Integrated Transport Assessment State Highway 1 – Johns Road (The Groynes to Sawyers Arms Road) Integrated Transport Assessment State Highway 1 – Johns Road (The Groynes to Sawyers Arms Road) Prepared for NZ Transport Agency April 2013 SH1 Johns Road (The Groynes to Sawyers Arms Road) Integrated Transport Assessment Executive Summary This Integrated Transport Assessment (ITA) provides a full appraisal of the multi-modal transportation effects of the proposed State Highway 1 – Johns Road: The Groynes to Sawyers Arms Road improvement project. The improvements proposed along this 4km section of State Highway are part of the Western Corridor improvements, which in turn form part of the Christchurch Motorways suite of projects being undertaken by the NZ Transport Agency within the Roads of National Significance programme. The Groynes to Sawyers Arms Road (G2S) upgrade includes 4-laning the entire project length, including the provision of central median and wire rope barrier, improved road cross section, wide sealed shoulders and improved street lighting and stormwater management. This ITA considers the safety and operational impacts of the proposals. The CAST transportation model is used to assess the likely impact of the proposals including comparison with the do-minimum approach. The 2006 and 2011 base years are used and compared against the 2026 and 2041 horizon years. The modelling demonstrates that, operationally, there are significant positive effects in upgrading G2S as opposed to continuing with the current arrangement along this section of the corridor. A number of turning movements are prevented as part of the G2S project – however, interestingly, it is demonstrated that without G2S upgrade the local road network in the vicinity of the G2S project length would suffer significant negative effects. This is because G2S upgrade is critical to the efficient operation of SH1, as well as the wider road network, and without upgrading this section there would be considerable congestion which would likely result in traffic diverting to inappropriate local roads. The proposed project will assist in improving the operation and Level of Service of State Highway 1 and consequently the movement of people and freight, thereby supporting the key government objectives to improve productivity and economic growth (as well as improving access to a key tourism gateway). The ITA also considers sustainable modes and it is established that the proposals contained within the G2S project will provide some improvements for pedestrians and cyclists. It is therefore concluded that the G2S project is a critical element of the infrastructure improvements being proposed in this locality and will bring about benefits that support the wider national and regional goals for transport. The Western Corridor generally follows State Highway 1 from the regional border north of Ōtaki to Ngauranga and the North Island Main Trunk railway to Kaiwharawhara. The main east- west connections are State Highway 58 and the interchange for State Highways 1 and 2 at Ngauranga. Long-term vision This Corridor Plan has been developed to support and contribute to the Regional Land Transport Strategy (RLTS), which sets the objectives and desired outcomes for the region’s transport network. Introduction The NZ Transport Agency (NZTA) is currently investigating improvements for the northern and western corridors to Christchurch, including the Western Belfast Bypass. This will provide a limited access route from the Northern Motorway (SH1) for approximately 5km south to Johns Road (SH1), bypassing Belfast Village. The alignment for the bypass has not been finalised, hence a project consultation brochure was distributed within the local area to invite feedback on the initial options being considered. Two short term options (operating until 2020) and two long term options were outlined and feedback was sought on these. Appendix A contains a copy of the brochure which shows the options and routes. The following report provides an overview of the submissions received on the Western Belfast Bypass proposal following public consultation on the options as detailed above.
