Hence Kunduz Government authorities have requested the TAAC NR / IMF for provision area in Kunduz. of tent for IDPs and likely IDP camp. UNHCR has already requested the TAAC NR to suspend supply of tents for Kunduz now. The HRT entirely disagreed with idea of IDP Camp establishment. As this will attract thousands of other IDPs to join the camp, thus management of the camp in a sustainable manner, security as well as protection of IDPs would be the main concerns. Currently in Dashte Abdan areas at the university building there are 724 IDP families mainly from 3 ethnic group and this location is very away from social services Health, eduction and market. The Government is willing either to establish the IDP Camp in the current area or close to the Kunduz Airport.  Number of families in Dashti Abdnan has reportedly increased to 823; distribution of food and core relief items foreseen for next week for 724 families; assessment for new families will start soon;  The Humanitarian regional team came to the same consensus that all options should be explored to avoid the establishment of a camp: there are security concerns. Health concerns and sustainability concerns. Families should be allowed to find solutions in nearby villages and Kunduz urban areas with relatives or rented accommodations. There is no capacity also among humanitarian actors to support a mid/long term camp management;  A camp setting may trigger more families to find shelter in the same location, therefore increasing the likelihood of above mentioned risks;  Assistance provided by authorities and/or security enforcement agencies should remain separated from the assistance provided by humanitarian organisations to ensure the neutrality, independency and safety of the humanitarian partners. Also authorities will be informed of the risks entailed in conducting distribution of similar items by different actors for the same caseload.  New displacement from Dashti Archi was also recorded: reportedly 270 families recently arrived in Kunduz and submitted petitions.  OCHA explained that currently conflict is going on in Dashe Archi and outskirts of Kunduz center. Reportedly hundreds of civilians displaced within Dashte Archi district inaccessible for all

humanitarian partners including ARCS and ICRC. Also the DoRR Kunduz has recorded petition of 270 new IDP families from Dashte Archi who currently settle in Kunduz centre.  Also the conflict in Dandi Ghori has re‐started and the DoRR has registered petition from some 400 new IDP families.  In the light of above explanation the HRT members requested OCHA to officially request the Humanitarian partners to replenish their food and NFI stock so to ensure there is adequate and timely response for IDPs. OCHA also requested partners for prepositioning of food and NFI stock in Kunduz centre at least for 500 families. However some concerns were raised on warehousing and partners capacity for this purpose. Hence OCHA was requested to follow up with partners on availability of warehouse and inform humanitarian partners accordingly.  MACCA raised concern over unawareness of Jawzjan PG on response to the recent IDPs in Jawzjan province. OCHA will follow up with ANDMA and DoRR so they brief the PG on this issue.  Also MACCA reported that more than 600 conflict families displaced in Qushtepa district of Jawzjan province according to Jawzjan PG. OCHA also received this information from DoRR.  Recommended to preposition food and NFI in Kunduz and Faryab provinces at least for 500 families to ensure timely assistance for new IDPs.  It was discussed that the prepositioned stock should be used only for the most vulnerable IDPs, such as IDPs who live in the open and not with relatives / friends in the place of displacement.  UNHCR reported that the WG on Assessment has resumed its activities and we expect the standard assessment format soon. FSAC:  The FSAC cluster will be starting the pre‐harvest assessment will start in April. The pre‐harvest assessment will be targeting a total of 70 districts across the country. 2 districts are targeted per province with exception of 4 districts in Badakhshan province. FEWS NET will be covering 11 provinces, WFP 16 provinces and FAO 7 provinces in the country. The selection of districts for this exercise is based on NRVA and IPC.  WFP food delivery for 1,586 IDP families in NR NER including 724 IDP families of Kunduz will start on 03 April. OCHA requested WFP to expedite the dispatch food particularly for new IDPs in Dashte Abdan area as they are in urgent food need and the NFI distribution is pending to the arrival of food assistance.  FSAC conducted training on Proposal Writing for 44 participants from various humanitarian partners. WASH:  DACAAR participated in the needs assessment of IDPs in Pul‐e‐Khumri center of during 21‐28 Feb.  Distributed emergency hygiene kits for 479 families  Hygiene promotion awareness for male / female is going on.  Providing drinkable water through water tanks (13,000 lit / day) for around 155 families according to ERM Standards is going on. However this will stop on 05 April.  Hence the HRT requested NR WASH Cluster to follow up with partners on provision of drinkable water for IDPs in Pul‐e‐Khumri and Kunduz. Nutrition:  UNICEF/ACTED conducted the MUAC (Mid Upper Arm Circumference) survey of IDPs’ children in Kunduz. No major nutritional concerns reported. UNICEF /ACTED is planning to conduct the MUAC Survey of Baghlan IDPs soon.  NR Nutrition Cluster planned to develop the Nutrition Contingency Planning in Feb 2016, but it was not possible due to some reasons. Now the cluster is in discussion with ACF to contribute in this activity. Also Nutrition Cluster appreciates other partners’ support in this regard.

OCT Jawzjan & Sar‐e‐Pul:  So far the assessment team has identified 49 IDP families in Jawzjan that have been responded by PIN and SCI.  The DoRR Jawzjan received petitions of 630 IDP families who claim displacement from remote villages to center of Qush Tepa district. As the area is inaccessible; therefore, the petitions were forwarded to ARCS. The ARCS will start the assessment after approval of ICRC.  The assessment team in Sar‐e‐Pul completed the assessment of 493 families and identified 108 families. NRC provided NFI for 108 families and WFP will provide food assistance next week.  DoRR Sar‐e‐Pul received 69 petitions recently. The screening committee met on 27 March and reviewed the petitions. 65 petitions out of 69 were selected for the assessment and 4 others were rejected. Following this, the assessment started on 28 March. The assessment is going on now.  The OCT meeting participants raised the urgent need of shelter for newly displaced IDPs in Sar‐e‐ Pul. The IDPs have agreed to buy land in case some organization provide shelter assistance for them. According to some OCT participants the NRC has got budget for shelter construction. Therefore, the OCT requested OCHA to discuss this issue in the HRT and ES‐NFI cluster to convince NRC to provide shelter for IDPs in Sar‐e‐Pul.  ZOA is addressing the WASH need of IDPs in Sar‐e‐Pul. Currently ZOA is digging 82 wells for IDPs in center of Sar‐e‐Pul and 10 in Sangcharak district. 7 Updated on DRR  The Disaster Risk Reduction Working Group did not meet in March, IOM will be trying to conduct WG (by IOM) the 1st DRR WG meeting in April.  IOM requested OCHA to request the humanitarian partners to provide names of their DRR focal point in the attached template. 8 Humanitarian ID  OCHA explained the Humanitarian ID and requested the partners to register to the humanitarian ID. As DACAAR reported destruction of a shelter in Yaka Toot village of Dehdadi by the land owner recently.
