The Art of Regeneration: the establishment and development of the Foundation for Art and Creative Technology, 1985–2010 Thesis submitted in accordance with the requirements of the University of Liverpool for the degree of Doctor of Philosophy by Jane Clayton School of Architecture, University of Liverpool August 2012 iii Abstract The Art of Regeneration: the establishment and development of the Foundation for Art and Creative Technology, 1985-2010 Jane Clayton This thesis is about change. It is about the way that art organisations have increasingly been used in the regeneration of the physical environment and the rejuvenation of local communities, and the impact that this has had on contemporary society. This historical analysis of the development of a young art organisation, the Foundation for Art and Creative Technology (FACT), which has previously not been studied in depth, provides an original contribution to knowledge with regard to art and culture, and more specifically the development of media and community art practices, in Britain. The nature of FACT’s development is assessed in the context of the political, socio- economic and cultural environment of its host city, Liverpool, and the organisation is placed within broader discourses on art practice, cultural policy, and regeneration. The questions that are addressed – of local responsibility, government funding and institutionalisation – are essential to an understanding of the role that publicly funded organisations play within the institutional framework of society, without which the analysis of the influence of the state on our cultural identity cannot be achieved. The research was conducted through the triangulation of qualitative research methods including participant observation, in-depth interviews and original archival research, and the findings have been used to build upon the foundations of the historical analysis and critical examination of existing literature in the fields of regeneration and culture, art and media, and museum theory and practice. -

INTRODUCTION This report looks at the representation of migration in English museums since 2009. The report has been prompted by two questions: • Would a national museum of migration make a useful contribution to the museum sector? • Would a specialist network about migration make a useful contribution to the museum sector? This report follows on from an earlier report by Dr Mary Stevens, published by the IPPR in 2009,1 which concluded that migration was a subject of such fundamental importance to Britain’s national story that it merited a new museum ‘dedicated to telling the whole story’. Stevens saw Britain’s ‘collective failure to engage in an informed way with contemporary migration patterns’ as deriving from ‘our ignorance about this aspect of our history’. Moreover, Britain’s ‘carefully orchestrated amnesia’ about migration contrasted with the situation in other countries. In short, ‘our migration stories deserve a more prominent place in our national self-understanding and need to be more visible in our heritage institutions’. This report seeks to provide a short update of developments in UK museums and galleries since Stevens’ analysis. -
Regenerating Liverpool Pier Head Waterfront: the Role of Urban Design

The research focuses on three key regeneration projects at Pier Head Waterfront, namely the Fourth Grace, the New Museum of Liverpool and Mann Island Development. Each of these projects has undergone a relatively different process and, hence, faced different challenges and produced different outcomes. This study is based on a series of lengthy interviews with key stakeholders closely linked with the regeneration of the waterfront, a review of project related documents including urban design policy and guidance, a substantial review of relevant news articles that were written throughout the period of the recent transformation of the waterfront, and numerous site visits. By understanding the peculiarities of the global forces that drive large scale developments and the local context in which they occurred at Pier Head, several insights regarding the process of regeneration emerge. Findings foreground the role of urban design in urban waterfront regeneration, illustrating that despite the complexity of managing change, urban design has the capacity to mediate between the local and global forces and the needs/ desires of investors and local communities. Urban design is also imperative for challenging the negative impact of globalisation on the urban landscape. -

In a separate report, we also provide an assessment of the prospects for the Liverpool Cycle Centre and suggest ways in which its contribution to the strategy can be maximised. 1.3 In July 1996 the Transport Minister launched the National Cycling Strategy to coordinate the work of all the main players in raising the level of cycling. -

A notable increase in the usual success rate has been achieved. INTRODUCTION Many techniques have been devised to overcome certain problems encountered when narcotising actiniarians. From these a few have been selected as being at least partly successful. further modifications to these narcotising methods have been introduced in order to block more effectively the nervous pathways responsible for secondary contraction reactions. Unti l now, perfectly expanded specimens have been achieved largely by chance. This paper records experimental results and arising problems as a contribution to a better understanding of the process and a more consistent rate of success. NATURE OF PROBLEMS I. Keeping an anemone in a medium so that it will not close during the induction period- until it no longer responds to food or tactile stimuli (primary narcotisation stage or PNS). Successful PNS can be achieved by studying the circadian rhythms of the anemones related to water movement for intertidal species and by introducing artificial conditions which stimulate the anemone to remain open; these urc cool tnviron mcnt, water movement and presence of lOud. A. Cool environment - container kept in constant-temperature room at 4-1 0°C. 0. Water current - to stimulate tidal motion; maintained by magnetic stirrer set between 350 and 500 rpm in 2-5 litres of sea water. -

J.-Pedro LORENTE Liverpool is undoubtedly one of the best study cases one could choose to discuss the role of museums and the arts in the regeneration of deprived urban areas. Previous work on this topic had shown very interesting examples in districts of New York, Baltimore, Paris, Dublin, Barcelona, Berlin or London. But obviously in such rich and burgeoning cities urban revitalisation has been boosted by an array of vested interests, among which the arts sector was just one component -and not necessarily the most consequential. -

Liverpool’s Octo-Centenary With all the excitement about Liverpool being awarded the title of European Capital of Culture in 2008, and all that we have so-far seen and heard regarding the preparations for that special year, it is perhaps not surprising that fears have been expressed that the previous year’s commemoration of the 800th anniversary of the granting of Liverpool’s first “charter” would be neglected. While we would not wish to minimise the value and importance of celebrating all the different aspects of this City’s cultural riches – Popular and High, Ethnic and Indigenous, Pop and Classical, Christian and Non-Christian (this list of contrasting aspects could go on and on), - it is perhaps not an exaggeration to say that there could well have been no Liverpool in which to celebrate them, had King John not visited Lancashire in 1206, and the following year, on 28th August, 1207, exchanged certain lands with Henry Fitzwarine, and, by letters patent, promised “to all who shall take burgages in Liverpul, that they shall have all liberties and free customs which any free borough on the sea hath in our land.” However much we may deplore the recent demise of the Museum of Liverpool Life, and the imminent closure of the Central Library and Records Office (just what is happening, and what alternative provisions are being planned, we ask), it does at last appear that the big birthday is not going to pass by unmarked. -
