Executive Summary In September 2013, Counterpart International, Inc. (Counterpart) was awarded funding from USAID/Timor-Leste to implement the four-year Ba Distrito Project – Cooperative Agreement AID 486- A-13-00007. The project seeks to contribute to a wider vision of improved decentralized governance, inclusive access to justice and strengthened civic and voter education in Timor-Leste through the implementation of five mutually reinforcing components designed to achieve the following objectives: Goals Component Objective Local Governance Enhanced capacity of sucos to strengthen citizen Strengthening participation and representation in local governance.
