That became strikingly evident when in virtually the same diplomatic breath Prime Minister Manuel Valls said he’d divert 100 million Euros from France’s staggering economy to wage war on the anti-Semitic virus engulfing his nation, while his foreign minister, Laurent Fabius, was peremptorily flogging a proposed UN Security Council resolution that would send Israel back to the 1949 “Auschwitz” cease-fire lines, impose a “Palestinian state” on Judea and Samaria, with its capital in a re-divided Jerusalem, and compel the Jewish state’s submission to a “fair resolution” of the Palestinian “refugee” claim. So let’s get this straight: On the one hand, 500,000 Jews must, at all costs, be dissuaded from running off to Israel and other locales because, per Msr. Valls, “France without its Jews is not France.” On the other hand, 6.3 million Israeli Jews must be prepared to cede their defensible borders, their historic highlands and their 3,500 year-old capital to a Fatah kleptocracy partnered with a politicidist Hamas because, per Msr.

This is an annually published map on the risk of terrorism and political violence around the world, which is further analyzed in the accompanying booklet. The guide’s findings and assessments are based on what it terms empirical ‘Terrorism Tracker’ data assembled by The Risk Advisory Group and Aon. The Risk Advisory Group is a global risk consultancy, based in London, and Aon is a global risk management, insurance brokerage and reinsurance brokerage firm. In the map, what are termed ‘peril’ icons are assigned to the world’s countries, covering a spectrum of political violence risks from low to high that are aggregated on a cumulative basis in the form of terrorism, sabotage, strikes and/or riots, malicious damage, insurrection, revolution and rebellion, mutiny and/or coup d’etat, and war and/or civil war. The booklet presents an introductory commentary, macro analysis and findings, regional overviews, and the methodology underpinning the overall analysis. Edward J. I wish to thank in particular my main supervisor Dr. Ron Levy for his invaluable comments, suggestions and guidance. I would also like to thank Prof. Kim Rubenstein for her insightful comments and continuing encouragement, Associate Prof. Afshin Akhtar-Khavari for his feedback and my partner Felicity Hammond for her support. This thesis is dedicated to my father, Shlomo Keinan, who always inspired me to read and to learn. v vi Abstract The boundaries of citizenship are increasingly contested. The trend among scholars is to try to expand the state’s responsibilities and duties to include non-citizens in the relevant polity. Legal, social and political theorists ask whether citizenship can or should exist beyond the nation state and a defined territory. This debate closely relates to the burgeoning research regarding diaspora communities and their connections with their countries of origin or homelands (‘kin-states’). Diaspora communities have always maintained some level of interest in the affairs of their kin- states, but globalisation and advanced communication technologies have made it easier for people in the diaspora to engage in activities that are directed at the political and social life of their kin-states.
