Considering the importance of this national function on the 15th of Augu-st at which the Prime Minister addresses the nation, it is expected that all thd officers who are invited, attend the ceremony. 2. It has been observed that some of the invited officers fail to attend the ceremony. This is inappropriate considering that the occasion is of great national importance. There is, clearly, a need to remind the officers that it is their duty to attend the Independer-_:e Day Ceremony. 3. In view of social distancing requirements due to COVID-19, officers of only Joint Secretary Level and above, have been invited to attend the ceremony this year. 4. You may suitably advise all officers of your Ministry/Department, who are invited to the Independence Day Ceremony, to attend the function. You may also like to caution them that a serious view can be taken of their absence on this occasion. In order to deal with the menace of extremism and terrorism, the Government of India has taken various measures which, inter-alia, include augmenting the strength of Central Armed Police Forces; establishment of NSG hubs at Chennai, Kolkata, Hyderabad and Mumbai; empowerment of DG, NSG to requisition aircraft for movement of NSG personnel in the event of any emergency; tighter immigration control; effective border management through round the clock surveillance & patrolling on the borders; establishment of observation posts, border fencing, flood lighting, deployment of modern and hi- tech surveillance equipment; upgradation of Intelligence setup; and coastal security by way of establishing marine police stations along the coastline.

To deal with the crisis/emergency situation arising out of Covid- 19 in the country, MHA has continued to take proactive measures to mitigate the same. Some of these measures are delineated as under: i. MHA vide orders dated 1.5.2020 and 17.5.2020, extended the lockdown period for four weeks in two phases with effect from 4.5.2020 and again w.e.f 18.5.2020, along with fresh guidelines. ii. Empowered Groups were reconstituted vide this Ministry’s order dated 1.5.2020 for planning and ensuring implementation of Covid- 19 response activities. iii. Vide order dated 5.5.2020, SOPs for movement of Indian Nationals stranded outside the country and of specified persons to travel abroad have been issued keeping in view the emergent situation . This was further revised vide order dated 24.5.2020. iv. Similarly SOPs for movement of persons by train were also issued vide order dated 11.5.2020. Revised SOPs on movement of stranded workers by trains were issued vide order dated 19.5.2020. v. Amended guidelines regarding deletion of domestic air travel of passengers from the list of prohibited activities was issued vide order dated 20.5.2020.

    INTELLIGENCE BUREAU CENTENARY ENDOWMENT LECTURE P. CHIDAMBARAM Union Home Minister New Delhi, December 23, 2009 A NEW ARCHITECTURE FOR INDIA’S SECURITY The Intelligence Bureau is 122 years old. It celebrated its centenary in the year 1987. Since 1988, a number of distinguished persons – political leaders, scientists, jurists, police officers and administrators – have delivered the Centenary Endowment Lecture. I find that the subjects chosen by the speakers covered a wide range. I confess that I toyed with the idea of speaking on something totally unrelated to the security establishment. However, I thought that discretion was the better part of valour and settled on a subject that is, I hope, both contemporary and futuristic. I thank Shri Rajiv Mathur, Director, Intelligence Bureau for inviting me to deliver this prestigious lecture. Violence is Omnipresent 2. Humankind has, through the millennia, co-existed with violence. Hunting and gathering were marked by violence. Tribal groups employed violence to assert their authority over land to the exclusion of other tribal groups. Kingdoms were established by violence; kings were overthrown by violence. War was invariably an instrument of policy: to be a warrior was an honour and great kings were also great warriors. In the twentieth century alone, humankind witnessed two world wars and many smaller wars. About 15 million people were killed in the first World War. Nearly 60 million died in the second World War. In all the conflicts since 1945, it is estimated that nearly 30 million persons may have been killed. 3. It is only in the latter half of the twentieth century that the seeds were sown for a movement against war.

    8/31/2017 Union Home Minister launches the Digital Police Portal under CCTNS project Press Information Bureau Government of India Ministry of Home Affai rs 21-August-2017 19:05 IST Union Home Minister launches the Digital Police Portal under CCTNS project Various organs of Criminal Justice System including Police, Courts & Prisons, to be linked with CCTNS database: Shri Rajnath Singh The Union Home Minister Shri Rajnath Singh has said the Ministry of Home Affairs will undertake steps to integrate the various organs of the Criminal Justice System such as the Police, Courts, Prisons, Prosecution, Forensic Laboratories, Finger Prints and Juvenile Homes with the Crime and Criminal Tracking Network & Systems (CCTNS) database. Launching the Digital Police Portal under the CCTNS project here today, he said this Interoperable Criminal Justice System (ICJS) will be a useful resource for all stakeholders including the policy makers. Shri Rajnath Singh said the Digital Police Portal will enable citizens to register FIRs online and the portal will initially offer seven Public Delivery Services in 34 States & UTs, like Person and Address Verification e.g. of employees, tenants, nurses etc, permission for hosting Public Events, Lost & Found Articles and Vehicle theft etc. Besides, the portal will enable restricted access to law enforcement agencies on topics such as Antecedent Verification and make assessment of FIRs. Shri Rajnath Singh said at present out of the 15,398 Police Stations under the CCTNS project, 14,284 Police Stations are using CCTNS software. Out of these 14,284 Police Stations, 100% FIRs are being generated under this software in 13,775 Police Stations.
