This pack aims to give you all the information you need to know to access services in West Lancashire. It has been put together with a view to helping people who have come to work in the area from overseas, usually for short periods of time. From how to contact the Council to using the sports centres and travel maps- the sheets in this pack are full of useful information. West Lancashire is a beautiful area, made up of a mix of peaceful countryside, picturesque villages and busy towns. If you are staying in the Northern parishes the nearest shopping centre is Tarleton Village. Mark Square is where you will be able to buy all the items you need for everyday use, from food and household goods to the hairdressers and eating out places as well as bars. West Lancashire’s two biggest towns are Ormskirk and Skelmersdale and are easy to get to via public transport. Ormskirk has a traditional market every Thursday and Saturday, giving shoppers the chance to pick up a bargain. The town centre has many stores where you can buy clothes, food, books, electrical goods and much, much more. Ormskirk is also good for a night out and offers many pubs and restaurants, serving a variety of food including traditional English, Indian and Chinese cooking. The modern town of Skelmersdale is the home of the Concourse shopping centre. This busy centre, open every day of the week, sells everything from clothes and furniture to everyday essentials. Across the District, there are many other attractive towns and villages, many with local shops and centres. West Lancashire has good transport links, making it easy to enjoy a trip to the surrounding towns of Preston, Southport, Wigan and Liverpool. You can travel by bus and train from many locations around West Lancashire (see information pack for details). We hope you will be happy during your time in West Lancashire. 5 West Lancashire District Council How to Contact the Council In person West Lancashire District Council has offices in Ormskirk and Skelmersdale that you can visit between the opening times of 9am to 5pm, Monday to Friday. Our Ormskirk offices are at 52 Derby Street. We also have a Customer Service Point at the Concourse, Skelmersdale. The Council has recently opened a Customer Contact Point at 52 Derby Street for people to call in and speak to a Customer Service Advisor in person. Customer Service Advisors can help members of the public who have enquiries about a wide range of Council services, including benefits, planning, fly tipping, domestic refuse, street lighting and bulky household collections. By telephone The Council has a dedicated Customer Contact Centre to answer telephone calls about Council services - the telephone number is 01695 577177. Trained Customer Service Advisors answer the telephone calls and can often help with your query straightaway. If not, they will transfer your call to someone in the relevant department who should be able to help you. By email If you have access to a computer you can also contact the Council by email. The best email address for any query is [email protected]. Your query will be dealt will very quickly and a reply will be sent back to your email address. 6 West Lancashire District Council Domestic Waste and Refuse Collections If you have any domestic waste, the farm owner will have details about bin collection services. Please see your employer about where you should place your rubbish. Don't put paper, glass bottles, jars, cans, shoes and textiles in your dustbin! They can all be recycled. You can help the Council and the environment by taking empty bottles, cans, old newspapers, clothes and shoes to the nearest recycling site. The nearest site to you will be: • BANKS: Hoole Lane (glass, textiles, books, aluminium cans, shoes) • HESKETH BANK: Village Hall, Shore Road • TARLETON: Mark's Square • SCARISBRICK: Red Lion Restaurant, Southport Road (bottles only) For more information about recycling your waste or domestic refuse collections, please contact 01695 577177. 7 West Lancashire District Council Housing Are you eligible for a house? If you are eligible to live in West Lancashire our Housing Division can offer advice on whether you can become a Council tenant, on buying a house or renting with a private landlord. Our staff will give you the advice you need on landlords, building societies and even mortgages if you want to buy a house. We are also able to offer advice if you think that you may become homeless. If you think your landlord may evict you, our Housing Options team are available to offer assistance. If you are already in accommodation and you are unhappy with the conditions you are living in, such as cramped facilities, again our staff will be able to help you or point you in the right direction for support. For more information about housing services, please ring our Customer Contact Centre on 01695 577177 or email via the website at www.westlancsdc.gov.uk. 8 West Lancashire District Council Leisure Facilities If you like playing sports, swimming, walking in the countryside or the arts, why not try one of our leisure facilities? Sports Centres If you want to play badminton, volleyball, indoor bowling, weight training, use the fitness suite, outdoor courts for football, tennis, netball and basketball Why not try North Meols Community Leisure Centre? This is the nearest centre to you and is based at Greaves Hall Avenue, Banks. Telephone 01704 212970. For information about the other centres, ring Ian McIntyre on 01695 585152. Swimming Tarleton High School, Hesketh Lane, has a swimming pool, which is open to the public every weekend during school term-time and is open seven days a week during the school holidays. The school has a timetable available that lists opening times, the type of sessions and prices. For more information you can go along to the school in Hesketh Lane or contact the school on 01772 812644. Countryside Ranger Service If you like the great outdoors our Countryside Ranger Service offers a number of free activities, such as walking.

IN the first part of this paper we observed that the two counties, as they are now combined by the Registrar General, to form what is termed the " North Western division" of England and Wales, have an area of 1,874,000 acres. This is about 2928 square miles. And as England and Wales contain about 57,800 square miles, our own district comprises about |j| one-twentieth part of that area. The population of the N.W. division, we <,' also observed, was in 1851 about two millions and a half; and that of J | England and Wales having been, at the same date, very nearly eighteen V; millions, it follows that upon one-twentieth of the area, we had then about *Kli * one-seventh of the population of this, the most densely peopled part of the United Kingdom. The proportion is probably now different. During the fifty years in view, our section of the population had increased by 185 per cent., while that of England and Wales, on the whole, had increased only by about 100 per cent. We have no reason to suppose that these rates have, during the last six years, been materially changed. In round numbers, then, the inhabitants of Lancashire and Cheshire are probably now increasing in number at an annual rate, exceeding that of the country, as a whole, in the proportion of three to two.* Further, at the beginning of the century (1801,) the Town population of our district, treating as such that portion of it dwelling in towns of 2000 185 Per cent, in 60 years is two and one-tenth per cent, per annum.

Definitions and Interpretation For all the purposes of this Order the terms described in this Article shall have the meanings specified: a) "Loading" and "Unloading" means the continuous transference from (or to) a Vehicle to (or from) premises adjacent to where the Vehicle is parked of heavy or unmanageable goods that are not designed to be carried by hand other than over a very short distance; b) “Vehicle” means a motor vehicle, a passenger vehicle, a dual-purpose vehicle, a goods vehicle, a motorcycle or an invalid carriage or any other vehicle of any description whether drawn or propelled along a road by animal or mechanical power. 2.
