SHASHI THAROOR: Will the Minister of CULTURE be pleased to state: (a) the total number of historical monuments and Archaeological sites declared protected and of National Importance by the Archaeological Survey of India in the State of Kerala; (b) whether the Government has any idea about the extent of damages to monuments and other historic sculptures across flood-devastated Kerala and if so, the details thereof; (c) whether the International Council on Monuments and Sites (ICOMOS) launched Kerala Heritage Rescue Initiative to assess damage to rich cultural and built heritage in Kerala after the floods and if so, the details thereof; (d) whether ICOMOS also proposes to create heritage response team and train its members to undertake damage assessment and emergency measures and if so, the details thereof; and (e) the funds allocated and utilized in the maintenance of such sites during the last four years along with the number of persons deputed by ASI at these respective sites in the country State/UT-wise? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) FOR CULTURE AND MINISTER OF STATE FOR ENVIRONMENT, FOREST AND CLIMATE CHANGE (DR. MAHESH SHARMA) (a) 28 monuments/sites declared as of National importance in Kerala and maintained by Archaeological Survey of India. (b) Consequent to the flood in Kerala during the month of August 2018, the Siva Temple, Pallimannah, Dist. Thrissur a National monument was affected. As a result, 19 panels out of the total 43 panels of ancient mural paintings available on the walls of the Temple got affected. -

While improving efficiency has been cited as the reason for this move, it is not clear whether privatisation brings efficiency or reduces associated risks. Around the world, innumerable private banks have failed, thus challenging the notion that only private banks are efficient. Similarly, if private enterprises are the epitome of efficiency, why do private corporate entities have such large volumes of NPAs? Bank nationalisation ushered in a revolution for India’s banking sector. Before nationalisation, barring the State Bank of India, most banks were privately owned and they largely benefited the rich and the powerful. The nationalisation of 14 private banks in 1969, followed by six more in 1980, transformed the banking sector, created jobs, extended credit to the agriculture sector and benefited the poor. Areas that had so far been neglected, including agriculture, employment- generating productive activities, poverty alleviation plans, rural development, health, education, exports, infrastructure, women’s empowerment, small scale and medium industry, and small and micro industries, became priority sectors for these banks. The move also helped in promoting more equitable regional growth, and this is evident from RBI data. There were only 1,833 bank branches in rural areas in the country in 1969, which increased to 33,004 by 1995 and continued to grow over the next decades. -

Minutes of the Meeting of Hon’ble Minister (EF& CC) with the Hon’ble Members of Parliament of Western Ghats Region held on 11th August, 2016 at 18.00 Hrs in IP Bhawan, Jor Bagh, New Delhi 1. A meeting chaired by Hon’ble Minister (EF&CC) was held on 10th August 2016 with Hon’ble Members of Parliament of the Western Ghats Region to discuss the Draft Notification dated 4th September 2015 for declaring eco-sensitive area in Western Ghats. The List of Hon’ble Member of Parliament and officers of MOEF&CC who participated in the meeting is Annexed. 2. While welcoming the Members of Parliament, Hon’ble Minister (EF&CC) stated that environmental protection and development can coexist together in the region and there should be a balance between ecology and development. Hon’ble MEF further stated that the conservation of the Western Ghats is of vital importance and needs to to be conserved for future generations. 3. A detailed presentation on the Western Ghats was made by Adviser (ESZ). The presentation highlighted the significance of Western Ghats and the background of proposed notification of Ecological Sensitive Area of the Western Ghats region. The Ministry while issuing a fresh draft notification dated 4th September 2015 had attempted to resolve the apprehensions/concerns expressed by the State Governments and various stakeholders of Western Ghats relating to issues concerning (i) habitation, (ii) plantation, (iii) agriculture, (iv) change in existing land use, and (v) displacement/dislocation of local people, etc. Provisions had been inserted to clarify that nothing substantial is going to change in terms of livelihood within the ESA in Western Ghats, as there would be no dislocation of people living in the ESA. -

ADOOR PRAKASH: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालनऔरडेयरीमंत्री be pleased to state: (a) whether the Government is aware of the struggle of fishermen families due to fast rising coastal erosion in the country; (b) whether the Government sought report from the States to review the impact of coastal erosion and if so, the details thereof; (c) the areas which are most affected with coastal erosion, State-wise; (d) whether the Government is aware that coastal areas in the State of Kerala are worst hit and majority of shoreline has been eroded and if so, the details thereof; and (e) whether the Government will consider special assistance to the State for effective preventive measures in this regard and if so, the details thereof? The coastal erosion does impact coastal communities residing in the erosion prone areas including fishermen communities. -

Measures to Mitigate Agrarian Distress in Alappuzha and Kuttanad Wetland Ecosystem A Study Report by M. S. SWAMINATHAN RESEARCH FOUNDATION 2007 M. S. SWAMINATHAN RESEARCH FOUNDATION FOREWORD Every calamity presents opportunities for progress provided we learn appropriate lessons from the calamity and apply effective remedies to prevent its recurrence. The Alappuzha district along with Kuttanad region has been chosen by the Ministry of Agriculture, Government of India for special consideration in view of the prevailing agrarian distress. In spite of its natural wealth, the district has a high proportion of population living in poverty. The M. S. Swaminathan Research Foundation was invited by the Union Ministry of Agriculture to go into the economic and ecological problems of the Alappuzha district as well as the Kuttanad Wetland Ecosystem as a whole. The present report is the result of the study undertaken in response to the request of the Union Ministry of Agriculture. The study team was headed by Dr. S. Bala Ravi, Advisor of MSSRF with Drs. Sudha Nair, Anil Kumar and Ms. Deepa Varma as members. The Team was supported by a panel of eminent technical advisors. Recognising that the process of preparation of such reports is as important as the product, the MSSRF team held wide ranging consultations with all concerned with the economy, ecological security and livelihood security of Kuttanad wetlands. Information on the consultations held and visits made are given in the report. The report contains a malady-remedy analysis of the problems and potential solutions. The greatest challenge in dealing with multidimensional problems in our country is our inability to generate the necessary synergy and convergence among the numerous government, non-government, civil society and other agencies involved in the implementation of the programmes such as those outlined in this report. -

ADOOR PRAKASH: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमा셍ग मंत्री be pleased to state: (a) the present status of the construction of new by-pass on NH-66 in Attingal, Kerala by the National Highways Authority of India; (b) whether 3-A notification has been issued for Kazhakkuttam - Kadambattukonam stretch of NH-66 in which Attingal by-pass is proposed and if so, the details thereof; (c) whether the Government of Kerala has agreed for cost sharing in the national highway development projects in the State and if so, the details thereof; and (d) whether the Union Government proposes to take immediate measures for land acquisition and completion of the project without any delay and if so, the details thereof? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) Various National Highways of Kerala are identified under Economic Corridors (about 720 km), Inter-corridor Route (about 128 km), National Corridor (about 118 km), etc. of Bharatmala Pariyojana in order to optimize the efficiency of freight and passenger movement. This also includes construction of Bypass at Attingal. (b) The procedure for 3-A notification in this regard has been initiated. (c) to(d)The Government of Kerala has agreed to share 25% land acquisition cost for up-gradation of NH-66 in the State of Kerala. A Financial Participation Agreement to this effect has also been signed in October, 2019 amongst Government of India, Government of Kerala and Kerala Infrastructure Investment Fund Board (KIIFB) with provisions of various modalities adopted in this regard for expeditious land acquisition. -
