SVEEP Rohtas

Overview - , the largest democracy, has the legal age of 18 years and above for casting vote for assembly and parliamentary elections. Election Commission of India (ECI) has been consistently putting indomitable effort to cover the entire citizenry of India which is eligible for registration in the electoral roll and aims to make them participate in the voting process. To a greater extent, these efforts have produced results but a lot of efforts still needs to be done in this direction. Pressing issues like lesser understanding of importance of electoral process, lesser presence of women, working men, youth at polling stations, accessibility of vulnerable sections of the society to polling booths and intimidated voters still pose challenges for the system. To address all such issues, Election Commission of India has unfolded the strategy of SVEEP.

SVEEP stands for Systematic Voters’ Education for Electoral Participation, a process of concerted interventions to add people in electoral process by sensitization and facilitation and ascertains increased participation of eligible age group people across all the sections, gender, caste, creed, religion of society. When electoral situation described in this report is seen, it is clear that certain polling booths have shown dismal turnout and poor participation of women and youth voters. In such context, the significance of SVEEP becomes relevant. SVEEP focuses on targeted approach to bridge the gaps of enrolment turnout at Polling booths, urban apathy and to wipe out the fear and favor factors by spreading awareness and confidence building measures. Other than ensuring free and fair polling in the district, SVEEP will focus on few areas to get the impressive outputs in terms of high level of awareness and huge turnout at polling stations.

Administrative Setup Rohtas district is a part of Patna Division. Presently, Rohtas consists of three Sub-divisions and 19 Blocks. The district Rohtas was carved out of Old Shahabad district on 10th November 1972. It is situated in the south weseran part of . Its headquarter is located at .

District Magistrate District Magistrate is posted in the district who is the top most official of Revenue and civil administration. District Magistrate plays a vital role in District Election Management as District Election Officer. Mr. Pankaj Dixit, I.A.S. is posted as District Magistrate of Rohtas.

Superintendent of Police The Superintendent of Police, Rohtas is the head of the district police administration. Mr. Satyaveer Singh, I.P.S. is posted as Superintendent of Police of Rohtas.

Constituency Parliamentary Constituency Rohtas district covers the parts of three Lok Sabha constituencies namely 35- Karakat P.C. whose Returning Officer is DEO- Cum- DM Rohtas, 34- Sasaram P.C. & 33- Buxar P.C.

The E/P Ratio of the district is 0.55, Assembly wise, it is observed that it ranges from 0.52 in AC-207- Chenari to 0.57 in AC-209- Kargahar .The E.P ratio of female is 0.53 whereas EP ration of male is 0.57.

• It is observed that enrollment is less due to lack of awareness, the prevailing perception to register in voter list after marriage. In order to tackle this perception elector female enrollment special drive is being undertaken to motivate eligible young female to enroll in voter list.

• It is observed in age cohort graph that in age group 18-19 projected population in this age group is 1,59,049 but the number of electors in age group 18-19 is 30,785. Number of missing voters, yet to be registered in this age group is very large.

• Special Enrolment drives in various colleges specially in Girls colleges, using social media platforms and local cable TV for awareness and education of voters. Special drives in higher secondary schools, Degree Colleges and coaching institutions etc for youth voters’ awareness.

• To enhance E/P ratio and enrollment of migrant laborers and other eligible but left out persons, special enrollment camps had been planned on 30th of july and 4th of August at all polling station of the district . College students are motivated to apply online through NVSP.in or ERONET to become of voter. On national voters days all young voters who will be first time voters were facilitated. • Selfie Zone, Online Facilitation counters for adding never has been established. • In District registration cum counseling center (DRCC) special counter has been established to enroll all Youths whose name is not in voter list. • All information is being shared through social media, District SVEEP Facebook page and twitter handle. • All voters are simultaneously motivated to participate in elections. • Electoral literacy club has been strengthened with focus and awareness drive among future voters through video and SVEEP IEC materials. • All NYK volunteers are spreading awareness so that all youth are enrolled in voter list. • Booth wise target in EP ratio has been given to all BLO and sensitization sessions have been organized. AERO and ERO are regularly holding monitoring and awareness sessions through videoconferencing, charts rooms. • Customized messaging using social media, TV, Local channels to motivate this group to registers their names in voter list. • Special camps at different colleges for registration of voters.

• School dropouts - Awareness campus at various locations like factory sites. MGNREGA Sites, Constructions Sites, farms etc. • Talk shows at college level, Run for democracy, selfie zone, EVM VVPAT demonstrations. • E-awareness though webinars, zoom meetings, Facebook live, Google meet etc.

For Rohtas, gender ratio of electors is 906. It ranges between 883 (207- Chenari AC) to 922 (212- Dehri). State Gender ratio of state (as per current electoral roll) is 894. Hence, it can be seen that there are numbers of missing female voters whose registration in elector roll needs to be done. It can be observed that there is some correlation between gender ratio and E/P ratio, hence it cane be inferred that the majority of the missing voters from the voter list are female voters. The ultimate target is to equalize or even better the Roll gender ratio to census gender ratio.

Strategies to increase gender ratio:-

• Mobilising ASHA/Anganwadi sevikas/SHWs Jeevika groups to raise awareness among female to enroll in voter list. • Mahila-e chaupal to be organized at panchayat level. • Awareness through PHCs and health centers. • Female youth icon. • special campus by BLOs to enroll female voters. • Booths to be identified where gender ratio is very low. Special drive in these booths to enroll female voters by collaborating with BLOs/Jeevika didis/ASHA workers etc.

Voter turnout ratio (VTR) for Assembly election 2015 was 54.06%, whereas it was 49.69% for Parliamentary election 2019. It can be seen that the VTR has increased by more than the 3 percentage points which is significant. VTR for female was 46.45% in 2019 election and for male it was 52.99%. VTR for female was 52.83% in 2015 election and for male it was 55.12%. female voters are leading the male voters in terms of electoral participation. Because of reverse migration, VTR in male may increase leading to overall increase in VTR.

Strategies to increase VTR: • Mock polls and EVM familiarization campaign • Pledge campaign, Essay, Slogan writing and Speech competition. • Posters at all government offices, hospitals, private hospitals, schools, colleges, Banks, PACS, Milk federations, Bank ATMs. • Stamping initiatives at all government documents, gas cylinders, ATMs, Hospital slips, etc. • Messages through road and wall painting. • Awareness through local radio channels/local cable channels/picture halls • Appeal by DEO and SVEEP nodal Officer in electronic & print media, newspaper. • Help Desk Services, Awareness among future voters for making them change agents, nomination of SVEEP Ambassador • Sector officers and police officers to jointly visit and interact with the electoral and try to solve any problem regarding election process. • Phone numbers of BDOs/SHOs and District helpline number to be permanently displayed at designated places. • Discussions and awareness programme and VVPAT-EVM demonstrations by Anganwadi workers and SHG member at

village level. • Meetings near polling booth. • Collaborating with women police personnel, NCC cadets, NYK volunteers for a safe booth environment.

• Wall and Road painting Meetings of associations like business communities, doctors’ fraternity , labor union etc. • Signature campaign, announcement through loudspeakers, meeting of reputed personalities in the area. • In the identified pocket with poor literacy rate,optimum use of audio-visuals would be ensured, wherein, shows would be conducted. • As per the vulnerability mapping security arrangement would be done, where minorities or weaker sections have threats and are prevented from casting their votes. • E- Awareness through Webinars, Zoom meetings, Facebook Live, Google Meet, etc. SVEEP PLAN

SVEEP will adopt a multi-pronged approach as the spectrum is much broader. It will have participation and co-operation from various govt. and private organizations. In addition, all possible types of media would be used for the awareness generation.

• Efforts would be made to sensitize women voters to participate in the Gender gap process, especially in the areas where turnout of women was not encouraging. • Support of JEEVIKA led by women, Anganwadi workers and ASHA would be taken to sensitize women voters. • Doctors,especially lady doctors would be advised to counsel female patients about the vote and it significance.

Special Focus Groups:

In tune with the theme of ‘Accessible Elections, Rohtas is putting special focus on Migrants, PwD Voters, First time voters, Female voters and Third gander voters. A holistic approach is being taken to Motivate, educate and provide the possible solutions to obliterate the hindrances that de-motivate these voters to come out and celebrate this festival of democracy. Our plan of action for these voters is divided into three time frames: Preliminary stage(Before implementation

of MCC), Advance Stage and Intensive Stage. Special Focus Groups Action plan

Migrants • District level campaign to be launched all over the district in order to achieve 100% electoral enrollment of migrant workers who have returned to the district mainly due to COVID-19 pandemic.

• District level Campaign for skill mapping, collaborating with employment generators and skill enrichment through JOB MELAS, WORKSHOPS,ROJGAAR SHIVIRS and e-SKILL LEARNING. It will include Samagra Rohtas initiatives for inclusive voting.

• Pravasi Cell : Use of quarantine data and labour department data for identification of migrants, establishing person-to-person contact through bulk SMS/video messages/phone calls/ etc. • Signing of Pledge cards at MNREGA sites. • Announcement in villages to go to PS to vote without fear. • Focus Group Discussion/Pledge Capmaign/Rallies by village organization of JEEVIKA • Posters at all government offices, hospitals, private hospitals, schools, colleges, Banks, PACS, Milk federations, Bank ATMs. • Stamping initiatives at all government documents, gas cylinders, ATMs, Hospital slips, etc. • Messages through road and wall painting. • Flash mobs at colleges, big shops/malls, village Haat/Bazar • Awareness March by schools, colleges, Youth club. • Awareness through local radio channels/local cable channels/picture halls • Appeal by DEO, SVEEP nodal officer through Print & Electronic media. • Help Desk Services, Awareness among future voters for making them change agents, nomination of SVEEP Ambassador • Cultural programs at District/Sub-divisional/block headquarters presenting themes of electoral participation. • Sector officers and police officers to jointly visit and interact with the electoral and try to solve any problem regarding election process. • Phone numbers of BDOs/SHOs and District helpline number to be permanently displayed at designated

places. • Discussions and awareness program/street plays and VVPAT-EVM demonstrations by Aganwadi workers and SHG member at village level. • Meetings near polling booth.

• Interpersonal Contact: During House-to-House, BLOs to identify PwDs who were eligible for registration yet not enrolled. • Outdoor Campaigns: Hoardings and banners are to be displayed at prominent places

such as Road Junctions /Markets /Offices at Block/Municipalities, Universities/ colleges. PwD Stickers are to be placed vehicles of public transport. • Electronic Media: Electronic media has always been a very important vehicle of mass communication.

• Audio/video content is being developed to provide an aid to PwDs so that the information can be delivered successfully. • Traditional techniques: Programmes in the local language to be formulated using folk art

and other cultural activities to convey the message to be channelized. • CSOs/DPOs/RWAs Voluntary and other organizations working for PwDs like Community Based

Organizations (CSOs), Disabled Person • Icons/Ambassadors Besides appointing inspirational personalities to establish authentic connection with the masses, Focus should be laid down on PwD Icon so that they can

spread the message more effectively.

• On booth facilities: Facilities like proper toilets, tactile signage outside the polling stations indicating pathway to polling rooms and Voters’ guide in braille for the visually impaired voters should be made available.A standardized and uniform design of Ramps shall be provided in such a manner that it directly leads to the door of polling stations to avoid navigating through corridors. Facility for separate entry should be made available for PwDs shall have indicator with standard signage. Wheel Chairs shall be provided at identified polling stations. An attendant below the age of 18 may be provided at each booth for PwD voters.

• Help desk: An Officer may be appointed on the polling booth where PwD voters are in

• All MOs of Rohtas will organize special health camp for the physically challenged persons in every block simultaneously spreading voter awareness. The SVEEP Committee would monitor the SVEEP implementation against laid down targets on a regular basis. The ROs and EROs will ensure that the Sector Officers and BLOs are trained in the objectives, strategies for SVEEP implementation. Through the involvement of officers of other departments such as ICDS, Food and Civil Supplies, Primary Education etc. in the Core Committee and Steering Committee, the entire administrative machinery and field-level functionaries of these departments would also be involved for achievement of objectives of our SVEEP plan.

DIVISION OF WORK

Since management of election is an arduous task, it is of utmost importance that the responsibility at each level should be defined. In this regard, work distribution has been done at the various levels as:

Involvement of other institutions

▪ Involvement of Anganwadi workers who are present in almost each village of the district. They can be instrumental in spreading awareness about adding the names of 18 and above age group who are somehow not registered as electors.

▪ Similarly, ANMs from Health department can also help in this regard ▪ Teachers of schools, especially Govt school teachers have great influence on villagers. Hence, they can motivate villagers about the significance of voting. Parents of children enrolled can also be contacted by teachers.

▪ JEEVIKAs in volved and MDM would sensitize local people and several women-headed SHGs are also running which can support in spreading voter registration awareness.

▪ Health department would display banners and posters in district hospitals and PHCs.

▪ BLOs would be extensively engaged in registering new electors and awareness generation among people.

▪ Office of Regional transport would be used to sensitize vehicle owners who are coming for vehicle registration and availability of Form 6 would be ensured.

▪ To ascertain that staff working in the district has got their name registered, Form-6 would be sent to each department.

▪ Voter awareness forum (VAF) has already been constituted in each and every offices to facilitate employee for their voting.

Media Planning

✓ Prioritizing local and cultural aspects would be the crux of media planning. Some of the steps that would be followed are:

✓ In remote and Mahadalit pockets, wall writings and paintings would be the mode of awareness campaign.

✓ Since audio-visuals have long lasting effect, slide shows would be conducted in remote pockets.

✓ Where turnout was lower during last elections, it would be tried to organize few skirts by using “kala jathas” with the support of local organizations. ✓ Haat bazaar will be focused for the intensive awareness campaigns.

Involvement of NSS/NCC

✓ Their role would be to spread message through one-to-one interaction or through banner and posters. The network of NSS would be used to add and

motivate young voters.

✓ The cooperation of NCC and NSS would be taken in the campaign. This is the reason that coordinators from these bodies have been involved in the SVEEP committee.

Media- Print & Electronic

✓ National and Local dailies like Dainik jagran , Hindustan , Dainik Bhaskar, etc. have good circulation in the district. The district would avail the space in well-circulated dailies in the form of appeals and election-related information. Similarly, pamphlets and leaflets would also be circulated, especially for urban voters, through the newspaper hawkers.

✓ Hoardings and banners will also be placed at public places like terminus, Petrol pumps, LPG counters, RTO offices, Banks etc. Posters on and auto rickshaws would be used. Private organizations and corporate/PSU bodies would be motivated to support.

✓ Electronic media is the strongest source for information dissemination. Its quick effect and reach in the distant areas can be of great help. The district would use channels and local city cable network to create awareness by flashing appeals, slogans and jingles.

✓ A face book page Named “SVEEP ROHTAS” in Rohtas" under the SVEEP plan 2020” has been created and people are open to comments and suggestions.

✓ Use of audio-visuals at remote villages will be ensured so that the contents are easily explicable and effective.

✓ Also, we can reach to the people through Unanayan & App based Orientation under Kaushal Vikash Mission.

Road shows: ✓ Each block will host road shows to raise the confidence and awareness among people, especially young voters. Road shows would be organized by youths with the support of other organizations Marathon ✓ To raise awareness among voters marathon will be organized at district and block level. All the sprinters will carry the message to exercise the voting rights.

✓ Auto rickshaws and buses will carry the posters depicting importance of voting in the democracy throughout the electoral processes. Air Balloons

Pledge to Vote

✓ “Pledge to vote" campaign is another plan of district. The senior secondary and Higher Senior secondary students of different schools will get the Pledge to vote form filled from their parents to ensure that they reach polling booth to cast their vote.

✓ Public relation officer will be coordinating with different media houses in the district so that message of district administration regarding participation in voting & its importance can be highlighted continuously in the local magazines and news papers. Meeting with stakeholders:-

Association of a particular fraternity has strong hold in its community and therefore, it would be useful in spreading the electoral awareness in the district with the support such associations and other private bodies. This is the reason, district administration would organize meeting with Bank managers, Petrol pump owners, Transporters, Cable Operators, Presidents/Chairman of various organizations, JEEVIKA groups and above all political parties would be contacted to improve the awareness among people of the district.
