SCHOLARSHIP PROGRAMME FOR CITIZENS OF THE OIC AND THE NAM MEMBER COUNTRIES Can I apply individually for the scholarship? - No. Please take into account that directly submitted applications will not be considered. The candidates must be officially nominated by the respective state entities of their country (Ministries, Embassies, etc.). J£Tf Where and how should I submit my application? - Please be informed that candidate's documents must be officially submitted by the respective state entities of their country (Ministries, Embassies, etc.) to any Embassy or to the Ministry of Foreign Affairs of the Republic of Azerbaijan. Jtdf What happens if Azerbaijan does not have a diplomatic mission in my country? - Since we receive the nomination of candidates through diplomatic channels, the application can be sent to any Embassy or to the Ministry of Foreign Affairs of the Republic of Azerbaijan. Should I apply to the universities separately? - You are not required to apply to the university separately. The documents of the shortlisted candidates will be sent to the universities by the Selection Committee. Is the English proficiency certificate (IELTS, TOEFL) mandatory? - The English proficiency certificate is not mandatory, but preferable. Jgf Is there a specific form for the document on general health status? - There is no specific form for this document. However, it should include HIV/AIDS, Hepatitis В and C tests and be issued by an internationally recognized hospital. JrTj The citizens of which countries are eligible for the scholarship? - The citizens of the member countries of the Organization for Islamic Cooperation and/or the Non-Aligned Movement are eligible for the scholarship. SCHOLARSHIP PROGRAMME FOR CITIZENS OF THE OJC AND THE NAM MEMBER COUNTRIES Guidelines for International Students in Azerbaijan Guidelines for International Students in Azerbaijan Introduction This document is intended to provide general information and practical guide to international students who are granted with the "Scholarship Programme for the citizens of the OIC and the NAM Member Countries" by the Government of the Republic of Azerbaijan. This guideline draws a framework of the rights and obligations as a foreign student, and constitutes a basic source of the information that students can use. However, international students are highly encouraged to obtain more extensive information from respective bodies of admitted educational institutions and consider this guidance as a complementary source. Student's rights and obligations What are the rights of student in the context of scholarship coverage? The agreement on an educational grant is to be signed between a grant awarded student and relevant university. According to the signed agreement a student has a right to: • be freed from tuition fees of the admitted educational institution; • be explained with the education process and internal rules of the educational institution; • be provided with visa, registration, transportation, medical expenses (insurance] and monthly allowance (for accommodation, meals, transportation, books, and utility costs] for a duration of no more than 10 months of each educational year, and in accordance with the terms of the agreement; • be provided with the official documentation on study after successfully completing education program; • ask for an extension of educational grant for a maximum period of 1 semester, in a case of experiencing unplanned emergency situation and etc. * Please check the regulations of the respective educational institution in order to learn about additional rights * Please check the detailed information about rights and freedoms of foreigners in the territory of the Republic of Azerbaijan at What are the obligations of student in the context of scholarship coverage? According to the signed agreement a student has an obligation to: The Scholarship Programme for Che citizens of the OIC and the NAM Member Countries - 2020 Guidelines for International Students in Azerbaijan • meet the required minimum average point [51] in order to get the educational grant any semester; • bear the responsibility of paying 50 percentage of the education fee to the bank accounts of the educational institution, in a case of failing to meet above mentioned requirement; • follow internal rules of the educational institution and the legislation of the Republic of Azerbaijan and etc. * Please check the regulations of the respective educational institution in order to learn about additional obligations Questions related with documentations How can a student get a visa? • A single entry visa for scientific and educational purposes for students awarded with a scholarship is to be issued at the Heydar Aliyev International Airport [Baku, Azerbaijan). A student is provided with relevant support letter in order to foster their travel to Azerbaijan smoothly. Implementation of the visa issuance at the international airports of the Republic of Azerbaijan and payment of visa fee is provided through the "ASAN Visa” system and "ASAN Payment” system respectively. The visa fee is 20 USD. The amount of visa fee is to be reimbursed to a student by respective educational institution. • The citizens of some countries may also get an electronic visa via the "ASAN Visa" system [see list of eligible countries: ). The electronic visa is issued within 3 [three) working days and determines the duration of stay in the country up to 30 days. The visa fee for an electronic visa is 20 USD [excluding service fee).     Journal of Azerbaijani Studies 15 OPEN ACCESS INITIATIVES IN AZERBAIJAN @ KHAZAR UNIVERSITY Tatyana Zaytseva (Khazar University, Baku, Azerbaijan) "Open development is an emerging term used to describe the community- led development model found within many successful free and open source software projects" OSS Watch Wiki INTRODUCTION Comprehensive Open Access (OA) to scholarly literature and research documentation is vital because ―Azerbaijan's economy is developing more rapidly than in many Asian countries,‖1 according to Asian Development Bank President Haruhiko Kuroda. Many of the restrictions on access to knowledge in Azerbaijan revolve around restrictively inadequate funding, copyright practices and regulations, a lack of access to internet-based technologies, a lack of English-language proficiency that hinders expansion and use of digital information resources, and the lack of creative and effective government support to create environments within higher education that would enable institutions to match the modern vision of knowledge and innovation in Azerbaijan. Institutional repositories provide universities in developing countries with a good avenue to disseminate their intellectual output to the outside world. The OA movement has not yet permeated the academic research environment. Azerbaijani university libraries have not begun to practice or promote institutional repository or are at very early stages of it. We present a case study of repository development at Khazar University in order to discuss key issues faced in the process. One of the main goals of this repository is to collect published papers from faculty, campus journals, presentations, student theses, etc. which may be in widely scattered places, many of which are inaccessible due to copyright or technological restrictions.

    MOMERANDUM OF UNDERSTANDING BETWEEN KHAZAR UNIVERSITY (BAKU, AZERBAIJAN) AND GORGAN UNIVERSITY OF AGRICULTURAL SCIENCE AND NATURAL RESOURCES (GORGAN, MAN) Preamble 1.1 Gorgan University of Agricultural Science and Natural Resources, Gorgan, Iran, and Khazar University, Azerbaijan, are willing to enter into and formally establish this "Inter-institutional Agreement of Cooperation" (hereinafter referred to as IAC). 1.2 The purpose of this IAC is to promote and expand international understanding, development, and friendship as well as stimulate and support educational, professional and intercultural activities and projects among students and staff of the two institutions (Gorgan University of Agricultural Science and Natural Resources, Iran and Khazar University, Azerbaijan), and the respective communities which support these institutions. When the university opened its doors in early 1991, it became the first private university in the (Soviet) Republic of Azerbaijan, and in fact, in the entire former Soviet Union. One of the key characteristics of Khazar that sets it apart from its peer universities in Azerbaijan is its commitment to use English as the main medium of instruction, preparing alumni to keep up with cutting- edge developments in their fields as they go out into a rapidly globalizing world. Khazar is a research-oriented university, maintaining many knowledge centers and a publishing house that regularly produces monographs, textbooks, transactions of conferences, and several academic journals. It has also won recent recognition for its overall quality: Ÿ In January 2011, the Khazar University Institutional Repository (the online service of the Library and Information Center) was ranked first in all of the Caucasus and Central Asia. Ÿ In September 2012, Khazar was recognized by QS World University Rankings as one of the top 700 universities in the world. Ÿ In October 2011, when Khazar was freshly accredited by the Ministry of Education of the Azerbaijan Republic, the Minister of Education Misir Mardanov commented that other Azerbaijani universities should learn from Khazar's example. Khazar has always been committed to academic freedom. It also strives to cultivate a rich cultural life, encouraging the expression of both Azerbaijani and international traditions, values, and arts.

Scientific papers include within the concept of Technology Enhanced Learning (TEL) the myriad applications of information and communication technology, e-resources, and pedagogical approaches to the development of education. TEL’s specific application to higher education is especially relevant for countries under rapid development for providing quick and sustainable access to quality education (UN sustainable development goal 4). This paper presents the research results of an online pedagogical experience in collaborative academic research for analyzing good practice in TEL-supported higher education development. The results are obtained through a pilot implementation providing curated data on TEL competency’s development of faculty skills and analysis of developing sustainable higher education degrees through TEL cooperation, for capacity building. Given the increased volume and complexity of the knowledge to be delivered, and the exponential growth of the need for skilled workers in emerging economies, online training is the most effective way of delivering a sustainable higher education. The results of the PETRA Erasmus+ capacity-building project provides evidence of a successful implementation of a TEL-supported methodology for collaborative faculty development focused on future online degrees built collaboratively and applied locally.
