September 2019 Welcome to the Rail User Express. RUX is published around the middle of each month. It may be forwarded, or items reproduced in another newsletter (quoting sources). Anyone may request RUX as an email attachment, or opt to be notified when it is posted on the Railfuture (Rf) website. There is no charge for either service. Following GDPR, Railfuture Membership now maintains both lists. Please advise if you no longer wish to receive the newsletter or link, or if you know of anyone who would like to be added. For further details of any of the stories mentioned, please consult the relevant website, or ask the editor for the source material. RUX congratulates Network Rail (NR) for delivering £98million of vital improvements over the late August Bank Holiday weekend. Blessed with fine albeit very hot weather, a 10,500 strong team worked round the clock to finish 448 projects on time, allowing a normal service to resume on the Tuesday. Some projects such as track renewal and the transfer of signalling control will have an immediate benefit; some will enable an improved timetable in December, while others have laid the ground for future developments. But all contribute to the Rf aim of a better railway. Well done! Roger Smith We continue with the usual roundup of news items from groups around the UK. Far North Line Review Team Consolidation Report “It is essential we make the most of this important asset for passengers, for sustainable freight transport, and for the communities and businesses along the whole route.” Fergus Ewing, 16 December 2016 August 2019 Remit Fergus Ewing MSP, Cabinet Secretary for Rural Economy, established the Far North Line Review Team in December 2016 with a remit to identify potential opportunities to improve connectivity, operational performance and journey time on the line. Membership The Review Team comprised senior representatives from the railway industry (Transport Scotland, Network Rail, ScotRail) as well as relevant stakeholders (HITRANS, Highland Council, HIE, Caithness Transport Forum and Friends of the Far North Line). The Team has now concluded and this report reviews the Team’s achievements and sets out activities and responsibilities for future years. Report This report provides a high-level overview of achievements, work-in-progress and future opportunities. Achievements to date: Safety and Improved Journey Time In support of safety and improved journey time we: 1. Implemented Stage 1 of Level Crossing Upgrade by installing automatic barrier prior to closing the crossing by 2024. 2. Upgraded two level crossings to full barriers. 3 4 3. Started a programme of improved animal 6 6 fencing and removed lineside vegetation to 6 reduce the attractiveness of the line to livestock and deer. 4. Established six new full-time posts in Helmsdale to address fencing and vegetation issues along the line. 1 5. Removed the speed restriction near Chapelton Farm to allow a linespeed of 75mph. 6. This investment should be a central component of Scotland’s green recovery from Covid, creating thousands of jobs whilst delivering infrastructure that is essential to tackle the climate emergency, that supports our long-term economic prosperity, and that will be enjoyed by generations to come. We are not affiliated to or supported by any political party, trade union or by private industry. We receive almost no funding from any source other than our members. We are convinced that in the current economic climate rail travel and rail freight represent wise investments for the future of this country. We are pro-rail but not anti-road. We believe that all transport modes have their place in a vibrant, modern, integrated, environmentally efficient market economy. We believe that investment can be made sensibly and cost-effectively to achieve: Britain’s Railways – Much More for Much Less. COSTS INDUSTRY COSTS – MYTH AND REALITY We need to emphasise that there is a significant difference between the gross and net costs of the rail industry after allowing for money paid to government from Corporation tax, Industrial Buildings tax, fuel tax, Community Infrastructure Levy, VAT, Uniform Business Rates and income tax from a combined workforce of about 150,000 people, together with premium payments and revenue sharing agreements paid by the train operating companies. Investment should be excluded from annual costs since rail projects have a very long payback period. -
Friends of the Far North Line
WRITTEN EVIDENCE FROM FRIENDS OF THE FAR NORTH LINE Executive Summary The Friends of the Far North Line (FoFNL) is calling for a not-for-profit model for the future operation of ScotRail and a strong programme of finance for Network Rail to enable it to progress its enhancement projects. FoFNL calls for a new geographically representative body to represent rail passengers throughout Scotland. FoFNL calls for some timing trials with more powerful trains on the Highland Main Line (HML) to help determine what kind of rolling stock is most suitable for the future. FoFNL wishes to see some faster limited-stop three hour services introduced on the HML before 2014. FoFNL calls on the Scottish Government to aim to complete both the HML and Aberdeen – Inverness “strategic priority” schemes by 2017 such that, allowing for any slippage, they will definitely be completed by the end of Control Period 5 (CP5) in 2019. FoFNL has submitted to Transport Scotland a professionally compiled blueprint for an hourly service between Inverness and Tain which it hopes might be implemented early in CP5. FoFNL calls for the retention of, and improvements to, both the sleepers and the daytime cross-border services to the north of Scotland. The reintroduction of a daytime through train via the West Coast Main Line is requested, as is the reintroduction of Motorail. Background 1) The new ScotRail franchise from 2014 will enable the Scottish Government, if it so chooses, to make a step change towards implementing various aims of national policy. 2) FoFNL is a 180-member Rail User Group founded in 1994 and is grateful for the invitation to share its thoughts for the new franchise with the Committee. -

The futures of both the Highland Chieftain, which provides a daily daytime service, and the overnight Highland Sleeper are being queried in a consultation being carried out by Transport Scotland. Their loss would force passengers to change at Edinburgh. The Inverness Courier believes that direct rail links between the UK and Highland capitals are not just a matter of convenience. Reliable and fast transport links can make the difference between the success and failure of the Highland economy. The closing date for the consultation is 20th February 2012 and the outcome will published later in 2012. Such a proposal is only (in my view) to up ScotRails numbers. That would then lower ScotRails handout. Which then allows ScotRail to expand it services in CENTRAL SCOTLAND Why does this proposal not include full electrification of the Perth to Inverness and Inverness to Aberdeen line.
