Chairperson's announcements concerning coordinators' decisions Negotiating mandate for EMSA Regulation The Committee gave the Rapporteur, Knut Fleckenstein, the negotiating mandate on the EMSA Regulation in order to hold exploratory talks with the Danish Presidency on options for a successful and timely conclusion of this procedure, and start informal trilogues, based on Parliament's first reading and with the full involvement of the Shadow Rapporteurs; The Rapporteur is invited to report back to the Coordinators in January or February depending on the meetings with the Danish Presidency. PV\887302EN.doc 3/11 PE478.529v01-00 EN Comitology Notes on ITS Directive experts' meetings Decision: The Coordinators agreed to the Chair's suggestion to invite the Commission responsible on eCall and on safe and secure parking places for trucks to the January Coordinators' meeting for a short presentation in the context of the ITS Directive and delegated acts. The suggestion to have a presentation on e-toll was deferred to a later date. Any other business Possible diversion of EU transport funds in Hungary to the Energy and Environment Operation Programme Decision: The Coordinators agreed that the Chair writes a letter to Commissioner Hahn and Kallas opposing the Hungarian request as he did in the case of Poland. Letter signed by 24 MEPs criticising TEN-T Priority Project 6 (Lyon-Turin) Decision: After a thorough discussion the majority of Coordinators agreed to the step by step approach of the Chair: he will write a letter to TEN-T Coordinator Brinkhorst requesting detailed information on the issues raised in the various petitions and in the letter signed by 24 MEPs; the Coordinators will then re-discuss the issue. 12. Appointment of rapporteurs – decision on procedure Reports Introduction of noise-related operating restrictions at Union airports within a Balanced Approach – COM(2011)0828 Decision: The S&D group will nominate the Rapporteur. Michael Cramer took the floor contesting the attribution of the legislative files of the airport package to the political groups.     POLICY PAPER European issues n°420 European Parliament: 7th February 2017 redistribution of political balance Charles de Marcilly François Frigot At the mid-term of the 8th legislature, the European Parliament, in office since the elections of May 2014, is implementing a traditional “distribution” of posts of responsibility. Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. Although Italian citizens draw specific attention with the two main candidates in the battle for the top post, we should note other appointments if we are to understand the careful balance between nationalities, political groups and individual experience of the European members of Parliament. A TUMULTUOUS PRESIDENTIAL provide collective impetus to potential hesitations on the part of the Member States.     1 03 Sept. 2014 How the Sakharov Prize 2014 is awarded Background briefing In the next 10 days, the nominations of the Sakharov Prize for Human Rights will be decided by the European Parliament. The prize is awarded to “honour exceptional individuals who combat intolerance, fanaticism and oppression.”1 Previous winners include Nelson Mandela, Reporters without Borders and Anatoli Marchenko. If you believe that Azerbaijani human rights defenders – who are now in jail following years of work on behalf of the rights of others, and most recently on a list of political prisoners in Azerbaijan (on which they are now included) – then let the MEPs who vote on this know. Nominations for the Sakharov Prize can be made by: Political groups in the European Parliament. Or At least 40 MEPs. The deadline for nominations is Thursday 18 September at 12:00 in Strasbourg. NOTE: In order to decide on a nominee from their group some political groups have internal deadlines in the course of the next week. The next days are crucial.     Political Group Coordinators in Parliamentary Committees Updated February 2017 Each political group in the European Parliament designates one of its MEPs to act as 'coordinator' on any particular Committee. The group coordinator is the main spokesperson for their group in the Committee, and also negotiates for the allocation of Rapporteurs. They assist Rapporteurs and Shadows in the drafting of voting recommendations and decide which substitutes can vote in the absence of full members. They also ensure that MEPs vote at critical times.
