ARMSTRONG Astronaut - NASA/MSC SHEPARD: We'd like to talk during this part of the presentation aboui the Gemini program and tu give you a current status report on the last three flights which we have completed this year. A few days ago, a Marine colleague of mine and I were having a discussion in the control center at Houston. This Marine colleague is now a soft drink salesman but he happened to be there for the occasion of the receni eight-day mission which we completed. We were discussing a flight which occurred in May of 1961. The flight plan indicated so many seconds of control and rate command, SO many seconds of control in manual, so many seconds to look out the window, so many seconds for this, so many seconds for that, a completely chalked full flight plan. In the meantime on the control center floor discussion was going on between the ground and the pilots and they were saying "well if we don't get this thing done Tuesday we can do it Thursday." We have two gentlemen here to present the last part of this session for you. I could spend a great deal of time introducing both of them. They both have wide experience, varied backgrounds, with emphasis of course in the aero- space and aeronautical professions. They both I think are fairly well known to you so I won't take too much time in enumerating the many accomplishments which they have achieved to date. -

Walking the High Ground: The Manned Orbiting Laboratory and the Age of the Air Force Astronauts by Will Holsclaw Department of History Defense Date: April 9, 2018 Thesis Advisor: Andrew DeRoche, Department of History Thesis Committee: Matthew Gerber, Department of History Allison Anderson, Department of Aerospace Engineering 2 i Abstract This thesis is an examination of the U.S. Air Force’s cancelled – and heretofore substantially classified – Manned Orbiting Laboratory (MOL) space program of the 1960s, situating it in the broader context of military and civilian space policy from the dawn of the Space Age in the 1950s to the aftermath of the Space Shuttle Challenger disaster. Several hundred documents related to the MOL have recently been declassified by the National Reconnaissance Office, and these permit historians a better understanding of the origins of the program and its impact. By studying this new windfall of primary source material and linking it with more familiar and visible episodes of space history, this thesis aims to reevaluate not only the MOL program itself but the dynamic relationship between America’s purportedly bifurcated civilian and military space programs. Many actors in Cold War space policy, some well-known and some less well- known, participated in the secretive program and used it as a tool for intertwining the interests of the National Aeronautics and Space Administration (NASA) with the Air Force and reshaping national space policy. Their actions would lead, for a time, to an unprecedented militarization of NASA by the Department of Defense which would prove to be to the benefit of neither party. -

The Near Tragedy of Gemini 8: How Neil Armstrong’s First Space Mission was almost his Last Sam Conkle, Aeronautical and Aerospace Engineering, Purdue University 3 February 2019 As the space race heated up in the 1960s, the National Aeronautics and Space Administration (NASA) scrambled to fulfill President John F. Kennedy’s charge to put a man on the moon, and return him safely to earth, all before 1970. Though the Apollo program eventually succeeded, the earlier Gemini program was crucial to ensure the necessary training and technology to make it to the moon and back. In order to reach the president’s deadline, NASA had to resort to an accelerated timeline. This involved managing risks against results, a dangerous game that nearly ended in disaster with Gemini 8. The mission represented several firsts. It was the first attempt at docking, an essential and technically challenging step that the media often overlooks in the grand scale of the moon landing. -

This present report, as agreed with your office, discusses other data management issues, including (1) whether NASA is archiving its most valuable data, and (2) the extent to which a mechanism exists for obtaining input from the scientific community on what types of space science data should be archived. As arranged with your office, unless you publicly announce the contents of this report earlier, we plan no further distribution until 30 days from the date of this letter.
