EXECUTIVE SUMMARY

I. Introduction to the Proposed Project

This preliminary Environmental Impact Assessment (EIA) study is carried out for the Proposed Development on Lots 3804, 35190 (3805), 3806, 3807, 35193 (3808), 35192 (3812), 35191 (3813), 35182 (3814), 35183 (3815), 3817, 35188 (3818), 35185 (3819), 35184 (3820), 3821, 35189 (3822), 3823, 3825 - 3829, 35180 (3831), 35181 (3832), 35179 (3833), 3836 - 3838, 4158 - 4180, 4182 - 4192, 4195, 4196, 4284- 4288, 4494 - 4513, 4515 - 4556, 4739, 4822 -4825, 26376 - 26370, 84171-84174, 84184 - 84186, 84298, 84299, 84306, 84311, 84500 and part of Government Land, Mukim Rawang, District Of Gombak, Selangor Darul Ehsan . The total Project area is 795.93 acres (322.10ha) and the land is owned by TPPT Sdn. Bhd. The proposed Project is to be developed by Temasek Ekslusif Sdn. Bhd . The locality of the Project Site falls under the jurisdiction of Majlis Perbandaran (MPS).

Generally, the proposed site involves 151 lots of land where most of the land ownership was originally owned by Messrs TPPT Sdn. Bhd. which is then transferred to Messrs Temasek Ekslusif Sdn. Bhd. through direct sales. The number of lots sold by TPPT Sdn. Bhd. was 135 lots. Out of the 151 lots, there are 16 individual lots located within the proposed site. The process of buying of these lots are being carried out by the developer Temasek Ekslusif Sdn. Bhd and in principle the landlord has agreed to sell the land to developers.

In 2009, the first EIA was submitted to Department of Environment (DOE), Selangor under TPPT Sdn. Bhd. who is the landowner and the developer for this proposed development. The approval was obtained on 17 th November 2009 with Ref. No. B(B) 50/011/100/343. However, the EIA approval validity had expired and no extensions were applied for. A Site Suitability Assessment (Penilaian Awalan Tapak) has been submitted to the Department of Environment (DOE) Selangor and the department has requested an EIA prior to the proposed development via its letter dated 31 st December 2013.

The Project Site is located within the , Selangor Darul Ehsan. The proposed Project Site is surrounded by several mixed developments i.e., residential, commercial and industrial. The proposed Project Site is located approximately 42km from City, 13km southeast from the Rawang town, and approximately 30km north from . The geographical location of the proposed Project Site is at a latitude of 3°17’59.21”N to 3°16’12.44”N and a longitude of 101°33’13.64”E to 101°31’30.86”E. General location of project site is shown in Figure A . The proposed development is accessible via Jalan (State Road B27) at the north of the Project Site which is connected to a single-lane carriageway of Jalan Kg. Sg. Serai (State Road B29) along the southern boundary of the Project Site. The Project Site is also accessible via Jalan Ciku (State Road B25) which also connects to Jalan Kg. Sg. Serai (State Road B29).

At present, the Project Site is dominated by rubber. Most of rubber trees are mature ranging 4-6m tall and still in productive stages during the site survey. Under current condition, the site houses 16 individual lots which area presently bought or in the process of being bought over by Temasek Ekslusif Sdn. Bhd. and are identified in the PAT application. Seven (7) lots have since sign the Sales and Purchase Agreement (SPA) with Temasek Ekslusif Sdn. Bhd. The lots contain 10 houses, orchards, fish ponds and community facilities. The current site condition of the Project Site is as shown in Figure B . The proposed Project Site is mainly surrounded by secondary vegetation, industrial and residential settlements. The landuse adjacent to the Project Site are as stated below: North – Secondary vegetation South – Kg. Sg. Serai, Sg. Pechah Mangkok , Jalan Kg. Sg. Serai and MBS Recreation and Training Centre Southeast – North South Highway and rubber plantation East – Kg. Sg. Serai West – Industrial area and Taman Kundang Jaya

The proposed Project which is a housing development and a construction of a new township falls under the ambit of item 7 and 9 (e) under the Schedule of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 1987 made under Section 34A of the Environmental Quality Act 1974.

Based on “Rancangan Tempatan Majlis Perbandaran Selayang 2020”, the proposed project site falls within Blok Perancangan: BP 6: Rawang Country Homes and under Blok Perancangan Kecil (BPK 6.1: Kg. Sungai Serai) that is designated for residential development.

II. The Existing Environment

Physical Environment a. Topography • The morphology of the Project Site shows that the Project Site is generally characterised as undulating terrain with contour ranging between RL40m to RL80m above mean sea level. • The highest ground (approximately RL 130.614m) lies at the peak of the hill lock in the northern portion of the Project Site while the lowest ground (approximately RL 26.573m) is within the valley of Sg. Pechah Mangkok which is situated at the southern boundary of the Project Site. b. Hydrology • From the hydrological aspect, the Project Site generally lies within the Sg. Serai river catchment area which is located approximately 82 km upstream of the Sg. Selangor estuary at . • Three (3) main streams within the Project Site are Sg. Pechah Mangkok which drains the middle portion of the Project Site; Anak Sungai Serai which drains the eastern portion of the Project Site; and a tributary of Sg. Serai which drains the southwestern boundary of the Project Site. Sg. Serai will eventually drain into Sg. Selangor prior to discharging into the Straits of Melaka. • Altogether there are six (6) water intake points within the Sg. Selangor water catchment. Among these water intake points, Rantau Panjang water intake point at Kg. Rantau Panjang near DOE station 1SR09 and Sg. Selangor Phase II water intake point near Kg. Sg. Darah are located approximately between 29km and 33km downstream of the Project Site respectively. c. Geology and Soil • The Project Site is located within the Kenny Hill Formation which consists of the interbedded sequence of sandstone, shale, siltstone and mudstone. • GCU Consultants Sdn. Bhd. has been appointed by Temasek Ekslusif Sdn. Bhd to carry out the geological terrain mapping for the Proposed Project Site. The Geological Terrain Mapping Report has been submitted to JMGS/WP and the approval has been obtained on the 6 th March 2014 with the reference no. :- JMG.SWP(GS)001/12/2Jld8(45). • The summary of the construction suitability classification of the proposed development site is tabulated in Table A .

• Based on the soil investigation (SI) conducted by Maxi Mekar Sdn. Bhd. from 15 th November 2013 to 12 th December 2013 under the supervision of the geotechnical consultant, GCU Consultants Sdn. Bhd., with a total of twenty two (22) deep boreholes namely BH1 to BH16 and ABH1 to ABH6 were drilled as well as fifty (50) nos. Of Mackintosh Probes Test were carried out within the proposed Project Site. • Most of the boreholes were terminated after three to five (3 - 5) consecutive hard layers in which the SPT- N values are greater than 50. SPT-N values generally increase with depth and hard layer (SPT-N > 50) was encountered between 1.5m to 12.0m below existing ground level while the bedrock (i.e. sandstone and siltstone) was encountered between 4.8m to 24.0m below existing ground level. • Based on the interpreted Atterberg Limits of the subsoils, the Project Site generally consists of very stiff to hard sandy SILT and minor loose to very dense silty SAND with gravels. • Based on the Reconnaissance Soil Map of (P indaan 2002), published by the Ministry of Agriculture, Malaysia, the Project Site is situated on sedentary soils namely the Serdang-Bungor-Munchong Series which is is developed in situ from local parental metamorphic sediment rocks on undulating plains to rolling land. • The soil in the Project Site is permeable to water, thus the topsoil with no vegetation cover is easily erodable when exposed to rainfall. • According to the Hydrogeological Map of Selangor and Kuala Lumpur Federal Territory (2008) published by Jabatan Mineral and Geosains (JMG) Malaysia, the Project Site is located on high potential aquifer regime of this region .

• Based on the hydrogeological map, the nearest tube well is located at Bukit Estate which is approximately 500m east of the proposed Project Site, could be correlated to the groundwater volume. d. Landuse • Settlements & associated non-agricultural areas are the prevalent landuse, with a total area of 13,421.28 acres (41.6% of the impact area). The urban environment namely Kundang Jaya, Taman Desa Kundang, Taman Velox, Taman Bayu Permai, Bandar Baru Kundang, as well as industrial area of

Kundang Industrial area and Rawang Industrial Technology Park which are among the nearest receptors to the Project Site, occupies approximately 8,165.45 acres or 25.3% of the total impact area. • Agricultural land areas are the second predominant landuse of the impact area i.e., 11,230.02 ac or 34.8%. • The main cultivated crops in the vicinity of the Project Site are the oil palm and rubber which cover approximately 5,057.60 acres (15.7%) and 3,091.15 acres (9.6%) of the impact area. Most of the rubber and oil palm plantations are represented by Bukit Lagong estate, Bristol estate, Vimy estate, Strathaitlie estate and Hong Bee estate. • Other cultivations are found within the impact area are, mixed horticulture which makes up approximately 6.3% of land is cultivated with local fruits and vegetables and can be found within the settlement/villages areas such as within Kg. Sg. Serai, Kg. Setia and Kg. Gombak Kuang. • Forested land i.e., forest (i.e., Bukit Lagong Forest Reserve), covers of approximately 1,952.07 acres (6.0% of the total impact area) while secondary forest, grassland and swamp forest made up of 4.0% ,4.2% and 0.6% of the impact area respectively. • Other landuse that can be found is the newly cleared land (5.9%), water body such as river and lake/pond covers of approximately 2.1% of the impact area. • The Project Site which covers approximately 2.5% of the total impact area mainly comprises rubber trees, fruit trees, few existing houses and fish ponds. • Immediate surrounding development to the Proposed Project will be:-  Taman Kundang Jaya and Kg. Sg. Serai which both areas located only 100m and 15m from the existing building to the boundary of the project area.  Kundang Industrial area located in the west of the Project boundary.  Two empty lots i.e., Lot 4514 and Lot 4181 which are still covered with rubber trees and shrubs that are located in the middle of the Project area.  Jalan Kg. Sg. Serai (State Road B29) that runs along the southern boundary of the Project Site is the current access into the Project Site while the expressway of GCE (GCE – E35) that runs in the southeastern part of the Project Site separates the Project Site into two (2) areas.

Water Quality • The baseline water sampling session was conducted on the 15th November 2013 at ten (10) sampling points representing two monitoring sessions i.e., morning and evening. The sampling and analysis was conducted by a DSM-accredited laboratory, i.e Permulab Sdn. Bhd. • The water quality is summarized in terms of Water Quality Index (WQI) as shown in Table B . Generally, the water quality within the Project Site (W1, W2, W4 and W5) is pristine as majority of the parameters monitored were within the Class I and II range which is acceptable for recreational use.

f. Air Quality • Air quality assessment was carried out from the 21 st and 22 nd of November 2013 at three (3) sampling points as depicted in Table C . • All the six (6) parameters indicated levels within the Malaysian Recommended Environmental. Therefore good air quality is indicated at the Project Site and its surrounding areas.

Sound Level • Noise levels at the designated sampling sites N1, N2 and N3 (same location with the air quality assessment) were determined from from 7:00 a.m. to 10:00 p.m. for day-time and 10:00 p.m. to 7:00 a.m. for night- time. • The result analysis shows that existing noise level at N1, N2 and N3 were within the permissible limits except N1 during nightime. • High noise level is most probably attributed to the noise from the human activities at Kg. Sg. Serai ( N1), industrial activities (N3) and vehicle’s movement (N1 and N2).

Biological Environment • An initial vegetation survey was carried out at the Proposed Project Site on 14 th November 2013 and 9 th December 2013 to identify types of flora found within the site. • Generally, the flora survey conducted for the Proposed Project Site is divided into three (3) zones (categories), which are:  Zone A, northern to middle portion of the Project Site; Majority planted with rubber trees, thick undergrowth  Zone B, middle to the southern portion of the Project Site Majority planted with rubber; there are village houses, orchard and fish ponds.  Zone C, southeastern portion of the Project Site. Vegetated lands bound next to Jalan Kg. Sg. Serai (B29), Guthrie Corridor Expressway (E35) and North-South Expressway (E1). Majority planted with rubber and overgrown with secondary shrubs.

• The survey indicates that the diversity of flora of the Proposed Project Site can be considered as low as it is a monoculture plantation, i.e., Ladang Satelite. • The observations made during the field survey have revealed that these species are common and possess no conservation value. • There is also no rare, endangered or endemic flora species found as most of the vegetation/flora species do not originate from the site and may have been introduced to the Project Site by the surrounding villagers. • Findings of the general observation show that fauna habitats along the Proposed Project Site seems to be very much adversely disturbed by the previous deforestation activities and on-going agriculture (i.e., plantations and orchard) which does not provide a comfortable habitat for wildlife. • The site survey shows bird species, small and medium mammals, reptiles such as monitor lizards are still readily seen in the Proposed Project Site and these animals are common to plantation and orchard farm. • Long-tailed Macaques and Wild Boars are readily seen and roam in the rubber estate and orchard area. • There are also others suburban, plantation and orchard-related bird’s species such as Black crested bulbul, Yellow-vented bulbul, Blue-tailed bee-eater, Magpie robin, kingfisher and Black-naped oriole also appear to be fairly common in and around the Project Site. • Among mammal’s species, only Flat-headed cat, Long-tailed macaque, Tree shrew is considered important species for conservation since it is listed as ‘Protected wildlife” under Wildlife Conservation Act 2010 (716). Although listed as “Protected wildlife”, Macaque, Flat-headed cat and Tree shrew is very common, inhabiting plantation, secondary forest and also urban and suburban set-up.

Socio-economic Environment • Based on the Population and Housing Census of Malaysia 2010, the total number of population in Mukim Rawang was 199,095 people. • At present, the proposed Project Site is dominated by rubber trees. Most of the rubber trees are mature ranging about 4-6m tall and still in productive stage at the time the site visit was carried out. • It was also observed that there were about 8-10 units of mainly semi-concrete houses with about 20 households within the proposed Project Site. The structures were built on individual land title and were also grown with various fruit trees such as durian, rambutan, cempedak, jack fruit and bread fruit. These houses belong to individual land owner; and based on the information from the Project developer, they will buy over the land and compensate the land owners.

III. Proposed Project Description

• Based on the proposed development component, the provision for infrastructure will be the major landuse type, which accounts for 31.74% (i.e. 252.66acres) of the total developed area, followed by residential development, open areas, commercial and amenities. • Residential component make up 30.1% of total areal coverage, i.e., approximately 239.61 acres out of the total development area for a total of 6216 units. There are five (5) types of houses that are proposed to be constructed at the Project Site i.e., bungalow, semi detached house, cluster house, terrace house and apartment. • The commercial sector, which takes up 13.28% (i.e. 105.70 acres) of the total development, shall consist of commercial plots, service apartment and club house. • Public amenities that will be provided within this development include a primary, secondary and integrated schools, kindergarten, mosque, surau, hall, clinic, fire station as well as community center. • The developer has allocated 5.07% of land for primary, secondary and integrated schools with variety of educational facilities to be provided for local and surrounding community. • Infrastructure and utilities that are proposed in this development are detention pond, drain reserve, TNB substation and TNB main distribution station (PMU), sewage treatment plant, drainage reserve, cemetery reserve, suction tank, water tank and roads. • The detention ponds covering a total of 32.11 acres land (4.03%) will also be upgraded to recreational area and landscaped. • There is allocation for open areas, town park and buffer zone, with total area coverage of 125.87 acres (i.e. 15.81% of the Project Site) planned for the holistic growth of the proposed development. • Based on the overall planning for the proposed development, the tarred roads occupy approximately 195.05 acres of land which is also including the car park area. • The provision of buffer: i. Sewage treatment plant – 30m setback provided ii. Kundang Industrial area – approximately 100m of buffer from the proposed house to the nearest factory (light industries)has been allocated. • With the total population equivalent estimated to be 51,017 ; the quantitative demand in basic infrastructural facilities and the amount of waste generated is summarized in Table D . • The development at the proposed Project site will be divided into eighteen (18) main development phase i.e., Phase 1 to Phase 14 and four (4) commercial phases from Phase 15 to Phase 18 (Commercial 1 to Commercial 4). At this initial stage, the priority of this development is to develop Phase 1 area i.e., Terrace house , Commercial Plots, Service Apartment, Integrated and Community Centre, Club house, Detention Ponds and Main drains. • Based on the implementation schedule , it is estimated that the proposed development will be carried out for duration of approximately 15 years i.e., from mid of 2015 (site clearing) to mid of 2029 (completion of building works).

The earthworks are planned in four stages, i.e. : Stage 1: Phase 1,2, 15 & 16; Stage 2: Phase 3 & 4 ; Stage 3: Phase 5, 6, 7, 8 & 9 and Stage 4: Phase 10, 11, 12, 13, 14, 17 & 18, to minimize the frequency of contractor’s mobilisation. However, Phase 10 and Phase 12’s hill will be cleared and used as borrow pit before the actual forming of platform levels at the respective phases. Commercial area 1 and 2 (Phase 15 and Phase 16) shall be carried out concurrently with Phase 1 & 2 and Commercial 3 and 4 (Phase 17 and Phase 18) shall be carried out concurrently with Phase 10 to Phase 14. The construction of main building shall start in end of 2015 and is expected to be fully completed in mid of 2029. The development schedule may vary due to sales launching stages and actual construction works are subjected to the authorities’ approval.

IV. Significant Environmental Impacts & The Proposed Mitigation Measures

The key environmental issues are those related to activities during the site clearing, construction phase and operational phase. All the impacts that are likely to be generated by the proposed Project together with the proposed mitigation measures are summarized in Table E .

V. Environmental Management Plan (EMP)

Apart from the recommendation of mitigating measures, this report also emphasizes on the formulation and implementation of an environmental management plan (EMP). This plan involves the participation of the Project developer, local authorities, consultants as well as the contractors. The outline of the EMP relies on a

The management schemes and monitoring program proposed for the proposed Project at construction and operational levels are:

• Supervision, field training and maintenance program for pollution control structures; • On-site implementation of mitigation measures; • Planning of a progress of works on site; • Provision of safety measure along with an emergency response plan; • Implementation of a properly documented traffic management scheme to ensure safety within the site; • Water, air and noise quality monitoring to evaluate the effectiveness of the proposed mitigation measures implemented on-site; • Water, air and noise quality need to be analyzed by a laboratory accredited by Jabatan Piawaian (Standard) Malaysia.

VI. Conclusion

The Proposed development will be developed on Lots 3804, 35190 (3805), 3806, 3807, 35193 (3808), 35192 (3812), 35191 (3813), 35182 (3814), 35183 (3815), 3817, 35188 (3818), 35185 (3819), 35184 (3820), 3821, 35189 (3822), 3823, 3825 - 3829, 35180 (3831), 35181 (3832), 35179 (3833), 3836 - 3838, 4158 - 4180, 4182 - 4192, 4195, 4196, 4284- 4288, 4494 - 4513, 4515 - 4556, 4739, 4822 -4825, 26376 - 26370, 84171-84174, 84184 - 84186, 84298, 84299, 84306, 84311, 84500 and part of Government Land, Mukim Rawang, District Of Gombak, Selangor Darul Ehsan. The proposed Project will be developed on 795.93 acres (322.10ha) and the proposed Project is to be developed by Temasek Ekslusif Sdn. Bhd. The Project Site is under the jurisdiction of Majlis Perbandaran Selayang.

In reviewing the proposed Project and its’ anticipated integration with the existing environment of the Project Site, the main concerns is the effect of soil erosion and contamination (i.e. water, air and noise pollution) on the physical environment and upon human himself during the earthworks and construction phase. Part of the biological environment will be lost during site clearing and construction activities. However, this can be mitigated via the various practical and cost effective remedial measures recommended in this report to minimize adverse environmental impacts. Success of the development in integrating with the surrounding developing areas will contribute towards the social acceptability of the proposed Project. By incorporating the concept of conservation in an environmentally led design layout plan, a sustainable development can be achieved to offset its adverse impacts.
