The number already represents almost 80 percent of the 45.2 million seedlings targeted for the entire year under the government’s flagship reforestation program, DENR Secretary Roy Cimatu said in a media release, citing a report from the Forest Management Bureau (FMB). “This speaks well of how the DENR and its partners have carried out the ENGP in the face of challenges and constraints created by the pandemic,” Cimatu said. With this development, Cimatu said, the DENR is “on track” with its ENGP seedling production “just in time for planting this rainy season.” In its report, the FMB said the seedling production covers both plantation species and indigenous species used for rehabilitation of denuded areas in watershed, mangrove and protected areas. It also includes commodity species used for the establishment of agroforestry plantations. As of July 9, indigenous and plantation seedlings had reached 20 million; bamboo, 3.4 million; agroforestry, 2.98 million; fruit trees, 1.2 million; fuelwood, 796,600; rubber, 131,775; nipa, 65,000; and Ilang-ilang, 50,000.

Don’t let a “good” crisis go to waste: One-upmanship in local responses to the COVID-19 pandemic Julian Thomas B. Alvareza, Jahm Mae E. Guintoa,b, Joseph J. Capunob† aAsian Development Bank bUniversity of the Philippines Abstract Unlike in previous crises, the COVID-19 pandemic has wrought a crisis affecting all population groups, all economic sectors and all jurisdictions in the Philippines, as elsewhere. The impact of the COVID-19 vary across localities, however, partly due to differences in local government responses to the pandemic. Our objective is to examine the patterns in the types and timing of local responses among neighboring local government units (cities) for evidence of one- upmanship among their incumbent leaders (mayors). We assembled data for 25 selected cities and then grouped them into 28 neighborhood clusters. Using three indicators, we measure the immediacy, primacy and distinctiveness of the local responses within each cluster over the period March 2020-March 2021. Of the 28 clusters, we find in 19 (67.9 percent) evidence of one- upmanship consistent with the view that the type and timing of local responses are driven by mayors who wish to signal their talents and abilities.

In today’s Beat COVID-19 Virtual Presser, Health Undersecretary Dr. Maria Rosario Singh-Vergeire discussed with Bases Conversion and Development Authority President and CEO Vince Dizon how the government is improving the country’s isolation measures as part of its national response against COVID-19. “Itong virus na ito ay bagong-bago, unang-una wala siyang bakuna, at kung hindi tayo mag-iingat madali tayong mahahawa. Mabilis lumipat from one person to another,” said Dizon, who is also the Deputy Chief Implementer of the National Action Plan Against COVID-19. “At pag nalaman po natin kung sino ang positibo dito sa virus na ito ay kailangan po natin silang i-isolate, kailangan po natin silang ihiwalay kahit na po ito’y mahirap at ito po’y masakit sa loob dahil ayaw natin mahiwalay sa ating mga kamag-anak,” he added. Quarantine facilities are designed to make sure potential COVID-19 carriers are kept separate from the public until they complete the mandatory 14-day quarantine period and be cleared to return home.

CIMATU THREE ADDITIONAL solar-powered sewage treatment plants will be built along major river systems in Metro Manila as part of the government’s efforts to rehabilitate Manila Bay, the Department of Environment and Natural Resources (DENR) said. Environment Secretary Roy A. Cimatu said treatment plants will be installed at the Libertad outfall on the Parañaque River, the Tullahan-Tinajeros River in northern Metro Manila, and the Las Piñas-Zapote River. “The sewage treatment plant is a big step forward to making Manila Bay safe again for swimming, bathing, boating, fishing and other forms of contact recreation,” Mr. Cimatu said. The DENR and the Metropolitan Manila Development Authority inaugurated the first solar- powered sewage treatment plant in Manila Bay on July 30. It is capable of treating 500,000 liters of wastewater daily. Mr. Cimatu said the treatment plant will ensure no untreated wastewater from the drainage outfalls of Padre Faura, Remedios, and Estero de San Antonio Abad reach Manila Bay. “The treated water will be used for watering plants along Roxas Boulevard, maintenance of two solar-powered comfort rooms to be constructed at the bay walk area, and fire trucks of the cities of Manila and Pasay,” Mr. Cimatu said. Meanwhile, untreated water from the plant will be recycled and placed in an underground tank capable of storing 2 million liters of wastewater.
