OBJETSUBJECT: : Reception on U.N. Day

•As United Nations Day this year is- dedicated to the cause of the '; refugees, it might be appropriate to have a simple reception (tea and coffee) :; offered by the United Nations refugee programmes (HCR and UNRWA), which could | be held in the West Terrace folloxiring the concert on that day. i If you see no objection, I will ask the High Commissioner for 1 Refugees if he wishes to co-sponsor it. j UNRWA has already prepared an'exhibit for display on U.N. Day, which j we would like to show on this occasion. The exhibit consists largely of j photographs illustrating the various aspects of the UNRWA programme, including' relief, health, welfare, education, and vocational training. It is about j 17 feet long. Similar exhibits will be shown simultaneously in Geneva, j London, Paris (UNESCO), Beirut and Cairo. The HCR might like to have a ; similar display. • j It would add greatly to the occasion if the Secretary-General and i the President of the General Assembly could attend, and if they would consider it appropriate to say a few words about United Nations efforts on behalf of refugees. _ i t I would like to take this occasion to present to the President of the General Assembly and to the Secretary-General two souvenir albums depicting j UNRWA's work, if this were considered appropriate. ; I would be most grateful for your advice.

This is just to let you know that I am much looking forward to visiting the United Nations headquarters once again.

All being well, I shall arrive in New York on S ep t emb er__lIL th^Qn Flight Air France 015 accompanied by Henri Leleu, Secretary of the Committee of Ministers and Heinrich Klebes, my assistant Chef de Cabinet.

If it is possible to meet the Secretary General on Monday, 12th September and also senior members of the Secretariat on thaTT"cTayJ it would be particularly convenient as these meetings could then precede a meeting of the Ambassadors of the Council of Europe States when I shall give some account of U Thant's visit to Strasbourg, of co-operation between the Organisations^and so forth. We are planning to fly back to Strasbourg about the 15th September.

I would be particularly grateful if you could give a little thought to the list of people with whom I could usefully talk this time, and, in particular, whether it would or would not be a good idea to meet some of the Russian members of the Secretariat (this might be premature, though, as you know, Russian experts have joined one of our Patent Committees), some Ambassadors not from Council of Europe States, or the Secretaries-General of any other international organisations who may happen to be in New York at the time. - 2 -

On our side, we do not have any controversial ideas but I hope that my talks with U Thant, yourself and others may enable us to envisage a steady progress of the United Nations - Council of Europe relationship and perhaps to consider one of two of the problems which may complicate it.

Though no great lover of New York, I shall find it a great satisfaction to be back again in the United Nations.

Mr. Klebes will be getting in touch with Mr. Miller nearer the time to give him further details with regard to the preparation on our side.
