The USVI government conducted robust response operations and has made much progress in key areas since the hurricanes, including repairing and improving infrastructure, build- ings, and services and developing planning documents and a priority list for recovery. However, recovery in the USVI has progressed at a slower pace than some other disas- ter recoveries in the United States and not as quickly as many Virgin Islanders would like. This report offers analyses and strategies to enhance the USVI’s capacity for man- aging recovery and to build the evidence base to support the implementation of the USVI’s recovery plans. As in all recoveries, the plans that are made need to be reconciled and updated to give territory authorities an opportunity for midcourse corrections. This report focuses specifically on updating recovery directions and on supporting the further develop- ment of capacities needed for implementing recovery (management, fiscal, work- force, and supply-chain capacities). In it, we consider priorities for infrastructure (e.g., infrastructure services, energy, housing, and natural resources) and the economic and social foundations of the tourism economy, education, and health. In our research, we assessed progress to date, accomplishments, the vision for recovery, challenges and gaps that pose barriers to recovery, and the crosscutting management-capacity challenges across the recovery. And we offer recommendations for steps that could mitigate barri- ers and reduce risks in the recovery process. Although this report is structured around particular sectors and topics, FEMA is not using a sector-based approach for FEMA-4340-DR-VI operations.1 In coordi- nation with the government of the USVI, a new national Public Assistance delivery model is currently in use in the USVI. The report’s research was completed before coronavirus disease 2019 (COVID- 19) changed many aspects of work and life in the United States. In a brief section in each chapter, we address the disease’s possible implications for recovery . The findings should be of interest to the USVI territory government, nonprofits, and private-sector leaders managing the recovery; the Federal Emergency Manage- ment Agency and other federal agencies contributing to the USVI’s recovery; engaged citizens of the territory;2 philanthropies contributing to USVI recovery; and anyone interested in the progress of recovery in the territory. It will also be of interest to people in dealing with disaster recovery elsewhere in the United States and to scholars because it highlights challenges and opportunities for recovery in a key case. This research was sponsored by the Federal Emergency Management Agency and conducted within the Recovery Cost Analysis Program of the Homeland Security Operational Analysis Center (HSOAC) federally funded research and development center (FFRDC). About the Homeland Security Operational Analysis Center The Homeland Security Act of 2002 (Section 305 of Public Law 107-296, as codified at 6 U.S.C. § 185) authorizes the Secretary of Homeland Security, acting through the Under Secretary for Science and Technology, to establish one or more FFRDCs to provide independent analysis of homeland security issues. The RAND Corporation operates HSOAC as an FFRDC for the U.S. Department of Homeland Security under contract HSHQDC-16-D-00007. The HSOAC FFRDC provides the government with independent and objective analyses and advice in core areas important to the department in support of policy development, decisionmaking, alternative approaches, and new ideas on issues of sig- nificance. The HSOAC FFRDC also works with and supports other federal, state, local, tribal, and public- and private-sector organizations that make up the homeland security enterprise.     Economic and Fiscal Conditions in the U.S. Virgin Islands Updated February 13, 2020 Congressional Research Service https://crsreports.congress.gov R45235 Economic and Fiscal Conditions in the U.S. Virgin Islands Summary Fiscal and economic challenges facing the U.S. Virgin Islands (USVI) government raise several issues for Congress. Congress may choose to maintain oversight of federal policies that could affect the USVI’s long-term fiscal stability. Congress also may consider further legislation that would extend or restructure long-range disaster assistance programs to mitigate those challenges and promote greater resiliency of infrastructure and public programs. Federal responses to the USVI’s fiscal distress could conceivably affect municipal debt markets more broadly. Greater certainty in federal funding for disaster responses and Medicaid could support the USVI economy. The USVI, like many other Caribbean islands acquired by European powers, were used to produce sugar and other tropical agricultural products and to further strategic interests such as shipping and the extension of naval forces. Once the United States acquired the U.S. Virgin Islands shortly before World War I, they effectively ceased to have major strategic importance. Moreover, at that time the Virgin Islands’ sugar-based economy had been in decline for decades. While efforts of mainland and local policymakers eventually created a robust manufacturing sector after World War II, manufacturing in the Virgin Islands has struggled in the 21st century. In particular, the 2012 closing of the HOVENSA refinery operated by Hess Oil resulted in the loss of some 2,000 jobs and left the local economy highly dependent on tourism and related services.

    Marine Damage Report & Dive Sector Needs Assessment Commonwealth of Dominica, Post Hurricane Maria Funded by OAS Consultant Arun Madisetti Independent Marine Biologist Needs Assessment for Commonwealth of Dominica Following Hurricane Maria Introduction The Commonwealth of Dominica is known for experiencing extreme weather conditions and earthquakes. The island lies within the hurricane belt and has been impacted by many hurricanes and tropical storms. The most damaging storms in recent years include Hurricane David in 1979, Hurricane Hugo in 1989, Hurricane Marilyn in 1995, Hurricane Lenny in 1999, and Tropical Storm Erika in 2015.2 On August 27, 2015, Tropical Storm Erika hit Dominica. Rainfall of approximately 38 centimeters was recorded in southern Dominica, but because of the peaked topography of the island, it is likely that even higher levels of rainfall occurred in the interior of Dominica due to Tropical Storm Erika. The large amount of rainfall over such a short period caused landslides and flash-floods which resulted in carnage throughout much of the country—the most severe of which was reported on the western and south-eastern coasts. Tragically, 31 people died as a result of the storm and many more were displaced or experienced property loss or damage. The total estimated damage from T.S. Erika in Dominica alone was $483 million USD. The extensive impact of Tropical Storm Erika on Dominica emphasized the significance of hazard preparedness and climate change risk management, particularly at the government level.2 Most recently, Hurricane Maria (Figure 1) struck Dominica the evening of September 18, 2017 and bisected the island from southeast to northwest (Figure 2) during a period of about 8 hours with sustained wind speeds of 160 miles per hour (mph) and wind gusts well in excess of 250 mph (Figure 3).
