Tab 6 Sorted Alphabetically……………………………………………. 1 Sorted by Position…………………………..……………………. 5 --- This Page Intentional Left Blank ---- HENRY COUNTY EMERGENCY OPERATIONS PLAN Executive Summary The Henry County Emergency Operations Plan (EOP) has been revised as required by the Commonwealth of Virginia Emergency Services and Disaster Laws of 2000, as amended, §44- 146:13 to §44-146.28:2. The revised plan is an accurate and appropriate reflection of how the County will address natural and man-made disasters and events as they develop. The revised plan is based on current resources available at the local level. The plan has been re-formatted to conform to the recommendations of the Virginia Department of Emergency Management (VDEM), the National Response Framework (NRF), and the National Incident Management System (NIMS), and the Incident Command System (ICS). The EOP consists of a Basic Plan followed by the Emergency Support Functions (ESFs), Support Annexes and specific Incident Annexes. The Emergency Support Functions (ESF) group resources and capabilities into functional areas to serve as the primary mechanism for providing assistance at the operational level. The ESF structure results in improved effectiveness and efficiency in mitigation, preparedness, response, and recovery operations. The Support Annexes describe the framework through which local departments and agencies, the private sector, volunteer organizations, and non-governmental organizations coordinate and execute the common functional processes and administrative requirements necessary to ensure efficient incident management. The actions described in the Support Annexes are not limited to particular types of events but are overarching in nature and applicable to nearly every type of incident. In addition, they may support several ESFs. The specific Incident Annexes describe specific situations that present the highest potential of occurrence. These incidences can present independent from other events or within such larger events. The actions described in the Incident Annexes are limited to particular types of incidents but may be including in overarching incidents. In addition to the Executive Summary, included in the Basic Plan is a Board Resolution. The purpose of the resolution is two-fold. First, it serves as the format for formal adoption of Henry County’s Emergency Operation Plan. Second, it charges and authorizes the Director or his/her designee with the responsibility of maintaining the plan over the next four (4) years, when it will once again come before this Board for formal adoption. Plan Documentation – page 1 HENRY COUNTY EMERGENCY OPERATIONS PLAN ‐‐‐ This Page Intentional Left Blank ‐‐‐‐ Plan Documentation – page 2 HENRY COUNTY EMERGENCY OPERATIONS PLAN Preface Virginia is continuously threatened by emergency and disaster situations such as flash flooding, hurricanes, hazardous materials incidents, weapons of mass destruction threats and incidents, and resource shortages. The Virginia Emergency Services and Disaster Law of 2000, as amended, §44-146:13 to §44-146.28:2, requires that the state, and each county and city within the state, develop and maintain a current Emergency Operations Plan (EOP) which addresses their planned response to such extraordinary emergency situations. This plan for Henry County is designed to meet this responsibility and to include the County in the mutually supportive statewide emergency management system. The Henry County Emergency Operations Plan actually consists of three documents. The development and maintenance of these plans is the basis of the local emergency management program. (1) The Base Plan describes the concept of emergency operations and assigns duties and responsibilities to agency heads or organizations, which are either part of, or will serve in support of, local government in time of an emergency. It becomes the organizational and legal basis for emergency operations. Emergency Support Functions, Incident and Support Annexes and Appendices to the Basic Plan provide additional guidance and set forth detailed procedures as needed to assure an appropriate level of emergency preparedness. (2) The federal Superfund and Reauthorization Act (SARA Title III) requires the development and maintenance of detailed procedures for identifying facilities with extremely hazardous materials and for assuring an adequate emergency response capability by these facilities and by local emergency services. A separately published SARA Title III Plan has been developed which supplements the EOP by providing additional procedures for a hazardous materials incident response. (3) Beginning in 2003, the Commonwealth of Virginia encouraged the twenty-one planning districts in the commonwealth to take the lead on development of local hazard mitigation plans. These plans, which are required by the Disaster Mitigation Act of 2000, help local governments determine risks and vulnerabilities and identify projects to help reduce these risks. A separately published plan titled, “West Piedmont Multi-Jurisdictional Hazard Mitigation Plan”, has been developed which supplements the EOP in regards to these hazard mitigation activities. The Henry County Department of Public Safety developed this Basic Plan with assistance from various emergency services partners, including the Commonwealth of Virginia Department of Emergency Management. For example, we accredited 58 medical transport services. This does not seem like a large number but because we often have many sites combined under the same program’s survey – these 58 programs included 271 bases. For initial accreditation site visits to new applicants, this means we visit every base. For reaccreditations, we will visit new or changed bases and usually include an unannounced base visit. This involves a great deal of planning, logistics, and travel to remote bases with as many as 5 site surveyors at times. Gigi Randall, our Administrative Assistant, and our experienced lead site surveyors do a wonderful job of scheduling and coordinating these visits. We changed the policy last year to accommodate these large services under one owner/operator. Combined services may apply as one service if they have the same mission, management, policies, medical direction and protocols, and a common Part 135 certificate. Shelley Dixon, our bookkeeper assistant, keeps the new and reaccrediting services represented correctly and promptly on the camts.org website. In addition to complex site surveys, we completed the standards and process for Special Operations – Medical Retrieval which were accepted by both CAMTS and CAMTS EU Board of Directors and is available worldwide. Special Operations – Medical Retrieval includes criteria for services that provide tactical rescue or “SWAT: call-outs and citizen recovery from potentially unstable environments. There are already 2 applications for this specific accreditation.

    Parks & RecreationHenry County Program Guide Summer l 2021 August 21, 2021 September 22–25, 2021 A MESSAGE FROM THE DIRECTOR Dear Fellow Citizens: Our staff has been busy planning a lot of fun activities for this summer for children, adults, families and seniors. Be sure to check out all of the programs listed in this guide. Two of the biggest events of the year will be the 13th Annual Smith River Fest and the 1st Annual Henry County Fair. Smith River Fest will be held on Saturday, August 21 from 10:00 am to 4:00 pm at the Smith River Sports Complex and is being presented by “Dr. J. Peyton Moore Cosmetic and Implant Dentistry. Your local dental implant connection.” Smith River Fest will feature a lot of fun activities including a rock wall, magic show, river tubing, petting zoo, food trucks, beer garden and much more. There will be a demo pool, sponsored by SOVAH Health, where people can try out a kayak or SUP. In the afternoon, everyone can wind down and listen to the band which is being presented by Blue Ridge Bank. The Henry County Fair will be held on September 22 – 25 at Martinsville Speedway and is being presented by VisitMartinsville. The fair will be an exciting four day event and will have fun for all ages! Adults and children can enjoy the thrilling rides at the midway which is being presented by American National Bank. Everyone will want to come back each night to enjoy the nightly musical entertainment on the Bassett Furniture Stage.
