The Electronic Vaccine Intelligence Network (eVIN) Vaccine12 Cold102 Store Chain has been implemented across Keepers Handlers all the vaccine stores and The human resource network cold chain points in Manipur. to manage vaccine logistics in eVIN has facilitated capacity- Manipur consists of 12 vaccine store keepers and 102 cold chain building of all vaccine store handlers. They work under the keepers and cold chain guidance of the State Nodal handlers in the state through Officer-Immunization, State seven batches of training Cold Chain Officer, District Immunization Officers/District programmes on eVIN, during Family Welfare Officers and the last two quarters of 2016. The entire vaccine logistics data in Manipur is now digitised and real-time data is available for informed decision-making. 3 A Vaccine Supply Network The state vaccine store, located at Imphal West, receives vaccine stocks from GMSD Kolkata and caters to the state, through 11 district vaccine stores. Nine of these DVSs are located at district headquarters and two are located at the sub-district level. These DVSs supply vaccines to 102 cold chain points located at medical colleges, district hospitals, community health centres, primary health centres and a health sub-centre. The CCPs provide vaccines to all 2,189 session sites. Dry Stocks The dry stocks of auto-disabled syringes of 0.1ml, and 0.5ml and disposable reconstitution syringes of 5ml, are supplied by the manufactures. The ’Family Welfare Store’ that shares premises with the SVS supplies dry stocks to 11 DVSs that further supply the same to the CCPs. Cold Chain Points ● On an average, there are 9 CCPs per district in Manipur. However, there is a wide variation in this number; ranging from district Chandel with only 4 CCPs to district Thoubal with 19 CCPs. ● All CCPs cater to a population of less than 1 lakh. Session Sites ● The state provides vaccination through 2,189 session sites. Highest number of session sites (301) are in district Imphal East. ● On an average, 21 session sites are catered by one CCP. ● There is a wide variation in the number of session sites catered by a CCP, ranging from one CCP with only 3 session sites (PHC Punanamei of district Senapati) to another CCP catering to 62 session sites (PHC Machi of district Churachandpur). ● There is also wide variation in the distance of session sites from the respective CCPs, ranging from a distance of 1 km for Lamding Lampal Leikai session site under PHC Wangjing Lamding in district Thoubal, to a distance of 120 km distance for Khengjoi session site under PHC Moreh and 130 km for Wajang session site under CHC Chakpikarong in district Chandel. B Vaccine Delivery Mechanism ● Over 85 per cent of vaccines, from CCPs to session sites, are delivered by ANM or other health staff. The remaining 9 per cent of vaccine stocks are delivered by AVD and 4 per cent by vaccine vans. ● Functional vaccine vans are available at all nine districts and two sub districts; eight districts have part-time drivers utilised from the offices of the district immunization officer, DFWO or others for vaccine delivery from the DVS to CCPs. Three districts, namely Bishnupur, Moreh and Chandel have functional vaccine vans but no driver is available for vaccine delivery. ● All DVSs collect vaccines from the SVS; and the process of SVS sending vaccines to DVSs is yet to be initiated. ● All DVSs distribute vaccines to CCPs through push mechanism except Imphal East, Tamenglong, Imphal West and Kangpokpi where push mechanism of vaccine is yet to be initiated. All DVSs issue vaccines as per the availability of stocks. The frequency of issuing vaccine is not standardised among DVSs and could vary from weekly or monthly to occasionally. 4 C Cold Chain Equipment The immunization cold chain network of Manipur runs on 210 working cold chain equipment installed across 114 vaccine stores and cold chain points. There are two walk-in coolers in the state. However, one WIC has been non-functional for the last six months and the other one has not been commissioned yet as the building where it is situated was severely affected by earthquake. Manipur has 96 ice-lined refrigerators, 102 deep freezers and 12 solar equipment. Additionally, around 40 ILRs and 40 DFs are under the process of procurement by the Government of India for strengthening the cold chain infrastructure in Manipur. Non-electrical cold chain equipment The state has 75 functional large cold boxes and 98 functional small cold boxes which are currently in use for the transportation of vaccines from stores to CCPs. Stabiliser ● Around 78 per cent of the ILRs and DFs are attached with a functional stabiliser and nearly half of these stabilisers are dedicated to the equipment. ● 90 per cent of the ILRs and DFs are attached with a functional thermometer. D Human Resource ● Manipur has 12 vaccine store keepers and 102 CCHs and none of the cold chain points have vacant positions for CCH. ● There is no dedicated position of cold chain handler in the state and it is an assigned responsibility.
