County Manager Letitia Edens asked to add a Budget Amendment to increase the Emergency Management budget by $8,000, the amount of the Emergency Management Exercise Grant. Motion: Upon motion by Commissioner Wright and second by Commissioner Thomas the Board voted unanimously to adopt the Agenda as amended. This budget amendment had already been added by the Clerk so a change to the agenda was not needed. 2. Public Comment Ms. Barbara Johnson Minutes continued from October 7, 2019 5163 Ms. Johnson began telling the Board about a traffic issue in her subdivision. When she gave the location, Raeford Village, located in the City Limits, Chairman Leach advised her that she was in the wrong meeting and should be at the City Council meeting. Mr. Anthony Reese 370 Creek Farm Road Parkton, NC 28371 Mr. Reese explained to the Board that he has been trying to get high-speed Internet to his home for some time now with no success. A representative from Century Link told Mr. Reese that Century Link has fiber optic cable in the area, but it hasn't been connected to the box. Spectrum has cable on the other side of the road, but it isn't available to residents on Mr. Reese's side of the road. Mr. Reese is also concerned about the traffic at the intersection of Everitt Road and Arabia Road in the Davis Bridge area. Traffic backs up at that intersection causing significant delays for residents in the area. Mr. Victor Wooten Mr. Wooten advised the Board that he has the same concerns that Mr. Reese just voiced. Ms. Jen Kakerbeck Ms. Kakerbeck is the troop leader of local Girl Scout Troop 1077. She is concerned about the condition of Rockfish Park. Her troop is volunteering to do some improvements to the park. They want to plant a garden with drought-resistant plants, restore birdhouses and paint the restrooms. There will be no compensation for the improvements; this activity will work towards their required volunteer hours and achieving their badges. 3. Public Hearings: Planning Matters a. Application for Conditional Use Permit CU-19-6 submitted by Alfred Winfield and Felicia Doyle for the use of "Restaurant with Drive-Thru 11 located on the approximately 1.93 acre parcel located at 15755 Highway 15-501, also known as Parcel Identification Number (PIN) 584670001044. The property is currently zoned Residential Agricultural (RA-20). The Planning Board unanimously recommended approval. Planner Robert Farrell advised the Board that the applicant wants to locate a small coffee shop with a drive-thru at this address. There are several properties zoned Commercial in the area. Approving the parcel for Conditional Use in a RA-20 zone will accomplish the same thing as rezoning to commercial. Applicant Felicia Doyle told the Board that the location is along a busy highway and travelers do not have many options in the area. There will be no seating area in the building; customers must ~ drive up or walk up. · Minutes continued from October 7, 2019 5164 County Attorney Grady Hunt noted that the owner of the property is Christsway Community Church. Ms. Doyle is leasing the property. Motion: Upon motion by Vice Chairman Harry Southerland and second by Commissioner Tony Hunt the Board voted unanimously to close the public hearing. Motion: Upon motion by Vice Chairman Harry Southerland and second by Commissioner Robert Wright the Board voted unanimously to approve Application for Conditional Use Permit CU-19-6 submitted by Alfred Winfield and Felicia Doyle for the use of "Restaurant with Drive-Thru" located on the approximately 1.93 acre parcel located at 15755 Highway 15- 501, also known as Parcel Identification Number (PIN) 584670001044. b. Application for Conditional Use Permit CU-19-7 submitted by Lumbee River Electric Membership Corporation for the use of "Public Utility Substation" located on the approximately 3.5 acre portion of the unaddressed parcel known as Parcel Identification Number (PIN) 193090001007. The property is currently zoned Residential Agricultural (RA-20). The Planning Board unanimously recommended approval. Lumbee River EMC wishes to place a substation at this location, which is on Lower Macedonia Road, south of the intersection with Old Wire Road, at the Hoke-Robeson County Line. Motion: Upon motion by Commissioner Tony Hunt and second by Commissioner Robert Wright the Board voted unanimously to close the public hearing. Motion: Upon motion by Commissioner Robert Wright and second by Vice Chairman Harry Southerland the Board voted unanimously to approve the Application for Conditional Use Permit CU-19-7 submitted by Lumbee River Electric Membership Corporation for the use of "Public Utility Substation" located on the approximately 3.5 acre portion of the unaddressed parcel known as Parcel Identification Number (PIN) 193090001007. c. Application for General Use Rezoning RZ-19-7 submitted by John Lindsay to rezone the unaddressed parcels known as Parcel Identification Numbers (PINs) 494460001015 and 494460001013, 65.37 and 39.5 acres respectively. The properties are currently zoned Residential Agricultural (RA-20) and the request is to rezone the properties to Industrial (I). The Planning Board unanimously recommended approval. Applicant was not in attendance. Item was postponed until the end of the meeting. At the end of the meeting, the applicant still wasn't present, so the Board voted to table the matter until the November 4, 2019 meeting. d. Application for General Use Rezoning RZ-19-8 submitted by Willie McCaskill to rezone the 5.7 acre unaddressed parcel known as Parcel Identification Number (PIN) 394040001035.
