On an individual basis, Romanian scholars may seek respectability and recognition in the international scientific community, but no one would expect them to collectively set the tone for political science. And it is only fair to say that marginality is perhaps the inescapable fate of all political science enterprises in Central and Eastern Europe. For American, British, German, French, and even Italian political sciences are not only dominant, but also self-reliant and self- sufficient. Therefore, it would be more interesting to look at what Romanian political science is, rather than at what it does or tries to do.

    Mihail Manoilescu – Inspirational Even when He Is Not Right Ion Pohoaþã Ph.D. Professor „Al.I. Cuza” University, Iaºi Abstract. Mihail Manoilescu is part of the series of those economists criticized in different ways, from the exaggeratedly appreciatively reviews to those that do not recognize any of his merits. The success of an analysis to place him where he rightfully belongs is related to taking into consideration a criterion –that of his- torical time in which Mihail Manoilescu formed himself as a state man and a science man. Only like this, only when thinking about the inter-war period, of great creative effervescence, of real renaissance for Romania, of affirmation and con- solidation of the economy and of the Romanian state, of his imposing in the world economy, we can understand better the logic of his starting premises and of his judgments he based his theory on.     BHAUT, XII, 2010, p. 201-213 CONSIDERAŢII PRIVIND ORGANIZAREA CĂRĂMIDĂRIEI LEGIUNII A XIII-A GEMINA DE LA APULUM Doina Benea Cuvinte cheie: cărămidărie, legiunea a XIII Gemina, stampila de legiune, lut, material tegular Schüsselwörte: Ziegelei, Legio XIII Gemina, Legionsstempel, Lehm, Baumaterialien Zusamenfassung: Bei Apulum sind zwei Haupttypen der Legionsstempel bekannt. Beim ersten kommt nur der Legionsname vor, beim zweiten gibt es daneben auch gewisse Personennamen, die als Namen der Leiter der Ziegeleien betrachtet werden. Unter diesen kommen mindestens drei von Zivilisten vor, die also zu Lokalwerkstätten der canabae gehören. Die bislang erschienenen drei Namen Iulius Serenus, Terentianus, P. Clodius... auf Baumaterialien und auf bestimmten Gegenständen heben das hervor. Von diesen Beispielen ausgehend wurde die Ansicht vertreten, dass in den Werkstätten Baumaterialien aus Lehm auf Bestellung der Behörden oder der Armee für öffentliche Zwecke oder für das Militär hergestellt wurden. Man kann zum ersten Mal feststellen, dass diese bedeutende wirtschaftliche Tätigkeit in den Lagerdörfern der Legion XIII Gemina von Apulum stattfand, und zwar in den privaten Ziegeleien, die sowohl für die Armee als auch für den privaten Bereich gearbeitet haben. Der bedarf an Baumaterialien für die Errichtung der öffentlichen oder militärische Bauten in den neuen Siedlungen Dakiens haben die Behörden dazu veranlasst, sich an private Unternehmer zu wenden. Die keramischen Baumaterialien für die Provinz wurden in den canabae von Apulum hergestellt. Weder die Ausmaße und der Umfang dieser Produktion noch deren Verbreitung auf dem Gebiet der Provinz können allerdings ganz erfasst werden. Die Produktion wurde vermutlich von der Legion XIII Gemina überwacht, von einem magister figlinae oder –arum, wie zum Beispiel Aurelius Godes.

  • A Votive Altar Discovered in the Legionary Camp of Apulum
    A VOTIVE ALTAR DISCOVERED IN THE LEGIONARY CAMP OF APULUM Abstract: This paper presents the latest epigraphic discovery in the camp of XIIIth Legion Gemina, represented by a votive altar dedicated to Iupiter Optimus Maximus, the protective Genius of the centuria, by a non-commissioned officer with the rank of optio named M(arcus) Atti(us) Valens. It was identified in situ, next to the entrance in contubernium, more precisely next to one of the rooms used to deposit the weapons (arma). This room was closely to the apartment of the centurion. Considering the chiselling manner of the letters, which are not carefully executed, and the context of the discovery, which is the Radu Ota last level of Roman habitation, the votive monument is chronologically dated National Museum of Union Alba Iulia during a period of the military anarchy as more precise data is forthcoming.     THE CONFRONTATION OF IDEAS ON ROMANIAN ECONOMIC DEVELOPMENT BETWEEN THE WORLD WARS Mariana, Buican1 Abstract: The Great Union of 1918 led to the creation of a new economic body able to respond to new requirements of the Romanian society. The period between the two world wars is considered a development stage broad of the domestic economy. A role in this process had economic policy implemented by the authorities. This was based on the new economic doctrines that faced with stake Romanian economy development. Interwar economic trends were: liberalism - neoliberalism, national - peasantism and socialism. Introduction The Great Union of 1918 meant not just a union of territories but also the establishment of a new economic, social and political body in compliance with the essential requirements of the Romanian people. The time interval between the First and Second World War was considered a period of extensive development of the Romanian economy when industry has experienced sustained development, influencing the entire economic body of the country. A special role in this regard had economic policy. Such laws encouraging local entrepreneurs, tariffs, industrial investments, incentives granted for the establishment of new businesses or co- participation of state capital to, the establishment of institutions, constituted the necessary economic development of Romania. Changes in economic and political balance of forces imposed changes in the economic doctrines of the existing political groups Romanian politics in the interwar period. As in the previous period liberalism continued to be the main stream of economic thought.

TEODOR în cadrul cercetării influențelor și elementelor bizantine atestate prin intermediul cercetă­ rilor arheologice întreprinse în regiunile carpato-dunăreano-pontice, pentra perioada secolelor VI— VIII e.n., o anumită importanță, prin valoarea lor culturală, cronologică și artistică, o prezintă unele categorii de obiecte vestimentare, dintre acestea un interes aparte avîndu-1 fără îndoială, anumite tipuri de catarame de centură. Asemenea piese vestimentare produse, fie în atelierele specializate din Imperiu, fie lucrate de meșteri bizantini itineranți sau imitate uneori.de meșteșu­ garii locali din spațiul carpato-dunăreano-pontic, prezintă o destul de mare varietate în ceea ce privește forma, tehnica delucru, sistemul de asamblare și ornamentele cu care sînt împodobite. Dată fiind utilizarea și circulația lor, destul de limitată în timp și spațiu, multe din aceste obiecte pot avea o anumită importanță cronologică, oferind în același timp interesante și prețioase in­ formații de ordin etno-culturaî, economic sau artistic. Cum în ultimele decenii, în regiunile car­ pato-dunăreano-pontice, numărul acestor categorii de piese vestimentare a crescut destul de mult, ca urmarea cercetărilor întreprinse, a apărut, desigur, necesitatea de a fi studiate în ansamblul lor, ținîndu-se seama de tipologia, cronologia și ariile lor de difuziune, precum și de contextul evoluției etno-demografice și politice din perioada respectivă. Pînă.în prezent, în literatura românească de specialitate, un studiu general mai amplu, care să fi tratat în totalitatea lor acest gen de descoperiri de factură sau influență bizantină .lipsește, ceea ce a împiedicat, în unele cazuri, publicarea unorexemplare scoase la iveală de mai multă vreme.

DOI: 10.14795/j.v2i2.108 Keywords: Roman economy, mining, agriculture, trade, imports ISSN 2360 – 266X ISSN–L 2360 – 266X he purpose of this work is to show the many aspects of economy in the region of Upper Dacia. The territorial span of this work corresponds Tto all the lands of this province, including the territories, which received the name of Dacia Porolissensis, as well as Western Transylvania that was incorporated to Dacia Apulensis after political changes. The choice of this territorial span has several reasons. First, it corresponds to the lands on which the most important researches on Dacian provinces were led. Studying the economy of this region is particularly interesting because it provides many information in order to understand Roman economy in general. Second, the present state of the researches on the Dacian provinces is very unequal. It is therefore impossible to analyse the question as a whole, for all the concerned territories: in many aspects, their research degrees and numbers of publications considerably differ from ours. The impossibility to distinguish most of the archaeological objects as anterior or posterior to the epoch of the exclusion of the mentioned territories of Upper Dacia does not permit us to restrict our research to a smaller region.

Introduction King Decebalus of the Dacians has his given place in the series of great en­ emies of Rome, a series including names such as Hannibal, Viriathus, lugur­ tha, Mithridates, and Boudicca. Classicists working in many different fields are today very much aware of the king: epigraphers, art historians who ad­ mire Trajan's Column in Rome, students of Roman military history, scholars who write about the emperor Trajan, and - why not - those with an interest in anthropology who study the ancient practice of beheading enemies or col­ lecting their heads. 1 Decebalus is also of obvious interest to those who focus on the province of Dacia, and - true to the topic of this volume - the relations between the imperial centre and one of the last provinces to be acquired by Rome will be explored in this paper by means of an investi­ gation of what I call "the legend of Decebalus". In other words, this study concerns how the memory of King Decebalus lived on in a somewhat different form in Dacia than it did elsewhere. The interest of modem anthropologists in the fate of the Dacian king was of course spurred by the sensational presentation by Professor Michael P. Speidel of the "autobiography" of the "Captor ofDecebalus" in 1970. The funerary inscription commemorating the career of the Roman cavalry officer Ti.     Geopolitics, Regime Type and the Internationalization of Romanian Economics During the Cold War The nexus between economists, state and society has emerged as one of the most fertile areas of research on how economic science is shaped by institutions and viceversa (Valdes 1995; Babb 2002; Fourcade 2006; 2009; Mandelkern and Shalev 2010; Lindvall 2010; Kogut and Macpherson 2010; Ban 2011; Farrell and Quiggin 2012). One of the main insights of this literature is that the interaction between domestic economists and their counterparts in the Western epistemic core has become a driving force in shaping the boundaries of the domestic economic profession and of the policy sphere. The evidence for this argument is compelling but its ambit is limited to regional contexts where the ideas being imported served the economic policy agenda of powerful domestic actors. Latin America’s “Chicago Boys,” to take a familiar example, were encouraged and even bankrolled by powerful business and state actors from their home countries or from abroad. But such alignments between dominant interests and the new ideas did not exist elsewhere. Consider the case of Eastern Europe during the Cold War. Here, the economic profession was so tightly regulated by an ideologically anticapitalist state elite that open advocacy for Western economic ideas hostile to the political economy of state socialism often entailed professional costs and, in some of the more repressive regimes, it even led to political persecution. How did diffusion take place this political context and what factors powered and respectively filtered diffusion dynamics? To address these questions, this paper examines the case of Romania, a country where the poverty of the neoclassical tradition before the war would lead one to expect a lot less diffusion of Western economics than in East-Central Europe.

This paper is an examination of the roots of Romanian history. It is supported by official historical evidence and some of the data is approved by the Romanian Academy of History and Archeology, whereas other information is taken from different sources such as: history of religions, different reports from the Institute of Dacology, encyclopedias, and folklore resources. Statements on history can be eventually confirmed as well as denied when some new discovery happens. Also, in the case of writing a research paper on the ancient history of a country the lack of sufficient and explicit written evidence left to this day, can obstruct the discovering of facts that are correct, free from ambiguity and vacillation.This paper covers the early historical beginnings of the people that inhabited the territory of modern Romania to the time when the Roman Empire changed the country north of Danube into a Roman colony.
