4.0 PRoW Assessment – FP4

7284.01 Page 6 December 2018 Version 0.1 DRAFT Lathom South Public Rights of Way Condition Assessment Lathom South, West Lancashire

Footpath Reference FP4 Start / End Location Ormskirk Road / Footbridge @FP16 Approximate Length 683m Surface Grassland / Field Edge Track Overall Condition Fair / Good Access to All No Description The footpath originates at Ormskirk Road, south of the parish, and traverses agricultural land before terminating at a footbridge at the northern extent where it meets FP16. Despite the majority of this footpath lying outside of the Parish of Lathom South it has been included within the survey as it is a continuation of FP16 which lies within the parish.

The route leaves Ormskirk road at the direction of a PRoW signpost, turning north and following a bare-ground, field edge farm track for approximately 300m. At this stage, roughly halfway along the route, the track turns sharply west towards an isolated enclosure of woodland before again turning north at the woodland edge. The track continues to bisect two agricultural fields for 280m before terminating at a timber beam footbridge at the parish border. Summary The footpath is largely in good condition and the terrain is consistently flat, though due to the nature of the surface and the heavy use of the track by agricultural vehicles it is likely to be wet and muddy during the winter months. At the southern extent in particular, close to Ormskirk Road, evidence of historic rutting and pooling was noted.

Despite the consistently flat and open nature of this route, it has been deemed inappropriate for access for all due to the presence and condition of the timber beam footbridge at the northern extent. The crossing at present is narrow and uneven and therefore would prove challenging to those with mobility difficulties. The beam also shows evidence of rot and deterioration – it has been recommended that this should be repaired or replaced appropriately.

Footpath Reference FP8 Southern extent of Holland’s Lane / Start / End Location Holland’s Lane Approximate Length 188m Surface Farm Track Overall Condition Good Access to All Yes Description

Though the full extent of FP8 lies outside of the Parish of Lathom South it has been included within the survey as it borders the parish and is a continuance of FP18 which lies wholly within Lathom South.

The footpath originates on an unnamed track, east of Rosbotham Farm where the route commences north along Holland’s lane. The entire 188m length of this footpath follows Holland’s Lane until it terminates at the parish border, roughly 125m south of a single Oak tree which is sited immediately adjacent to the track. At this point the continuation of the route becomes FP18.

Summary

FP8 is an unremarkable footpath but is also one without fault. The surface of Holland’s Lane is that of a solid, bare earth farm track with a loose gravel top surface. The route offers no form of directional signage or waymarkers.

No defects were noted along the entire length of the footpath and it is deemed to be accessible to all due to the consistently flat terrain and firm, undamaged surface underfoot.

The only note to be made with FP8 is that the southern extent of the route is evidently used for the staging of large-scale agricultural equipment as a number of vehicles, tankers and trailers were parked here at the time of survey.

Footpath Reference FP10 Ormskirk Road (Delph Farm) / Jct of Start / End Location Whiteley’s Lane & School Lane Approximate Length 784m Surface Grassland / Field Edge Track Overall Condition Good Access to All No Description

FP10 begins on Ormskirk Road, where a PRoW signpost indicates north east along the Delph Farm private access track. A short distance along the track a waymarker then directs east, off the track and alongside a substantially deep field-edge ditch.

175m beside the ditch, a second waymarker guides along a field edge bisecting two agricultural plots towards Delph Farm. After passing the farm buildings, a third waymarker points to follow the compacted field edge track for the remaining 500m north east, where the footpath concludes beside a PRoW signpost at the convergence of Whiteley’s Lane and School Lane.

Summary

The route of FP10 is largely in a good condition, with no major defects, obstructions or faults of any concern noted, only minor work items have been suggested here to improve the visibility and effectiveness of the waymarkers.

Though the route is deemed to be in a good and functional condition, it has been rated as unsuitable for access for all, this is due to the nature of the ground surface being largely natural and thus the dense grassland and ruts caused by agricultural vehicles would make this route difficult for those who are less able.

Himalayan Balsam was recorded in high abundance within the deep ditch towards the western extent of the footpath. Himalayan balsam is an invasive plant species listed in Schedule 9 of the Wildlife and Countryside Act 1981 (as amended).

Footpath Reference FP11 Jct of Whiteley’s Ln & Wellfield Ln / Start / End Location Scarth Hill Ln Approximate Length 251m Surface Grassland Overall Condition Very Poor Access to All No Description The route of FP11 begins from the north at the junction of Whiteley’s Lane and Wellfield Lane. A PRoW signpost guides through a wide opening in the roadside hedgerow, heading south west and along a grassed margin which bisects two agricultural fields.

The footpath continues through the Scarthdene property and is flanked to the west by private gardens and estate fencing and to the east by the stock fencing of the adjacent horse paddocks. At the southern extent of the path, the route becomes densely wooded, passing by a waymarker and kinking sharply to the west before emerging out onto Scarth Hill Lane beside a residential property. Summary

The condition of FP11 was recorded as very poor. The initial 150m from the northern extent are passable though the grass margin between fields was beginning to grow long and could prove challenging to the less able or to young children.

The further 100m from reaching the Scarthdene property and onwards to Scarth Hill Lane were densely overgrown and ultimately impassable. As well as dense scrub and grassland to waist height, the adjacent hedgerow/shrubbery was tall and imposing leaving little room to pass adjacent to the paddocks. Further to this the emergence onto Scarth Hill Lane is obscured by vegetation and pedestrians could easily go unseen by motorists.

In its current condition this footpath is deemed to be unfit for purpose and essential works are required to restore the route to a functional condition.

Footpath Reference FP15 Start / End Location Whiteley’s Lane / Lyelake Lane Approximate Length 806m Surface Field Edge Track / Grassland / Farm Track Overall Condition Good Access to All Yes Description A sharp bend in Whiteley’s Lane is where FP15 originates, appearing as a continuance of the road when the highway diverts north east. A compacted earth track diverges from the road surface and continues south east for 70m before meeting a waymarked junction with FP16. Holding the south east bearing, the track follows for another 250m before turning sharply south west, at this point the PRoW leaves the track and continues to head south east over grassland.

250m along the grassland path, the route beings to turn level east and following for a further 130m the PRoW joins the Wiswall’s Farm access track which constitutes a solid bare-ground thoroughfare with a loose gravel top surface. 115m onwards the track emerges onto Lyelake Lane where a final PRoW signpost is located. Summary

The condition of FP15 has been recorded as good, as the vast majority of the route consists of farm tracks suitable to support agricultural haulage. Whilst the western portion of the route is largely informal comprising a compacted earth field-edge track this was found to be in a good condition and showed little evidence of deterioration. The eastern portion of the route is inclusive of the more formal access track for Wiswall’s Farm. Whilst the central portion of the PRoW is over grassland, the terrain across the whole route is deemed to be consistently flat and the grassland section free from excessive ruts and tussocks. Though this may present a modest challenge to those with mobility issues it is envisaged that only those with the most extreme of cases would find this impassable when the grass is left long. This route has potential as an asset for healthy-living and alternative transport.

Footpath Reference FP16 Start / End Location FP15 / FP4 Approximate Length 344m Surface Grassland Overall Condition Fair / Good Access to All No Description

FP16 is a short PRoW which is a continuance of FP4 and links to FP15 at the northern extent.

From FP15 the route begins where a waymarker indicates the path heading south. The entire 344m stretch of grassland pathway follows a field edge adjacent to a hedgerow and does not deviate at any point before terminating at a timber beam footbridge at the southern extent, where a second waymarker is present. The ditch which the footbridge crosses marks the southern boundary of the parish and the footpath beyond continues as FP4 and eventually emerges onto Ormskirk Road.

Summary FP16 is largely in a good condition with no major defects or deficiencies noted along the vast majority of the route. The overall condition has however been handicapped due to the deterioration noted to the timber beam footbridge at the far southern end point. Rot and deterioration were beginning to set in and a small amount of movement was noted. Essential works to repair/replace the beams have been recommended.

Overall the route presents no challenging topography and the grassed path would be seen as acceptable for use by all but those with the most extreme cases of mobility difficulties. However in the current condition this route is deemed unfit for access for all due to the presence and condition of the timber beam footbridge which is unsuitable for use by the less able.

Footpath Reference FP17 Start / End Location Lyelake Lane / Holland’s Lane Approximate Length 824m Surface Field Edge Farm Track / Grassland Overall Condition Fair Access to All No Description

FP17 is an effective continuation of FP15 which continues on an east-west course and links to FP19 and the wider PRoW network at Holland’s Lane. A PRoW signpost highlights the footpath from Lyelake Lane and directs travel east along a compacted earth track, eventually leading through a gated access and across a livestock field. Passing through a second pedestrian gate the route then crosses Dicket’s Brook over a concrete bridge, before following a waymarker, entering the Halfpenny Woodland Plantation immediately north and continuing eastwards. After passing through the woodland the footpath begins to deviate slightly northwards where the final 315m cross the grasslands of Halfpenny Lane, following waymarkers south of Blaguegate Moss before meeting Holland’s Lane at the eastern extent where a Fingerpost, PRoW signpost and a bench provide direction and respite.

Summary The western portion of this route, from Lyelake Lane to the crossing at Dicket’s Brook, is largely good, following a farm track which is solid and secure underfoot. However from the crossing onwards the quality of the PRoW deteriorates. Non- standard signage and makeshift gates are present to allow access into the woodland and much of the route from this point onwards is largely overgrown and can be difficult to traverse. Himalayan Balsam (an invasive plant species listed in Schedule 9 of the Wildlife and Countryside Act 1981) was also recorded in a large abundance in and adjacent to the Halfpenny Woodland Plantation.

This route has great potential to offer increased value to healthy-living and alternative transport provision though significant works would be required to achieve this to a high standard.

Footpath Reference FP18 Start / End Location Holland’s Lane (FP19 / FP8) Approximate Length 650m Surface Farm Tack Overall Condition Good Access to All Yes Description FP18 is presented fundamentally as the central section of a larger footpath which originates at Dicket’s Lane as FP19 and continues along the entire length of Holland’s lane before meeting with FP8 at the parish border and continuing further southwards beyond.

FP18 officially begins at the location of a fingerpost on Holland’s Lane, at a four-way intersection of PRoWs. Continuing south on Holland’s lane, after 200m a second fingerpost is present at the junction with FP142 beside Holland’s Farm, before the remaining 450m progress further south to the parish border where FP18 becomes FP8.

There is a slight deviation in this route where official records and mapping data show a chicane in Holland’s Lane, close to the southern extent of this route. In reality this eccentricity does not exist and the actual route of Holland’s Lane continues to hold a relatively unwavering north-south bearing. Summary The condition of FP18 is recorded as being consistently good throughout. No defects, deficiencies, obstructions or any faults otherwise were recorded along the entire length of the route.

The surface underfoot is solid, consisting of a formal farm track with a loose gravel surface and terrain is entirely on the level thus FP18 is judged to be fully suitable for access for all.

This route has great potential to offer increased value to healthy-living and alternative transport provision.

Footpath Reference FP19 Start / End Location Dicket’s Lane / Holland’s Lane (FP18) Approximate Length 390m Surface Farm Track Overall Condition Good Access to All Yes Description

FP19 originates at Dicket’s Lane and follows a PRoW signpost south, along Holland’s Lane. After passing a handful of residential properties the track opens out and runs through open space and adjacent to agricultural land.

Some 250m down the lane, the PRoW passes a final residence before terminating at the location of a fingerpost on Holland’s Lane, at a four-way intersection of PRoWs beside Blaguegate Moss. A bench is also located beside the fingerpost to provide a rest-stop. Beyond this point the lane continues southwards and the PRoW endures as FP18.

Summary

The condition of FP19 is recorded as being consistently good throughout. No defects, deficiencies, obstructions or any faults otherwise were recorded along the entire length of the route.

The surface underfoot is solid, consisting of a formal farm track with a loose gravel surface and terrain is entirely on the level thus FP19 is judged to be fully suitable for access for all.

Footpath Reference FP20 Start / End Location Blaguegate Lane / Holland’s Lane (FP19) Approximate Length 287m Surface Grassland Overall Condition Good Access to All No Description

A PRoW signpost on Blaguegate Lane, directly opposite Skelmersdale Cricket Club and a parish noticeboard, indicates the route southwards across grassland, between two residential properties.

After emerging from between the properties, the footpath opens out into open space and vacant grassland, before veering westwards to meet up with Holland’s Lane at the location of the fingerpost. FP20 is one of four PRoWs to converge on this location.

Summary

The entire length of FP20 is comprised of grassland. Though some weeds and vegetation were noted within the alleyway between the residential properties at the northern extent, the pathway remains open and is wide enough that it does not feel encroached.

Though the route is consistently flat throughout, it was deemed that the length and condition of the grassland underfoot may prove difficult to those who are less able.

This route has great potential to offer increased value to healthy-living and alternative transport as it offers connectivity to the wider PRoW network.

Footpath Reference FP21 Start / End Location Dicket’s Lane / Unnamed Road (FP23) Approximate Length 877m Surface Road / Track / Agricultural / Grassland Overall Condition Poor Access to All No Description The footpath begins on Dicket’s Lane, following a PRoW signpost north east along a narrow lane/track. 145m along this track the PRoW turns sharply north west, through a kissing gate and across a short expanse of vacant grassland. A second kissing gate opens the footpath out into agricultural fields.

A slight deviation was noted against official data here where the PRoW traverses open fields before turning sharply north east and crossing the embankment of the dismantled railway line to the position of a fingerpost. On the north side of the line, the route turns sharply north west, and follows alongside a deep sided ditch at the margins of a large expanse of agricultural land. Finally turning north, the route ends as it emerges through a wide gap in the hedgerow and onto the unnamed road at FP23, where a fingerpost is sited. Summary A number of factors along this route have contributed to its overall rating of poor.

The lane which forms the south portion of the route is deteriorated with surface wear, ruts and potholes throughout. Further to this a large void suspected to be an animal burrow was observed immediately to the front of the second kissing gate, located centrally within the footpath and comprising a significant safety concern. Finally, a large portion of the route sits directly adjacent to a steep ditch, the grassland along this section was difficult underfoot and many short stumps were noted where vegetation had recently been cleared.

Himalayan Balsam and Japanese Knotweed (invasive plant species’ listed in Schedule 9 of the Wildlife and Countryside Act 1981) were both noted along FP21.

Footpath Reference FP22 Start / End Location Unnamed Road (FP23) / Firswood Road Approximate Length 922m Surface Grassland / Agricultural / Track / Road Overall Condition Very Poor Access to All No Description

FP22 provides an east-west link between Plough Lane (FP23) and Firswood Road, and provides access to residential properties and a recreational paintball/airsoft facility. The route leaves the unnamed road of FP23 at the location of a fingerpost and proceeds east along a section of grassland reinforced with subsoil plastic matting before proceeding to bisect two agricultural fields along a marginal embankment and meeting with the bound gravel track on the eastern side. From here the track continues south east, past the paintball venue before meeting with the solid road surface which serves the residential properties and finally arriving at Firswood Road at the far eastern extent where a PRoW signpost is sited.

Summary FP22 was deemed as very poor and not suitable for access for all due to a substantial portion of the route being impassable. Where the short, reinforced section of grassland meets with the field margin embankment, the PRoW is intended to follow the margin to the track on the far side, however this field margin was found to be densely vegetated and overgrown forcing users of the route to divert off into the field in order to pass. The remaining parts of FP22 are largely in a good condition with only minor instances of surface deterioration noted to the road surface towards the eastern end of the route. Himalayan Balsam (an invasive plant species listed in Schedule 9 of the Wildlife and Countryside Act 1981) was found in great abundance along this route. This route has great potential to offer increased value to healthy-living and alternative transport provision though in its current condition this PRoW is deemed to be unfit for purpose and essential works are required to restore the route to a functional condition.

Footpath Reference FP23 Start / End Location Plough Lane / FP22 / FP21 Approximate Length 265m Surface Road / Track Overall Condition Fair Access to All Yes Description

This footpath begins where a PRoW signpost located on Plough Lane, at the western extent, directs along a wide track heading south east. The track bisects two properties on Plough Lane and continues on a straight course with agricultural land to the north and south, ultimately providing vehicular access to another small cluster of residences before it terminates at a fingerpost, located at the convergence point of FP23, FP21 and FP22.

Summary

The entire length of FP23 is sited along a road/track which is regularly used by vehicles and is therefore suitably sturdy and robust underfoot. Whilst the track is largely suitable for access the overall condition was judged to be fair due to a large number of potholes and evidence of surface deterioration which occurs sporadically along the full length of the footpath. Whilst the track does exhibit some evidence of deterioration, it is judged that the route does currently remain suitable for access for all as the potholes and surface wear are minor in severity, though it is likely that over time these will continue to deteriorate further.

Giant Hogweed (an invasive plant species listed in Schedule 9 of the Wildlife and Countryside Act 1981) was noted to occur within the hedgerow verge immediately to the south of the footpath. This plant is known to be harmful to human health through skin contact and it is recommended that immediate action is taken to prevent the growth and spread of the infestation in close proximity to the PRoW.

Footpath Reference FP24 Start / End Location Firswood Road / FP101 / FP95 Approximate Length 570m Surface Road / Track / Grassland Overall Condition Fair Access to All No Description Firswood Road is the origin of FP24 at the western extent, where a PRoW signpost indicates the route heading east along Slate Lane towards Slate Farm. Turning south at the farm, the path continues for approximately 100m before a sweeping bend resumes the original course heading east. After passing a small cluster of cottages the track gives out to a pedestrian-only footpath, heading through a small belt of woodland over the Slate Brook and passing through a timber pinch point. A small section of tarmac footpath beyond meets the southern end of an undesignated route which heads north to Statham Road, FP24 however continues to travel east, across grassland before eventually coming to a close at the junction with FP101 and FP95. Summary The majority of FP24 follows Slate Lane which provides vehicular access to Slate Farm and a number of other residences, as such a large proportion of the road is surfaced with tarmac before giving out to a loose-bound tracked surface. Whilst the majority of the road and track are in a sound condition, some significant instances of surface deterioration are evident where the road surface has been worn down to reveal cobblestones. Beyond the lane, the footpath crosses grassland which is consistently flat, though dense vegetation could potentially make this difficult to pass if left to grow unchecked. This route has been deemed unsuitable for access for all not only because of the worn and overgrown surfaces, but also the presence of a narrow pinch-point may make this route impassable for those with mobility difficulties. Himalayan Balsam (an invasive plant species listed in Schedule 9 of the Wildlife and Countryside Act 1981) was noted in high abundance along the eastern portion of this route. This route has great potential to offer increased value to healthy-living and alternative transport provision though significant works would be required to achieve this to a high standard.

Footpath Reference FP26 Start / End Location Firswood Road / Neverstitch Road Approximate Length 362m Surface Road / Track Overall Condition Poor Access to All No Description

Running parallel to FP24, FP26 also originates further south on Firswood Road and follows the length of Old Engine Lane to its conclusion at Neverstitch Road to the east.

A PRoW signpost at the junction of Old Engine Road, directs passage along the road to the front of a small number of residences. The path continues straight for approximately 240m, bisecting an area of open ground before meeting a junction with the option to turn south towards the Old Engine Stables. The route of FP26 however continues past this junction, still remaining on the road surface before turning south east and meeting the parish boundary at Neverstitch Road, and a culminating PRoW signpost.

Summary

FP26 was judged to be in a poor condition due to the majority of the route showing significant evidence of surface damage and deterioration. Caused by regular vehicle usage, the initial 240m length of Old Engine Road from the Firswood Junction is badly potholed, worn down to a cobblestone surface in many places and holding water during the time of survey. Beyond this point, the PRoW meets with a more solid, tarmac road surface which is in a good condition for the remainder of the route. Flytipping was also noted along the route where the road passes through a secluded area of open space.

Himalayan Balsam (an invasive plant species listed in Schedule 9 of the Wildlife and Countryside Act 1981) was also noted in abundance, directly adjacent to the PRoW.

Footpath Reference FP30 Start / End Location Dick’s Lane / FP31 / FP34 Approximate Length 348m Surface Farm Track / Cobblestone Overall Condition Good Access to All Yes Description

From the south, a PRoW signpost on Dick’s Lane highlights the route north west along a wide farm track between agricultural fields, towards Whitestones Cottage.

From the cottage the track bears west for the final 150m along an increasingly cobbled section of track before FP30 terminates at the convergence of FP31 and FP34. In reality the PRoW merges with FP31 and the route continues west towards Wigan Road.

Summary

FP30 consists wholly of a farm track and is ultimately in a good condition throughout. The initial 200m of track from Dick’s Lane are composed of a gravelled farm track whereas the final 150m from Whitestones Cottage exhibits a much greater abundance of cobblestones where the loose gravel surface coat has worn down.

Despite the evident wear exposing the cobblestones beneath, the track does not exhibit any inherently dangerous deterioration in the form of major potholes or fissures and as such it is deemed to be in a safe and useable condition. It is also suitable for access for all as cobblestones are generally concentrated down the centre of the track, still allowing for a flat and level surface to either side.

Footpath Reference FP31 Meadowbridge Close (Wigan Rd) / FP30 / Start / End Location FP34 Approximate Length 641m Surface Farm Track / Cobblestone Overall Condition Good Access to All Yes Description Meadowbridge Close is a small cul-de-sac located off Wigan Road which lies approximately 250m outside of the Lathom South Parish boundary. A PRoW signpost within the cul-de-sac indicates the route north east along a gravelled farm track which travels for 300m adjacent to fenced agricultural land and a narrow stream/ditch. Upon crossing a land-bridge over the Sefton Brook, the PRoW enters the parish boundary, proceeding a further 100m on the same north east bearing. Waymarkers fitted to a telegraph pole and fence posts then indicate where the route diverts south east, through an open field gate then north east, around the Ottershead Farm property, before finally heading south east once more for the final 120m where a waymarker denotes the convergence point with FP30 and FP34. Summary

FP31 is comprised of a single farm track and is an extension of FP30. The gravelled track showed no evidence of major deterioration though a small number of minor potholes were noted sporadically occurring along the length of the route. Significant wear is evident on the easternmost portion of the route where underlying cobblestones are exposed, however the track does not appear inherently dangerous and as such it is deemed to be in a safe and useable condition and is suitable for access for all as the cobblestones are concentrated down the centre of the track, still allowing for a flat and level surface to either side. One area of concern was noted at the land bridge over the Sefton Brook, where an open steep-sided drop to flowing water is present. The need for edge protection has been recommended here. Furthermore, a field gate was noted to be positioned across the track which, if it were to be closed, may present difficulty to those with mobility issues, in the long-term a dual-purpose gate may be a consideration. Himalayan Balsam (an invasive plant species listed in Schedule 9 of the Wildlife and Countryside Act 1981) was noted in abundance immediately adjacent to the PRoW.

Footpath Reference FP34 Start / End Location Hall Lane / FP30 / FP31 Approximate Length 1027m Surface Farm Track / Grassland Overall Condition Fair Access to All No Description

This route originates on Hall Lane where a PRoW signpost is sited. The footpath follows a gravelled farm track west, skirting the northern edge of the parish boundary for approximately 450m before a second PRoW signpost and waymarker mounted to a telegraph post direct the route south west.

From this point FP34 leaves the gravelled farm track and traverses grassed farmland along field margins for the remainder of the route, following the same line as the overhead telephone wires. Finally coming alongside a fenced paddock, FP34 culminates with a waymarker at the convergence of FP30 and FP31.

Summary

Following the site survey, FP34 was deemed to be in a fair condition. Whilst the footpath does remain functional, it was felt that the grassed areas where the route traverses the farmland were beginning to grow long and rough with many tussocks and uneven terrain making passage potentially difficult underfoot. Furthermore, the farm track exhibited widespread surface erosion with potholes occurring throughout the vast majority of this section.

Whilst the uneven grassland and potholed farm track are not envisaged to be inherently dangerous in their own right, it is foreseen that these conditions would render this route unsuitable for access for all.

Footpath Reference FP95 Start / End Location Neverstitch Road / FP24 / FP101 Approximate Length 94m Surface Grassland Overall Condition Poor Access to All No Description Though almost the full extent of FP95 lies outside of the Parish of Lathom South, this route has been included within the survey as the final extent of the footpath does enter the parish boundary and provides connectivity with other routes which sit wholly within the parish.

FP95 originates off the northern spur of a roundabout on Neverstitch Road, via an opening beside a large steel gate, adjacent to an industrial yard. Proceeding north, the path passes a locked compound which houses a telecommunications mast before skirting the external boundary of the neighbouring industrial compound before finally emerging out into an area of open space where it merges with both FP24 and FP101. No formal signage or waymarkers are present at any point along this route. Summary

This footpath was judged to be in a poor state of condition and is unsuitable for inclusive access for all abilities. Access to the footpath is wholly uninviting and the entire length of the route feels oppressive, secluded and ultimately unsafe.

Whilst the path itself remains functional and passable on foot, works would be highly recommended here in order to increase the safety and appeal of this route as it currently appears to be an area which may attract antisocial and illicit activities.

As an entry point to the wider PRoW network, this route has great potential to offer increased value to healthy-living and alternative transport provision though significant works would be required to achieve this to a high standard.

Footpath Reference FP101 Neverstitch Road (FP26) / Statham Road Start / End Location (FP147) Approximate Length 587m Surface Grassland Overall Condition Very Poor Access to All No Description This route skirts the far, eastern extent of the parish boundary, running from the junction of Neverstitch Road and Old Engine Road (FP26) at the southern extent, to Statham Road in the north, eventually merging with FP147 a little further beyond.

From the PRoW signpost at Neverstitch Road, official records appear to show a discrepancy of roughly 100m before the route officially begins. From here the footpath maintains a steady north east bearing, traversing grassland for 200m before meeting the intersection of FP24 and FP95. From here the path continues to hold its course another 200m where a PRoW signpost is present on Statham Road. Crossing the road the footpath proceeds up a small embankment before continuing for a further 125m and finally merging with FP147. Summary

FP101 has been classified as very poor given a number of factors. Ultimately the footpath is impassable, with no evidence of use or maintenance for some time the route has become densely overgrown and lost. Further to this, a large abundance of Himalayan Balsam and Japanese Knotweed (invasive plant species’ listed in Schedule 9 of the Wildlife and Countryside Act 1981) were both recorded along the length of the route requiring urgent attention if the PRoW is to be returned to functional condition. Japanese Knotweed was centred on the southern end of the route and the full extent of spread along the Slate Brook is unknown. In its current condition this PRoW is deemed to be unfit for purpose and essential works are required to restore the route to a functional condition.

24.0 PRoW Assessment – FP109

7284.01 Page 116 December 2018 Version 0.1 DRAFT Lathom South Public Rights of Way Condition Assessment Lathom South, West Lancashire

Footpath Reference FP109 Start / End Location Road / Kerfoot’s Lane (FP141) Approximate Length 178m Surface Road / Track / Grassland Overall Condition Fair (Lost in Places) Access to All No Description Though almost the full extent of FP109 lies outside of the Parish of Lathom South, this route has been included within the survey as the final extent of the footpath does enter the parish boundary and provides connectivity with other routes which sit wholly within the parish. This footpath originates on Liverpool Road where a PRoW signpost indicates the route along Kerfoot’s Lane, beside St. Richard’s Churchyard. Running alongside the external edge of the parish boundary the path continues steadily northwards until the road surface comes to an abrupt end and gives way to grassland. Approximately 50m further along this course the route crosses over into the parish boundary before merging with FP141 where the wider route continues north through agricultural fields. Summary Though the initial 130m of this footpath along Kerfoot’s Lane are in good condition, the overall rating of this PRoW has been recorded only as fair as the northern portion of the route appears to have been lost over time. Official records show that beyond the road surface of Kerfoot’s Lane, the footpath is to continue over grassland and crosses the parish boundary into the agricultural fields ahead, however in reality a dense hedgerow has formed across this part of the route and footfall appears to bear east of the hedgerow and continues north along the peripheral edge of Blaguegate playing fields, thus never truly entering Lathom South parish at any point. Regardless of the true or actual route that his path has taken, access for all is not regarded to be feasible due to dense and uneven grassland where the route deviates from Kerfoot’s Lane to Blaguegate playing fields or to the agricultural fields. It has been judged that this terrain would likely be challenging for those with mobility difficulties.

7284.01 Page 122 December 2018 Version 0.1 DRAFT Lathom South Public Rights of Way Condition Assessment Lathom South, West Lancashire

Footpath Reference FP141 Start / End Location Blaguegate Lane / Kerfoot’s Lane (FP109) Approximate Length 603m Surface Track / Agricultural / Grassland Overall Condition Fair (Lost in Places) Access to All No Description FP141 is effectively a continuation of FP109, which provides a north-south link between Blaguegate Lane and Liverpool Road. From the north, the route originates on Blaguegate Lane where a PRoW signpost directs travel south, adjacent to the Skelmersdale Wardens Club. Tracing the eastern extent of the parish boundary, the PRoW continues a southern bearing along the peripheral edge of agricultural fields, with Blaguegate playing fields sited immediately to the east.

Passing a fingerpost and waymarkers in the centre of the route where it meets a junction with FP142, the footpath holds its southern course and continues for a further 350m, passing through a field gate before eventually merging with FP101 at the southern extent. Summary It was found during the survey that the true route of this footpath has been lost over time. Where a dividing line of trees appear to mark the parish boundary, official records appear to show that the PRoW follows the internal edge of the boundary traversing the agricultural land immediately adjacent to Blaguegate playing fields. However in reality it was found that shortly after the track beside the Wardens Club enters the fields, instead of continuing south across agricultural land footfall has deviated east, crossing out of the parish and instead continuing the southern course along the external edge through Blaguegate playing fields. It is likely that this has occurred due to the ground underfoot being much easier to walk on the playing field side rather than the agricultural side. Himalayan Balsam (an invasive plant species listed in Schedule 9 of the Wildlife and Countryside Act 1981) was also found in abundance adjacent to the southern portion of this route.

7284.01 Page 126 December 2018 Version 0.1 DRAFT Lathom South Public Rights of Way Condition Assessment Lathom South, West Lancashire

Footpath Reference FP142 Holland’s Lane / Blaguegate Playing Start / End Location Fields (FP141) Approximate Length 512m Surface Farm Track / Agricultural Overall Condition Fair Access to All No Description Originating on Holland’s lane where a fingerpost directs travel east off FP18, the PRoW passes along a stony farm track for 400m with agricultural fields to the south and a hedgerow to the north with further farmland beyond.

The final 100m or so then pass directly through the centre of an agricultural field where the stony track gives out to a compacted, bare earth track used by farm vehicles. Continuing the eastern course the PRoW finally terminates where a fingerpost and waymarkers are sited at the far end of the farmland, adjacent to the boundary with Blaguegate playing fields. At this point FP142 meets a junction with FP141.

Summary

Whilst this footpath exhibited no inherently dangerous features or significant deterioration, the overall condition has been rated as fair due to the terrain underfoot. The loosely stoned track provides a functional surface to walk over however the stones were found to be of significant size and the surface of the track therefore is uneven and loose. Further to this, the agricultural section of the track is poorly maintained wit weeds and dense vegetation forming, forcing users of the route to wall only within the compacted tyre treads of the vehicles.

Overall, whilst this route does remain functional in its current condition, ultimately the terrain underfoot would be challenging to those with mobility difficulties and is therefore unsuitable for inclusive access for all.

7284.01 Page 132 December 2018 Version 0.1 DRAFT Lathom South Public Rights of Way Condition Assessment Lathom South, West Lancashire

Footpath Reference FP147 Start / End Location Statham Road (FP101) / Stanley Way Approximate Length 359m Surface Grassland Overall Condition Very Poor Access to All No Description

From the south, FP147 emerges as a continuation of FP101 and maintains the trail north, between two fenced industrial depots. The footpath from this point remains fenced in on both sides and navigates north, before turning eastwards and eventually terminating on Stanley Way where a PRoW signpost is sited, beside the entrance to one of the industrial premises. A concrete defender is positioned at the eastern end of the PRoW to deny vehicle access and two heavy duty metal pinch points are also positioned within the central part of the route.

Summary

FP147 was deemed to be very poor and in its current condition is impassable and unfit for purpose. From Statham Road in the south, there is no indication that this route continues northwards through the wooded area and dense vegetation is present along the entirety of the route, rendering the footpath nigh on impossible to access and navigate. Furthermore the actual route of this footpath deviates greatly from the official records where the industrial depots fence in the footpath on either side and direct it in a tunnel-like fashion, around the peripheral edges of the two respective premises. Due to its connectivity with industrial employment areas, there is potential for this route to offer increased value to healthy-living and alternative transport provision though major works would be required to achieve this to a high standard and return this route to a functional condition.
