Chapter 1 : Project Description and Initiation EIA for the Proposed Development at Mukim Rawang, District Of Gombak, Selangor Darul Ehsan for Temasek Ekslusif Sdn Bhd. CHAPTER 1 PROJECT DESCRIPTION AND INITIATION 1.1 Introduction This report reads as the Environmental Impact Assessment Report for the Proposed Development on Lots 3804, 35190 (3805), 3806, 3807, 35193 (3808), 35192 (3812), 35191 (3813), 35182 (3814), 35183 (3815), 3817, 35188 (3818), 35185 (3819), 35184 (3820), 3821, 35189 (3822), 3823, 3825 - 3829, 35180 (3831), 35181 (3832), 35179 (3833), 3836 - 3838, 4158 - 4180, 4182 - 4192, 4195, 4196, 4284- 4288, 4494 - 4513, 4515 - 4556, 4739, 4822 -4825, 26376 - 26370, 84171-84174, 84184 - 84186, 84298, 84299, 84306, 84311, 84500 and part of Government Land, Mukim Rawang, District Of Gombak, Selangor Darul Ehsan and is hereafter referred to as the Project. The total Project area is 795.93 acres (322.10ha) which involves a total number of 151 lots of land. The land is owned by TPPT Sdn. Bhd. and the proposed Project is to be developed by Temasek Ekslusif Sdn. Bhd. The locality of the Project Site falls under the jurisdiction of Majlis Perbandaran Selayang (MPS). Generally, the proposed site involves 151 lots of land where most of the land ownership was originally owned by Messrs TPPT Sdn. Bhd. which is then transferred to Messrs Temasek Ekslusif Sdn. Bhd. through direct sales. The number of lots sold by TPPT Sdn. Bhd. was 135 lots. Documentation of the overall conversion of land is currently in process at the level of local authority and ownership of land for the proposed amendments to the master plan is basically using a "power of attorney" document which was signed on March 3, 2014 between the two parties. Out of the 151 lots, there are 16 individual lots located within the proposed site. The process of buying of these lots are being carried out by the developer Temasek Ekslusif Sdn. Bhd and in principle the landlord has agreed to sell the land to developers. Seven (7) power of attorneys have been concluded with nine (9) more in process. These documents were used as the basis for the PAT application for the 151 lots. In 2009, the first EIA was submitted to Department of Environment (DOE), Selangor under TPPT Sdn. Bhd. who is the landowner and the developer for this proposed development. The approval EUROPASIA ENGINEERING SERVICES SDN. BHD. 1-1 EIA for the Proposed Development at Mukim Rawang, District Of Gombak, Selangor Darul Ehsan for Temasek Ekslusif Sdn Bhd. was obtained on 17th November 2009 with Ref. No. B(B) 50/011/100/343. However, the EIA approval validity had expired and no extensions were applied for. This EIA is now submitted to acquire an EIA Approval under the new land owner and developer i.e. Temasek Ekslusif Sdn. Bhd. 1.1.1 Approval of Penilaian Awalan Tapak (PAT) A Site Suitability Assessment (Penilaian Awalan Tapak) has been submitted to the Department of Environment (DOE) Selangor on 17th December 2013. The department has no objection to the proposed development via its letter dated 31st December 2013 [(B)B 91/110/621/077 Jilid 158(18)] as appended in Appendix 1. However, the condition states that the Project Developer should submit an EIA, hence the preparation and submission of this report to DOE Selangor. Note: PAT submission is referring to the old lot number which is listed in brackets (). BHD.” 1.1.3 Project Location The Project Site is located within the Gombak District, Selangor Darul Ehsan. The geographical location of the proposed Project Site is at a latitude of 3°17’59.21”N to 3°16’12.44”N and a longitude of 101°33’13.64”E to 101°31’30.86”E. The general location of the Project is depicted in EUROPASIA ENGINEERING SERVICES SDN. The key and location plans for the Proposed Project are shown in Figure 1.2 while the lot demarcation plan is shown in Figure 1.3. The proposed Project Site is surrounded by several mixed developments i.e., residential, commercial and industrial. The proposed Project Site is located approximately 42km from Kuala Lumpur City, 13km southeast from the Rawang town, and approximately 30km north from Petaling Jaya. The distance from the Project Site to other Main Destinations Destination Distance (km) Rawang Town 13 Kundang Lakes Country Club (B149) 5.0 Tasik Puteri Golf & Country Club 10.9 Subang Airport (old road) 30.0 Kuala Lumpur City Center (Highway) 42.0 1.1.4 Accessibility of the Project Site In terms of accessibility, the proposed development is accessible via Jalan Batu Arang (State Road B27) at the north of the Project Site which is connected to a single-lane carriageway of Jalan Kg. Sg. Serai (State Road B29) along the southern boundary of the Project Site. Jalan Batu Arang (State Road B27) also connects to the North–South Highway from Rawang Toll (Exit 116 –Rawang), which is the main highway that connects the Project Site with Kuala Lumpur. The Project Site is also accessible via Jalan Ciku (State Road B25) which also connects to Jalan Kg. Sg. Serai (State Road B29). The accessibility to the Project Site is depicted in Figure 1.4. BHD. 1-7 EIA for the Proposed Development at Mukim Rawang, District Of Gombak, Selangor Darul Ehsan for Temasek Ekslusif Sdn Bhd. 1.1.5 Existing condition of the Project Site Current Situation of the Project Site At present, the Project Site is dominated by rubber. Most of rubber trees are mature ranging 4-6m tall and still in productive stages during the site survey. The existing tracks within the site are used to facilitate the rubber cultivation activities and also access for the villagers within the Project area. Under current condition, the site houses 16 individual lots which is presently bought or in the process of being bought over by Temasek Ekslusif Sdn. Bhd. and as identified in the PAT application. The lots contain 10 houses, orchards, fish ponds and community facilities. The existing houses within the area is also part of Kg. Sg. Serai that is located in the southern portion of the Project Site with various fruit trees such as durian, rambutan, cempedak, jack fruit and bread fruit trees are planted in the this area. The expressway of GCE (GCE – E35) that runs in the southern part of the Project Site separates the Project Site into two (2) areas. Apart from that, there is an existing transmission line which transverses within the Project Site along the eastern portion and spans from north to south of the Project Site. The current site condition of the Project Site is shown in Figure 1.5. EUROPASIA ENGINEERING SERVICES SDN. Immediate surrounding of the Project Site On a micro scale, the proposed Project Site is mainly surrounded by secondary vegetation, industrial and residential settlements. BHD. 1-10 EIA for the Proposed Development at Mukim Rawang, District Of Gombak, Selangor Darul Ehsan for Temasek Ekslusif Sdn Bhd. 1.2 Scope of Study Generally, the scope of study involves the establishment of baseline data via literature reviews and site survey, identification of impacts and proposal of mitigation measures in the preparation of the report. The scope of works complements the guidelines and procedures specified by the Department of Environment (DOE) as deliberated in the Environmental Impact Assessment Guidelines for the Preparation of EIA’s, October 2007.

The "Coal Measures" are unconformably overlain by a probable Pleistocene sequence of boulders, pebbles and subangular fragments of quartzite in a sandy to gravelly matrix that have been termed the "Boulder Beds". The strata of the "Coal Measures" are cut by a few normal faults and contain closely spaced joints that are mostly developed perpendicular to bedding. Mapping of past and present features of ground surface subsidence, including depressions and sinkholes (pits), and their effects on man-made structures, shows that their development is closely related to the underground coal workings. Depressions have developed as a result of the gradual down-warping (or convergence) of overburden into underground openings, whilst sinkholes have formed where the caved overburden material has been able to move laterally into adjacent openings. The most recently occurring depressions and sinkholes have developed over the shallower, earliest underground coal workings, as well as those made during the Second World War, and in a few cases, over some post-war workings.

Email:[email protected] ABSTRACT Cenozoic sediments in Peninsular Malaysia occur along the western and eastern part of the Peninsular as onshore basins and in the South China Sea and the Straits of Malacca as offshore basins. The study is about reviewing the stratigraphy, sedimentation and tectonic pattern of the onshore Cenozoic basins/sediments, Peninsular Malaysia. This is with the aim of updating and establishing missing information and proposing future research direction. The Cenozoic sediments occupy 20 percent of the landmass of Peninsular Malaysia, with Quaternary deposits dominating. The Tertiary rocks/basins, which are Eocene to Oligocene in age, occur as pull-apart basins in seven localities (Batu Arang, Bukit Arang, Kampung Durian Chondong, Enggor, Layang-Layang, Lawin and Kluang-Niyor). Siliciclastic sedimentary rocks (conglomerates, sandstones, siltstone and shales/mudstones) are the dominant rock types in the Tertiary stratigraphy. Coal seams especially the low-grade types have been reported in these Tertiary basins. The basins are half graben or isolated circular depression aligned to major fault zones. Quaternary sediments occupy east and west coastland with minor occurrences within river valleys onshore. They consist of unconsidered boulders, gravels, sand, silts and clays. The Quaternary formations (Simpang, Kempadang, Gula and Beruas) are distributed in and around North Kedah and Perlis, South Kedah and Penang, Perak, Kinta Valley, Selangor, Kuala Lumpur, Negeri Sembilan and Malacca, west, east and central Johor, Terengganu and Kelantan.
