Hanes gweinyddol / Braslun bywgraffyddol | Administrative history | Biographical sketch Nodyn | Note The Thomas family were granted a lease of Cilciffeth, Pembrokeshire, in 1700. William Thomas, solicitor, resided at Cilciffeth in the mid 18th century. Elizabeth, youngest daughter of John Thomas (d. 1750), of Cilciffeth married Griffith Gwynne (d. 1796) of Court in the parish of Llanllawer, Pembrokeshire, who appears to have acquired Cilciffeth. Court itself was sold in 1799 by Thomas and Anne Williams of Pope Hill to John Gwynne of Haverfordwest. In 1874 and 1875, the last of the Gwynnes, Anne and Martha, died unmarried and the estate passed to the Rev. Thomas Gwynne Mortimer, whose mother was a Gwynne. The Mortimer family had also acquired Penysgwarn, Llanwnda, Pembrokeshire, when John Morgan Mortimer (1798-1869) purchased it sometime after 1814. He married Lettice (1800-1871), youngest daughter of Thomas Gwynne, of Cilciffeth. The Mortimers left Penysgwarn and in 1894 one Edward Perkins held the property.     Local Development Plan Draft Review (LDP2: 2017 – 2033) Strategic Housing Options Supplementary Paper Defining Settlement Clusters 1. Introduction This paper has been prepared to assist the review of the Local Development Plan and specifically relates to the potential approach to Settlement Clusters discussed within the ‘Strategic Housing Options Paper’. That paper will assist in identifying alternative options for future housing development within urban and rural areas of the County outside of the National Park. The Authority is currently working towards establishing a Preferred Strategy and is preparing a draft vision and objectives for the Plan. These will be available for public consultation Summer 2018. A range of information has been gathered about services available at individual settlements, which is set out in the Rural Facilities Paper 2017. The information gathered allows us to understand the role and function currently performed by settlements and is used to inform the settlement hierarchy for the LDP review. The purpose of this supplementary paper is to set out an approach to settlement clusters at the lower end of the settlement hierarchy. Settlements at the lower end of the settlement hierarchy are called Large Local Villages and Small Local Villages within the Local Development Plan hierarchy. (They are proposed as ‘Local Villages’ within the Rural Facilities Paper). This paper is not intended to set out locations where development can take place, but to identify a clear methodology for clusters of settlements, and taking account of the settlement hierarchy established as part of the LDP2 Review and published within the Rural Facilities Background Paper 2017. It is supplementary to the Strategic Housing Options Paper where the rural housing option of Clusters is considered along with other options for housing at Local Villages.

    PEMBROKESHIRE COUNTY COUNCIL INFORMATION TO COUNCIL TAXPAYERS ON PLANNED EXPENDITURE AND COUNCIL TAX LEVEL IN 2020-21. The costs of the services administered by the County Council are shown below. The Mid & West Wales Fire and Rescue Service, the Pembrokeshire Coast National Park and the Town and Community Councils independently determine their own expenditure levels and resultant levies and precepts. Local Government Finance Settlement: The Standard Spending Assessment (the need to spend), calculated by the Welsh Government, is £247.6m which compares to the net Council expenditure of £235.5m shown below. Capital Investment: A programme of capital investment totaling £71.3m is planned for 2020-21, including slippage from previous years. This may be added to if additional funding approvals are received in the year. Financial Reserves: Revenue reserves – It is estimated that the Housing Revenue Account working balance (£0.7m) and the General Fund working balance (£7.0m) will remain unchanged during 2020-21. Included in the net expenditure of the County Council Services set out below are the planned net appropriations to reserves of £3.5m earmarked for specific purposes. Planned Revenue Expenditure: The revenue budget as summarised below may be added to if additional funding approvals are received in the year.     Seascape Character Area Description Pembrokeshire Coast National Park Seascape Character Assessment No: 33 Seascape Character Daugleddau Area Name: Near Picton Point on Daugleddau Ancient oaks at water's edge Looking east from Cleddau Bridge 33-1 Supplementary Planning Guidance: Seascape Character Assessment December 2013 Seascape Character Area Description Pembrokeshire Coast National Park Seascape Character Assessment Summary Description The reaches of the Daugleddau and Western and Eastern Cleddau east of Pembroke Dock comprise a unique area of upper tidal river estuary, with branched side channels, often with mud exposed and remnant quays with associated small scale commercial enterprises. The surrounding land is rolling rural lowland which is sometimes steeper at water's edge, with parkland, mixed woodland to the water’s edge and mixed agriculture. This is a peaceful, enclosed and intimate landscape with channelled vistas. Key Characteristics Sheltered inland branched and sinuous tidal estuary with mudflats and marshes and no bridges. Rolling and occasionally steep sided hills with distinctive woodland down to the water’s edge. Historic quays which contribute to the historic character and sense of place. Historic interest including Carew Castle and tidal Mill, a promontory fort at Picton Point and Parks and Gardens. Very dispersed and single dwellings and some small villages. Low key recreation including small boat moorings. Contained and channelled views and vistas. High level of tranquillity. Physical Influences The area comprises the tidal river of the Cleddau [the Daugleddau] with branches to Creswell and Carew Rivers, and splitting into the Western and Eastern Cleddau, with other minor pills and small inlets. The north-south stretch of the Cleddau valley is incised through east-west striking bedrock of Devonian-Carboniferous age (Old Red Sandstone (Cosheston Group), Carboniferous Limestone, Millstone Grit, Lower Coal Measures).

Pembrokeshire lies at the south west extreme of Wales and is surrounded on three sides by the sea. Pembrokeshire's marine and terrestrial environments are strongly influenced by the Gulf Stream and the National Park supports species found in both warmer, southern areas as well as those from colder, northern regions. Pembrokeshire is internationally important for many of its coastal, marine and lowland heath habitat as well as ancient, semi-natural oak woodland in the North of the park. These habitats support some of our most iconic species including choughs, puffins and seals. The high wildlife value of the Park is reflected by its nature conservation designations which include: 13 Special Areas of Conservation (3 Marine SACs overlap about 75% of the Park coastline and account for about 60% of the inshore area). 5 Special Protection Areas. 1 Marine Nature Reserve (Skomer) – one of three in the UK. 7 National Nature Reserves. 60 Sites of Special Scientific Interest.
