The lodges would be a mix of one to four bedrooms and would be detached, single storey units unless otherwise permitted. The development would encourage lodge guests to explore the numerous offerings of the local area and indeed support local businesses and services – therefore no leisure/retail/food and beverage facilities are envisaged. Other than the lodges, a reception, storage building/laundry and manager’s accommodation would be proposed at the site. As well as encouraging spend in the local area, visitors would also be encouraged to visit and attend events at the wonderfully attractive Monika Country Park, which is just a two minute walk from the site. The lodges could either be used to take advantage of the booming UK short stay market or used as holiday homes, subject to any planning conditions imposed. Source - Promap MONIKIE, DUNDEE DD5 3QN PLANNING THE NEED The existing planning permission that applies to the site (Reference Tourism in Scotland during 2017 saw 166 million tourism trips 17/00608) is valid until 28 December 2020 and permits the erection of 20 (international, domestic overnight and domestic day trips) taken generating Wigwam Cabins for Holiday Use, Reception Building, Car Parking Area, over £11.3 billion in expenditure, a 6% increase on the previous year in Access Track and Associated Engineering Work. This is backed up by Angus Council’s Tourism Accommodation Audit (2015) which states that “there is also a theoretical for need for more Self-Catering supply of between 50 and 70 units by 2020 and around 80 to 100 units by 2025. This increase in supply could be satisfied by new boutique Self-Catering resort type developments, standalone or linked to central facilities, or even linked to serviced accommodation”. Monikie Country Park was the third highest performing regional visitor attraction in 2017 with 209,881 visitors in 2017. The average spend per day of a tourist in Dundee and Angus is £66 and the average length of stay is 6 nights. MONIKIE, DUNDEE DD5 3QN LOCAL ECONOMIC BENEFITS Based on an analysis of holiday lodge letting businesses, a holiday park development (and subsequent operation) at this location would likely create a spend in the local economy of at least £400 to £500 per week per lodge occupants. Therefore, across 70 lodges we would anticipate additional spend into local businesses and services of around £1m per annum. In addition to these external benefits, the scheme would provide both short- term and long-term job prospects; in the short term, the applicant would be obligated to employ local contractors for the development of the park and lodges and in the long term several full and part time positions would be created in terms of park management, park operations, customer service and park maintenance. Additionally, the increased visitor numbers to the immediate area would have a positive effect on visitor numbers to Monikie Country Park and indeed increased support of activities, events and business operated V&A Museum - Dundee thereon. LOCAL POLICY Policy TC16 of the Angus Local Development Plan (ALDP) deals with proposals for tourism related facilities and accommodation and is generally supportive of tourism development subject to specific criteria. The policy requires a justifiable locational requirement for the development; the scale and nature of the development to be in keeping with the character of the local landscape and pattern of development; and that there is no unacceptable impact on the built and natural environment, surrounding amenity, traffic levels, access or infrastructure. Policy TC16 indicates that Angus Council will attach occupancy conditions to prevent tourist accommodation being occupied as permanent residential accommodation. The subject site is located within a woodland area close to but out with the Monikie Development Boundary. As the business is seeking to provide a rural, woodland setting for holiday lodge accommodation, this does not readily lend itself to a location within a development boundary and therefore Carnoustie Golf Course is an appropriate development.
