Emergency Service during Chennai Flood

Round the Clock Relief Work MMHRC sent a relief team on 7th December to Chennai, two days after the flood. Many families were either stranded or isolated owing to the destruction. Case in point, a lady from Kodambakkam was kept away from her husband and child by the flood. She had no means of contacting anyone. Mr. Sivarao, the associate of Late Sasiperumal, an anti liquor activist, found her on the streets while he was out at this patrol by midnight. He took her immediately to the project office. The lady was wet and was running high temperature. She was given first aid and further treatment by the medical team. The team also helped her establish communication with her family. On inquiry, it was found that her house was submerged and her husband and child were stranded on the terrace for three days without food. All her belongings were washed away. MMHRC arranged essential household items, clothing, Tarpaulin, bed sheet, stove, commodities etc., and took her home. The medical team accompanied her and treated her family members and counseled them towards withstanding a situation. The young mother was overwhelmed when she was finally able to see her child.

Accommodation More 50,000 families in Chennai were displaced and thousands of houses on the bank of Koovam, Adayar, and Buckingham rivers were washed away. More than 500 people were affected by flood. Those families were taken to relief camps around the city, where the government took care of their needs over ten days. Ten days later, the people were asked to return. Sadly, many of them had nowhere to go to. The environment was still very wet and highly infectious, saturated with bacteria, mold, fungi, viruses and dust. MMHRC arranged Tarpaulin sheets and other necessary household items to start afresh. More than 3000 people without homes were able to locate a place, raise a make-shift house and start over. Thanks to the assistance provided by MMHRC. The tarpaulin sheets were specifically designed to aid them by providing shelter during flood relief.

Medical Relief in Pulicat Island – Isolated from Mainland Pulicat Island is located in Thiruvallur district near Sriharikota rocket launching pad. The island is 1 km wide and 15 km in length. It is located between The Bay of Bengal and Pulicat Lake. It was the first Dutch settlement in India. All of the rivers in Chennai flow into the sea through this lake. Due to this, the flood kept the island dwellers isolated from main land for over a week.

Emergency Service during Chennai Flood

MMHRC ran two health centers here, with 10 medical and paramedical staff. It rendered round the clock medical care, despite the difficulty in reaching the mainland. MMHRC’s medical team had an ambulance, stock of medicines, medical consumables and first aid accessories. In addition to these, household items, clothing and other consumables were distributed to the families. To safeguard the people from water borne diseases, all of the drinking water sources were kept disinfected by the team. The medical team visited all of the 15 hamlets, providing free health checkup, free treatment and referral to further medical care where necessary, to all of the people. Medical Relief and Counseling to School Children The recent flood in Chennai did not spare schools either. Many schools were submerged and remained closed. When the schools reopened after the flood water drained away, the students were unable to pay attention due to malnourishment, sickness, impending infections and fear/trauma. In this situation, MMHRC organized health camps for many affected schools in collaboration with local NGOs and school management. All the school children in the affected areas were given health checkup and awareness about spread of disease in post flood scenario. In addition to free treatment, counseling and guidance was also given. The children were also given adequate nutrition supplements to enhance their immunity. More than 10 schools were covered by MMHRC’s health team. When a particular infection and its symptoms were identified among students, a special health camp was organized for the family members of the child towards ensuring a healthy environment and to avoid the infection from spreading.

Volunteer Work The floods affected both the rich and poor in the city. Despite working hard 24x7, MMHRC’s relief team was unable to reach enough people. And so, teachers, lawyers and other good Samaritans were approached to help reach the flood victims and ensure the availability of necessary relief material. MMHRC was able to mobilize the Indian lawyers Association. A group of teachers too extended their support to us. With their help the team served the victims better.Many volunteers provided their homes to stock relief material, medicines, etc. Some arranged for the distribution of necessities and first aid kits to those in need. In a publicized function, three judges of the Madras High Court honored the volunteers who helped us in serving the flood victims.

Medical Care for Mothers and Children A disaster adversely affects the physical and psychological wellbeing of pregnant women and mothers of infants. The flood in Chennai was such a disaster that caused serious harm to the health of many lactating mothers which in turn led to severely malnourished infants. To combat this, MMHRC arranged nutrition packets for young mothers and children above two years with nutrition packets which contained an ideal mix of vitamins and minerals in the form of consumables.

Aiding the Government in Relief The floods also blocked government aid and relief from reaching certain areas and carrying out timely disaster response. This led to some unrest among the victims. MMHRC’s team accompanied government officials and aided in facilitating access to victims. Since the people already recognized MMHRC’s team, the government officials were given easier access and were able to reach out and provide help much sooner.

Advanced Medical Help through Telemedicine Understanding the gravity of the situation, the Management at Meenakshi Mission Hospital and Research Centre, sent a team of Doctors and medical personnel in a specially equipped Mobile Telemedicine Van to the affected areas. The team went around the affected areas and organized Health Camps. Everyday more than 1000 flood victims were treated. Complicated cases were referred to base station at Meenakshi Mission Hospital, Madurai, for super specialty medical opinion, vide telemedicine technology. Despite the fact that all services came to a standstill, the Telemedicine Van was able to provide timely medical help. The telemedicine unit carried two emergency care doctors, 3 Nurses, 1 pharmacist, 2 lab technicians, 1 camp coordinator, 1 telemedicine technician and 1 trauma care counselor, along with necessary medicines, medical equipment and medical consumables. In addition to treatment, the crew also provided medical awareness and counseling, so that the victims may stay infection free in the post flood environment which is highly infectious.
