It analyses how these legal systems have been employed as tools of oppression by the imperialist powers, but can also be used by independence advocates for their own purposes. The objective is to determine the appropriate political paradigms from which to develop strategies for liberation from foreign rule in each case. All three cases represent anomalies in the current international system, Hawai'i as an occupied State, French Polynesia and Rapa Nui as Non-Self-Governing Territories that were wrongfully deprived of their right to self-determination. Bruce 2012 ALL RIGHTS RESERVED ABSTRACT This dissertation argues that the annexation of Hawaii was not the result of an aggressive move by the United States to gain coaling stations or foreign markets, nor was it a means of preempting other foreign nations from acquiring the island or mending a psychic wound in the United States. Rather, the acquisition was the result of a seventy-year relationship brokered by Americans living on the islands and entered into by two nations attempting to find their place in the international system. Foreign policy decisions by both nations led to an increasingly dependent relationship linking Hawaii’s stability to the U.S. economy and the United States’ world power status to its access to Hawaiian ports. Analysis of this seventy-year relationship changed over time as the two nations evolved within the world system. In an attempt to maintain independence, the Hawaiian monarchy had introduced a westernized political and economic system to the islands to gain international recognition as a nation-state. This new system created a highly partisan atmosphere between natives and foreign residents who overthrew the monarchy to preserve their personal status against a rising native political challenge. These men then applied for annexation to the United States, forcing Washington to confront the final obstacle in its rise to first-tier status: its own reluctance to assume the burdens and responsibilities of an imperial policy abroad.

    ‘A Man of Courage and Activity’: Thomas Tew and Pirate Settlements of the Indo - Atlantic Trade World, 1645 -1730 1 Kevin McDonald Department of History University of California, Santa Cruz “The sea is everything it is said to be: it provides unity, transport , the means of exchange and intercourse, if man is prepared to make an effort and pay a price.” – Fernand Braudel In the summer of 1694, Thomas Tew, an infamous Anglo -American pirate, was observed riding comfortably in the open coach of New York’s only six -horse carriage with Benjamin Fletcher, the colonel -governor of the colony. 2 Throughout the far -flung English empire, especially during the seventeenth century, associations between colonial administrators and pirates were de rig ueur, and in this regard , New York was similar to many of her sister colonies. In the developing Atlantic world, pirates were often commissioned as privateers and functioned both as a first line of defense against seaborne attack from imperial foes and as essential economic contributors in the oft -depressed colonies. In the latter half of the seventeenth century, moreover, colonial pirates and privateers became important transcultural brokers in the Indian Ocean region, spanning the globe to form an Indo-Atlantic trade network be tween North America and Madagascar. ZIMMER:>IAN INTRODUCTION This paper is based on the collection of Cryptorrhynchinae made by me in the Austral Islands while on the "Mangarevan Expedition to southeastern Polynesia in 1934. The Austral Archipelago is a group of five scattered islands lying to the south of the Society Islands and to the southeast of the Cook Islands (21 0 30' S. to 24° 00' S; 147 0 40' W. to 154 0 55' W.). The general trend of the group is northwest by southeast, and the islands are, in order: Maria, Rimatara, Rurutu, Tubuai, and Raivavae. The northwesternmost island, Maria, is a low coral atoll; the next island to the east, Rimatara, reaches an elevation of about 300 feet, and the following three islands reach elevations of 1,300, 1,309, and 1,434 feet respectively. The devastation of the endemic flora of the group has been extensive. Raivavae has the greatest areas of native vegetation. Tubuai and Rurutu have been so com­ pletely denuded that there now remain only small pockets of endemic forest near the summits of their highest peaks. The interior of Rimatara has yielded completely to fire and cultivation, while Maria has the typical, widespread flora of the atolls. It is only in the small vestiges of native vegetation that endemic Cryptorrhynchinae can now be found.
