    Robert Kłosowicz DZIAŁANIA US NAVY PRZECIWKO KORSARZOM BERBERYJSKIM W AFRYCE PÓŁNOCNEJ W LATACH 1801-1815 d stuleci państwa arabskie położone na północnym wybrzeżu Afryki czer- pały dochody z korsarskiego procederu kosztem statków handlowych Opaństw chrześcijańskich żeglujących po Morzu Śródziemnym 1. Terytoria państw korsarskich w Afryce Północnej leżały na zachód of Egiptu i były okre- ślane wspólną nazwą al-Maghrib (Zachód). Jedynie Maroko było wówczas nie- podległym królestwem, podczas gdy Algieria, Tunis i Trypolis nominalnie podlegały zwierzchnictwu Porty Otomańskiej, jednak de facto prowadziły sa- modzielną politykę. W istocie były to bardziej miasta – państwa, gdyż władza miejscowych władców często nie sięgała daleko poza mury głównych miast. W głębi lądu faktyczna władza należała do żyjących tam plemion koczowni- czych Berberów i arabskich Beduinów 2. Ważny udział w dochodach wymie- nionych państw berberyjskich, bo tak potocznie je określano, miał proceder korsarstwa oraz pobieranie opłat za nieatakowanie statków konkretnych państw, które porozumiały się w tej sprawie z władcami maghrebskimi 3. Opła- cały się praktycznie wszystkie państwa europejskie posiadające floty handlowe - Królestwo Neapolu, Szwecja, Holandia, Dania, Austria czy Rosja, a nawet Francja, która co prawda nie płaciła rocznej daniny, ale obdarzała deja podar- kami z okazji przyznawanej mu przez Stambuł inwestytury. Dlaczego proceder korsarstwa stosowany przez państwa-miasta Maghrebu był tolerowany na po- czątku XIX w., gdy państwa europejskie posiadały potencjał militarny i przewa- gę technologiczną do poskromienia działalności korsarskiej? W tym miejscu należy odwołać się do sytuacji międzynarodowej jaka miała miejsce w Europie po wybuchu Rewolucji Francuskiej i wojen jakie ogarnęły Stary Kontynent najpierw z rewolucyjną a później napoleońską Francją. Największy rozkwit korsarstwa w basenie Morza Śródziemnego przypadł na XVI i XVII w., jednak w dalszych latach następował powolny schyłek tego procederu.

He played a vital role in negotiating the 1854 Treaty of Kanagawa, which established trade between the United States and Japan, and helped reform the United States Navy. The new changes he implemented, like schooling and officer ranks, are still used in modern America. Nevertheless, the memory of Commodore Matthew Perry has faded from the American public over the decades since his death. He is not taught in American schools, hardly written about, and barely remembered by the American people. The goal of this paper is to find out what has caused Matthew Perry to disappear from America's public memory.

It begins with a description of pertinent aspects of maritime culture: specifically, the ubiquitous adoption of false identities by common seamen, officers, and merchants, both in public and in private services. After establishing this context, the project investigates the ways in which individual men had their professed identities, be they true or false, accepted or rejected by other men; and it explains the hierarchies of status which added weight to the claims of some men over others (such as that of officers over that of men from the forecastle). This dissertation also examines American sailors’ relationship with landed society. Although sailors consciously differentiated themselves from “landlubbers” they also shared many of the same concerns, beliefs, and assumptions—such as a conviction that a healthy community was founded on the well ordered sentiments of its members.

    Extorting PhiladElPhia: CommodorE BErEsford and thE VixEn ParolEEs Ross Hassig hiladelphia was an official though little-used prisoner-of-war P(POW) exchange station for nine months at the opening of the War of 1812. But notoriously, it was also the locus of the most egregious violation of the sanctity of cartels returning paroled POWs in the entire war. This violation of the bilateral exchange agreement and international law, benefiting the British as it did, was castigated by the Americans but ignored at all levels by the British naval commanders and the British government. When the US Congress declared war on Great Britain on June 18, 1812, the United States had no current laws or regulations to deal with POWs. The State Department took responsibility for caring for POWs in the United States, and by late August Secretary of State James Monroe had designated six cities as the only authorized places to dispatch and receive the ships known as cartels conveying POWs—Boston, New York, Philadelphia, Baltimore, Norfolk, and Charleston—and had established formal rules for their conduct. When the British ambassador left the United States on the declaration of war, the British chargé d’affaires, Anthony St. John Baker, was left at Washington as the temporary official in charge of POWs in the United States.
