Kaina Pereira serves as the Senior Advisor for Business Development and International Trade, which includes the California Business Investment Services Unit, the Office of Permit Assistance, and International Affairs and Trade at the Governor’s Office of Business and Economic Development, Goent (GO-Biz).

He previously served as the Deputy Director of Business Investment Services, Acting Deputy Director of the Office of Permit Assistance and the interim Deputy Director of International Affairs and Trade at the Governor’s Office of Business and Economic Development. He was a business and real estate consultant from 2012 to 2018, a financial strategist and e-commerce manager for Styles for Less Inc. from 2006 to 2011 and a senior contracts administrator at Autoweb.com Kaina Pereira from 2005 to 2006. He earned a Master of Business Administration degree from the University of Senior Advisor for California, Davis and his undergraduate degree from San Diego State University. 4 Henan Li is the Asia trade and investment representative of California Governor’s Office of Business and Economic Development (GO-Biz) since 2020. Her duties include developing of foreign direct investment from Asia to California, developing and promoting of exports from California to Asia and supporting California-Asia trade missions, delegation visits, and businesses meeting requests regarding trade and investment.

Prior to join GO-Biz, Ms. Li was the global initiative director of California Asian Pacific Chamber of Commerce and the director of Sacramento Minority Business Development Agency (MBDA) Export Center. Her duties included Henan Li enhancing development and implementation of the MDCP Program and MBDA Asia Trade and Export center program under the cooperative agreements with the U.S Investment Department of Commerce to assist U.S businesses to access to international Representative markets. She also supported the nationally acclaimed ExporTech Program and helped manufacturers to conduct global marketing research and analysis, plan international market entry strategy, and facilitate global trade regulation and logistics.

Ms. Li is passionate about building mutual beneficial collaboration bridges across countries and creating mutual beneficial opportunities for businesses. She earned her MBA degree in international business from California State University Sacramento in 2016. Prior to this, Henan worked in China from 2009 to 2015 as the director of ChinaJoy, one of the world’s largest digital entertainment expo and conventions.

5 Diana joined the Governor’s Office of Business and Economic Development (GO-Biz) as the Special Advisor for International Affairs and Trade in October of 2015. Diana manages the export strategy of GO-Biz’s International Affairs and Trade team with Senior Advisor Kaina Pereira. Diana is also the primary manager between GO-Biz and the California Department of Food and Agriculture in overseeing the implementation of California State Trade Expansion Program (STEP) funded activities. She works closely with regional specialists at the U.S. Commercial Services, Foreign Consulates, industry trade associations and country contacts to promote California exports of goods and services, as well as encouraging the location and expansion of companies from around the world into California. Diana Dominguez Special Advisor for Diana formerly served as the International Special Projects Manager at the International Affairs and Northern California Center for International Trade Development (CITD). As the Trade Special Projects Manager, Diana organized export/import seminars and foreign training delegations. She assisted the Director to lead over one hundred trade missions to and from California. In 2010, Diana served as the Statewide Ag Co- Coordinator to implement the Memorandum of Agreement the CITD entered with the California Department of Food and Agriculture.

Diana Dominguez is a resourceful leader with more than eight years of experience in coordination of international market development activities, program implementation, and preparation of federal and state government grant proposals. Diana earned a bachelor’s degree in political science with an emphasis in international relations from the University of California, Davis.

U.S. Commercial Service- Australia Mark Russell is the Senior Commercial Officer for Australia and New Zealand. He arrived at post in October 2019. Mark’s previous international assignments include Karachi, Rio de Janeiro, Lisbon, Cairo, Chennai, and Prague.

Mark joined the U.S. and Foreign Commercial Service after ten years of military and private-sector business experience. He has a B.S. in Management from the University of Maryland and an M.A. in International Affairs from George Washington University.

8 U.S. Commercial Service- Australia Doug Hartley is the International Trade and Investment Commercial Specialist for the United States Commercial Service based in Canberra Australia. He promotes US exports to Australia and Australian investment in the US and has served in this role since 2013. His key industry sectors are Aerospace and Defense, including Space, Aerial Firefighting and Cyber; Marine; Safety and Security; Agricultural Equipment; and the Processed Foods and Beverages sector including associated equipment. He is also active in numerous advocacy cases primarily but not exclusively of a Defense nature.

In partnership with the U.S. Embassy in Port Moresby, Doug is also tasked with Dr Doug Hartley promoting US trade links with PNG, Vanuatu and the Solomon Islands – a International Trade and Pacific Island community of over 10 million people. Doug is also active in the Investment Commercial American Chamber of Commerce in Australia (AmCham) including being a Specialist founding member of its Defence and National Security Committee and its Space Committee; and has a long history of active engagement and past membership of chambers of commerce in both Australia and the South Pacific. He has visited the US frequently as a speaker at business forums; at major trade events; and to meet US companies, as well as featuring in webinars about opportunities in Australia.

Doug previously enjoyed an extensive career with the Australian Government including roles as Australian Trade Commissioner to Papua New Guinea and Director of Civil Aviation Policy and Reform, as well as various other regional and national lead roles pertaining to trade and investment, regional economic development, Northern Australia, various civil aviation reforms and infrastructure issues. He holds a Doctor of Philosophy degree specializing in economic development in South East Asia (Philippines) and is the recipient of numerous awards from Australia and the US for high level performance as an individual and team leader across diverse trade and economic issues.

9 U.S. Commercial Service- Australia RICHARD (RICH) STEFFENS is Commerce’s Acting Deputy Assistant Secretary for Asia. Prior to his assignment in Asia, Mr. Steffens served as Deputy Assistant Secretary (Acting) and Executive Director for Western Hemisphere, where he managed Commerce’s negotiating teams working on the U.S.- Mexico-Canada Agreement (USMCA). He has previously served on the policy and planning staff in the Office of the Secretary of Commerce, as Minister- Counselor at U.S. Embassy Canada, in U.S. Embassy Moscow, as consul in Vladivostok in the Russian Far East, in the Czech Republic, and Ukraine. His offices in Vladivostok, Prague, and Kyiv were all named International Trade Administration Organization of the Year under his leadership. He has been Richard Steffens awarded the Commerce Department Gold Medal, Silver Medal, and Bronze Acting Deputy Assistant Medal (two times). Secretary for Asia Prior to joining the Commerce Department, Mr. Steffens served as Assistant Director for Venture Development with the New Jersey Commission for Science and Technology and as Assistant Director of Research at the Fels Center of Government at the University of Pennsylvania. He began his career with Andersen Consulting in New York.

Mr. Steffens is a graduate of the Wharton School and holds a Masters in Government Administration from the University of Pennsylvania. He is author of The Changing Software Market and Secrets of a Venture Capitalist as well as more than 50 articles on international trade and economic development. He speaks French, Russian, Ukrainian, and Czech. He enjoys creative writing, hiking, and yoga. He is married and has two children.

11 Defence Advocate State of Victoria Australia

Victoria’s defence industry Advocate promotes Victoria's defence industry interests to key stakeholders nationally and internationally, and provides the Victorian Government with strategic advice on defence industry-related issues. In February 2019, the Victorian Government appointed renowned industry and government defence expert John O’Callaghan as the new Victorian Defence Industry Advocate to showcase Victoria’s defence capabilities across Australia and overseas.

Mr O’Callaghan has been a member of the Defence Council Victoria since 2017 and has worked as a senior executive in both government and industry roles in the defence sector.

In his role as advocate Mr O’Callaghan will play a leading role in promoting Victoria’s brightest defence talent and best technology to the world, working with contractors, supply chain companies and R&D organisations to ensure our sector grows to create more jobs and more economic benefit for the state. John (Johnno) O'Callaghan has over 30 years experience in senior public and private sector roles.

He was Executive Director of the Australian Industry Group Defence Council. Membership of the Defence Council includes the CEOs of Australia's defence industry companies. The Defence Council is the leading organisation representing the interests of defence industry. He chaired the Defence Council's Contracting Working Group focussed on improving defence capital John (Johnno) O'Callaghan procurement with attention to intellectual property, liability, insurance and Chairman reducing red tape.

Prior to joining the Ai Group, Johnno was the Government Relations Manager for Virgin Blue (now Virgin Australia) and the Corporate Affairs Manager at Bonlac Foods (now Fonterra).

Johnno's extensive public sector roles have included as Assistant Secretary, Major Capital Procurement in the Department of Defence. He served as a Senior Adviser to former Deputy Prime Minister and Minister for Defence, the Hon Kim Beazley AC. Johnno also performed the role of Senior Parliamentary Adviser to Kim Beazley's Leader of the House of Representatives role. In February 2019, Johnno was appointed as Victoria’s Defence Industry Advocate. He chairs both the Victorian Defence Council and Defence Science Institute.

Ken has been involved in the aviation industry since 1957. He has extensive industry management and regulatory experience on rotary and fixed wing aircraft ranging from rag and stick aircraft through to large wide-body transport aircraft. Boeing Defence- Australia Dale McDowall was appointed Director of Global Sales and Marketing of Boeing Defense and Space (BDS), Australia and New Zealand in March 2019. In this role, McDowall is responsible for growing BDS products and services throughout the region and managing the sales and marketing activities for Boeing Defence Australia (BDA). He was previously Director of Global Sales and Marketing for BDA where he was responsible for developing BDA’s growth strategy and long range business plan and business development activities. McDowall has been a board member and director of Commercial Programs and Dale McDowall director of Business Development for Insitu Pacific, a Boeing company and leader Director, Global Sales & in the unmanned aircraft systems and services industry throughout the Asia Pacific, Marketing Middle East and Africa. He was then responsible for developing and managing Insitu Pacific’s commercial business activities and directed the company’s business development activities across Australia and Asia Pacific. Prior to joining Boeing, McDowall had previous consulting roles with Nova Systems assisting in the development and negotiation of multiple Defence defence and aerospace acquisition programs. McDowall completed 17 years of service with the Royal Australian Air Force predominantly focused on the acquisition and support of the Airborne Early Warning and Control system and other information systems. He has an extensive background in the acquisition, management and deployment of primary defence and aerospace capabilities for the Australian Defence Force and Coalition partners. McDowall is a graduate of the Australian Institute of Company Directors. Nick Gothard was announced director of Boeing Defence Australia’s (BDA) Supply Chain Management capability in January 2015. In this role, he leads a team of more than 150 supply chain professionals across 10 sites who are responsible for the delivery of world class goods and services via BDA’s suppliers and partners.

Prior to this appointment, Gothard served as BDA’s senior manager of Subcontracts and Procurement. Commencing mid-2010, he led the evolution of BDA’s procurement capability during a period of significant change within the business. Nick Gothard Director – Supply Chain Gothard joined BDA in 2003 and held various roles of increasing responsibility Management in procurement, contract management and supply chain. During this time, he worked on complex development programs including the Vigilare air battle management system and the High Frequency Modernisation project, as well as domestic and international new business campaigns. The OAIP facilitates competitive bidding opportunities for the Australian Defence Industry that includes the facilitation of introductions for Australian Defence Industry to appropriate Lockheed Martin R&D, technical, engineering, and purchasing decision makers and surveys of Australian company facilities. Mr. Hess works with the Commonwealth Government to remove impediments to Australian Defence Industry’s ability to access bidding opportunities within Lockheed Martin’s global supply chains.

Christopher brings over 25 years of private and public sector experience across global supply chains, export market promotion and international business. Throughout his career Christopher has undertaken business development, R&D facilitation, marketing and strategic analysis roles in the Asia Pacific region with both the private and public sector. This depth and breadth of experience provides unique understanding of issues facing SME's as well as how to access government programs for leveraging new and enhancing existing opportunities for business growth.

Prior to joining Lockheed Martin Christopher led the Queensland Government's aviation and aerospace team and was the Queensland Government representative on groups including the Australian Joint Strike Fighter Industry Group (AJIG), the Australian Aerospace Industry Foundation (AAIF), and the Association for Unmanned Vehicle Systems Australia (AUVSA).
