INTRODUCTION In recent years, the prohibition of firearms magazines has become an important topic of law and policy debate. This article details the history of magazines and of magazine prohibition. The article then applies the historical facts to the methodologies of leading cases that have looked to history to analyze the constitutionality of gun control laws. Because ten rounds is an oft-proposed figure for magazine bans, Part II of the article provides the story of such magazines from the sixteenth century onward. Although some people think that multi- shot guns did not appear until Samuel Colt invented the revolver in the 1830s, multi-shot guns predate Colonel Colt by over two centuries.1 Especially because the Supreme Court’s decision in District of Columbia v. Heller2 considers whether arms are “in common use” and are “typically possessed by law-abiding citizens for lawful purposes,”3 the article also pays attention to whether and when particular guns and their magazines achieved mass-market success in the United States. Special Exhibition The Introduction of Guns in Japanese History – From Tanegashima to the Boshin War – Oct.3 (Tue) to Nov. 26 (Sun), 2006 National Museum of Japanese History Outline of Exhibition The history of guns in Early Modern Japan begins with their arrival in 1543 and ends with the Boshin War in 1868. This exhibition looks at the influence that guns had on Japanese politics, society, military and technology over this period of three centuries, as well the unique development of this foreign culture and the process of change that took place while Japan was obtaining military techniques from Europe and the United States at the time of transition from the shogunate to a modern nation state. An enormous number of materials, approximately 300, including new discoveries, form this exhibition arranged in three parts. Since the National Museum of Japanese History first opened its doors, the Museum has conducted research on the history of guns and acquired more materials, mainly due to the efforts of Professor UDAGAWA Takehisa, the Museum's curator responsible for this exhibition. As a result of acquiring the three most renowned gun collections in Japan -- the YOSHIOKA Shin'ichi Gun Collection, ANZAI Minoru Gunnery Materials and part of the TOKORO Sokichi Gun Collection -- our collection of guns, related items and documents is the finest in Japan in terms of both quality and quantity. This paper describes the phenomenon, its causes and effects, methods that are used to passively manage it, and steps that are taken to actively mitigate it. 1.0 GUN BARRELS – BACKGROUND A large caliber Cannon (Figure 1) is a pressure vessel whose primary function is to accurately fire projectiles at high velocities towards a target. Figure 1: Representative Large Caliber Cannon At its simplest, a Cannon consists of two major sub-assemblies: • “Gun Barrel”: a long, slender Tube that serves multiple functions such as safely containing high pressure combustion gases and providing a means for aiming/guiding the projectile in the intended direction; • “Breech”: an assembly that seals off the rear of the Gun Barrel during firing, but which can be quickly opened to allow loading of ammunition. It also contains a device used to initiate the combustion process. This basic guide explains how 19th century seacoast cannon operated, and the types of projectiles they fired. These guns are muzzle loaders; everything entered and left through the muzzle. The gun has three basic components: the tube, the carriage, and the chassis. The tube rests on the carriage, which supports it for firing and controls recoil (energy released when the gun fires). Most tubes are made of cast iron. The tube and carriage rests on a chassis, which permits the movement of the cannon left, right, forward or back to aim, load and fire. They had large cast bores that were sometimes made conically. From the middle of the same century, iron barrels are known to have been forged from rods. Some of them already had a cylindrical bore. It is assumed Iron Rod th Barrels that at the beginning of the 15 century, the quality of the bore was improved by reaming. Breech In the beginning, the rear parts of the barrel bores of handguns were closed Plugs with a forged in plug. As early as the beginning of the 15th century, threaded breech plugs were used. Later, the barrel smiths added a top strap to the breech plug to attach the barrel to the stock. Skelp- In the middle of the 15th century, barrels forged from iron bands wrapped in Barrels screw fashion around a mandrel, replaced the barrels made from iron rods. These barrels also called skelp barrels were the direct predecessors of the European Damascus barrels. Compared to the Damascus barrels, they have however, a weak structure. These are common descriptions of so-called “assault weapons,” a favorite target for those who want to eliminate gun violence by eliminating guns. Several states and localities currently ban “assault weapons,” as did the federal government from 1994-2004. In response to recent mass shootings, bills have been introduced in Congress to create a new national ban. Lawmakers and judges often use these descriptions to justify such bans. But are the descriptions factual? If not, what does that say about the laws and court decisions that rely on them? While there is no generally agreed-upon definition of “assault weapon,” laws banning such weapons typically criminalize possession or transfer of semiautomatic rifles with detachable magazines and at least one specified feature such as a pistol grip, telescoping stock, flash suppressor, barrel shroud, bayonet mount, or grenade launcher.1 Other “assault weapon” bans prohibit certain semiautomatic rifles, shotguns, and pistols by name and by features, along with any copies, duplicates, or variants.2 The main target of these bans is the AR-15 rifle, the most popular rifle in America, owned by millions for lawful purposes including self-defense.3 The AR-15 looks like a fully automatic military M4 carbine or M16 rifle, but it has a semiautomatic firing system like most modern handguns.
