Dear Pierce County Voter -

Leaves are turning. The Seahawks are playing. And voter registration events are in full swing. All signs that fall has arrived!

There’s always a big push to register voters before the November Election. It’s no accident that National Voter Registration Day is September 26th, 2017. And now through October, the Pierce County Auditor’s Offi ce is mounting a “500,000 Voters” campaign. We’re determined to break the half-million mark for active registered voters.

Washington State’s voter registration rate is quite healthy, regularly in the top quarter of the nation. During the 2016 General Election we ranked 10th in the nation for voter turnout, with a registration rate of 77.1%. Pierce County followed very closely with 76.8% voter registration. We shouldn’t rest on our laurels. Making voter registration easy is the fi rst necessary step to- ward voting and it deserves our attention.

If we narrow our focus to the voting eligible population, you’ll fi nd that we’ve registered rough- ly 83% of the eligible population. That leaves just 17% eligible adults to register. The low hang- ing fruit has been harvested. We’re going to need a ladder to reach the rest!

The legislature and election administrators are considering several different solutions:

• Automatic Registration – individuals with an enhanced driver’s license, commercial license, etc. (where citizenship has been verifi ed) would be automatically registered, unless they choose to opt-out. • 16 and 17-Year Old Preregistration – this in an expansion of Motor Voter. When teens apply for their driver’s license, they’d be offered to sign up to vote, when they turn 18. • Same Day Registration does exactly what it says. Eligible unregistered citizens could go to the Auditor’s Offi ce on Election Day, register to vote, and then cast a ballot. Fifteen states allow some variation of same day registration.

As election administrators evaluate these options, everyone should keep in mind that voter reg- istration doesn’t necessarily result in better turnout. As our voter registration universe grows, our turnout will drop.

The fact of the matter is that people must want to vote. Voter registration deserves our atten- tion, but motivating people to "return a ballot," even in the effortless State of , is the greater challenge.

3 New Voting System

After a year-long search and selection process, the Pierce County Auditor’s Offi ce has pur- chased a new election system.

This represents Pierce County’s fi rst major investment in a new tabulation system in over 20 years. The purchase was fully funded through an election replacement account authorized by the Pierce County Council.

The Clear Ballot, ClearVote system has three components:

ClearCount - performs ballot scanning and tabulation and is the hallmark of the new system. ClearCount moves Pierce County into digital scan technology.

ClearDesign – is the ballot de- sign software, and will change the look of the ballot. Voters will no longer “connect the arrow.” Instead, voters will fi ll in an oval, which is more familiar to the general population, easier to mark, and similar to tests taken in public schools.

ClearAccess - is a modern acces- sible ballot-marking device that will be available for voters living with disabilities, who seek assis- tance at Pierce County’s Voting Centers.

Under State law, the City of Bonney Lake has discretion to confi ne marijuana businesses to certain zones, or to prohibit them entirely. The City's zoning code currently prohibits marijuana businesses in all zones. The City Council would like to hear from the voters on the question of whether licensed marijuana retailers should be allowed in commercially-zoned areas of the City. The outcome of this vote is advisory only and shall not bind the City.

If passed, Proposition No. 1 would permit the Town of South Prairie to levy for collection in 2018, the rate of $.50 per $1,000 assessed valuation for Emergency Medical Services, which is the rate authorized previously by the voters. Explanatory Statement The Town of South Prairie provides fi re protection and emergency medical services to its citizens through contract with East Pierce Fire and Rescue. This proposition will authorize the Town to restore its regular property tax levy for EMS to a rate of $0.50 per thousand dollars of assessed valuation.

Approval of this measure will maintain funding for emergency medical services, preventing a potential reduction in ser- vices. If the levy is approved, the Town would be able to collect $0.50 per thousand dollars of assessed valuation in 2018 for EMS. In subsequent years, absent further voter approval, the Town would be limited to a 1% increase in property tax collections subject to the $0.50 per thousand dollars of assessed valuation maximum.

The South Prairie Town Council and Board of Commissioners for the Fire District concur that restoring the levy rate is necessary to maintain an effective level of service, equipment and facilities in light of rising costs.

If approved, this proposition will authorize the District to construct a complete new el- ementary school; to issue $43,000,000 of general obligation bonds maturing within a 21 year maximum term; and to levy excess property taxes annually to repay the bonds, all as described in Resolution No. 8.2016-2017. Should Proposition No. 1 be approved? Explanatory Statement A bond measure was placed before voters in the Orting School District in February 2017. While the majority of voters favored the measure, it did not receive the required 60% supermajority approval. The District's Board of Directors unani- mously voted to place a revised measure on the November 2017 ballot to address needed improvements to District facili- ties. Student enrollment growth has placed a strain on classroom space at existing District facilities at the elementary level. By 2021-22, the District's permanent classroom space housing grades K-5 will be 180% utilized, resulting in more portable classrooms. Proceeds of the proposed bond would be used to construct and equip a new elementary school for approximately 700 students, relieving overcrowding in the District.

If approved, the District expects to receive approximately $1,000,000 in State matching funds to complete the project. The bond would cost voters approximately $.72 per $1,000 of assessed property value. Special Election - Proposition No. 1 Complete resolution text at Six-Year Levy Lid Lift PierceCountyElections.org Ballot Title The Board of Fire Commissioners of Pierce County Fire Protection District No. 21 (Graham Fire & Rescue) adopted Resolu- tion No. 878 concerning an increase in the District's regular property tax levy. If approved, Proposition No. 1 will authorize the District to maintain the rate of $1.50 per $1,000 of assessed valuation in 2018, exceeding the 1% limitation on annual increases in tax revenues, and allow annual increases of up to 6% (but never exceeding the $1.50 rate limit) for the suc- ceeding five years. The 2023 levy dollar amount will be used to compute the limitation for subsequent levies, all as pro- vided in Resolution No. 878. Should Proposition No. 1 be approved or rejected?

Explanatory Statement Graham Fire and Rescue responded to the community’s requests for emergency medical care, fi re suppression, rescue, and other emergency 6562 times last year. This is a 25% increase in calls since 2011. However, while fi refi ghters are responding to more calls, the voter-approved $1.50 fi re levy rate could fall to $1.38 in 2018 due to 1% limitations. This measure would maintain the levy rate of $1.50 per $1,000 of assessed value for 2018 and then apply a limit factor of 6% in the succeeding fi ve years.

Revenue raised by this measure provides funding for fi re protection, fi re suppression, fi re prevention and other emer- gency services. It will help the Department keep up with increased service demand and continue to provide a high level of service to the community.

If approved, this measure authorizes Graham Fire to maintain the levy rate to $1.50 per $1,000 of assessed property value as approved by voters. It would allow the levy dollar amount to increase by up to 6% in the succeeding fi ve years, but the rate cannot exceed $1.50 even if properties increase in value. The dollar amount of the levy in 2023 would be used to calculate future levy increase limits.
