A copy of the plans submitted and approved by the Emmet County Building Inspection Department will be returned to the applicant and are to remain at the job site during construction. The plans have been reviewed for compliance with Michigan's barrier free design requirements as they may be applicable. This department has no authority over the federal standards contained in the Americans with Disabilities Act of 1990, 42 U.S.C. 12204. These federal standards may have provisions that apply to your project that should be considered. The building is classified as [identify use group(s)]. [ ] Section 106.1 – Where the live loads for which each floor or portion thereof of a commercial or industrial building is or has been designed to exceed 50 psf, such design live loads shall be posted by the owner in that part of each story in which they apply, using durable signs. It shall be unlawful to remove or deface such notices. 2. [ ] Section 106.2 – A certificate of occupancy shall not be issued until the floor load signs have been installed and approved. 3. [ ] Section 106.3 – It shall be unlawful to place, or cause or permit to be placed, on any floor or roof of a building, structure or portion thereof, a load greater than is permitted by this code. 4. [ ] Section 107.1 - Complete building, electrical, mechanical and plumbing plans, sealed by the design professional shall be submitted prior to the start of the work. Plans requiring a design professional: Electrical (over 400 amps) Plumbing (required fixture count of more than 12) Mechanical (R-3 over 375,000btu; bldg=s more than 3,500 sq. ft.). The plans shall include the name and address of the design professional together with an original signature, 1 professional seal and date. Construction documents shall be of sufficient detail and clarity to indicate the location, nature and extent of the of the work proposed and show the proposed work will conform to the provisions of this code and relevant laws, ordinances, rules and regulations, as determined by the building official. 5. [ ] Section 107.2.5 - A site plan shall be submitted as a part of the application for a building permit. 6. [ ] Section 110.5 - The permit holder shall notify and provide access for all required inspections, including footing, foundation, frame, rough, gypsum board, (for fire resistance rated assemblies), penetrations of fire resistance rated assemblies, insulation and final inspections. 7. [ ] Section 114.1 - It shall be unlawful for any person, firm or corporation to erect, construct, alter, extend, repair, move, remove, demolish or occupy any building, structure or equipment regulated by this code, or cause same to be done, in conflict with or in violation of any of the provisions of this code. USE AND OCCUPANCY CLASSIFICATION 8. [ ] Section 302.1 - A room or space that is intended to be occupied at different times for different purposes shall comply with all the requirements that are applicable to each purpose in use when occupied. Structures with multiple occupancies shall comply with Section 508. 9. [ ] Section 303.1 - Accessory assembly areas of 750 sf or less, accessory assembly areas with occupant loads of 50 or less and a building or tenant space with an occupant load of less than 50 shall be classified as Group B or as part of the main occupancy group classification; accessory religious educational rooms and religious auditoriums with occupant loads less than 100 are not considered separate occupancies. Assembly Group A occupancy is broken into five groups: A-1 group is fixed seating for performing arts or motion pictures; A-2 group is for food and drink consumption; A-3 group is for worship, recreation or amusement; A-4 group is for indoor sporting events with spectator seating and A-5 group is for outdoor participation or viewing activities. 10. [ ] Section 304.1 - Business Group B occupancy. 11. [ ] Section 305.1 - Educational Group E occupancy. 12. [ ] Section 306.1 - Factory Industrial Group F occupancy is broken into two groups, F-1 Moderate-hazard and F-2 Low-hazard. 13. [ ] Section 307.1 - High-Hazard Group H occupancy is broken into five groups, H-1 group pose a detonation hazard; H-2 group pose a deflagration or accelerated burning hazard; H-3 group support combustion or pose a physical hazard; H-4 group pose a health hazard and H-5 are semiconductor fabrication facilities and comparable research facilities with hazardous production materials. 14. [ ] Section 307.1(1-15) - The following are not classified as Group H occupancies: buildings and structures with less than the allowable quantities per control area indicated in Tables 307.7(1) & (2); buildings and structures for the application of flammable finishes complying with Section 416 and the IFC; wholesale and retail sales and storage of flammable and combustible liquids Group M occupancies conforming to the IFC; closed systems for flammable and combustible liquids and gases used to operate machinery or equipment; cleaning establishments using combustible liquid solvents with a flash point of 140 degrees F or higher in closed systems with listed equipment and separated from all other areas with 1 hour rated fire barriers; cleaning establishments using liquid solvents having a flash point at or above 200 degrees F; liquor stores and distributors without bulk storage; refrigeration systems; storage of agricultural materials for use on the premises; stationery batteries used for facility emergency power provided with safety venting caps 2 and ventilation in compliance with the IMC; corrosives for personal or household use in retail display and commonly used building materials; aerosol storage buildings complying with the IFC; display and storage of non-flammable and non-combustible solids and liquids in group M & S occupancies complying with Section 414.2.5; storage of black powder, smokeless propellant and small arms primers in Groups M & R-3 and special industrial explosives in Groups B, F, M & S in compliance with the IFC. 15. [ ] Section 307.1.1 - The Building shall not have more than the allowable quantities of hazardous chemicals or materials per control area indicated in Tables 307.7(1) & (2). Submit information indicating the specific materials being stored and the quantities of each. 16. [ ] Section 308.1 - Institutional Group I occupancy is broken into four groups, I-1 capable of responding to an emergency without physical assistance; I-2 not capable of responding to an emergency without physical assistance; I-3 incapable of self-preservation due to security measures and I-4 day care facilities, adult or child. 17. [ ] Section 309.1 - Mercantile Group M occupancy. 18. [ ] Section 310.1 - Residential Group R occupancy is broken into four groups, R-1 occupants are primarily transient in nature; R-2 occupants are primarily permanent in nature; R-3 occupants are primarily permanent in nature and not classified as R-1, R-2, R-4 or I; R-4 residential care/assisted living for more than 5 but not more than 16 occupants, excluding staff. 19. [ ] Section 311.1 - Storage Group S occupancy is broken into two groups, S-1 Moderate- hazard and S-2 Low-hazard. 20. [ ] Section 312.1 - Utility and Miscellaneous Group U occupancy are buildings and structures of an accessory character and miscellaneous structures not otherwise classified in any specific occupancy group. SPECIAL USE AND OCCUPANCY 21. [ ] Section 402.1 - Covered mall buildings not exceeding 3 floor levels at any point nor more than three stories above grade plane shall comply with the provisions of this section in addition to complying with the applicable provisions of this code. 22. [ ] Section 402.3 - A lease plan for a covered mall shall be submitted showing the location of each occupancy and their exits at the time when a certificate of occupancy is issued. 23. [ ] Section 402.4.1.1 - The occupant load of the mall shall be determined in accordance with this section based on the gross leasable area of the covered mall building excluding the anchor buildings. 24. [ ] Section 402.4.1.4 - The occupant load of food courts shall be determined in compliance with Section 1004 and added to the occupant load of the mall to determine the means of egress requirements for the mall. 25. [ ] Section 402.4.2 - Tenant spaces in a covered mall having an occupant load exceeding 50 or a travel distance for the public that exceeds 75 feet shall have at least 2 means of egress. 26. [ ] Section 402.4.3 - Assembly occupancies in covered mall buildings having an occupant load of 500 or more shall have their entrance located immediately adjacent to a mall entrance and at least 2 of their required means of egress shall open directly to the exterior of the covered mall building.
