    STATE PROGRAMME ON POVERTY REDUCTION AND ECONOMIC DEVELOPMENT 2003-2005 AZERBAIJAN PROGRESSES TOWARD THE ACHIEVEMENT OF THE MILLENNIUM DEVELOPMENT GOALS PROGRESS REPORT – 2003/2004 BAKU – 2005 DECREE OF THE PRESIDENT OF THE REPUBLIC OF AZERBAIJAN on Approval of the State Programme on Poverty Reduction and Economic Development in the Republic of Azerbaijan for 2003-2005 The consistent reform program carried out in the Republic of Azerbaijan in recent years has helped to ensure economic development, gradual improvement of macroeconomic performance and improvement of the living standards in the country. Thus, in the period 1996-2002, Gross Domestic Product increased by 1.7 times, capital investment increased by 7.8 times, nominal monetary income of population increased by 3 times and average monthly wages and pensions increased by 5 times. There are improvements in other economic performance indicators. However, these ongoing efforts and achievements have not yet led to a sufficiently high level of economic development and the living standards of the population have still not reached international standards: part of population is still unemployed, minimum wages are not sufficient to meet the minimum subsistence level and a number of factors causing poverty have not been eliminated. In order to further strengthen social protection of the population for the near future, ensure poverty reduction in the country and implement necessary measures to meet the commitments of the 2000 United Nations Millennium Summit, I hereby decree: 1. The “State Program on Poverty Reduction and Economic Development in the Republic of Azerbaijan for 2003-2005” shall be approved. 2. The Ministry of Economic Development of the Republic of Azerbaijan shall be responsible for coordinating the implementation of measures set out in the State Program.

    1 AGGRESSION OF THE REPUBLIC OF ARMENIA AGAINST THE REPUBLIC OF AZERBAIJAN Historical background. The Nagorny Karabakh region of the Republic of Azerbaijan is part of the geographical area called Garabagh (Qarabağ). The name of this part of the country consists of two Azerbaijani words: "qara" (black) and "bag" (garden).1 The geographical area of Karabakh covers the lands from the Araz River in the south to the Kur River in the north, and from the junction of the Kur and Araz Rivers in the east to the eastern ranges of the Lesser Caucasus in the west. From ancient times up to the occupation by Russian Empire in the early 19th century, this region was part of different Azerbaijani states. On 14 May 1805, the Treaty of Kurakchay (1805) between Ibrahim Khan, Khan of Karabakh, and Sisianov, representative of the Russian Emperor, was signed. According to this treaty, the Karabakh khanate came under the Russian rule. The Gulustan peace treaty, signed between Russian Empire and Persia on 12 October 1813, de jure recognized the joining to Russia of the Northern Azerbaijan khanates, with the exception of the Nakhchyvan and Iravan khanates. According to the Turkmanchay peace treaty, signed on 10 February 1828 - at the end of the second Russian-Persian war (1826-1828) - Iran confirmed its relinquishment of Northern Azerbaijan, including the Nakhchyvan and Iravan khanates. After the signing of the Gulustan and Turkmanchay treaties a very rapid mass resettlement of Armenians in the Azerbaijani lands took place and the subsequent artificial territorial division emerged. The First World War also contributed to the increase in the number of Armenians in the South Caucasus.

    SWAP 3D Seismic Survey Appendix 5D Environmental & Socio-Economic Impact Assessment Appendix 5D Archaeology and Cultural Heritage Survey Findings November 2015 Draft SWAP Terrestrial Archaeology and Cultural Heritage Survey This Appendix presents the full details of the findings of the Terrestrial Archaeology and Cultural Heritage Survey undertaken to inform the SWAP 3D Seismic Survey ESIA. Tangible cultural heritage is defined in the Law of the Republic of Azerbaijan on Preservation of Historical and Cultural Monuments1. For the purposes of this Appendix, tangible cultural heritage is taken to have paleontological, archaeological, historical, cultural, artistic and religious values. The survey, covering the areas shown in Figures 5D.1 to 5D.4, considered historical and cultural monuments, including UNESCO World Heritage Sites, Registered Archaeological Monuments, Architectural Monuments, Monuments of History, War Memorials, Reserve Areas/Habitats Protected by the State and Monument Protection Zones. It has also considered Registered Religious Monuments and non-registered religious sites, including cemeteries. Registered Religious Monuments are registered by the State Committee for Work with Religious Associations under Presidential Decree No. 512 regarding the supervision of religious organisations. It should be noted that sites outside the onshore SWAP 3D Seismic Survey Area were visited as part of the survey to provide context and wider regional information. Site Reconnaissance Methods Archaeological and cultural heritage sites were initially identified from literature review and lists of locally and nationally designated archaeological, cultural and historical sites within the 3D Seismic Survey Area provided by the Ministry of Culture and Tourism (MoCT). Historic cartographic sources2 and satellite mapping3 were reviewed prior to the survey, to inform survey planning.
