The rules of debate are set out in Chapter 27 of the Toronto

Municipal Code, Council Procedures. Generally, the debate Like us to get updates on the Council on an item follows this order: and committee process at City Hall!

1. Questions of City Officials or the Committee Chair - Each facebook.com/torontocityclerk Member is entitled to 5 minutes for questions and An official page maintained by the City Clerk's Office responses of Officials or the Committee Chair.

2. Speaking on the Item – When questioning is complete, each Member may speak on the agenda item. The Member may start his or her speech by making a motion to amend, defer, refer, or receive the item. Each Member is entitled to 5 minutes to speak. In some cases, Members may be entitled to a 2-minute extension.

3. Questioning a Member Who Makes a Motion – If a Member makes a motion, other Members may question the mover toronto.ca/council to clarify the motion. Questions and responses are limited to 3 minutes per questioner. Your window on City Council and its committees.
