State Failure in Developing Countries and Strategies of Institutional Reform Mushtaq H. Khan Department of Economics, SOAS, University of London. Abstract: The analysis of state failure and the policy debate have been driven by two very different underlying views of what the state does. The first, which we call the “service- delivery” view says the role of the state is to provide law and order, stable property rights, key public goods and welfarist redistributions. In failing to provide these, state failure contributes to economic under-performance and poverty. State failure of this type is in turn related to an inter-dependent constellation of governance failures including corruption and rent-seeking, distortions in markets and the absence of democracy. All of these need to be addressed to focus the state on its core service-delivery tasks. The second locates the developing country state in the context of “social transformation”: the dramatic transition these countries are going through as traditional production systems collapse and a capitalist economy begins to emerge. Dynamic transformation states have heavily intervened in property rights and devised rent-management systems to accelerate the capitalist transition and the acquisition of new technologies. State failure according to this view has been driven by the lack of institutional capacities in these respects, and more importantly, the incompatibility of institutional capacities with pre-existing distributions of power. An examination of the econometric data and historical evidence raises serious doubts as to whether the governance reforms suggested by the first view can improve growth, while the need for reforms identified by the second view are much better supported. -

MARVEL** Antitrust law has long held collusion to be paramount among the offenses that it is charged with prohibiting. The reason for this prohibition is simple----collusion typically leads to monopoly-like outcomes, including monopoly profits that are shared by the colluding parties. Most collusion cases can be classified into two established general categories.) Classic, or "Type I" collusion involves collective action to raise price directly? Firms can also collude to disadvantage rivals in a manner that causes the rivals' output to diminish or causes their behavior to become chastened. This "Type 11" collusion in turn allows the colluding firms to raise prices.3 Many important collusion cases, however, do not fit into either of these categories. -

Introduction Sociologists, anthropologists and historians have often commented on the tendency of economists to pay inadequate attention to culture in investigating the operation of societies in general and the process of development in particular. While we can consider many counterexamples to the alleged neglect of culture by economists, beginning at least with Adam Smith (1776, 1790), John Stuart Mill (1859, 1861), or Alfred Marshall (1891), nevertheless as a general criticism, the charge is, to a considerable extent, justified. This neglect (or perhaps more accurately, comparative indifference) is worth remedying, and economists can fruitfully pay more attention to the influence of culture on economic and social matters. Further, development agencies such as the World Bank may also reflect, at least to some extent, this neglect, if only because they are so predominately influenced by the thinking of economists and financial experts.2 The economists’ scepticism of the role of culture may thus be indirectly reflected in the outlooks and approaches of institutions like the World Bank. No matter how serious this neglect is (and here assessments can differ), the cultural dimension of development requires closer scrutiny in development analysis. It is important to investigate the different ways - and they can be very diverse - in which culture should be taken into account in examining the challenges of development, and in assessing the demands of sound economic strategies. The issue is not whether culture matters, to consider the title of an important and highly successful book jointly edited by Lawrence Harrison and Samuel Huntington.3 That it must be, given the pervasive influence of culture in human life. -

Grow- ing inequality of wealth and income is putting the famous American middle class in danger of becoming a distant memory as American children, for the first time in our history, now face economic prospects worse than what their parents enjoyed. We suffer from more frequent financial “shocks” and linger in recession far longer than in the past. Education and health care systems are being decimated. And if all this were not enough, environmental destruction continues to escalate as we stand on the verge of triggering irreversible, and perhaps cataclys- mic, climate change. yst w s em p e s n s o l s a s i s b o i l p iCreated by Matt Caisley o fromt the Noun Project r ie s & p However, in the midst of escalating economic dysfunction, new economic initia- tives are sprouting up everywhere. What these diverse “new” or “future” economy initiatives have in common is that they reject the economics of competition and greed and aspire instead to develop an economics of equitable cooperation that is environmentally sustainable. What they also have in common is that they must survive in a hostile economic environment.1 Helping these exciting and hopeful future economic initiatives grow and stay true to their principles will require us to think more clearly about what kind of “next system” these initiatives point toward. The primitives are the preferences of the players, their assignment to nonoverlapping groups, and the goals of the groups. Our notion of collusion is that a group coordinates the play of its members among different incentive compatible plans to best achieve its goals. Unfortunately, equilibria that meet this requirement need not exist. We instead introduce the weaker notion of collusion constrained equilibrium. This al- lows groups to put positive probability on alternatives that are suboptimal for the group in certain razor’s edge cases where the set of incentive compatible plans changes discontinuously. These collusion constrained equilibria exist and are a subset of the correlated equilibria of the underlying game. We examine four per- turbations of the underlying game. In each case,we show that equilibria in which groups choose the best alternative exist and that limits of these equilibria lead to collusion constrained equilibria. We also show that for a sufficiently broad class of perturbations, every collusion constrained equilibrium arises as such a limit. Man, the cooperative great ape It has become commonplace to observe that, among the five species of great ape, homo sapiens is by far the most cooperative. Fascinating experiments with infant humans and chimpanzees, by Michael Tomasello and others, give credence to the claim that a cooperative protocol is wired into to the human brain, and not to the chimpanzee brain. Tomasello’s work, summarized in two recent books with similar titles (2014, 2016), grounds the explanation of humans’ ability to cooperate with each other in their capacity to engage in joint intentionality, which is based upon a common knowledge of purpose and trust. There are fascinating evolutionary indications of early cooperative behavior among humans. I mention two: pointing and miming, and the sclera of the eye. Pointing and miming are pre-linguistic forms of communicating, probably having evolved due to their usefulness in cooperative pursuit of prey. If you and I were only competitors, I would have no interest in indicating the appearance of an animal that we, together, could catch and share. Similarly, the sclera (whites of the eyes) allow you to see what I am gazing it: if we cooperate in hunting, it is useful for me that you can see the animal I have spotted, for then we can trap it together and share it. Other great apes do not point and mime, nor do they possess sclera. Biologists have also argued that language would likely not have evolved in a non- cooperative species (Dunbar[2009] ). -

Ohanian∗ Working Paper 597 Revised May 2001 ABSTRACT There are two striking aspects of the recovery from the Great Depression in the United States: the recovery was very weak and real wages in several sectors rose significantly above trend. These data contrast sharply with neoclassical theory, which predicts a strong recovery with low real wages. We evaluate the contribution of New Deal cartelization policies designed to limit competition and increase labor bargaining power to the persistence of the Depression. We develop a model of the bargaining process between labor and firms that occurred with these policies, and embed that model within a multi-sector dynamic general equilibrium model. We find that New Deal cartelization policies are an important factor in accounting for the post-1933 Depression. We also find that the key depressing element of New Deal policies was not collusion per se, but rather the link between paying high wages and collusion. ∗Both, U.C.L.A. and Federal Reserve Bank of Minneapolis. Left-libertarianism is not a new star on the sky of political philosophy, but it was through the recent publication of Peter Vallentyne and Hillel Steiner’s anthologies that it became clearly visible as a contemporary movement with distinct historical roots. “Left- libertarian theories of justice,” says Vallentyne, “hold that agents are full self-owners and that natural resources are owned in some egalitarian manner. Unlike most versions of egalitarianism, left-libertarianism endorses full self-ownership, and thus places specific limits on what others may do to one’s person without one’s permission. Unlike right- libertarianism, it holds that natural resources may be privately appropriated only with the permission of, or with a significant payment to, the members of society. Like right- libertarianism, left-libertarianism holds that the basic rights of individuals are ownership rights. Left-libertarianism is promising because it coherently underwrites both some demands of material equality and some limits on the permissible means of promoting this equality” (Vallentyne and Steiner (2000a), p 1; emphasis added).
