    8 January 2010 W-100013Hlth Health Minister gives go ahead to revolutionise NHS’ computer systems Plans to revolutionise the NHS’ computer systems enabling health professionals to access important patient information quickly and securely have been approved by Health Minister Edwina Hart today [8 January 2010]. Backed by £2.5m of Welsh Assembly Government funding, the new system - known as The Welsh Clinical Portal - will give one view of the information held about the patient, making it easier for healthcare staff to provide better care. It will bring together information held in the many hospital computer systems that doctors, nurses, clinicians and pharmacists use on a day-to-day basis. The first phase of the portal, which has been successfully piloted at some hospitals, gives faster secure access to existing information. Healthcare professionals at these sites are now able to request tests and view results electronically. This latest investment comes as part of the Assembly Government’s Informing Healthcare programme which will improve patient care and the working environment for staff. Other systems recently approved as part of this programme include the patient’s website My Health Online announced earlier this week. This can take a lot of time and may not provide the information that is needed to best treat patients. “The portal will provide healthcare professionals with more information when they are treating their patients, helping to support their decisions and reduce the chance of inappropriate treatment or error.

    The Uses of Animation 1 1 The Uses of Animation ANIMATION Animation is the process of making the illusion of motion and change by means of the rapid display of a sequence of static images that minimally differ from each other. The illusion—as in motion pictures in general—is thought to rely on the phi phenomenon. Animators are artists who specialize in the creation of animation. Animation can be recorded with either analogue media, a flip book, motion picture film, video tape,digital media, including formats with animated GIF, Flash animation and digital video. To display animation, a digital camera, computer, or projector are used along with new technologies that are produced. Animation creation methods include the traditional animation creation method and those involving stop motion animation of two and three-dimensional objects, paper cutouts, puppets and clay figures. Images are displayed in a rapid succession, usually 24, 25, 30, or 60 frames per second. THE MOST COMMON USES OF ANIMATION Cartoons The most common use of animation, and perhaps the origin of it, is cartoons.     Owen Evans S4C Chief Executive S4C Centre Yr Egin Carmarthen SA31 3EQ Wednesday 25 September 2019 Dear Owen, RE: Decision not to broadcast 'Newyddion 9' on Tuesday 24 September 2019 I am writing to you following the decision not to broadcast 'Newyddion 9' last night (Tuesday 24 September 2019), and the decision to broadcast 'Chwilio am Seren Junior Eurovision 2019' in its place. This decision was one that raised fundamental concerns for me. I understand, of course, tht every broadcaster sometimes has to change the time at which the news is broadcast due to other programmes. However, the decision not to broadcast the news at all clearly means that there was no Welsh-language news on television last night, apart from a bulletin at 18.00. That is especially worrying in light of everything that happened yesterday. As you know, it was a politically significant day, with the Supreme Court ruling that the Prime Minister's attempt to prorogue the UK Parliament was unlawful and void. The decision not to broadcast the news at all, with the exception of the earlier bulletin, on such a historic evening, meant that S4C viewers were not able to receive any facts, commentary, analysis, or opinion on an issue of fundamental importance for the constitution and for the debate on Brexit. That, of course, is in addition to all the other news that happened yesterday. In fact, I would have expected or hoped for an extended programme last night, given everything that happened yesterday and the need for commentary on these events. Of course, last night's decision came in the wake of the decision earlier this year to change S4C's schedule.

Governmental participation has further compounded this process and led to these parties facing the same ‘hard choices’ as other parties in government. However, the assumption that autonomist parties can now be described as ‘normal’ fails to address the residual ‘niche’ characteristics which will have an effect on the party’s governmental participation due to the existence of important ‘primary goals’. Taking a qualitative, comparative case study approach using semi-structured interview and documentary data, this paper will examine Plaid Cymru and the SNP in government. This paper argues that, although both parties can indeed be described as ‘normal’, the degree to which their ‘niche’ characteristics affect the interaction between policy, office and vote-seeking behaviour varies. Indeed, while the SNP were able to somewhat ‘detach’ their ‘primary goals’ from their government profile, Plaid Cymru’s ability to formulate an effective vote-seeking strategy was severely hampered by policy-seeking considerations. The paper concludes by suggesting that the ‘niche to normal’ framework requires two additional qualifications. Firstly, the idea that autonomist parties shift from ‘niche’ to ‘normal’ is too simplistic and that it is more helpful to examine how ‘niche’ characteristics interact with and affect ‘normal’ party status.

    New News, Future News The challenges for television news after Digital Switch-over An Ofcom discussion document Publication date: 26 June 2007 Foreword The prospects for television news in a fully digital era are a central element in any consideration of the future of public service broadcasting (PSB). News is regarded by viewers as the most important of all the PSB genres, and television remains by far the most used source of news for UK citizens. The role of news and information as part of the democratic process is long established, and its status is specifically underpinned in the Communications Act 2003. This report, New News, Future News, is one of a series of Ofcom studies focussing on individual topics identified in the PSB Review of 2004/05, and further discussed in the Digital PSB report of July 2006. The others are on the provision of children’s programmes and on the prospects for a Public Service Publisher. All three studies are linked to areas of particular PSB concern for the future, and set out a framework for policy consideration ahead of the next full PSB review. Other Ofcom work of relevance includes the review of Channel 4’s funding. It has not been the role of this report to come up with solutions, and no policy recommendations are put forward. Instead, the report examines the environment in which television news currently operates, and assesses how that may change in future (after digital switch-over and, in 2014, the expiry of current Channel 3 and Channel 5 licences) . It identifies particular issues that will need to be addressed and suggests some specific questions that may need to be answered.
