’s government and the security forces meant to fight the Taliban, according to a new report by a US Congress watchdog. “Corruption undermined the US mission in Afghanistan by fueling grievances against the Afghan government and channeling material support to the insurgency,” says the Special Inspector General for Afghanistan Reconstruction (Sigar) in the report released on Wednesday. More than $100bn in aid after 2001 helped enrich patronage networks and powerbrokers, discrediting international donors in the eyes of the Afghan population. And whenever the US did attempt to improve accountability, the Afghan government resisted, the report says. As a result, corruption – which had permeated Afghan public life for centuries – swelled to unprecedented levels . “The ultimate point of failure for our efforts … wasn’t an insurgency. It was the weight of endemic corruption,” former US ambassador Ryan Crocker told the authors of the report. These assertions are not new. But coming from an agency established by the US government, they are potent. Two main causes of Afghanistan’s staggering levels of corruption are the sheer volume of aid and a lack of oversight. At times, US reconstruction assistance – separate from military spending – exceeded Afghanistan’s GDP, far beyond the 15% to 45% of GDP developing states can normally absorb, the report says. Another source of corruption is the illegal drugs trade, which grew seven- fold from 2002 to 2014. Sigar partly blames the Afghan government, though it has lived up to some commitments to donors, such as forming an independent anti-corruption committee. The committee, however, receives “uneven political support”, Sigar says, and has no legal authority. In one damning episode in 2010, Hamid Karzai, the president at the time, ordered the release of an aide who had been caught on wiretap demanding a bribe to thwart an investigation into a money transfer firm accused of stealing $2.78bn. Meanwhile, the same aide was also receiving payments from the CIA, even as he was targeted by US law enforcement agencies. The report – which is the first of several upcoming summaries of “lessons learned” – comes at a time of intense fighting across Afghanistan. In recent weeks, the Taliban have come close to capturing several provincial capitals. Lashkar Gah, in Helmand, is virtually surrounded. In Uruzgan, where Australians led international efforts for four years, government forces only barely staved off an attack last week. Sigar’s conclusions cohere with the view of analysts in Kabul. There is a direct link between US funds feeding corruption and the erosion of security, said Toofan Waziri, a security analyst. He said many police officials vie for top jobs in volatile provinces, not to battle insurgents but to get a foot into various smuggling businesses. That is the case in opium-rich Helmand as well as the northern mining province of Badakhshan. Cash-strapped soldiers, whose salaries are paid late if at all, are also selling fuel and ammunition to the Taliban, Waziri said. That trend was confirmed to the Guardian by a western security source who said both the US military and the Afghan government have launched investigations into the sales of ammunition to insurgents. The lack of results in eradicating corruption has disappointed supporters of President Ashraf Ghani, a former World Bank technocrat who campaigned on pledges to do just that. Since he took power in September 2014, Ghani has failed to recover almost $1bn stolen in a giant fraud at Kabul Bank. But, less than a kilometre away, a local school run by an NCP leader has managed to get away with the same crime for over 10 years. Locals are now questioning the motives of officials from the BMC, tehsildar’s office and the mangroves cell, all of whom have allegedly turned a blind eye to the issue. Action against Sharma Yesterday, the mangroves cell of the forest department visited the area where Kapil Sharma’s office is located, and the officials found that the comedian was indeed guilty of encroaching upon mangroves, and violating both coastal and environmental regulations. An assistant conservator of forest-rank official had also visited the area and confirmed to mid-day that they had found more than 50 bungalows, belonging to Sharma and other celebrities, in violation of regulations. Today, the team will hand over the final report on the matter to the environment department and the collector’s office. 20 Mumbai: 10 men assault family for sitting at taxi stand, stab 25-year-old When the Sheikhs stepped out for some fresh air around 9.30 pm on Tuesday as the perfect way to cap the day’s frenetic festivities, they hadn’t the slightest inkling of the horror that lay ahead. Within minutes, some 10 allegedly drunken men ganged up on the three youths and attacked them for sitting at a taxi stand near their house in Buntar Bhavan, Kurla East. One of the victims, Naeem Sheikh (25), was stabbed in the stomach with the same knife that was used to sacrifice a goat earlier in the day, claim family members. Naeem was rushed to the Sion Hospital, where a surgery was performed for the deep gash he sustained. The knife barely missed the large intestine. Naeem was declared out of danger early today. His cousin, Shajda Sheikh, who arrived from Bareilly, Uttar Pradesh, for Eid, said Naeem and two cousins went out to get some fresh air and gathered at a taxi stand nearby when the men, reeking of alcohol, asked them to hoof it. "When they refused, the men rushed home, got big knives and stabbed Naeem. Why did God ask for qurbani twice? " One of the victims, Rehan Sheikh, said the youths pleaded with the attackers to let them go. "We called them chacha and asked them to stop, but they didn’t listen. Speaking on the sidelines of this week’s Dmexco conference hosted in Cologne, Germany, Sridhar Ramaswamy, Google's senior vice president of ads and commerce, told journalists that the outfit was in the process of severing its ties with ComboTag – an adtech intermediary part-owned by the world’s largest media buying network WPP – in a move that would see it removed from the online giant's ad exchange. AdBlock Plus announced its “holistic ad solution” yesterday (13 September), which is effectively an ad exchange that leverages the buying power of ComboTag, in a move that equally shocked and enraged advertisers. A key sticking point of this announcement was that Eyeo claimed this launch would be facilitated by ComboTag, which would source inventory from AppNexus’s and Google’s respective ad exchanges – a claim both parties have since moved to distance themselves from (AppNexus has since confirmed it has suspended ComboTag from its exchange). Ramaswamy told journalists: “We were just as surprised by the announcement as you. 25 25 ‘Lost’ Aussie pelican a hit in GenSan An Australian pelican that strayed hundreds of kilometers from its nearest known habitat to end up in the Philippines is the first such bird to be seen in the Asian archipelago, wildlife enthusiasts said. The waterbird flew into a fish breeding farm on the outskirts of the southern port of General Santos in early September, resident Levy Discamento told AFP. “We saw a small flock of swallows chasing this big strange bird. There was an air battle until the big bird gave up and ran toward the mangroves,” Discamento said, recounting his first sighting. The mostly white pelican — a species which boasts the longest bill of any bird, measuring up to 47 centimeters (18.5 inches) — has since attracted a flood of Filipino and foreign birdwatchers. They rent dugouts to watch and photograph the bird while it gorges on fish in nearby Sarangani Bay, Discamento said. “We feel (it) is a blessing, bringing good vibes to people,” Jimmy Poja, a local fisherman, told AFP. Willem van de Ven, a Manila-based biologist and president of the Wild Bird Club of the Philippines, said the species is found all over Australia and occasionally as far as New Zealand, some Polynesian islands, New Guinea, and parts of Indonesia. “General Santos is definitely the most northern place it has been recorded in recent history, and quite a bit farther than usual,” he said. 48 Polar bears losing crucial sea ice: study Polar bears are losing life-sustaining sea ice crucial for hunting, resting and breeding in all 19 regions of the Arctic they inhabit, a study warned on Wednesday. As climate change pushes up Arctic temperatures, ice is melting earlier in spring and refreezing later in autumn, a team of researchers reported in the Cryosphere, a journal of the European Geosciences Union. Satellite data revealed that the total number of ice- covered days across the 19 regions declined at a rate of seven to 19 days per decade from 1979 to 2014, the researchers said. “Their dependence on sea ice means that climate warming poses the single most important threat to (polar bears’) persistence,” wrote the team. The global population of polar bears ( Ursus maritimus) is estimated at about 25,000, said the study. The bears, which have become emblematic of the ravages of global warming, spend most of their time on sheets of frozen ocean water, which melt and recede in warmer months, and then reform in winter. When the ice melts, the animals come ashore and survive on stored fat until it refreezes - a period that for some has become longer and longer. Scientists say the Arctic is warming at nearly double the global rate as a result of climate change fuelled by mankind’s burning of fossil fuels, a process that emits heat-trapping greenhouse gases. With longer iceless periods, polar bears have to swim further and further to find solid ground. Last year, the International Union for the Conservation of Nature (IUCN) said the creatures could see their numbers dwindle by nearly a third by mid- century. Their status on the IUCN’s red list of endangered species is currently listed as “vulnerable”. The bears need sea ice for hunting as they cannot outswim seals, their preferred prey. They get around this by waiting near holes in the ice and ambushing the seals as they come up for air. Male and female bears also meet on ice sheets to mate. “Changes in sea ice have been shown to impact polar bear abundance, productivity, body condition, and distribution,” said the study. According to environmental group WWF, the retreating sea ice is more frequently bringing polar bears into confrontation with humans who live on land. With more water to navigate, Arctic shipping activities have increased, as well as opportunities for oil and gas development, further threatening the animals’ habitat. Experts say Arctic sea ice melt will in turn contribute to sea level rise, and feed back into global warming - ice reflects warming sunlight away, while water absorbs the heat.

Garda Detective Superintendent Tony Howard told a press briefing in the Irish capital that a number of his colleagues were with Spain's Guardia Civil during the joint operation in Malaga. "They carried out a number of searches and one person has been arrested in relation to the homicide of Gary Hutch in Spain in 2015," he said. Gardai have posted pictures on their Facebook page in connection with the operation, showing a luxury yacht being searched while a man is detained at a marina, as well as a black Bentley car. Members of the Guardia Civil were also in Dublin to take part in co- ordinated raids of six premises in the Tallaght, Clondalkin and south inner city areas. Mr Howard said "a lot of evidence" was gathered during the searches, involving up to 60 officers. Guerillascope was founded by myself, Ben Livingstone and our Irish chief, Oliver Durkin, in 2001. Personally, having previously worked for the likes of Carat and Leo Burnett on accounts such as Procter & Gamble, Diageo and Orange, I had become increasingly frustrated with the restrictive share deals and ‘Big Business’ exclusivity of the TV market. Driven by a collective determination to make TV advertising more accessible for more businesses than ever before, we decided the time was right to plough our own furrow. How has the team grown over time? Guerillascope has always focused on organically developing a tightly knit team that, crucially, gets on. In the early days the uptake in new staff was naturally a little slower, with around one new recruit a year. However, this accelerated with the launch of our own TV campaign in 2012. 57 The harrowing story of the woman in the Brussels bomb photograph W hen she regained consciousness, Nidhi Chaphekar was lying on the floor of Zaventem airport in Brussels, across the room from the bird-shaped statue she had been standing near a few moments before. She tried to open her eyes, but her body wasn’t doing what she wanted it to. Around her was a haze of thick black smoke, which was making her light-headed. She could hear her own internal voice, saying: “Nidhi, you’re alive. Nidhi, it was a bomb. Nidhi, you have to tell your family. The children have exams. Nidhi, come on, get up.” It was 22 March, the day that suicide bombers Ibrahim el- Bakraoui, Najim Laachraoui and one other unidentified man attacked Zaventem airport in the Belgian capital. An hour later, el-Bakraoui’s younger brother Khalid set off a bomb at Maelbeek metro station on Rue de la Loi. It was the deadliest act of terrorism in Belgian history, and the government declared three days of national mourning. Isis claimed responsibility for the attacks, which killed 32 people and injured more than 300 others, including Chaphekar, a 41-year-old cabin manager for the Indian airline Jet Airways, whose photograph became a symbol of the horror of that day. On level two of the departures area of the airport, Chaphekar lay still. Her body was weak, and she was scared that she would be shot if gunmen were still nearby. She pushed herself up and looked around for help in the smoke. Her broken wristwatch was frozen at 8.07am local time, the exact moment the bomb hit her. She called out – “Excuse me” – still polite in distress, but there was no reply. She turned back to see the distance she had been flung. “Everything was shattered – the ceiling, the pillars, the counters, the baggage, oh my God,” she recalls, in her home in a suburb of Mumbai in India. “I gave up. I thought I won’t be able to do it. I thought: ‘Nidhi, you lie down.’” A policeman ran past. Chaphekhar called for help. “He said: ‘Lady, are you fine? Don’t worry, I’m sending help, I have to take position.’” A man in uniform, perhaps the same one, picked her up and put her on a chair nearby. Her shoe had melted into her foot, her hair was burned and her face was streaked with blood. What worried her most was that she had lost all feeling in her legs. “It was as if they weren’t there at all. I lifted one leg and put it on the arm rest, to put pressure on it. My foot was totally open like that,” she says, turning her foot to one side to show where a piece of metal had struck it and fractured the bone. She looked down at her body for her staff lanyard, thinking she could use it to tie up her foot. “At that time, I saw I didn’t have my clothes on me.” Nearby, Ketevan Kardava, a Georgian journalist , had just recovered from the shock of the blast herself. She picked up her camera to start documenting the scene. Chaphekar was one of the first victims she saw, and within minutes, her photograph was being shared on Twitter. Soon news websites and television channels started picking it up. The following day, it was carried on front pages around the world. “I didn’t even know someone had taken my picture,” says Chaphekar. “I was worried only about my bleeding.” Chaphekar had started the day as she always did, buttoning up the yellow jacket of her uniform and sipping her cappuccino before taking the 7.40am crew bus from the Holiday hotel to the airport to prepare for a flight to Newark, New Jersey, later that day. Too impatient to wait for the lift with the rest of her crew, she and a colleague, Amit Motwani, took the escalator. Just as they reached the Olivier Strebelle statue on the second floor, the first bomb exploded somewhere in the distance. Thinking the sound had come from a broken wheelchair battery or air conditioner, Chaphekar’s first instinct was to run towards the explosion to help. Motwani held her back. “I said: ‘Let’s go.’ He said: ‘No, wait.’ I said: ‘Amit!’ He said: ‘Wait.’” She turned to the right and heard a man scream so loud that she thought he must be dying. She turned left and took six or seven steps when her foot hit something hard. “It was like, boom ,” she says, making a low, deep sound. “And I flew like a football. It was like lightning … as if you’re put very close to the sun. I landed on my feet, and then I collapsed.” It would be months before Chaphekar would stand upright again. Doctors found shards of metal all over her body, the biggest a 2.5in (6.35cm) piece lodged in her foot. Another had entered her eye. The skin of her face and hands had been burned and would need grafts from her thighs. The sound of the blast made a hole in her eardrum, and a loud hum inside her head still causes migraines. When the stretchers came, they took her to an airport garage, where patients were being triaged. “They started putting tags on everyone, and we knew that was for priority. Severe first, normal later, mild last. I was trying to see which tag they had put on me. The paramedics came and cut open my trousers and saw I had deep wounds. So they put on another tag. I couldn’t see the tags because they’d fallen to one side. I was trying to see, and I didn’t know which was the higher priority one, so I put them both on my chest.” While they were there, one of the staff suddenly pulled down the shutters of the entrance and lay on the ground. The room went quiet. “I asked him what had happened and he said sshhh,” she says, putting a finger to her lips. “I closed my eyes and started praying to God, thinking maybe it’s time for the last wish now.” A bomb disposal unit had sprung into action as soon as the first explosion happened. They couldn’t prevent the second bomb – the one that hit Chaphekar – but they had managed to find a third by looking through CCTV footage, and quickly evacuated the surrounding area to carry out a controlled explosion. In the garage turned triage room, the medical attendant got the all-clear. He rolled up the garage shutters again, so paramedics and doctors could continue to help victims. From there, Chaphekar was taken to hospital in Antwerp and then airlifted to the Grande Hospital de Charleroi, about 30 miles south of Brussels. “In the [hospital] room, the whole team jumped on to me. ‘Any pain here in the abdomen?’ The doctors were checking my chest. I said: ‘No, no.’ I asked the nurse: ‘Is my face burned?’ She looked at me and said: ‘Why?’ I said: ‘My job.’ Because I knew, beauty is required, to be perfect is required, being physically, mentally fit is required. I didn’t want to be someone who was dependent on anyone else. “I gave my name, date of birth. She asked: ‘Anyone here you know?’ That was the last conversation, and after that I didn’t know where I was.” For 22 days after the blast, Chaphekar was in a medically induced coma while her injuries were treated. On 13 April, doctors reduced the sedation drugs she was on, and she awoke, in a dreamlike state, for the first time since the attack. She didn’t recognise her husband, Rupesh, or any of the family members who had flown from India to see her. He cried at her bedside but she didn’t respond. It took two days for her to remember who she was and what had happened to her. When it suddenly came back, one morning around 10.30am, it was outside visiting hours, and she told the medical attendant she needed to see her family immediately, that she had been in a terrorist attack at Zaventem airport. “He said: ‘Yes, your family are all here, they’ve been here for a month.’ That’s when I realised how long I’d been out.” The hospital phoned her husband. He was on a bus, which he immediately got off to go to the hospital. “That’s when I cried, not because of what I’d gone through, but because I’d put everyone through so much trouble. I was feeling very bad. My husband asked me: ‘Do you know how we came to know that you were OK?’ I said no. He said: ‘Your picture was uploaded and it was a viral picture.’” For eight or nine hours after the attack, Chaphekar’s family had no idea which hospital she was in. The image of her, injured but alive, gave them hope. “When I saw the picture, I saw the trauma I had gone through, the shock I had experienced,” she says. “I was recollecting the other people around me. How helpless they were, how helpless I was feeling.” Millions saw that image of Chaphekar, the victim whose face captured the collective trauma and shock of the day. When she looks back at it now, in her living room in Mumbai, Chaphekar has mixed feelings. “So many pictures were taken on that day, but somehow only mine was circulated because it showed everything – the circumstances, the panic, the trauma.” Part of her feels that editors should have been more careful about how they used the picture. “Being a lady … this picture should have been blurred, cropped. Some media people have put it on the front page, the full page. When I saw that, I felt a little low. It doesn’t look nice. It’s not just adults reading the newspaper, it’s children too. And especially my children. I was worried somebody would say: ‘Look at your mom, don’t you feel ashamed?’ But nobody has said that. Everybody said: ‘Your mom is so brave. She’s like a tigress.’” On 20 April, a week after she woke up in her hospital bed, Chaphekar asked to see her face for the first time since the incident. The nurse gave her a mirror and said: “You’re looking better, don’t forget.” “When she showed my face to me, I was just wondering: ‘Is it me?’ I was looking into the mirror and the nurse said: ‘Are you fine?’ I nodded and said yes. Then my sister and her husband came to see me, and she read my face. She said: ‘What happened?’ I said: ‘I don’t want to live.’ My sister said: ‘What’s wrong with you?’ I said: ‘I saw my face. And it has big patches and deep cuts, and who would look at me? My kids, my husband, my organisation, they’ll say, now you’re not a normal person.’” Her sister consoled her. “She said, people don’t look up to someone because of their beauty, they look up to strength. And you have shown strength. People are with you.” To prove it, she arranged for Chaphekar to speak to her kids on a video call. “I was worried [about their reaction], but they saw me, and they said: ‘Yay, our mummy’s back.’ And I realised it didn’t matter to them.” Chaphekar started setting herself small goals. She asked the nurses if she could clean her body herself. She started tying her own bandages. One day, when her legs were better, the doctor asked her to try taking a couple of steps. “If he said take two steps, I did five or six.” Her determination was no surprise to Chaphekar’s family. Even as a young woman, she had never been the type to give up hope. She had wanted to fly, but when she realised she didn’t have the right qualifications to be a pilot, she bought herself a dress and interviewed for a job as a flight attendant. The talented athlete and beauty pageant queen, who married for love and against her parents’ wishes, worked her way up to cabin manager at Jet Airways. Her childhood also bred resilience. She was raised in the village of Rajasansi, near an airport in the north Indian state of Punjab, she recalls one incident during the Sikh uprising in the 1980s when armed men ransacked her house and put a gun to her head. She was only 12. But not even that could prepare her for the sound a bomb makes when it explodes. “How can a person be so inhuman?” she says, referring to the suicide bombers who carried out the attacks. “You may have grudges, but this is not the way. You have to be brainwashed. It’s very tough to take your own life. And with your own life, you’re taking hundreds of others, those who are not even involved, not even aware. How can humans do this?” Almost six months have passed since that day at Zaventem airport. Chaphekar is slowly getting back into her normal routine. She wears long sleeves even in the boiling Mumbai sun, to conceal the burn marks and scars all over her body. When she rolls up her trousers, there are still small pieces of metal under her skin. Her hands and feet are covered in grafts and wrapped in bandages, so simple tasks such as switching on a light or turning a page can be difficult. She has stopped reading newspapers and still cries when she thinks about the people she saw suffering with her at the airport. But she can feel herself getting better every day. Her hair has grown back. Her feet are starting to heal. She hopes soon to go back to her job at Jet Airways. “I do believe it was destiny,” she says. She hadn’t been scheduled to fly that day, but her rota had been changed last minute. “It was supposed to happen to me. And I’m glad it did. If it hadn’t been me, it would have been someone else.”

58 Sturgeon 'gobsmacked' by lack of answers to basic Brexit questions Nicola Sturgeon has said she finds it “gobsmacking” that Theresa May’s government is still unable to answer basic questions about its Brexit strategy, almost three months on from the EU referendum. Scotland’s first minister told MSPs she was shocked there was no clarity on what the UK government wanted to achieve in its exit talks with the EU, which now looked like a “very long and very tortuous process”. She said she feared the delays and complexities of leaving the union would lead to a “lost decade of uncertainty and turmoil” for the economy and society in general. The damage caused could be “deep and severe”, she added. Speaking to a Holyrood committee investigating Brexit, Sturgeon said it was “gobsmacking that we are at such an early stage”, and that the UK’s early thinking was being kept private within Whitehall. “The lack of any answers to basic questions about what the UK is actually seeking to achieve is just totally unacceptable and it becomes more unacceptable with every day that passes,” she said. “The idea that it can be under a cloak of secrecy over the UK position is just untenable.” It was “utterly, utterly depressing” that British citizens now faced having to pay for visas to enter the EU after Brexit, the first minister added. She said a key goal for the UK was to remain within the single market: that would be the “least worst” option short of remaining a full EU member. Sturgeon added, however, that she was optimistic the prime minister would give the Scottish government, and other devolved administrations, a direct and meaningful role in the UK’s Brexit negotiations. Michael Russell, the Scottish government’s Brexit minister , is due to meet David Davis, the UK cabinet secretary for leaving the EU, in London on Thursday, to build on detailed talks between their officials about involving the Edinburgh government in framing the UK’s policy and negotiating stance. Those civil service talks had made progress, Sturgeon said. In a meeting soon after she became prime minister in July, May pledged to Sturgeon that the Scottish government would be “fully engaged” in developing a UK-wide stance and strategy on leaving the EU. Sturgeon said civil servants from across the Scottish government – including in education, fisheries and agriculture – were now being assigned to working on the implications of quitting the EU. She dismissed suggestions that strong quarterly employment figures for Scotland – in which the unemployment rate had fallen to 4.7%, slightly below the UK rate of 4.9% – meant the Brexit vote had had no negative impact on the economy. That data was from May to July, she said, a period that straddled the date of the referendum. It was too early for Sturgeon to say whether she would want to challenge or block the UK’s Brexit plan with a legislative consent motion at Holyrood – a mechanism whereby MSPs accept or reject UK legislation that affects the Scottish parliament’s power. With legal action now under way in London and Belfast to force the UK government to put the Brexit deal to a binding vote at Westminster, it was still unclear whether May would seek parliamentary backing for the Brexit deal. But Sturgeon’s optimism that the UK government would give Scotland a meaningful and substantive role in the Brexit talks means that if the final deal meets Scotland’s needs, Holyrood will not want to oppose it. Sturgeon insisted that a further Scottish independence referendum remained a clear option, but again implied that it was no longer an immediate, primary objective. A TNS opinion poll on Tuesday confirmed a spate of recent surveys showing declining support for a yes vote. The TNS survey said that, including “don’t know” responses, 41% of Scots would vote for independence against 47% who would not.

61 After the hajj: Mecca residents grow hostile to changes in the holy city Millions of hajj pilgrims are preparing to head home, after five days performing ancient rites, revering a God omnipresent in the city of Mecca. They have stoned figurative devils, they have slept in the world’s largest tent city, they have drunk water from the Zamzam well together: a heaving throng of nearly two million people from all over the world. Circling the Kaaba, the black cubic epicentre of this sanctuary city, pilgrims would have looked up to see one of the minarets of the Grand Mosque, dwarfed by Abraj al-Bait clocktower, a much-maligned luxury hotel and commercial complex and the second-tallest building in the world. Next year, they will see the , the largest hotel on Earth. Indeed, though rebuilt throughout the centuries, the minarets – like much of the city – are now relics of a pre-modern Mecca. Cranes and scaffolding now dominate the central skyline, reminders that the city is undergoing a massive state-run expansion to be able to handle ever-increasing numbers of annual pilgrims in the future. But as much as these pilgrims – as much as any Muslim – belong to Mecca for those five days, they are but spiritually home. When it comes to the city they visit out of religious obligation and devotion to God, most are transient figures, who will leave no indelible mark on the city. They leave behind two million locals, who are struggling with the impacts of the changing nature of their city. In the 1960s, before travel became more affordable, hajj pilgrims numbered roughly 200,000. According to Mecca’s mayor , today there are two to three million of them, with an additional 12 million performing the lesser pilgrimage of umrah, which can be done at any point throughout the year. Faced with a dip in oil prices, revenue from Meccan tourism is expected to become a greater source of revenue for the Saudi Kingdom’s economy. Under its current plans, the city expects to add several million more pilgrims a year by 2020. Estimates vary , but only a handful of Mecca’s millennium-old buildings remain. Ottoman fortresses and hills have made room for the royal clocktower. The prophet’s first wife Khadijah’s home is now the site of public lavatories. But very little is said about the thousands of homes and neighbourhoods destroyed to make way for the city’s expansion. Thirteen of Mecca’s 15 old neighbourhoods have been razed and rebuilt to make room for and commercial spaces. No one knows this better than Sami Angawi. An architect who now lives in Jeddah, Angawi spent his childhood in his family’s ancestral home of Mecca. Like many Meccans, then as now, his father was a local guide to pilgrims there for umrah or hajj. As a boy, Angawi has said he would help his father carry around pilgrims’ shoes while they prayed. The Angawis lived in Shab Ali, the neighbourhood said to have been the place of the prophet Muhammad’s birth. But their home was demolished as part of the first organised expansion of the Grand Mosque in the 1950s. Angawi told Al Jazeera last year that his family was forced to move two more times as the city continued its forced expansion. The 65-year-old architect is also the founder of the Hajj Research Centre , who has spent the last three decades researching and documenting Mecca and Medina’s historic sites. “They are turning the holy sanctuary into a machine, a city which has no identity, no heritage, no culture and no natural environment,” Angawi told the Guardian in 2012 . His story is typical of many Meccan families: people whose livelihoods have long depended on the hajj economy but who, subjected to the new era of Mecca’s expansion, are growing increasingly resentful. According to Jawaher al-Sudairy, a Saudi academic at Harvard’s Kennedy School , Mecca’s residents have had to continually “adjust their income, employment and way of life” to adapt to a city that is increasingly trying to erase them. “And this attempt to [change] the city … is creating hostility,” Jawaher says. As neighbourhoods are razed, informal economies that kept entire communities alive – be they vegetable sellers, cobblers or informal tour guides – are being jeopardised. More and more residents are facing challenges to participate in the hajj economy, and having to compete with corporations: hotels replacing private homes, fast-food chains replacing food stalls in once-bustling street markets. “Some [Meccans] are upset that they’ve lost what some would call their ‘monopoly’ to another” corporate monopoly, says al-Sudairy, who has interviewed dozens of residents in recent years and researches the socioeconomic impacts of development on Mecca’s communities. The only guaranteed high-income source is for those families who own property. Meccan families who now live outside the city have long rented out their homes to migrant pilgrims. “When they rent during hajj season, the income they get can then sustain them for the rest of the year,” says al-Sudairy. “This is not an exaggeration.” But with one square metre of land in the area surrounding the Grand Mosque now valued at £100,000 , many have sold property either to the government , or to real estate developers – thus severing their historic ties with the city. This has meant the greater proportion of the city is now owned by commercial real estate developers, and driven by private-sector interests. It is an inherent tension, accentuated by the country’s increased financial woes , that Mecca must prioritise its migrant pilgrims over its residents, even though both populations are inextricably intertwined. Perhaps most vulnerable of all are the city’s immigrant communities. Mecca has historically been a beacon for Muslim immigrants. According to al-Sudairy, 45% of Mecca’s current population are non-Saudi immigrants. This includes second- and third-generation immigrants who are not entitled to Saudi citizenship. Some are older and more established communities, like the Burmese who number roughly 250,000. Others, like the Nigerian and south Asian communities, are newer and comprise of seasonal workers employed in the construction and service sectors. “In many ways the Burmese are the success story in Mecca,” al-Sudairy says. Though insular, Mecca’s Burmese are also highly organised. Unlike other immigrant groups, the Burmese have come to Saudi Arabia in waves since 1948 to claim political asylum. As such, many were granted the right to permanent residency in 2015 a first for the Saudi Kingdom. But other migrant groups aren’t usually as lucky. Many undocumented migrants live in Mecca , many of whom have overstayed their hajj visas. Some are inspired by the sanctity of the city, others come to earn a living and yet others, elderly Muslims, go there to die. There is no official data, but by and large, “the government allows them to persist” and turns a blind eye, according to al-Sudairy. “Politically, to force Muslims to leave Mecca just doesn’t look right,” she says. “Every Muslim feels Mecca is a second home.” But they are still left vulnerable. With the city deliberately turning the city centre over to commercial enterprise, residents are being pushed to the physical margins. According to the 2011 city master plan, residents were all to be relegated to an area called “Mecca gate”, a 16 sq km neighbourhood, with plans for affordable housing. But in practice, once their homes are torn down and they receive meagre compensation if any at all , Meccans have been moving to neighbouring villages an hour away from their city, where they have gone on to build new slums. 64 US goal to take in 110,000 refugees in coming year The United States will strive to take in 110,000 refugees from around the world in the coming year, a senior Obama administration official has said. The quota would be a nearly 30% increase from the 85,000 allowed in over the previous year. The increase reflects continuing concern about the refugee crisis stemming from Syria's civil war and conflicts in Iraq and Afghanistan. But the figure is still far short of what advocacy groups say is needed to address an unprecedented crisis that saw some one million people pour into Europe alone last year. Secretary of State John Kerry had previously suggested that the US target would climb to 100,000 in the coming year, but that the figure was a floor, not a ceiling. The 110,000 goal covers a 12-month period that starts next month. In the 12 months ending September 30, the US goal was 85,000, and in the three years before that, the target was 70,000 per year. The White House has tried to emphasise that the refugee programme is safe and does not pose a major threat to national security. That concern was heightened last year after terrorist attacks in European cities - including some connected to people who had spent time in Syria. Officials said that potential refugees would continue to be subject a more rigorous screening process than any other foreigners granted entrance to the US. The announcement comes two weeks after the US announced it had met President Barack Obama's goal of admitting 10,000 Syrian refugees despite early scepticism that it would reach its goal. Millions of Syrians have been displaced by a civil war that has killed roughly half a million people. Republican governors have pushed back vehemently and tried to refuse to let them into their states, leading to a clash with the administration, which has maintained that states cannot legally bar refugees who otherwise meet the criteria. The administration did not release a breakdown of how many refugees would be accepted from specific countries in the coming year. The US has tried to encourage other countries to increase their contribution to alleviating the refugee crisis. 65 Juncker’s speech was all about concrete ideas to heal a divided EU Jean-Claude Juncker’s self- styled state of the European Union address set out to turn the page on Britain’s vote to leave and persuade the bloc that if it is to weather a perfect storm of crises it must stop bickering, promise less and deliver more. The European commission president barely mentioned the UK referendum result beyond urging London to get a move on, reiterating that there could be no “à la carte” access to the single market and calling on the EU27 not to let Brexit distract them. Instead, and in place of the lofty rhetoric of 2015 , Juncker’s 50-minute speech unveiled concrete economic and security proposals, including the establishment of an EU defence headquarters to work towards a common military force. Two days before a brainstorming session of EU heads of state – minus Theresa May – in Bratislava, he sought above all to establish common ground among members, whom he said were more divided than he had seen in three decades of European politics, on a possible roadmap to reboot the bloc and make it more relevant to its citizens. Juncker wanted a better Europe that was a real driving force across the continent. He said the EU “should not only preserve our European way of life, but also empower those who are living it”. Key to that will be the union’s capacity to bolster the fundamental security of Europeans, not just in the face of the terror threat seen in the attacks in Paris and Brussels, but of globalisation, the migration crisis, economic fragility and unemployment. Juncker said the planned European defence HQ and common military force – plans which Britain has long opposed, and which France and Germany will present in greater detail in Bratislava – would be “complementary with Nato”. 71 Human error likely caused cruise ship death: French prosecutor The 42-year-old electrical engineer was killed on Tuesday when a lifeboat became detached from the liner during a safety drill, sending it plunging 10 metres (35 feet) into the water while the ship was docked in the French port of Marseille. Marseille prosecutor Xavier Tarabeux said the investigation had so far found no sign of "faulty equipment". Investigators are now examining whether mistakes were made in the use of the lifeboat. "The investigation is shifting towards the theory that human error was to blame," Tarabeux said. Three Filipinos and an Indian man were also injured in the incident. The men were carrying out a routine weekly safety drill on the 120,000- tonne ship. Witnesses are being questioned and the Harmony of the Seas, which had been due to sail for Italy on Tuesday, has been forced to remain in port in Marseille while the investigation continues. The ship's owners, Florida-based Royal Caribbean, said two of the injured men had been discharged from hospital, while two others who were more seriously injured were still receiving treatment. Harmony of the Seas entered service less than four months ago, in late May. At 66 metres (217 feet), it is the widest cruise ship ever built, while its 362- metre length makes it 50 metres longer than the height of the Eiffel Tower.

Flames engulfed the car on a highway in Port St. Lucie, Florida, after the cellphone exploded in the passenger seat on Tuesday night. It happened less than a week after Samsung urged customers around the world to stop using the jumbo device - warning it was prone to catch fire. An unprecedented 2.5million phones were recalled, just two weeks after their release. Nurse Sharon Cain captured the blaze from her car after hearing a 'loud pop'. She uploaded the video on Facebook and wrote: 'A car caught fire from a charg(ing) Note Galaxy 7 on Crosstown (in) Port St. Lucie. I was told (that) the gentleman was charging his phone when he heard a loud pop (and then) the phone blew up. I am a nurse so I stopped to make sure there was no help needed from me.' Police told WPBF the car's owner, Clifford Samuels, 55, believed the cellphone was the cause of the fire. Earlier this month, U. S. authorities said the Galaxy Note 7s were banned from being used during flights. Some airlines also stated they could not be added to checked luggage, fearing they could set alight in the hold. As a result, Samsung asked users around the world to 'immediately' return their existing Galaxy Note 7 and get a replacement. Earlier this year Ukrainian- born businessman Mikhail Fridman agreed to pay £65m for Athlone House on the edge of Hampstead Heath, in north London. Now officials at Camden Council have agreed planning permission - paving the way for the oligarch to transform the mansion to its former glory. The luxury site will have a grand driveway, an underground swimming pool, wine cellar and media room. It will also have tennis courts, six bedroom suites, a large living room, dining room, 'relaxation area', cigar room, study, gym, a yoga room and cottages for staff. Once finished, the land and building will be worth an estimated £130m. The oil-to-telecoms tycoon previously told the Ham and High newspaper: 'It intrigued me that the building had originally been designed as a family home about 130 years ago for a wealthy industrialist working in London. 'It felt like fate that I, as a businessman, would be similarly drawn years later to the same property and grounds.' He added: 'I like the area because of its views and its proximity to central London.' Mr Fridman has exchanged contracts with the Middle Eastern owners of the property. 74 Private firm's 'mistakes' leading to prescription and syringe shortages for GPs Leading doctors have raised concerns over a private firm which provides support services to GPs. Earlier this year, NHS England has commissioned private firm Capita to run the Primary Care Support England service, which handles GP payments, medical supplies, moving records and patient registrations. But the British Medical Association (BMA) said that "systematic failures" by the company could be inhibiting GPs' abilities to provide safe care. It said that GPs had told the union there are serious problems with the management of patient records including long delays with the collection and delivery of records, wrong records being delivered to practices, and problems processing urgent requests for records in a timely manner. The BMA said that doctors had also reported problems with the supply of essential equipment such as prescription pads, fit note certificates and syringes to GP practices. Dr Chaand Nagpaul, chair of the BMA's GP committee, said: "Clear evidence is emerging that there are a range of systematic and endemic failures in the way Capita are running crucial back office support services in general practice. "Local GPs are reporting to the BMA that they are facing unacceptable delays in patient record transfers and mistakes in maintaining supplies of crucial medical equipment, like syringes and even prescription paper. "These mistakes are directly impacting on the ability of many GPs to provide safe, effective care to their patients. They are in some cases being left without the essential information they need to know about a new patient and the tools to treat them. "NHS England is ultimately responsible for the chaos caused by trying to cut the cost of this essential service for practices by privatising it and we can now all too clearly see the result, with practices picking up the workload and patients suffering as a result. "I have written to NHS England expressing my grave concern about this state of affairs and received an apology for these failures. But we need urgent action to correct these shortcomings before patient care is further compromised. " A Capita spokeswoman said: "Across all PCSE services our focus is to ensure that GPs and primary care providers are supported so they can concentrate on patient care. We fully recognise that the services we provide play a key role in supporting primary care providers and apologise for the level and varied quality of service we have provided across a number of PCSE services. "We are continuing to work closely with NHS England and our focus remains on delivering these important services at an optimum level. "The pace, scale and complexity of introducing the changes NHS England requires to transform the PCSE service from a highly localised and inconsistent system, that was neither measured or monitored, to a more standardised and centralised model, is undoubtedly challenging and has resulted in some service users having varied and, on occasion, substandard experiences, for which we have openly apologised. "We always prioritise urgent requests for medical records and if a paper-based medical record is unavailable, access to vital medical information is still available to GPs electronically without delay, or we assist direct GP-to-GP contact to ensure patient care is not disrupted as has always been the case. 77 Man stabbed to death as he tried to stop gang stealing moped A 27-year-old man has died after being stabbed during a confrontation with a group of men who were trying to his moped. Ricky Hayden, a council worker who also worked as a security guard, was attacked, along with his father, Paul, 46, outside their house in Chadwell Heath, east London , shortly before 1.30am on Tuesday. He died from his wounds in hospital on Wednesday morning. His father, who was also stabbed, remains in hospital but his injuries are not life- threatening, Scotland Yard said. The pair had rushed outside after being woken by a noise and saw up to four men attempting to steal the moped. The group eventually fled without the vehicle. Police are questioning two men who were arrested on suspicion of murder on Wednesday. Neighbour Bella Tasci, 34, said there were cries of “get off him” as Hayden and his father confronted the men, who she saw make their getaway on two motorbikes. Tasci said they were a “lovely” family and that Hayden had built the bike with his younger brother Perry. She said the thieves also slashed the family dog in the attack. Hayden was a member of the highways maintenance team at Havering council and also worked as a security guard, including at the wedding of footballer Peter Crouch and model Abbey Clancy. He also worked with his father on the security team for ITV’s This Morning and at bars in nightclubs in London. Paul Clarke, who works in ITV’s security team, told the Evening Standard : “I’ve worked with Paul for many years and with Ricky since he started in the security industry. “He was a pleasure to work with and very well respected by the This Morning team. He was also a good laugh and will be sadly missed by many people at ITV.” Tracy Aubrey, 50, who has known Hayden since he was young, described him as “the nicest boy you could ever meet, he was always joking and absolutely lovely”. She said her daughter went to school with him and was “in pieces” at the news. “Nobody would have a bad word to say about him,” she said. Bradford & Bingley, a buy-to-let mortgage provider bailed out by the British government during the financial crisis, is now owned by government vehicle UK Asset Resolution. Earlier this year, UK Asset Resolution said it would sell a 15.65 billion pound ($23 billion) mortgage portfolio from the lender in two or three transactions this year, as it seeks a speedier repayment of taxpayers' money. Bradford & Bingley will make use of an existing loan agreement with the Treasury to borrow 2.975 billion pounds to redeem debts that are funding a residential mortgage backed securitisation programme. Doing so make the underlying mortgages eligible to be included in future sales when market conditions allow, a treasury official said in the statement. Since the failed lender is owned by the government the transaction is neutral from a public sector debt and budgetary perspective. 82 Greece says to stand up to IMF on demands for labour reform By Renee Maltezou ATHENS, Sept 14 (Reuters) - Greece will tell its creditors it cannot comply with labour reforms demanded by the International Monetary Fund as a condition of its support for the country's third bailout, its labour minister told Reuters in an interview on Wednesday. The leftist government considers the IMF's demand as a ban on the right of workers to negotiate wages and conditions on a collective basis. A breakdown with the IMF on the issue could jeopardise its financing of the 86 billion euro ($96 billion) bailout and could undermine overall confidence in the deal. Labour Minister George Katrougalos, speaking a few hours before meeting with the heads of an EU-IMF mission on labour issues, said Athens would fight to revive collective bargaining and described the IMF as "an extreme player". "We want to reinstate collective bargaining because it's the core of the European social model," Katrougalos said. Under previous bailouts, collective bargaining has been weakened. Both the IMF and the EU say an inflexible labour force has helped to make Greece uncompetitive, contributing to its economic malaise. Katrougalos also said the minimum wage in Greece, now at 586 euros, should be determined by social partners - workers and employers - and not by the state, as demanded by the lenders. Other issues that Greece's creditors have put on the negotiating table include relaxing laws on mass dismissals and allowing employers to shut down their businesses and lock out workers in the event of industrial action, he said. "These are measures which employers have already rejected in Greece," Katrougalos said. "We've reached a point where we can no longer tolerate the deterioration of Greek workers' status. " He said there was room for improvement in labour laws but "there was no need for radical changes". "I don't want to discuss extra issues, like the IMF does. If we need to take measures in the future, we will discuss them with our European partners," he said. Labour reforms are a sensitive issue for Prime Minister Alexis Tsipras, running a country with a 23.4 percent jobless rate, high levels of informal work and cash-strapped funds. Tsipras swept to power in January 2015 promising to increase the minimum wage and raise pensions. Re-elected a year ago after signing up to a third bailout, he pledged to protect jobs and incomes. A report on labour reforms by a committee picked by Athens and its lenders, expected by the end of September, will be key in the upcoming talks, Katrougalos said. "Our positions and the IMF positions are so chaotically different that a negotiation without a text by experts would be impossible," said the constitutional lawyer-turned-minister. He said that he would seek assurances from the lenders that the committee's conclusions would be respected and that he would present a July statement by employers backing the government's stance - a move which the EU has endorsed in other countries. "I insist that the IMF is an extreme player in this negotiation because its position does not reflect the European acquis," he said, referring to the legislation and court decisions that constitute the body of European Union law. "Those who want to save Europe can no longer implement such practices. " An IMF spokesman in Washington said the Fund could not comment while its staff are conducting a review of the country. The IMF's mission chiefs arrived in Athens this week to assess progress on reforms under its first bailout review before releasing 2.8 billion euros in aid. Athens hopes a successful conclusion of the second bailout review will help it win more debt relief and regain investors trust, allowing it to return to the bond market. Despite the hurdles, Katrougalos said he expects the second review to be concluded by early November. "It will be a tough negotiation but I am optimistic," he said. 87 Russian sports minister Vitaly Mutko denies link to WADA hackers Russian sports minister Vitaly Mutko has angrily denied suggestions that the hacking of confidential medical records belonging to leading American sports stars has anything to do with the Russian state. The records were held by the World Anti-Doping Agency and relate to "therapeutic use exemptions" granted to certain athletes so they can take medication - prescribed by a doctor and verified by an independent panel - that would normally be banned because of its performance-enhancing qualities. WADA confirmed on Tuesday that it had been the subject of repeated cyber attacks by a Russian-based group known as the Tsar Team or Fancy Bears. This followed the publication of the TUE data, including the drugs that were prescribed, for tennis sisters Serena and Venus Williams, four-time Olympic gymnastics champion Simone Biles and US women's basketball player Elena Delle Donne on a recently registered website, fancybear.net. Speaking at the UEFA extraordinary congress in Athens, which Mutko attended in his capacity as the president of the Russian Football Union, the 57-year-old said: "How can you prove they are from Russia? You blame Russia for everything. "I don't know (where they are from), I don't have this information. "But we are also concerned because they have the same data for Russian athletes and we can also be a victim. "No, there is no state involvement. How could there be? " When asked about the fact that WADA has clearly said the attacks come from Russia and the hackers themselves have hardly hidden their nationality, Mutko said: "It is a bad thing the information has been hacked. 90 'Edward Snowden did this country a great service. Let him come home' Bernie Sanders leads a chorus of prominent public figures calling for clemency, a plea agreement or, in several cases, a full pardon for the National Security Agency whistleblower Edward Snowden. Writing in the Guardian, the runner-up in the race to become Democratic presidential candidate argues that Snowden helped to educate the American public about how the NSA violated the constitutional rights of citizens with its mass surveillance program. Sanders argues that there should be some form of resolution that would acknowledge both the “troubling revelations” that he had brought to light and the crime that he committed in doing so, that would “spare him a long prison sentence or permanent exile”. Sanders joins 20 other prominent public figures – from Hollywood actors and rock musicians to politicians, professors and Black Lives Matter activists – who call on Barack Obama to find some way of allowing Snowden to return home to the US from exile in Russia. The Guardian’s voices are raised in the week that Oliver Stone’s film, Snowden , is released in the US and that a coalition of groups including the ACLU and Amnesty International launch a new campaign for a presidential pardon before Obama steps down. Among the writers in the Guardian are Daniel Ellsberg, the whistleblower who released the Pentagon Papers in the 1970s, who calls for Snowden to be allowed to make a public interest defense in any US trial. From the world of arts, actor Susan Sarandon and director Terry Gilliam, novelist Barry Eisler and Sonic Youth singer Thurston Moore all make impassioned calls for an Obama pardon. The former director of the NSA, Michael Hayden, says Snowden should face “the full force of the law” were he to come home. Stewart Baker, also latterly of the NSA , argues that Snowden’s leak caused harm to US national interests – a contention that is strongly disputed by many of the other people writing here. US senator for Vermont and Democratic presidential runner-up The information disclosed by Edward Snowden has allowed Congress and the American people to understand the degree to which the NSA has abused its authority and violated our constitutional rights. Now we must learn from the troubling revelations Mr Snowden brought to light. Our intelligence and law enforcement agencies must be given the tools they need to protect us, but that can be done in a way that does not sacrifice our rights. While Mr Snowden played an important role in educating the American people, there is no debate that he also violated an oath and committed a crime. In my view, the interests of justice would be best served if our government granted him some form of clemency or a plea agreement that would spare him a long prison sentence or permanent exile. Oscar-winning actor Ed Snowden did this country a great service. Here was a man who had a well-paying job and a good life in Hawaii yet tore it all up so that he could reveal to all of us what the NSA was doing to us in the name of national security. He did so for no personal gain, and at massive personal cost, because he cared about a basic principle: that governments should not lie to their people. I don’t think a person like that should be exiled from their country. I don’t think a person like that deserves to be locked away for decades like Chelsea Manning. I think President Obama should do the right thing: pardon Ed and let him come home to his family and his people. Former US military analyst who released the 1971 Pentagon Papers on the Vietnam war, and who met Snowden in Moscow last year Ed Snowden should be freed of the legal burden hanging over him. They should remove the indictment, pardon him if that’s the way to do it, so that he is no longer facing prison. The NSA and US government have revealed no evidence that the information Ed Snowden released has caused any harm. Inconvenience, yes, embarrassment certainly, but what has truly been revealed is that the NSA itself was unquestionably committing international, domestic and constitutional crimes. Were the government to have any evidence that Snowden revealed information that should have been protected, I think he should be judged by a jury. I was the first person to be tried for a leak under the Espionage Act, and I certainly didn’t object to my case being weighed by a jury, although it never came to that. But there has to be a public interest defense, which doesn’t exist in US law now. As things stand, I think the chance that this or any president will pardon Snowden is zero. They wouldn’t dare to challenge the intelligence community that remains so hostile to him. Nor does Snowden have any chance of a fair trial under the Espionage Act, any more than I did. So nothing would be gained by him coming back and standing trial unless the Espionage Act were changed to permit that public interest defense. He’s said to me that he’s willing to come back and serve one, two or conceivably three years as a result of a plea bargain arranged beforehand, but they haven’t offered him one as far as I’m aware. Film director and former Monty Python star I think anyone helping to strengthen the workings of democracy should be rewarded. What Edward Snowden’s prize should be, I don’t know, perhaps something as unglamorous and hard to display on his mantelpiece as a presidential pardon. That would be nice. Former director of the National Security Agency What Edward Snowden did amounted to the greatest haemorrhaging of legitimate American secrets in the history of my nation. If he wants to come home, and that’s his choice, I think he should face the full force of the law. Then he would be able to mount his defense. I would not be supportive of a public interest defence, however, because the American people declare some things to be legal and some things to be illegal, and don’t anoint the individual citizen to decide whether that’s a good or a bad idea. If Snowden really claims that his actions amounted to genuine civil disobedience, he should go to some English language bookstore in Moscow and get a copy of Henry David Thoreau’s Civil Disobedience. For any president to align himself with Snowden’s approach in this controversy would carry an incredible cost to the spirit and morale of the intelligence community. Executive director of the Center for Media Justice and a Black Lives Matter activist Right now, Black Lives Matter activists protesting deadly police and other forms of state violence who have not been accused of any crime are being spied on with Stingray cellphone interceptors, tracked through biometric facial recognition software and license-plate readers, among other things. Black people of all kinds know that since blacks were enslaved in the western hemisphere, to be black in America is to suffer persistent surveillance, to be watched as if being Black was a spectator sport. How many black people right now are wearing electronic monitors? Are in databases we can’t get off? Are on the no-fly list? Are living in communities that are so over-policed they have been turned into open-air prisons? This is why Edward Snowden must be pardoned – because the ability of black communities to organize for our collective liberation depends, in part, on whistleblowers like him. Black movements for peace and freedom demand that out of the darkness of empire, truth-tellers emerge to sound the alarm. His revelations directly challenged the commonly held belief that media, phone and technology corporations must always give into state interests to target and harass the public. His bravery was a catalyst for the modern movement to defend democracy from both state and corporate overreach. As well known, initial claims about prevention of terrorist actions collapsed under investigation, and no credible case has been made that the massive invasion of privacy, arguably in violation of constitutional rights, is warranted. Snowden made every effort to follow established procedures for bringing this crucial information to the general public. When these failed, he took the courageous and honorable step of transmitting the information through the medium of careful and highly reliable and experienced journalists, who, along with him, carefully vetted the material to ensure that no possible harm would be caused to individuals or to security. Citizens of the United States – and indeed the world, considering the extraordinary range of the operations that have been revealed – are very much in Snowden’s debt. He should certainly not be punished in any way for the services that he has performed in the interests of democracy and civil rights. At the very least, he should be granted the full freedom to return home without fear of prosecution, and, I very much hope, to be welcomed with the respect that he richly deserves. Golfsmith listed both its assets and liabilities at between $100 million and $500 million, according to a filing with the U. S. Bankruptcy Court for the District of Delaware. The company said it plans to sell itself as a going concern and partially liquidate the business. However, if the plan fails, the company plans a full liquidation. Golfsmith said its Canadian retail chain, Golf Town, had also commenced creditor protection proceedings under the Companies' Creditors Arrangement Act in the Ontario Superior Court of Justice. Golfsmith said it was working with its first-lien lenders to finalize the terms of a $135 million debtor-in-possession financing facility. The company owes its biggest unsecured creditor, Callaway Golf, $5.5 billion. Fairfax and CI, which together hold more than 40 percent of Golfsmith's second-lien secured notes due 2018, will help Golfsmith recapitalize and restructure its U. S. business. 93 European satellite puts more than a billion stars on the map FRANKFURT, Sept 14 (Reuters) - A European star- surveying satellite has pinned down the positions and brightness of 1.14 billion stars, putting it on track to create the most accurate three-dimensional map of the Milky Way and better understand the evolution of the galaxy. In the first 14 months of its five-year surveying mission, Gaia also mapped the distances and motions across the sky of more than two million stars, the European Space Agency (ESA) said as it presented the first set of data from Gaia on Wednesday. ESA launched Gaia in December 2013 to log the position, colour and brightness of around a billion stars, sending it to an orbit around the sun around 1.5 million km (932,000 miles) from Earth. Equipped with two telescopes housing mirrors of various shapes and sizes, the 2-tonne satellite can see a hundred times farther and measure stars' position and motion 200 times more accurately than Hipparcos, the first space mission to measure stellar positions, which ESA operated from 1989 to 1993. "Gaia is at the forefront of astrometry, charting the sky at precisions that have never been achieved before," Alvaro Gimenez, ESA's director of science, said in a statement. Scientists hope that studying the stars will allow them to peer back in time, to when the galaxy was first forming. Scientists also expect Gaia to discover new planets and asteroids as well as distant supernovas and quasars, the hot and bright cores of galaxies. Gaia, designed and built by Astrium - now part of Airbus Defence and Space, is expected to collect enough data over five years to fill more than 1.5 million CD ROMs. The data will be freely available to the astronomical community. U. S. space agency NASA has been working on similar programmes. It is planning a two-year surveying mission called Transiting Exoplanet Survey Satellite (TESS), which is to use wide-field cameras to detect planets ranging from Earth-sized to gas giants. Tutu, 84, had been admitted to a Cape Town hospital and last week underwent a "minor surgical procedure" to determine the cause of the infection. "Archbishop Emeritus Desmond Tutu was this morning discharged," said a statement by his family. His wife Leah Tutu said she was "overjoyed" to have him home, saying she would help nurture him back to full health. The Nobel Peace laureate was last year hospitalised over a persistent infection which was a result of the prostate cancer treatment he has been receiving for nearly 20 years. The much-loved former archbishop of Cape Town gained worldwide prominence for his strong opposition to white-minority rule in South Africa. He won the Nobel Peace Prize in 1984.

95 95 Toxic chemicals are hiding in your house dust Your answer could reveal a lot about your home habits, but the findings of a new study might have everyone upping their game -- and potentially keeping wet wipes and hand sanitizer nearby at all times. Researchers at George Washington University say 45 toxic chemicals are found commonly in your house dust, with 10 of them lurking in 90% of homes across the country. "We wanted to identify which chemicals were present at the highest exposure in homes," said Dr. Ami Zota , an assistant professor of environmental occupational health who led the study. "Some chemicals were in virtually every dust sample. " To reveal which potential toxins we're being exposed to in the comfort of our own homes, Zota's team analyzed all studies that have sampled indoor environments in the United States since 2000. They looked for the presence of potentially toxic chemicals and divided them into five classes of chemicals, two of which were found to be more common than the rest: phthalates and flame retardants. "Many of the top 10 fall into these two categories," Zota said. But when factoring in the wide range of chemicals we're exposed to, small amounts can add up, she stressed. Lurking in the dust The chemicals found in dust samples came from a range of things typically found inside your home, including vinyl products -- such as flooring -- cosmetics, baby products, furniture and nail polish. To understand how these chemicals are entering your home, it helps to understand where they are used. Phthalates make plastic softer and more flexible, so they tend to be found in vinyl (PVC) materials such as flooring, blinds and food packaging. Flame retardants help products meet flammability standards that are built into building codes, insurance requirements and fire regulations. The other three classes of chemicals found in dust samples included environmental phenols, usually used as preservatives in personal care products like shampoo; fluorinated chemicals, used as stain- and water- repellent treatments for upholstery, carpets and clothes and in nonstick pans; and fragrances. Only one chemical used in fragrances had been the topic of a study, meaning many more chemicals are likely to be present in dust with little insight into them, according to the researchers. "We know very little about the health hazard of these fragrances," said Zota. But the researchers note that it is about more than exposure. For example, phthalates were detected in the highest concentrations in the study, but the chemicals found in flame retardants had the "highest estimated intake," meaning they are more likely to enter the body. "You can breathe it in and can absorb into your skin," Zota said. "These chemicals are not bound to the products, so they can migrate out. " A risk to child development One of the biggest concerns underlying the presence of these chemicals hiding in house dust is the fact that children are most likely to inhale or ingest them as they crawl around, touching things and inevitably placing their hands in their mouths multiple times a day. "Environmental insults during early development can have long-lasting adverse health effects that persist across the lifespan," Zota said. Phthalate exposure in children "can increase risk of respiratory, behavioral and neurodevelopmental problems. " Phthalates are also known to disrupt hormones inside the body, meaning they could cause reproductive problems. "We know from lead that exposures are not acceptable," said Dr. Asa Bradman, associate director for exposure assessment at the Center for Environmental Research and Child's Health at the University of California, Berkeley, who was not involved in the new study. "There's a strong argument to reduce exposure to children whose brains are changing and bodies are developing. " As for the study findings, Bradman noted that the reason phthalates were found to be most common in house dust was probably because most studies have been done on this class of chemicals. "By compiling information in this way, there's always the possibility of exposures that haven't been studied yet," Bradman said. Preventing exposure Some advice to prevent exposure, other than regularly dusting your home, is to veer away from the traditional feather duster and use a powerful vacuum with a HEPA filter to ensure that all dust particles are sucked up. Regular hand-washing -- which has a multitude of benefits -- will also reduce exposure to flame retardants found on the surfaces of furniture. The Silent Spring Institute has created an app to help people understand more about their environmental exposures, aptly named Detox Me . But both Zota and Bradman stress that there needs to be more research into the range of chemicals people are exposed to at home and changes at the policy level to reduce the number of chemicals entering people's households, through bans, better regulation and improved underlying chemistry during production. "There may be chemicals out there that we don't know about, that we should know about," said Bradman, whose own research looks into exposure risks, particularly among children. His studies have found phthalates to be common in child care practices in the United States. "But we can also reformulate materials so that chemicals don't just go into our bodies," he added. "There may be ways to have better adhesion [of flame retardants to furnishings] so they don't get into the environment. " The issue is also not specific to the United States. 97 Man raped and killed a young woman then tried to make her death look like suicide - as chilling police tapes show him calmly lying about her death A 33-year-old man who raped and strangled a woman as she slept at a friend’s house lied to police several times, telling officers he was not involved ‘at all’ and was ‘saddened’ by her death. Musa Brandon Ngwira, 33, was sentenced to life in prison in the Cairns Supreme Court last week for killing Jo La Spina, 26, before placing a noose around her neck to try and make it look like a suicide, in Bingil Bay, far north Queensland, in April 2014. The South African native pleaded not guilty to the charges of rape, murder and interfering with a corpse, but a jury decided otherwise. Scroll down for video Police interviewed Ngwira the day after Ms La Spina’s body was discovered at her friend’s home but he denied being involved. The recording of the interview, which was seen on Wednesday’s episode of A Current Affair, shows Ngwira calmly lying repeatedly as officers pushed him about his involvement. ‘I have not basically played any part at all,’ he told police. ‘I don’t know anything about this. It saddens me that something like that would happen to her,’ he continued. As the lengthy interview ended, officers asked Ngwira if he was telling them the truth – to which he replied ‘everything has been the truth.’ Ms La Spina was found by a friend naked in a shower with a cord around her neck, with the water still running. Ngwira was working as a tour guide in Mission Beach and Ms La Spina was working as a photographer for a local white water rafting company at the time. The night before the incident, the pair had been partying with friends at a local before heading to a beach to continue the shindig. Friends reportedly said Ms La Spina rejected Ngwira's advances and told party- goers she found him 'creepy,' according to ACA. Later that night Ms La Spina asked to stay at her friend Warrick Daniel's home for the night. Ngwira also asked to stay at Mr Daniel's home, sleeping on the couch downstairs while Ms La Spina slept in an empty room upstairs. Mr Daniel's left for work early on Saturday morning and is believed to have spoken with Ngwire as he headed out the door. Only 20 minutes after Mr Daniel left, a neighbour told police he heard a woman screaming loudly and a man yell out that everything was fine, according to ACA. During his trial, the court heard Ngwira made the scene appear as if Ms La Spina had taken her own life after killing her and placed her in the bathtub with a noose around her neck and a note near her body. Ngwira said got into a fight with La Spina during a sexual encounter gone wrong and that he staged her death to look like a suicide because he was scared no-one would believe what had happened. He claimed he choked Ms La Spina but did it in self-defence. Ms La Spina had 52 injuries to her body and Ngwira's DNA was found on her, her clothes and on a pillowcase in the room she had slept in. A search of his laptop also uncovered that he had Google searched the penalty for killing a person in Australia. Justice Henry said the finger imprints on Ms La Spina’s throat pointed to him taking her life with his hands. 'All of that evidence, that circumstantial evidence, tells the obvious story that you allowed your sexual interest, your desire to sexually dominate Ms La Spina ... to overwhelm your behaviour ... to focus solely on your own self indulgent desires and needs and persist with them in the face of her resistance to the point where you throttled her to death,' Justice Henry said. 'You have taken a human life. You have devastated the lives of Ms La Spina's loved ones, many of whom have sat stoically throughout this trial. 'She was a young lady with her whole adult life ahead of her ... instead her parents had to attend her funeral,' he said. Outside court Ms La Spina's uncle Phillip Spokes told the ABC his family would never be the same.

98 European Parliament: Polish policy still against democracy WARSAW, Poland (AP) — The European Parliament is slamming Polish government policies as anti-democratic for the second time this year and urging a lasting solution by the end of next month. Members of Poland's conservative ruling party brushed off a resolution the parliament adopted Wednesday as non-binding. They said the European Union should focus instead on such issues as the migrant crisis and Brexit. The vote in Strasbourg was 510-160 with 29 abstentions. The resolution says the judicial paralysis that has resulted from government interference with Poland's major constitutional court is endangering democracy, fundamental rights and the rule of law. The European Parliament, which is the EU's legislative body, approved a similar resolution in April. The lawmakers also pointed to problems with new controls on public media, increased police powers and women's rights.

99 French police arrest another teenager suspected of plotting attack In an operation led by France's domestic intelligence agency, police swooped on the teenager in Paris' eastern 20th arrondissement. Interior Minister Bernard Cazeneuve confirmed the operation. "We're working with extreme intensity to identify those we think are likely to carry out an attack," he told reporters, adding that Islamic State was recruiting "younger and younger individuals". It is the second time a 15- year-old minor suspected of plotting to kill in the name of Islamic State has been arrested in five days. A source inside the prosecutor's office said both youngsters had used Telegram to communicate with Rachid Kassim, an Islamic State jihadist of French nationality. Their arrests follow the detention of three women, including a 19-year-old, who had allegedly wanted to attack a Paris railway station using a car laden with gas cylinders. France is reeling from a wave of militant attacks on its territory that have killed more than 230 people since January, 2015, and its intelligence services are struggling to dismantle a web of militant networks inside the country. The attacks have varied in style and profile of killer: In November last year, a squad of suicide bombers and gunmen killed 130 people in a sophisticated and coordinated attack on multiple sites in Paris; In July, a Tunisian delivery man killed 86 people when he drove his truck through a crowd on Nice's seafront; and two militants knifed to death an elderly priest at his altar in a church in northern France.
