Chief Minister’s Budget Address 2017 THE CHIEF MINISTER’S BUDGET ADDRESS 2017 Her Majesty’s Government of Gibraltar 6 Convent Place Gibraltar Mr Speaker I have the honour to move that the Bill now be read a second time. 2. INTRODUCTION 3. Mr Speaker, this is my sixth budget address as Chief Minister. 4. It is in fact my second budget address since our re-election to Government in November 2015 with a huge vote of confidence from our people, and I now have the honour to present the Government’s revenue and expenditure estimates for the financial year ending 31 st March 2018. 5. During the course of this address, I will also report to the House on the Government’s revenue and expenditure out-turn for the financial year ended 31 st March 2017, which was the fifth full year of a Socialist Liberal Administration since we took office on a warm autumn day in December 2011. 6. Mr Speaker, as has been traditional now for almost thirty years since the first GSLP Chief Minister delivered the first GSLP Budget in 1988, my address will of course be NOT JUST my report to the House on the Public Finances of our nation and the state of the economy generally, but also a Parliamentary ‘State of the Nation’ review of the economic and political future facing Gibraltar. 7. There could be no better way, Mr Speaker for the GSLP to celebrate its fortieth anniversary than with the honour of a second GSLP Chief Minister delivering a Socialist Budget for Gibraltar. -

The Island Identity Policy Development Board Jersey’s National and International Identity Interim Findings Report 1 Foreword Avant-propos What makes Jersey special and why does that matter? Those simple questions, each leading on to a vast web of intriguing, inspiring and challenging answers, underpin the creation of this report on Jersey’s identity and how it should be understood in today’s world, both in the Island and internationally. The Island Identity Policy Development Board is proposing for consideration a comprehensive programme of ways in which the Island’s distinctive qualities can be recognised afresh, protected and celebrated. It is the board’s belief that success in this aim must start with a much wider, more confident understanding that Jersey’s unique mixture of cultural and constitutional characteristics qualifies it as an Island nation in its own right. An enhanced sense of national identity will have many social and cultural benefits and reinforce Jersey’s remarkable community spirit, while a simultaneously enhanced international identity will protect its economic interests and lead to new opportunities. What does it mean to be Jersey in the 21st century? The complexity involved in providing any kind of answer to this question tells of an Island full of intricacy, nuance and multiplicity. Jersey is bursting with stories to tell. But none of these stories alone can tell us what it means to be Jersey. In light of all this complexity why take the time, at this moment, to investigate the different threads of what it means to be Jersey? I would, at the highest level, like to offer four main reasons: First, there is a profound and almost universally shared sense that what we have in Jersey is special. -

SOL2023 PACIFIC GAMES MASTER PLAN PRESENTED TO PACIFIC GAMES COUNCIL INTRODUCTION The National Hosting Authority of the 2023 Pacific Games addressed the Annual General Meeting of the Pacific Games Council at the recent 2019 Pacific Games held in Apia, Samoa., The presentation was conducted by Martin Rara- President of NOCSI, Mr Christian Nieng- Deputy Secretary to the Prime Minister who had been delegated the authority by the Secretary to Prime Minister, Dr Jimmie Rodgers, to oversee the work of the NHA Secretariat as its Caretaker Executive Director, and Mr Clint Flood Senior Adviser to the NHA and Sol 2023 Games. Chairman Jimmie Rodgers was not able to attend. However, his message to the PGC was delivered through a recorded a video message that was played during the meeting. While some of this information has been released already in Solomon Islands, the presentation in Apia provided the first opportunity for the NHA and NOCSI to share the master plan of the Sol2023 Games to the other countries and their delegates. The Master Plan highlighted the culmination of the intensive work achieved by the NHA since it inaugural meeting in December 2018. Importantly the work of the NHA was greatly assisted by the recommendations of the Pacific Games Taskforce and the Cabinet Subcommittee on Pacific Games that were handed to NHA for its deliberation at its inaugural meeting in December 2018. SPORTS INCLUDED IN THE 2023 PACIFIC GAMES A total of 24 sports had been approved by the Pacific Games Council to be included in the 2023 Pacific Games. These are as follows. -

It goes without saying this has been a challenging year in unprecedented circumstances but our team has rallied together and kept busy during the pandemic situation. Despite an unfortunate early end to our academic year, our comparisons based on August to March for the last two years demonstrate that we have increased the number of pupils accessing opportunities. We have also increased the number of volunteers and local sports clubs that are working with us. We are also proud to highlight several new projects and initiatives that have been developed by our team this year, including the Y LEAD event for S3/4 pupils, trialling new leadership programmes for upper primary, a new Primary Football League, paralympic sport 'boccia' being added to our competition calendar, a series of local badminton festivals to expand recreational opportunities for juniors, a dance leadership week of training for potential young dance instructors and a conference focused on Changing Lives Through Sport. -

The Budget 2019
THE BUDGET 2019 CHIEF MINISTER’S ADDRESS Her Majesty’s Government of Gibraltar 6 Convent Place Gibraltar 2 Mr Speaker, I have the honour to move that the Bill now be read a second time. Introduction 1. Mr Speaker, this is my sixteenth budget address as a Member of this Parliament. 2. It is my eighth budget address as Chief Minister. 3. Mr Speaker, as part of my address on this second reading of the Appropriation Bill, I have the honour to present the estimates of Government’s revenue and expenditure for the year ending 31st March 2020. 4. I also have the honour to present the out-turn for Government’s revenue and expenditure for the year ended 31st March 2019, which was the seventh full financial year of a Socialist Liberal Government since we took office in December 2011. 5. Mr Speaker, the House is having to meet today on a Jewish feast day, the day of Shavout. I wish all members of that important religion a happy feast and apologise to the Hon lady for having to meet today. She and I discussed options for adjournment which she knows we would have pursued if it had been possible. 6. Mr Speaker, this address will be the last of this Government in the lifetime of this Parliament and before a general election. It also comes some thirty six months after the decision of the British people in a referendum to leave the European Union. 7. Additionally, Mr Speaker, I rise to address the House this year on some other significant anniversaries which have a bearing on who we are today and our enduring security.
