It is therefore but right for the people to have the biggest say in decisions on national priorities that must be addressed by government. These national priorities are best reflected in the General Appropirations Act, the document that guides the allocation of the national budget. In a democracy, the legislature is the elected representative of the people, entrusted to wield the power of the purse. Sadly, being people’s representatives cannot be said of many Senators and Congressmen, who became so, not with the will to safeguard people’s interest, but that of their own or that of their political benefactors. Add to this the equally sad fact that the law in our country allows one person, the singlehanded power to formulate, approve or disapprove, and release the budget. Even legislators oftentimes sigh and loose hope. Where is the legislature’s so called “Power of the Purse” when the Executive can veto the National Expenditure Program that Congress has approved? Where is the “Power of the Purse” when Congressional initiatives on the General Appropriations Act are being impounded as forced savings and can be used by the executive for whatever purpose it may deem necessary? But amidst the darkness, the Alternative Budget Initiative (ABI) and Social Watch Philippines provides faith and hope. With the guidance of SWP lead convenor and former national treasurer Leonor Magtolis Briones, civil society has now begun to actively and directly engage in the national budget process through alternative budget proposals. ABI’s budget proposals are results of hard work indeed. They are studied and formulated by the sectoral leaders and citizens groups who painstakingly generate data from the grassroots by working with and consulting the communities. Further, ABI studies the budget of the implementing agencies, consults the government personnel and thereafter, lobbies Congress for increases in the budget of pro-poor programs of the Departments of Health, Education, Agriculture, Environment and Natural Resources, and other government agencies. In addition, ABI was instrumental in alerting Congressmen and Senators about the fact that they are reviewing less than half of the national budget; that there are invisible budgets or sources of public funds that are not within their reach; and that billions of pesos worth of funds which were allocated through Congressional initiatives were not released or were impounded for so many years. By supporting civil society’s alternative budget proposals on critical socioeconomic programs, and by working in partnership with ABI/SWP, Congressmen and Senators can hope to be true to the claim of being genuine representatives of the people. Hopefully, the deterioration of Philippine democracy can be reversed. With ABI and SWP, both Houses of Congress are now clamouring that the Legislature’s Power of the Purse be restored through bills on budget reforms and people’s participation in the national and local budget processes. A beautiful saga on reclaiming the people’s purse has now begun.     CongressWatch Report No. 176 Report No. 176 17 June 2013 The 16th Congress In the Senate The 16th Congress will open on 22 July, the same day that President Benigno Aquino III delivers his fourth State-of-the-Nation Address (SONA). The Senate will likely have a complete roster for the first time since the 12th Congress. It may be recalled that during the 2001 elections, 13 senators were elected, with the last placer serving the unfinished term of Sen. Teofisto Guingona who was then appointed as vice president. The chamber had a full roll of 24 senators for only a year, due to the appointment of Sen. Blas Ople as Foreign Affairs Secretary on 23 July 2002, and due to the passing of Sen. Renato Cayetano on 25 June 2003. The 11th, 13th, 14th, and 15th Congresses did not have full membership, primarily because a senator did not complete the six-year term due to being elected to another post.1 In the 2013 midterm elections last May, all of the six senators seeking re-election made it to the top 12, while two were members of the House of Representatives in the 15th Congress. Mancenido-Bolaños Abstract: In this paper, I wish to argue that it is necessary to have an earnest understanding of the plight of women before crafting laws that directly impact their lives. Against the backdrop of my discussion is the notion of “oppression” offered by Iris Marion Young in her book Justice and Politics of Difference. I recount Young’s description of the “faces of oppression” and use her notion of oppression to show that the process of policy-making in the Philippines is mired by the oppressive dominance of patriarchal bias. In her book, The RH Bill Story: Contentions and Compromises, Marilen J. Dañguilan provides the most comprehensive study of the role that Filipina women played during the drafting of the 1987 Philippine Constitution and The Responsible Parenthood and Reproductive Health Act of 2012. I draw on the work of Dañguilan in order to cite instances of oppression of women in policy making.     International Journal of Multidisciplinary Approach and Studies ISSN NO:: 2348 – 537X Compositional Analysis of Bukidnon State University Scholarship Grantees Arlene R. Pagaura* & Lora E. Añar** *&**Bukidnon State University, Malaybalay City, Bukidnon, Philippines ABSTRACT The study determined the compositional analysis of scholarship grantees in terms of personal, academic, social and interest profiles. The participants were the 574 grantees from the different colleges of Bukidnon State University. The data were obtained from the Office of Students Services and complemented with a questionnaire. This is a descriptive research. Frequency, percentage and discriminant analysis were utilized in analyzing data. The findings revealed that there are sixteen kinds of scholarships of the university. These are offered to students who belong to cultural communities, dean’s lists, outstanding members of performing arts, emancipated children of regular faculty members and staff, poor but deserving. As to parents’ occupation, it was farmer-housewife tandem with a monthly income below fifteen thousand. As to academic profile, Bachelor of Science in Business Administration had the most grantees. Most of the grantees were members of Young Educator’s Club, College Disaster Management Unit (CDMU), and other religious organizations. Majority of the grantees were engage in dancing, playing musical instruments and reading books. The parents’ monthly income is the strongest predictor in availing the scholarship program.
