which are part of a September cliff-edge created by the Government, with the ending of self-employed support, the £20 universal credit uplift and the five per cent hospitality VAT rate, fails to match the Scottish Government’s year-long non-domestic rates relief package, fails to tackle tax avoidance and, in the year of COP26, fails to take the necessary action on tackling climate change with inadequate measures to encourage moving to greener energy use. Caroline Lucas Claire Hanna Clive Lewis Geraint Davies That this House declines to give a Second Reading to the Finance (No. 2) Bill because it derives from the 2021 Budget which, whilst containing a positive update to the Bank of England’s mandate on climate and environment, failed to act on the climate and ecological emergency with the urgency or ambition needed to restore nature or meet the UK’s obligations under either the Paris Agreement or the Climate Change Act; failed to include a climate and nature test for all spending and fiscal measures whilst providing for a super-deduction tax break which risks turbocharging investment in fossil fuels; failed to deliver transformational investment to create good green jobs across the country, including in the care sector, in the context of rising unemployment due to the covid-19 pandemic, whilst imposing a real terms pay cut on NHS staff; and failed to grasp the fundamental fact, as set out in the Treasury’s own Dasgupta Review, that the economy is embedded in the biosphere and that therefore, for the health and prosperity of citizens in the UK and around the world, including future generations, what is needed is an urgent economic reset and a commitment to a truly fair and green recovery based on new economic goals that prioritise the health and wellbeing of people and nature, rather than the endless pursuit of GDP growth on a finite planet. On 24 February, the House agreed a motion to resume sittings in Westminster Hall on Monday 8 March. The sittings will take place in the Boothroyd Room in Portcullis House to allow Members to participate virtually. Applying to speak Applications to speak should be made via email to the Speaker’s Office (speakersoffice@ parliament.uk).· The deadlines are as follows: 1.00 pm on the previous Friday for debates on a Monday; and 1.00 pm on the previous day for debates on a Tuesday, Wednesday and Thursday. Call lists will be published at around 12.30 pm on a Monday for debates that day and 6.30 pm the previous day for debates on a Tuesday, Wednesday and Thursday. Participation Members are able to participate physically or virtually, but should note Mr Speaker’s request for Members to participate virtually in proceedings wherever possible. Members who wish to participate physically should note this when they contact the Speaker’s office. For 60-minute and 90-minute debates, and debates scheduled by the Petitions Committee, only Members who are on the call list are permitted to attend. Members are not permitted to attend only to intervene or to observe. Members will be called in the order they appear on the call list, unless there are technical problems which prevent this.· For 30-minute debates, there will not be a call list. PROXY VOTING APPLICATIONS: DEADLINE DURING RECESS
The pandemic proxy voting scheme has now been extended to 21 June. Members who already have a proxy vote in operation do not need to renew their proxy – it will automatically be extended to 21 June. The deadline for new proxy vote applications, or for cancelling or changing a proxy, for Tuesday 13 April is 3pm on Monday 12 April.
If the House is recalled, the deadline is 3pm on the working day before the House sits again. Members must email [email protected]. If they are applying for a new proxy vote, they must include the name of the Member who is their nominated proxy.
