    THE NEW RIGHT THINK TANKS AND POLICY CHANGE IN THE UK Andrew James Tesseyman DPhil Thesis University of York Politics Department Submitted, February 1999 Abstract It has often been claimed that, during the 1980s and early 1990s, the new right think tanks — namely the Institute of Economic Affairs (IEA), Centre for Policy Studies (CPS), and Adam Smith Institute (ASI) — had a major impact on policy-making and policy change. This thesis addresses such claims by examining three reforms in which the new right think tanks have been attributed an influence — bus deregulation, education reform, and prison privatisation. It seeks not only to empirically assess their impact, but also to relate these findings to the policy-making literature, in particular the Rhodes Model which emphasises policy continuity and the Advocacy Coalition Framework which seeks to explain policy change. It is argued that the new right think tanks had an impact on all three policy changes, as members of "advocacy coalitions", although the nature and extent of this impact varied. In some cases, the TEA, CPS, and ASI were able to have a direct impact on policy change, obtaining access to policy-makers through coalition allies. In other cases their impact was indirect, in shaping the broader "climate of ideas". The new right think tanks also contributed to new patterns of policy formulation, although there is limited evidence of any long-term structural impact on policy-making in these areas. It is also argued that the case studies raise a number of issues for the Rhodes Model and the Advocacy Coalition Framework, although these could be addressed by integrating the two to develop an approach to account for both policy continuity and policy change.

    THREE GIRLS, GANGS, AND VIOLENCE GIRLS GONE WILD? Although arrest statistics still reflect the dominance of status and other trivial offenses in official female delinquency, the 1990s saw a curious resurgence of interest in girls, often girls of color, engaged in nontraditional, masculine behavior—notably joining gangs, carrying guns, and fighting with other girls. The beginning of the 21st century continued this “bad girl” discourse, with an added focus on white girls’ relational aggression and bullying as an undiscov- ered, concealed culture. The increase in the arrests of girls for “other assaults” added fuel to this fire. Since the mid-1980s, arrests of girls for this offense have increased by nearly 200%, and by 2009, more than one out of three juveniles arrested for “other assaults” was female (FBI, 2010a). What is going on? Are we seeing a major shift in the behavior of girls and an entry of girls into violent behaviors, including gang violence, that were once the nearly exclusive domain of young boys? As we shall see, this is the conclusion one would draw from the papers and television, but a closer look at the trends presents a more complex view. THE MEDIA, GIRLS OF COLOR, AND GANGS Fascination with a “new,” violent female offender is not really new. In the 1970s, a notion emerged that the women’s movement had “caused” a surge in women’s serious crimes, but this discussion focused primarily on an imagined 33 34 THE FEMALE OFFENDER increase in crimes of adult women, usually white women (Chesney-Lind, 1986). The current discussion has settled on girls’ commission of violent crimes.

In one important sense the social, economic, demographic and school-specific variables in any given local education authority (LEA) were unique, but at a general level the arguments became familiar. Quotes from those involved in the recent parental campaign to decide the future of Ripon Grammar School reveal the endurance of these arguments, even if Web sites have replaced placards and marches. Supporters of comprehensive education continue to argue that eleven-plus selection procedures are unreliable, take no account of late developers and condemn the majority of children to schools which are, in comparison to the grammars, unsatisfactory. But any future decisions to be taken about England’s 164 remaining grammar schools rest exclusively with parents, while secondary schools themselves now have opportunities, if they wish to pursue them, of developing a specialist (and selective) character. Having entered the twenty-first century only after re-inventing themselves as competitive service-providers, LEAs have lost many of their former powers and much of their influence over secondary education.

    Rock Album Discography Last up-date: September 27th, 2021 Rock Album Discography “Music was my first love, and it will be my last” was the first line of the virteous song “Music” on the album “Rebel”, which was produced by Alan Parson, sung by John Miles, and released I n 1976. From my point of view, there is no other citation, which more properly expresses the emotional impact of music to human beings. People come and go, but music remains forever, since acoustic waves are not bound to matter like monuments, paintings, or sculptures. In contrast, music as sound in general is transmitted by matter vibrations and can be reproduced independent of space and time. In this way, music is able to connect humans from the earliest high cultures to people of our present societies all over the world. Music is indeed a universal language and likely not restricted to our planetary society. The importance of music to the human society is also underlined by the Voyager mission: Both Voyager spacecrafts, which were launched at August 20th and September 05th, 1977, are bound for the stars, now, after their visits to the outer planets of our solar system (mission status: https://voyager.jpl.nasa.gov/mission/status/). They carry a gold- plated copper phonograph record, which comprises 90 minutes of music selected from all cultures next to sounds, spoken messages, and images from our planet Earth. There is rather little hope that any extraterrestrial form of life will ever come along the Voyager spacecrafts. But if this is yet going to happen they are likely able to understand the sound of music from these records at least.
