THE TOWN council is celebrating its success as one of the first in the country to receive the highest accolade of Quality Gold in the new Local Council Award Scheme. Officially launched in January 2015, this award replaces the Quality Council scheme, which operated from 2004. There are now three levels; Foundation, Quality and Quality Gold. To achieve Quality Gold a council needs to demonstrate it is at the forefront of best practice by achieving an excellent standard in community governance, community leadership and performance management. Operating under a policy of transparency and openness, there are documents showing how it manages the business and finances of the council and details its role in both serving and leading the local Loughton community.
