With the first manufacture of paper in Europe in the 13th Century, messages on primitive crude wood pulp sheets with uncut borders replaced those on parchement. The easy folding of paper sheet to pocket size and the simple ways to close it for privacy permitted the transition to the item called ”letter”. ORGANIZED POSTS, Mail from 14-15th century selected from specimens in fair condition of preservation and integrity is presented in this exhibit to illustrate man‘s ingenuity in the use of paper and to document some early Posts‘ evolution. The letters are mounted folded or unfolded accompanied by an unfolded or folded replica to show type of closure and seal, and supplemental drawings, photos or models for other features. They are tentatively classified in a politico-histoical configuration of Medieval Posts and are arranged by elements of affinity or of contrast, outlining watermarks, penmarks, and dry stamps. The fineness of the dry stamps‘ and seals‘ details reveal a remarkable workmanship of unknown artists.

Mr Speaker, as has been traditional now for almost thirty years since the first GSLP Chief Minister delivered the first GSLP Budget in 1988, my address will of course be NOT JUST my report to the House on the Public Finances of our nation and the state of the economy generally, but also a Parliamentary ‘State of the Nation’ review of the economic and political future facing Gibraltar. 7. There could be no better way, Mr Speaker for the GSLP to celebrate its fortieth anniversary than with the honour of a second GSLP Chief Minister delivering a Socialist Budget for Gibraltar.

It goes without saying this has been a challenging year in unprecedented circumstances but our team has rallied together and kept busy during the pandemic situation. Despite an unfortunate early end to our academic year, our comparisons based on August to March for the last two years demonstrate that we have increased the number of pupils accessing opportunities. We have also increased the number of volunteers and local sports clubs that are working with us. We are also proud to highlight several new projects and initiatives that have been developed by our team this year, including the Y LEAD event for S3/4 pupils, trialling new leadership programmes for upper primary, a new Primary Football League, paralympic sport 'boccia' being added to our competition calendar, a series of local badminton festivals to expand recreational opportunities for juniors, a dance leadership week of training for potential young dance instructors and a conference focused on Changing Lives Through Sport.

    THE BUDGET 2019 CHIEF MINISTER’S ADDRESS Her Majesty’s Government of Gibraltar 6 Convent Place Gibraltar 2 Mr Speaker, I have the honour to move that the Bill now be read a second time. Introduction 1. Mr Speaker, this is my sixteenth budget address as a Member of this Parliament. 2. It is my eighth budget address as Chief Minister. 3. Mr Speaker, as part of my address on this second reading of the Appropriation Bill, I have the honour to present the estimates of Government’s revenue and expenditure for the year ending 31st March 2020. 4. I also have the honour to present the out-turn for Government’s revenue and expenditure for the year ended 31st March 2019, which was the seventh full financial year of a Socialist Liberal Government since we took office in December 2011. 5. Mr Speaker, the House is having to meet today on a Jewish feast day, the day of Shavout. I wish all members of that important religion a happy feast and apologise to the Hon lady for having to meet today. She and I discussed options for adjournment which she knows we would have pursued if it had been possible. 6. Mr Speaker, this address will be the last of this Government in the lifetime of this Parliament and before a general election. It also comes some thirty six months after the decision of the British people in a referendum to leave the European Union. 7. Additionally, Mr Speaker, I rise to address the House this year on some other significant anniversaries which have a bearing on who we are today and our enduring security.

British cycling membership number and category Riders must be 17 years old in 2019 to be eligible under the IG rules. Riders Islands are allowed to enter teams of up to 5 men and 5 women. 2019 Island Games Cycling events Road Race, Time Trial, Criterium – there are no events for Mountain Bikes Qualification events a) Local 6th May: Inter Insular TT island games course 7th May: Inter Insular RR Scotcher Course 9th May: Liberation Day RR Watersplash 17th May: Track race 10 laps 24th May: Track race 15 laps 31st May: Track race 18 laps 7th June: Track race 22 laps 14th June: Track race 25 laps 24th June: RR Guernsey course tba 15th July: Scotcher / Watersplash RR 5th August: JCAR RR champs 12th August: JCA circuit champs 26th -27th August: RR and TT Guernsey course tba Notes:- i) Races above in Bold Italic will be run in conjunction with Guernsey; ii) For the TT events above riders are expected to use a UCI legal road bikes as will be the requirement in Gibraltar; iii) For the Track Series 17th May to 14th June riders will be expected to compete in at least 4 of the 5 races.
